    Position summary

    IRC is seeking a Technical Coordinator (Roving) for the IRC GAVI REACH project, who, while working under the direction of the Immunization Advisor, will provide multi-country coordination and technical assistance (physical and remote) to GAVI REACH project service delivery teams and local partners in Somalia, Ethiopia, Sudan and South Sudan. She/he will be a central member of PMU’s technical team (based at REACH PMU, at IHUB Nairobi Kenya), who will support capacity-building efforts; track performance progress against agreed milestones to drive results for impact; and participate in regular monitoring visits for quality program quality and adherence to IRCs, donor and MOH guidelines. 
    This is a primarily country-facing roving position with a need for deployment to any country. The holder shall spend at least 75% of their time delivering technical assistance, in-person and remotely, to country REACH technical teams, and 25% at the PMU level supporting cross-cutting technical linkages, workflows and work streams.  The position will initially be for one year, renewable subject to continued need, fund availability and performance.

    Key Responsibilities: 
     
    Program management and coordination

     Under the direction of the Immunization Advisor, provide technical support and coordination to REACH country teams to develop and implement key strategies to ensure program soundness, accelerate last mile immunization program delivery, and implementation on scale. 
     In consultation with the Immunization Advisor and PMU technical team, support country project teams to develop, implement and monitor activity work plans; regularly review performance to sieve bottlenecks as well as identify and follow up on course corrective measures to sustain high performance. Follow up to closure of any identified technical coordination actions needed to ensure implementation remains on track.
     With guidance from PMU’s operations teams, support REACH country teams in monitoring fund utilization, budget versus actuals analysis, development/ revision of spending plans and follow up on proposed course-corrective measures to stimulate spending in line with approved budgets and accelerated implementation plans. 
     With guidance from Immunization Adviser and MEL team, support REACH country teams in monitoring and data management (including using data to inform course correction, learning and advocacy) as well as documentation of success stories. Further contribute to drafting donor and other ad hoc technical reports as requested/ guided by line manager.
     Gap fill Country Project Coordinator role in the event that such position becomes vacant while also helping the appropriate country program fill the position

    Technical

     Identify performance gaps, design remedial interventions, and develop action plans in consultation with the Immunization Advisor, country REACH project coordinators and PMU. 
     Ensure that all REACH activities are consistent with established standard processes and apply standardized protocols, policies and guidelines, as outlined by relevant MOH or project standards.
     Ensure program quality, progress and compliance with donor and IRC requirements.

    Capacity Development:

     Support capacity building of the REACH country technical team and local partners through technical training and ongoing technical coaching, supervision and OJT  on quality vaccination service delivery.
     Share cross-context learning with country program staff across REACH countries

    Job Qualifications:

    Education:

    MD/RN, RN with public health or equivalent with a Master’s/post-graduate degree in Public Health, Public Health Nutrition or equivalent. 

     Work Experience:

    4-6 years work experience, with a minimum of 2 years as technical coordination in a health program; experience managing working relationships with government (MOH and/or national programs)

     Desirable:

    Experience in or understanding of immunization programs (national or sub-national immunization planning; capacity building for system strengthening; design of community-focused strategies to increase coverage; use of immunization data for monitoring and decision making; immunization supply chain strengthening, and demand creation)

     Skills and Proficiencies:

    Proven expertise in working with donors, project design and implementation, proposal development, coordination and capacity building .

    Job Description

    The national security guard, under the direct supervision of security Supervisor, will safeguard all IRC assets and premises through physical guarding at all the field sites 24/7. They will respond to any incident which requires the security office within their areas of jurisdiction. They will give daily situation reports of the field sites to the supervisor. They will work closely as a team with the other national guards and the incentive counterpart managers, supervisors and the guards to ensure that there is cohesion and information sharing.

    Key Responsibilities.

    To safeguard IRC staff, clients, and property in all field sites by ensuring that they are secure and free from losses or damages through physical guarding 24/7 day & night.
    Conduct regular foot patrols in the field sites ensuring that the perimeter fence are intact, and that door and windows of the offices are firmly locked at during the night.
    Carry out IRC security protocol S.O.Ps within the field sites in a professional manner in line with the IRC WAY.
    Implement standard access procedures to IRC sites ensuring that persons and vehicles entering or leaving the sites are searched appropriately.
    To monitor assets/material movement from the IRC stores to any other location within IRC programs in reducing and minimizing chances of defraud within the stores and programs.
    To work closely with field sites in charges, supply chain department and Nutrition program to ensure that the field stores control procedures are adhered to.
    Crowd control during normal field sites operations.
    To gather information from reliable sources and share with the security supervisor and other security actors within the area of operation.
    To maintain reporting system of incidents occurrences within IRC programs and in the field and giving situation updates to the security supervisor within necessary time frame.

    Purpose of the Role

    The Nutrition Coordinator is responsible for providing all support vital to ensure successful implementation of nutrition programming and proposal development/project design for prospective projects. While advising the nutrition team and working with other partners, the Technical Coordinator will ensure adequate participation, appropriate delivery, and sustained impact of all nutrition interventions which are under health outcomes under the Kenya SAP 100. This position will support all aspects of technical design, implementation, monitoring, and evaluation; development of implementation strategy/approaches and guidelines including providing feedback to partners for purposes of improving program quality. Internally, the role is a primary interlocutor with IRC’s regional or headquarter based Technical Advisors to ensure coordination and complementarity of programming, as well as appropriate technical difficulty in project design and implementation. You will collaborate closely with other coordinators within IRC to advance a cohesive, integrated country programme. Aside from the health sector, they will also ensure the program is integrated with other IRC Kenya sectors like livelihoods, women protection and empowerment and child protection, WASH programs, governance, and partnerships. The position holder plays a vital role in advancing IRC’s ambitions, strategies, and priorities amongst like-minded agencies, government, private sector, and community partners, including the Nutrition technical Forum and the related technical working groups. In line with IRC SAP 100 ambitions and as part of the scope of work, you will contribute to the ambition to scale up IRC cash and partnerships while ensuring IRC involvement in the relevant cash coordination forums at national and county levels.     Qualifications

     

    Advanced degree in health, nutrition, or public health.

Internally, the role is a primary interlocutor with IRC’s Global Protection and Rule of Law (PRoL) Technical Advisor and Child Protection Technical Advisor to ensure coordination, integration and technical rigor in program design and implementation. The Protection Coordinator will collaborate closely with other technical coordinators within IRC to advance a cohesive, integrated country programme. The Protection Coordinator plays a vital role in advancing IRCs ambitions, strategies and priorities amongst fellow agency, government, private sector, and community partners, as well as the Protection Working Group within the interagency coordination structure.     Job Overview: 

    The IRC is initiating a project funded by The Swedish International Development Cooperation Agency (SIDA) on strengthening humanitarian response to the climate crisis by providing research-based recommendations on effective climate-smart interventions and approaches—across intervention areas in Health, Water and Sanitation, Protection, Livelihoods/Cash and Education. As part of this project the Evidence to Action (E2A) team will conduct a rapid landscape review of climate interventions as well as build a robust evidence gap map (EGM). The purpose of this process will be to map and analyze existing technical intervention approaches, which are well established and cost-effective, and where there are outstanding questions regarding intervention effectiveness. We will focus on evidence from conflict-affected and fragile contexts affected by climate change, such as the Sahel, Horn of Africa and/or Southeast Asia. 
    The E2A Climate Specialist, under the mentorship of Senior Advisor, E2A will lead the execution of these products.

    Main functions: 
    Be responsible for the development of the landscape review and EGM:

     Collaborate with the Climate Advisor and E2A team to define the vision, theory of change and strategy for this work stream
     Support the E2A Senior Advisor to resolve scope of the work and engage with thought partners and technical authorities.
     Complete the review and EGM; including protocol development, systematic searching, screening and coding, data analysis, critical appraisal, mapping and evidence synthesis.

    IRC is the lead organisation in the FCDO-funded “Ensuring Quality Access and Learning (EQUAL) for Mothers and Newborns in Conflict-Affected Contexts Consortium”, which runs until April 2026. The objective of the project is to produce rigorous, operationally relevant research and evidence to improve Maternal and Neonatal Health (MNH) in low-income, conflict-affected contexts. The project aims to produce evidence that is accessible to decision-makers influencing strategic investment, policy and programming to improve MNH, at the national and global level. EQUAL is conducting research in Nigeria, DRC, South Sudan and Somalia. 

    Major responsibilities

    The EQUAL Research Programme Coordinator supports overall contract management and sub-contractor management for the EQUAL project, working closely with the Project Management Team, Research Directors, and consortium partners to deliver an ambitious programme of research, research uptake and capacity sharing activities. The role involves liaising with multiple research and programme specialist units within IRC, as well as IRC country offices, consortium partners, and FCDO to deliver the project in a high-quality, effective, and efficient manner. A significant focus of the position is to ensure that the project meets the high standards and requirements of FCDO commercial contracts by supporting IRC and the consortium partners to meet their compliance and reporting requirements.

    Project Management

     Develop and/or refine project management systems and guidance documents to ensure efficiency, transparency and accountability across consortium activities; regularly assess the use of project tools and processes to adapt and improve as needed.
     Work closely with others in the EQUAL PMU to track consortium progress on key deliverables using workplans and financial forecasts; develop and communicate mitigations for areas that are off track. 
     Manage and update the partner-specific and consortium-level workplans; meet with key stakeholders from IRC and partners to ensure programme quality controls are in place, and provide analyses for senior management decision-making. 
     Maintain the project risk register and systems to assess risks throughout project lifecycle.
     Maintain comprehensive and standardized electronic files for the project, and ensure project team and partners have access to relevant records.

    EQUAL consortium partner subcontract management, coordination and compliance

     Collaborate with partners to develop workplans and monitoring plans.
     Manage communication with partners for issues related to implementation against workplans, subcontracts, reporting, and regular meetings.
     Coordinate due diligence, compliance checks, subcontract amendments, and other subcontract management processes according to guidance from IRC’s Awards Management Unit.
     Maintain an in-depth knowledge of FCDO policies and support partners on contractual compliance.

    Participate in regular performance evaluations, and receive/provide feedback on status/progress towards personal career advancement. 
    Presentations to select audiences of projects and reflections on their progress within the program

    Key Working Relationships 

    Position Reports to: People and Operations Coordinator, EHAU
    Works closely with: VP; Senior Director, People & Operations; Deployment Managers; Senior Director, Fundraising & Finance; Finance Officer, Unit & Events Officer.
    Actively Supports: 80+ Emergency Unit staff (largely remotely)

    Requirements

    Strong interest in humanitarian aid and a desire to gain hands-on experience and exposure to the field
    Attention to detail and ability to handle multiple, competing deadlines and priorities in a dynamic environment
    Familiarity with basic budgeting and accounting helpful
    Excellent interpersonal communication skills and ability to work in a multi-cultural environment
    Ability to thrive in a dynamic environment, within and across departments/functions and develop positive relationships with local and remote staff
    Ability to work in high stress environment with multiple and competing demands
    Ability to work independently as needed.
    Ability to exercise good judgment and maintain confidential information
    Customer service orientation with desire to find creative and timely solutions for field teams
    Strong comfort level in standard PC office software such as Word, Outlook, Excel, PowerPoint preferred
    Excellent oral and written communications skills (English) required
    Multi-lingual skills advantageous – with priority placed or French, Spanish, and Arabic
