    Job Overview

    The Director of Strategy will be the engine facilitating continuous improvement in the way IRC responds to emergencies and ensures aid is delivered to the toughest places around the world. They will organize, manage, and facilitate the IRC’s Emergencies and Humanitarian Action leadership team to ensure the unit is effective in planning and delivering against our strategy. They will partner with individual leaders to scope and solve problems, offering project management, structure, and conceptualization to complex, high-stakes, high-priority projects.  They will work with a small team to support strategic and thoughtful internal communications and organize high-impact events bringing together leaders and the wider team.  The role will demonstrate strong strategic leadership with minimal oversight and support, and  will report to the Vice President of Emergencies and Humanitarian Action, while maintaining collaborative working relationships with leaders across the unit and organization.

    Responsibilities

    Lead Emergency and Humanitarian Action Strategy

     Lead and project-manage the delivery and measure of IRC’s Strategy Action Plan (SAP) for Emergencies and Humanitarian Action.  
     Lead routine reviews of SAP content ensuring the SAP narrative and implementation plan reflects up to date priorities and progress.  
     Facilitate and support the collection and presentation of quarterly SAP reporting from EHAU Co-conveners to the EHAU Senior Management Team, EHAU Team, CRRD Senior Management Team, and Leadership Board.
     Collaborate with EHAU’s MEAL (Measurement, Evaluation, Accountability and Learning) team to maintain the SAP measurement and analysis backend – including indicator selection, data collection, analysis platforms and reporting tools.
     Support the EHAU SMT (Senior Management Team) to deliver a routine approach to socialization of the SAP and delivery progress out to the EHAU team, specifically targeting and tracking an increase in buy-in and participation.
     Facilitate EHAU’s contribution to the formulation, implementation, and progress reporting of CRRD’s Delivery Letter.

    Support EHAU Solution Finding, Workflows and Project Management

     Upon request, deliver ‘strategy’ support to EHAU leaders and their teams, identifying problems, finding solutions and designing project definitions and implementation plans.
     Lead effective project management processes for select, high value EHAU projects, supporting SMT member and project teams to deliver on time and within budget.

    Facilitate EHAU’s engagement in IRC Strategy 100 phase two planning (timeframe: Q1 FY24 to Q3 FY25) 

     Lead internal ideation and planning for IRC’s S100 (Strategy 100) P2 (Phase 2), balancing the need to carry forward existing priorities and introduce new ones. Ensure the voice and priorities of country and regional colleagues are reflected (in close collaboration with the Regional Emergency Directors).
     Develop and coordinate a communication plan to ensure emergencies and humanitarian action priorities are considered, and then subsequently reflected within S100 Phase 2. 
     Coordinate closely with CRRD S100 focal points to ensure EHAU’s efforts are in step with other departmental priorities.
     As S100 P2 is finalized drive forward an update to the IRC’s Emergencies and Humanitarian Action SAP and implementation plan. Act as a thought partner to EHAU leaders for the successful integration of S100 Phase 2 objectives in the planning and administration of their teams and section/objective workplans.
     Support the SMT to deliver a routine approach to the socialization of S100 P2 processes and status out to the EHAU team, specifically targeting/tracking an increase in understanding/contribution/consensus/participation.

    Facilitate successful collaboration, coordination and decision making 

     Support efficient process within EHAU’s Senior Management Team
     Plan and convene impactful, twice monthly + ad-hoc EHAU SMT meetings. Maintain a pipeline of high value meetings to improve use of SMT collective brain and bandwidth.
     Support effective decision-making processes, that drive forward action, while ensuring everyone is heard and final decisions are visible to the wider team. Follow up and support action items to ensure delivery.
     Champion simplification in all that EHAU does – from the SMT down to everyday processes.
     Be responsible for  post-meeting, all-team communication to ensure clarity and trust around SMT processes and decision-making. 
     Membership:  Act as a full voting member of EHAU’s SMT.  Routinely attend CRRD SMT as observer/advisor.

    Coordinate and Represent

     Support the VP and EHAU Directors to continually cultivate and strengthen relationships and collaboration within the organization.
     Represent and coordinate with Directors of Policy, Planning, Strategy from around the organization.
     Represent EHAU in information, data management with Data Excellence team, plus CRRD lead.

     Manage the planning and delivery of weekly team meetings, ensuring a collaborative planning and participation approach across a working group, that drives high value meetings.
     Supervise the planning and delivery of monthly EHAU newsletters that encourage inclusion, team building and transparency around team projects and achievements.

    Position summary

    IRC is seeking a Technical Coordinator (Roving) for the IRC GAVI REACH project, who, while working under the direction of the Immunization Advisor, will provide multi-country coordination and technical assistance (physical and remote) to GAVI REACH project service delivery teams and local partners in Somalia, Ethiopia, Sudan and South Sudan. She/he will be a central member of PMU’s technical team (based at REACH PMU, at IHUB Nairobi Kenya), who will support capacity-building efforts; track performance progress against agreed milestones to drive results for impact; and participate in regular monitoring visits for quality program quality and adherence to IRCs, donor and MOH guidelines. 
    This is a primarily country-facing roving position with a need for deployment to any country. The holder shall spend at least 75% of their time delivering technical assistance, in-person and remotely, to country REACH technical teams, and 25% at the PMU level supporting cross-cutting technical linkages, workflows and work streams.  The position will initially be for one year, renewable subject to continued need, fund availability and performance.

    Key Responsibilities: 
     
    Program management and coordination

     Under the direction of the Immunization Advisor, provide technical support and coordination to REACH country teams to develop and implement key strategies to ensure program soundness, accelerate last mile immunization program delivery, and implementation on scale. 
     In consultation with the Immunization Advisor and PMU technical team, support country project teams to develop, implement and monitor activity work plans; regularly review performance to sieve bottlenecks as well as identify and follow up on course corrective measures to sustain high performance. Follow up to closure of any identified technical coordination actions needed to ensure implementation remains on track.
     With guidance from PMU’s operations teams, support REACH country teams in monitoring fund utilization, budget versus actuals analysis, development/ revision of spending plans and follow up on proposed course-corrective measures to stimulate spending in line with approved budgets and accelerated implementation plans. 
     With guidance from Immunization Adviser and MEL team, support REACH country teams in monitoring and data management (including using data to inform course correction, learning and advocacy) as well as documentation of success stories. Further contribute to drafting donor and other ad hoc technical reports as requested/ guided by line manager.

    Technical

     Identify performance gaps, design remedial interventions, and develop action plans in consultation with the Immunization Advisor, country REACH project coordinators and PMU.

    Education:

    Job Description

    Key Responsibilities.

    To safeguard IRC staff, clients, and property in all field sites by ensuring that they are secure and free from losses or damages through physical guarding 24/7 day & night.
    Conduct regular foot patrols in the field sites ensuring that the perimeter fence are intact, and that door and windows of the offices are firmly locked at during the night.
    Carry out IRC security protocol S.O.Ps within the field sites in a professional manner in line with the IRC WAY.
    Implement standard access procedures to IRC sites ensuring that persons and vehicles entering or leaving the sites are searched appropriately.
    To monitor assets/material movement from the IRC stores to any other location within IRC programs in reducing and minimizing chances of defraud within the stores and programs.

    Purpose of the Role

    The Nutrition Coordinator is responsible for providing all support vital to ensure successful implementation of nutrition programming and proposal development/project design for prospective projects. While advising the nutrition team and working with other partners, the Technical Coordinator will ensure adequate participation, appropriate delivery, and sustained impact of all nutrition interventions which are under health outcomes under the Kenya SAP 100. This position will support all aspects of technical design, implementation, monitoring, and evaluation; development of implementation strategy/approaches and guidelines including providing feedback to partners for purposes of improving program quality. Internally, the role is a primary interlocutor with IRC’s regional or headquarter based Technical Advisors to ensure coordination and complementarity of programming, as well as appropriate technical difficulty in project design and implementation. You will collaborate closely with other coordinators within IRC to advance a cohesive, integrated country programme. Aside from the health sector, they will also ensure the program is integrated with other IRC Kenya sectors like livelihoods, women protection and empowerment and child protection, WASH programs, governance, and partnerships. The position holder plays a vital role in advancing IRC’s ambitions, strategies, and priorities amongst like-minded agencies, government, private sector, and community partners, including the Nutrition technical Forum and the related technical working groups. In line with IRC SAP 100 ambitions and as part of the scope of work, you will contribute to the ambition to scale up IRC cash and partnerships while ensuring IRC involvement in the relevant cash coordination forums at national and county levels. In undertaking the above, you will ensure strong coordination and coordination with the relevant GOK departments, implementing partners.

    Strategy and Business Development.

    Technical monitoring and Program Quality:

    Supervise the implementation of Integrated Management of Acute Malnutrition (IMAM) including simplified approaches (the combined protocol, Family MUAC) as well as nutrition assessments in consultation with national and county MOH.
    Coordinate with other programs on appropriate management, compliance, and performance standards, as well as effective systems for budget management, knowledge management and risk management.
    Formulate integrated programming initiatives so that Nutrition sector complements the other IRC sectors and promotes integration/ main streaming of GEDI-responsive approaches.
    Provide guidance, strategies, and instruments to make certain that programming choices are based on needs assessment findings (primary & secondary data) and analysis, input from communities, partners, a thorough understanding of context, technical standard methodologies, and operational viability.
    Support to improve quality of specialized services available in country in addition to contributing to the standardization of nutrition models/protocols, referral pathways and Standard Operating Procedures (SOPs).
    Support the use of global technical resources to promote program quality and broad approaches.
    Collaborate closely with Technical Advisors within the Health Unit and Technical Advisor Governance and Regional Advocacy Advisor to benchmark programming to global standards and that of relevant institutions and statutory bodies, ensure application of standard processes, review, and advance nutrition sector programming policies and guidance. Support the development of SOPs and Guidance Notes for program activities. Promote quality by setting up quality assurance mechanisms and providing technical supervision of program staff.
    Ensure that ethical and sound data collection and information management systems are in place with associated information sharing protocols for nutrition analysis, planning, evaluation, and advocacy. Provide guidance on confidential and safe data collection, case identification, safe information sharing and referral mechanisms in check with internationally recognized standard processes.

    Project Management

    Provide overall leadership and management of the nutrition portfolio, ensuring strategically coherent program direction, well-managed growth, and compliance with IRC and donor regulations, and well led supply chain for nutrition products together with pharmacy and supply chain teams.
    Continually seek out ways to raise the capacities of team members, individually and collectively.
    Ensure that detailed, realistic, and feasible project implementation plans are developed, modified as needed and implemented accordingly.
    Support nutrition staff to collect, document and disseminate lessons learned and standard methodologies, incorporating these into new project designs.
    Work closely with M&E Coordinator to regularly review progress against indicators.
    Provide direction on implementation of accountability mechanisms for beneficiary feedback and review sector M&E and accountability data with sector staff to identify areas for operational improvement.
    Guarantee that the stated goals and objectives for the nutrition programme are met with strong monitoring and evaluation (M&E) follow up, including design of robust M&E plans, lead technical assessments, design/adapt nutrition information systems as a basis for nutrition program development. Develop methodologies and tools to strengthen the quality of data collection, analysis, and reporting and any required operational research, with technical support from Technical Advisors as needed.
    Review donor reports in joint effort with Program Managers, other Technical Coordinators, and the Technical Advisors.
    Conduct regular travel to the field to support program implementation review and provide technical guidance to the implementation teams.

    Financial Management

    Work with finance, operations, and grants to ensure compliance with donor requirements and develop periodic re-forecasting of the annual operating budget.
    In collaboration with the field management, ensure that protection staff are well trained to properly handle project budgets.
    Meet with sector, grants, and finance staff regularly to review budget comparison reports.
    Mitigate risk by collaborating with the Finance Department to ensure that sector staff fully understand financial and administrative processes involved in project budget cycles.
    Ensure that risks limiting achievement of objectives are reported and rapidly addressed.

    Systems Strengthening and Advocacy

    Support IRC programs to fully reflect and where required transition their approach to system strengthening as a crucial component.
    Support the Governance and Systems Strengthening Coordinator and Technical Advisors in articulating and implementing an advocacy vision for the Kenya program which includes an advocacy framework for refugees and for various sectors the country program is engaged in for citizens engagement in demand driven service delivery.
    Support the sector team to incorporate advocacy, policy & campaign priorities into all new proposals and to ensure adequate resourcing and cost recovery.
    Provide support to field offices delivering nutrition policy influencing and advocacy projects while ensuring alignment across national advocacy, policy objectives and results for the country while delivering on advocacy goals.
    Work at the policy level with key decision makers from various national and county government and donors, participating in strategy development and technical discussions relating to future direction of this program and influence policy reforms/development across all sectors.

    Emergency Preparedness and Response

    Ensure that the IRC Emergency Preparedness and Response Plan, in relation to the nutrition sector, are prepared in dialogue with relevant government and aid partners, are kept up to date with protocol, standards and guidance from relevant bodies and conform to the needs of clients.

    Purpose of the Role

    The position holder is responsible to provide any and all support necessary to ensure successful design and implementation of Protection programming. The Technical Coordinator will ensure adequate participation, appropriate delivery, and sustained impact of all protection interventions which are under power and safety outcomes under the Kenya SAP 100. This position will support all aspects of technical design, implementation, monitoring and evaluation of the protection activities; development of implementation strategy/approaches and guidelines and partnership. Internally, the role is a primary interlocutor with IRC’s Global Protection and Rule of Law (PRoL) Technical Advisor and Child Protection Technical Advisor to ensure coordination, integration and technical rigor in program design and implementation. The Protection Coordinator will collaborate closely with other technical coordinators within IRC to advance a cohesive, integrated country programme. The Protection Coordinator plays a vital role in advancing IRCs ambitions, strategies and priorities amongst fellow agency, government, private sector, and community partners, as well as the Protection Working Group within the interagency coordination structure. In undertaking the above, the Protection Coordinator will ensure strong coordination and collaboration with the relevant GOK departments, implementing partners and relevant key collaborators. The current protection portfolio includes emergency protection assistance, access to justice, responsive information services, protection analysis, protection mainstreaming and psychosocial support.
    This position reports to the Deputy Director for Programs and is based in Nairobi with regular travel to program sites across the Country.

    Key Responsibilities.
    Strategy and Business Development.

    Provide leadership to the team in developing and implementing evidence-based, cost-effective funding applications and finding opportunities for sustainable program growth through the pursuit of new programming initiatives and emphasizing the significance of securing multi-year funding to support them.
    Ensure, with protection staff and Technical Advisor, that design of projects/ new business reflects IRC program quality standards and industry standard methodologies, clear theory of change while embracing an integrated and triple nexus programming approach.
    Develop strategic partnerships with both local and international organizations to support positioning to pursue new funding opportunities to deliver on the program strategy and scale.
    Advance IRC SAP 100 ambitions within protection programming and contribute to attainment of the articulated SAP ambitions including developing strategic partnerships with local organization (emphasis on women and youth led organizations) and the advancement of cash programming and GEDI integration/ mainstreaming within IRC programming.
    Contributes to the development of protection strategy, planning and documentation, in consultation with the technical unit.
    Be responsible for the IRC’s relationship with consortia implementing partners and support the identification of new partners as it relates to new programming.
    For Child Protection, lead engagement with Department of Children’s Services and key Child Protection partners to advise and design IRC’s Child Protection strategy and subsequent business development within Protection programming in Kenya.

    Technical monitoring and Program Quality.

    Coordinate with other Coordinators on appropriate management, compliance, and performance standards, as well as effective systems for budget management, knowledge management and risk management.
    Formulate integrated programming initiatives so that the sector complements the other IRC sectors and promotes integration/ main streaming of GEDI-responsive approaches.
    In participation with health and nutrition team, use Protection analysis to integrate nutrition and child protection.
    Provide guidance, strategies, and tools to make certain that programming choices are based on needs assessment findings (primary & secondary data) and analysis, input from communities, partners, a thorough understanding of context, technical standard methodologies, and operational viability.
    Support to improve quality of specialized services available in country in addition to contributing to the standardization of protection protocols, referral pathways and SOPs.
    Support the utilization of global technical resources to promote program quality and comprehensive approaches, including the use of Protection Mainstreaming Monitoring and Evaluation System (ProMMS).
    Collaborate Technical Advisors within the VPRU and Technical Advisor Governance and Regional Advocacy Advisor to benchmark programming to global standards and that of relevant institutions and statutory bodies, ensure application of standard processes, review and advance protection sector programming policies and guidance. Along with department staff and the Technical Unit/Advisors, support the growth of Standard Operating Procedures and Guidance Notes for program activities. Promote the quality by setting up quality assurance mechanisms and providing technical supervision of program staff.
    Ensure that ethical and sound data collection and information management systems are in place with associated information sharing protocols for education in emergencies (EiE) analysis, planning, evaluation, and advocacy. Provide guidance on confidential and safe data collection, case identification, safe information sharing and referral mechanisms in line with internationally recognized standard processes.

    Project Management.

    Provide overall leadership and management of the programs’ portfolio, ensuring strategically coherent program direction, well-managed growth, and compliance with IRC and donor regulations.
    Continually seek out ways to build the capacities of team members, individually and collectively.
    Ensure that detailed, realistic, and feasible project implementation plans are developed, modified as needed and implemented accordingly.
    Support protection staff to collect, document and disseminate lessons learned and standard methodologies, incorporating these into new project designs.

    Review donor reports in collaboration with Program Managers, other Technical Coordinators, and the Technical Advisors.
    Conduct regular travel to the field to support program implementation review and provide technical guidance to the implementation teams.

    Financial Management.

    Work with finance, operations, and grants to ensure compliance with donor requirements and develop periodic re-forecasting of the annual operating budget.
    In cooperation with the field management, ensure that protection staff are well trained to properly lead project budgets.
    Meet with sector, grants, and finance staff regularly to review budget comparison reports.
    Mitigate risk by collaborating with the Finance Department to ensure that sector staff fully understand financial and administrative processes involved in project budget cycles.
    Ensure that risks limiting achievement of objectives are reported and rapidly addressed.

    Systems Strengthening and Advocacy.

    Support IRC programs to fully reflect and where required transition their approach to system strengthening as a crucial component of the program.
    Support the Governance and Systems Strengthening Coordinator and Technical Advisors in articulating and implementing an advocacy vision for the Kenya program which includes an advocacy framework for refugees and for various sectors the country program is engaged in for citizens engagement in demand driven service delivery.

    Job Description

    The IRC’s Airbel Impact Lab designs, tests, and scales life-changing, cost-effective solutions for people affected by conflict and disaster. By applying deep technical expertise and field experience with a range of skills from the behavioural sciences, human-centered design, research, and multi-disciplinary problem-solving in humanitarian contexts, we work to develop breakthrough solutions that combine creativity and precision, flexibility and expertise, and a desire to think afresh with the experience and reputation of a large-scale implementing organisation.
    IRC is the lead organisation in the FCDO-funded “Ensuring Quality Access and Learning (EQUAL) for Mothers and Newborns in Conflict-Affected Contexts Consortium”, which runs until April 2026. The objective of the project is to produce rigorous, operationally relevant research and evidence to improve Maternal and Neonatal Health (MNH) in low-income, conflict-affected contexts. The project aims to produce evidence that is accessible to decision-makers influencing strategic investment, policy and programming to improve MNH, at the national and global level. EQUAL is conducting research in Nigeria, DRC, South Sudan and Somalia. 

    Major responsibilities

    The EQUAL Research Programme Coordinator supports overall contract management and sub-contractor management for the EQUAL project, working closely with the Project Management Team, Research Directors, and consortium partners to deliver an ambitious programme of research, research uptake and capacity sharing activities. The role involves liaising with multiple research and programme specialist units within IRC, as well as IRC country offices, consortium partners, and FCDO to deliver the project in a high-quality, effective, and efficient manner. A significant focus of the position is to ensure that the project meets the high standards and requirements of FCDO commercial contracts by supporting IRC and the consortium partners to meet their compliance and reporting requirements.

    Project Management

     Develop and/or refine project management systems and guidance documents to ensure efficiency, transparency and accountability across consortium activities; regularly assess the use of project tools and processes to adapt and improve as needed.
     Work closely with others in the EQUAL PMU to track consortium progress on key deliverables using workplans and financial forecasts; develop and communicate mitigations for areas that are off track. 
     Manage and update the partner-specific and consortium-level workplans; meet with key stakeholders from IRC and partners to ensure programme quality controls are in place, and provide analyses for senior management decision-making. 
     Maintain the project risk register and systems to assess risks throughout project lifecycle.
     Maintain comprehensive and standardized electronic files for the project, and ensure project team and partners have access to relevant records.

    EQUAL consortium partner subcontract management, coordination and compliance

     Collaborate with partners to develop workplans and monitoring plans.
     Manage communication with partners for issues related to implementation against workplans, subcontracts, reporting, and regular meetings.
     Coordinate due diligence, compliance checks, subcontract amendments, and other subcontract management processes according to guidance from IRC’s Awards Management Unit.
     Maintain an in-depth knowledge of FCDO policies and support partners on contractual compliance.

     Internal contacts: EQUAL consortium staff, Research and Innovation department teams, Health Technical Unit teams, Awards Management Unit staff, and IRC country office staff.
     External contacts: Researchers, finance and grants teams from partner organisations in the consortium.

    Minimum Requirements

     At least 5 years of professional experience with demonstrated project management skills, including developing project management documents and tools such as workplans.
     Demonstrated experience of partnership management.
     Working knowledge of FCDO commercial contract T&Cs and compliance requirements is preferred.
     Excellent critical thinking skills to problem-solve independently.
     Excellent organizational skills: the ability to multi-task, learn quickly, and work independently and productively in a fast-paced environment.
     Excellent interpersonal and communication skills: the ability to effectively collaborate with and motivate a variety of people in a multi-cultural environment.
     Excellent digital literacy: MS Word, Excel, and web-based project management tools (e.g., Asana). Proficiency in Excel strongly preferred.
     Dedication to diversity, equity and inclusion and a passion for IRC’s mission.
     Excellent written English, including the ability to synthesise information and draft high-quality reports.
     Professional fluency in French is preferred.
