    The Purpose of the Role

    The Program Development Advisor (PDA), East Africa will support country programs to pursue funding opportunities in line with IRC’s Business Development Strategy. Support will include all phases of the business development process, from opportunity identification to contract signature, including pre-positioning, partnerships building, proposal development, and due diligence phases. The successful candidate will have a strong track record of working on new funding opportunities in humanitarian and international development with a range of multilateral and bilateral donors (USAID, US Department of State, FCDO, EU and DG ECHO, GFFO, BMZ, Sida, SDC, World Bank, etc.), as well as experience collaborating with local partner organisations.
    The PDA will support business development for institutional donors in the IRC’s East Africa region, which comprises programs in Ethiopia, Kenya, Somalia, South Sudan, Sudan and Uganda. Candidates who are from these countries and/or have significant experience in the region are strongly encouraged to apply.

    Scope and Authority

    This position does not have any line management responsibilities.

    Key Working Relationships

    Reports to Senior Program Development Advisor, East Africa. Works closely with all Regional Program and Award Support team members, the Regional Business Development Advisor (Capture and Engagement), Business Development (Specialist Team) and across all other teams within Awards Management Unit, Crisis Response Recovery and Development Department, Global Partnerships and Philanthropy, Global Supply Chain, Finance, Office of General Counsel, Technical Excellence, and other key departments within IRC. Donor and partner point of contact as applicable per region.

    KEY ACCOUNTABLITIES
    Planning and Strategic Leadership (15%)

    Collaborate with country teams to proactively identify and address their priorities and support needs in BD
    Collaborate with other AMU pillars to gather donor intel through desk research to identify funding leads and analyze resource mobilization trends in the region.
    Support country offices with Donor engagement and intel sharing for positioning; prepare for and participate in Donor calls as needed.
    Collaborate with country offices to successfully position for new funding opportunities by leading or assisting in the identification, tracking, and updating of new business opportunities across a variety of technical sectors and donors.
    Lead or support pre-positioning for specific opportunities, including facilitating technical brainstorming, partner and competitor landscape analysis and win theme sessions with technical and country staff
    Support country offices in setting up annual regional metrics and analyzing the Quarterly Strategy Review for the regional leadership

    End to End Program Development (60%)

    Support the full proposal lifecycle including sharing initial assessment of new opportunities, supporting Go/No Go processes, preparing, and sharing templates and timelines, ensuring adherence to deadlines, supporting recruitment, assisting in reviewing budgets, ensuring document completion, organizing meetings, and compiling notes, and drafting and proofreading proposal sections.
    Facilitate the identification of consultants, partners and other proposal development support as needed in collaboration with the country team.
    Collaborate with technical units, country offices, and other colleagues to support conceptualization of winning proposal and bid designs for new project activities and/or amendments to current projects.
    Provide quality assurance and quality compliance support on proposals. Ensure responsiveness to and compliance with solicitation documents and with IRC’s requirements.
    Support coordination, communication, and inputs from consortium partners in accordance with donor and IRC processes.
    Coordinate and support regional reviews and approvals of proposal packages depending on country and regional needs.
    Review agreements to ensure accurateness and highlight key compliance requirements, in coordination with post-award, compliance and country grants teams and support in award negotiation as required.
    Maintain complete and accurate electronic files, including final submission packages and internal trackers.
    Deploy to country offices to lead on proposal development as needed

    Donor and Partner Engagement (10%)

    In line with IRC’s Partnership Ambition, and in collaboration with regional Partnerships teams, contribute to increasing the volume and equity of IRC’s work with local and regional partners (with a focus on women-led national organizations) by coordinating support to country offices in identifying partnership opportunities, identifying strong partners, and finalizing teaming arrangements.
    Coordinate regional and country-level inputs to donor meetings, conferences and communications as needed.
    Represent IRC externally to donors, peers, and partners.

    Capacity Building and Training: (10%)

    Contribute to developing, updating, and delivering business development related training for the region.
    Facilitate internal post-submission debrief sessions, (i.e., After Action Reviews) with country teams, technical units, regional team, and other relevant stakeholders to collect lessons learned.
    Collaborate with SPDAs and other stakeholders to ensure internal knowledge management, share lessons learned and ensure they are incorporated into future proposals
    Support in recruiting, onboarding, and training of new grants and partnerships team members.

    Working under the guidance and supervision of the Mental health officer, the MH Psychosocial Counselor is directly responsible for the provision of Psychosocial services and assist individuals, groups, and communities in Hagadera refugee camp suffering from the effects of mental disorders, torture and war trauma in order to reduce their suffering, rehabilitate and enable them to rebuild their lives and communities.
    Key Responsibilities.
    In collaboration with site team and under the supervision of the mental health officer include and are not limited to:

    Provide comprehensive psychosocial counseling & Psychological First Aid (PFA) to address the mental health needs of the refugees and host community, at individual, group and community levels, to assist them recover from the traumatic effects of torture, war and forced migration.
    Support the MHPSS officer in the delivery of integrated community based mental health/Psychosocial (MHPSS) interventions including the identification and assessment of the psychosocial needs of clients.
    Actively promote the availability of comprehensive psychosocial counseling services and carry out, individual or group counselling (psychological first aid (PFA) and psychosocial support (PSS), basic psychoeducational sessions to children, adolescents and caregivers/ families (when needed).
    Actively engage the client and caregiver(s) to participate in the case management process and share information appropriately.
    Refer clients to other institutions for further assistance, when necessary, in line with the available local referral pathways, to ensure effective and efficient case management process.
    Plan and coordinate psychotherapy groups at the two Health posts and main hospital clinic mental health clinics, including selection of group members, planning the group process & group facilitation.

    Develop, plan and conduct trainings and awareness-raising sessions for the refugee mental health department staff, community health workers, community leaders, religious leaders, support groups, teachers, paraprofessional counselors, and other stake holders on prevention and in response to concerns identified.

    Prepare and compile quality department psychosocial work plans, and weekly and monthly HIS reports.

    Inform and discuss with line manager any difficulties and problems of any kind arising during the day-to-day activities.

    Sensitize, problem-solve, dialogue and mediate with the wider population in the camp about their psychosocial issues in order to raise understanding, develop coping strategies and encourage those who need psychosocial services to approach mental health team.
    Develop referral pathways and systems, and encourage collaboration between local partners, leaders, CBOS, INGOS & Government ministries.
    Attend inter-agency meetings to improve service delivery to our clients/groups and access opportunities to show case what IRC is doing in the camp.
    Assist with any other related activities/duties as assigned by the supervisor.

    Enhancing Women’s Resilience in Refugee Camps and Host Communities

    Purpose of the Consultancy/Objectives.
    IRC seeks a consultant to support the marketing and branding of refugee women’s products outside of the camp settings through private sector engagements and e-commerce development. The consultant will conduct a market assessment for opportunities on refugee women products and private sector linkage, conduct training on business development, e-commerce/ digital marketing for refugee women products and mapping of potential private sector members that support the access to markets, product development and linkage to relevant buyers. The consultant will further devise innovative strategies that diversify women and girls’ sources of livelihoods which include climate smart enterprises and sustainable agriculture such as crop diversification and organic farming for sustainable livelihood. The analysis should provide detailed understanding of the skills and capacities of target clients, as well as their desired market-relevant skills set. The assessment should also cover the key training opportunities available in institutions such as technical training and vocational institutions.
    The assessment will include a desk review of essential documents including existing reports, assessments, and government policies/strategies. Key Informant Interviews and Focus Group Discussions will also be conducted to gather additional insight and intel from actors including city officials, government authorities, NGO, service providers, and community members.
    Scope of Work
    The assessment seeks to answer the following key questions:

    What market-relevant skills do women refugees in Dadaab and Kakuma currently have? How do these skills differ among social groups (women, men, youth, refugees, and geographic differences)
    What skills do refugee women aspire to learn? How does this differ in age and gender? Why are these groups/ communities interested in these skills?
    What kind of training is available and accessible to communities for market-relevant skills?
    Who are the key collaborators (institutions, CBOs, government service providers) providing relevant skills training opportunities & certification in location?
    What are the opportunities for refugee women’s products and linkages to the private sector?
    What are the relevant e-commerce platforms that can be used by the refugee women to market their products?
    How can IRC apply the findings to identify new market avenues, improve the existing products through value additions and equip the women and girls with skills and knowledge to bridge the established capacity gaps?
    What are some of the climate-smart micro-enterprises that women and girls can establish and sustainable earn income for their livelihood?
    How can IRC support Women and Girls Safe Spaces (WGSS) to provide market-driven skills for economic independence for women? What are the viable skills that can be trained at the WGSS?
    What barriers (legal, education, experience, and informal social norms) do women and youth face in entering the selected priority value chains (especially male-dominated value chains)? What support is required?
    What are the competence-based skills that women can acquire that are primarily male-dominated to increase their ability to participate in the predominantly male-dominated markets?
    Conduct an in-depth private sector labour market analysis, identifying key gender disparities and inequalities.
    Identify best practices and successful initiatives private sector companies implement to promote gender equality in their workforce.
    Develop evidence-based recommendations for IRC and private sector stakeholders to advance gender equality and women’s empowerment within the private sector labour market.

    Methodology
    In developing the assessment, the consultant should consider the following:

    Desk review of essential documents.
    Primary data collection including:- key informant interviews (KIIs), and focus-group discussions (FGDs) with government officials (county and national), non-government partners, private sector, and the community.
    The consultant must ensure informed consent is provided for all interviews, focus group discussions and photographs.
    The consultant will specifically have briefing and debriefing meetings with the IRC’s Economic Recovery and Development Coordinator and Women Protection and Empowerment Coordinator at the commencement, mid-point, and conclusion of methodological implementation.

    Reports

    Inception meeting report that will include training/briefing on methodology Team, study report outline and assessment data collection tools for the study, work plan and budget.
    1st draft report and a professionally edited final report covering skills/labour assessment and legal framework summary findings
    Copies of original and cleaned data sets including field notes.
    Final report will include: Best practices review: Identify and assess best practices and initiatives implemented by private sector companies to promote gender equality.
    Recommendations: Develop evidence-based recommendations to IRC and private sector stakeholders to advance gender equality within the private sector labour market.

    Duration of The Consultancy
    The assignment is expected to be undertaken in October 2023 for a maximum of 30 consultancy days which includes tools review, desk reviews, development of the inception report and approval by the IRC, data collection, report-writing and validation meeting (detailed work plan, with clear timeline to be developed).
    IRCs Responsibility

    Pay consultancy fees at a mutually agreed rate after the successful completion of the consultancy and submission of the specified documents.
    Support with tool development and guidelines for the consultancy

    Budget
    There is a fixed budget for this piece of work. Based on the submitted work plan, payment will be done where daily fees shall be negotiated.

    50% of the fees will be paid upon signing of the contract.

    Provide ad-hoc trainings and technical assistance to grants and partnerships staff on IRC systems, awards management processes, and donor compliance, as necessary. This includes assisting country offices with the use of IRC’s Partnership Excellence for Equality and Results System (PEERS).
    Keep IATI data up to date on a quarterly basis for relevant donors, as required.

    Coordination (20%)

    Maintain a strong relationship with the regional team members – reporting on a regular basis and copying them on relevant communications through an established communications protocol.
    Maintain a strong relationship with all AMU teams and other departments to ensure the use of all templates, guidance, policies and procedures established by AMU, and for participation in AMU work groups or work streams, as needed.

    Scope of Work
    The overarching objective of this consultancy task is to provide guidance to the Re:BUiLD program in effectively measuring the impact of their policy and advocacy endeavors and thus , facilitating informed decision-making. The tasks at hand encompass advising on policy and advocacy measurement strategies, furnishing expert recommendations to IRC on adept methods to gauge the impact and success of the Re: BUiLD program’s policy and advocacy initiatives. This entails an assessment of existing measurement tools, an analysis of their efficacy, and the proposition of the most efficacious measurement approaches for day to day monitoring, as well as the endline evaluation, in close coordination with Re:BUiLD measurement and influence & adoption colleagues.
    Assignment Objectives

    Review and strengthen the intended outcomes and proposed key performance indicators (KPIs) that correlate with identified outcomes, outputs, and proposed activities. Identify any gaps, limitations, and propose areas for improvement in the current measurement methods.
    Collaborate with the program team to review and strengthen the Influence and adoption M&E Framework, particularly:

    Review and strengthen goals, sub-outcomes, and milestones.
    Review and strengthen all indicators and their related means of verification to ensure they are pertinent, quantifiable, and harmonious with the objectives of their policy and advocacy influencing. These indicators should encompass both quantitative metrics (such as alterations in policies or regulations) and qualitative gauges (such as shifts in public perception or awareness).
    Review and strengthen process and outcome targets to ensure feasibility and effectiveness.
    Review and strengthen the indicators’ means of verification indicating where and in what form information on the achievement of the overall objective, the specific objective, and the results can be found.

    Design, develop and test data collection tools as required for indicators tracking and program monitoring.
    Establish baseline guidance for each chosen indicator prior to the full implementation of policy and advocacy initiatives. This foundational data will serve as a reference point for evaluating the impact of these initiatives over time.
    Develop a comprehensive framework detailing how each indicator will be assessed, encompassing data sources, methodologies for data collection and measurement frequency. This framework must uphold data precision and uniformity.
    Set up a methodology for how the endline program evaluation should be conducted and recommend tools and systems that could be used for ongoing monitoring and reporting.

    Deliverables

    An inception report encompassing the consultant’s interpretation of the task and the proposed methodology delineating how the assignment will unfold. The inception report will be subject to discussion and approval by IRC before the commencement of the assignment.
    A comprehensive work plan outlining the suggested activities and pivotal milestones, culminating in the final deliverables.
    Regular meetings with the Re:BUiLD team to assess each milestone before progressing to the next.
    A detailed final report containing recommendations for measuring policy and advocacy work, accompanied by an appended improved/strengthened I&A M&E framework including:

    reviewed goals, sub-outcomes, related indicators, baseline, means of verification and targets
    Detailed description of recommended monitoring techniques, routines, and data collection approaches.

    Position Overview

    As the Environmental Health Technical Advisor for Middle East & North Africa (MENA) + Ukraine you are responsible for ensuring high quality technical assistance to one IRC region comprised of six country programs, plus IRC’s Ukraine response.
