    Job Summary: This position exists to facilitate review of policies and legislation to conform to the devolved system of governance, development of Legal advisories and instruments, as well as undertaking legal research in line with the IGRTC strategic plan and departmental work plan.
    Operational Responsibilities / Tasks

    Providing legal advisories on matters relating to the mandate of the Technical Committee;
    Developing legal research on matters touching on the mandate of IGRTC, for purposes of apprising the Technical Committee;
    Spearheading the review of the interpretation and implementation of policies and legislation to ensure conformity with the Constitution of Kenya;
    Preparation of legal instruments in line with the mandate of the Technical Committee;
    Maintaining an up to date data base of all national and county legislation touching on devolution and intergovernmental relations;
    In liaison with the office of the Attorney General, coordinate the representation of IGRTC in litigation matters, including preparing legal briefs and submissions for court;
    Preparation of legal briefs and advisories to apprise and support the Technical Committee in undertaking dispute resolution in intergovernmental disputes
     Monitoring the review of legislation at both levels of government and sensitizing the Technical Committee on the same;
    Overseeing preparation of the work plans of the Department;
    Developing, implementing and maintaining a process for monitoring the division’s performance in terms of achieving its strategic objectives.
    Ensuring compliance with the approved work plans and execution timelines.
    Facilitate preparation of proposals for resource mobilization.
    Coordinate preparation of the department’s quarterly reports.

    Requisite Qualifications

    Have a Master’s degree in any of following disciplines: Law, International Relations, Criminology, Insurance, Business Administration, Human Resource Management or an equivalent qualification from a recognized institution;
    Have a Bachelor of Laws degree (LL.B) from a recognized institution;
    Have a Postgraduate Diploma in Legal Studies
    Proficiency in computer applications;
    Have a good understanding of the mandate of IGRTC and the role of the Legal Function in realization of the same; and
    Have demonstrated outstanding professional, managerial and leadership competence in discharging the Legal Function as reflected in work performance and results.

    Professional Qualifications / Membership to professional bodies

    Be an advocate of the High Court of Kenya for a minimum period of 5 years;
    Be a member of the Kenya Law Society of Kenya for a minimum period of 5 years;
    Valid practicing certificate from the Kenya Law Society of Kenya.
    Have a Certificate in Strategic Leadership lasting not less than six (6) weeks from a recognized institution;
    Meet the requirements of Chapter 6 of the Constitution and attach clearance certificates from DCI- Certificate of good conduct, EACC, HELB -Compliance Certificate , KRA – Compliance Certificate and CRB – Clearance Certificate

    Previous relevant work experience required

    Have at least twelve (12) years professional experience in public service three (3) of which should be in the level of Deputy Director or an equivalent senior management position.

    Have served in a reputable organisation for twelve (12) years, five (5) of which should be in a senior management position.
    Have demonstrable competence in administration of not less than five (5) years;

    GAD FOOD SECURITY, NUTRITION AND RESILIENCE ANALYSIS HUBBackground**
    The mission of IFRAH is to galvanize and build capacities for timely, harmonized generation, analysis and communication of integrated food security, nutrition and resilience information and knowledge. To facilitate uptake of timely and consensual decision making for humanitarian, resilience, development and peace building actions in line with member countries, IDDRSI and other relevant IGAD strategies.
    The overall goal of IFRAH is to contribute to the efforts by IGAD and Member states to achieve strengthened analytical capacities and institutional mechanisms needed to support the decision-making processes on food security, nutrition and resilience in the IGAD region. The main objective is to contribute to the efforts by IGAD and Member states to achieve strengthened analytical capacities and institutional mechanisms needed to support the decision-making processes on food security, nutrition and resilience in the IGAD region.
    One of the key components of IFRAH is Resilience Analysis Unit (RAU). Achieving resilience at a significant scale requires the capacity to measure the impact of development interventions for policy and programming purposes, as well as to promote greater accountability in the use of resources. RAU is a multi-stakeholder regional technical unit led by IGAD and supported by its development partners ensuring close coordination with the Drought Resilience Platform Coordination Unit (PCU).
    The overall purpose of RAU is to build the capacity of the IGAD Secretariat and Member States and its development partners in the measurement and analysis of resilience among vulnerable households and communities.
    IFRAH seeks to recruit a Regional Resilience Analyst to be responsible for technical and operational activities of the Resilience Analysis Unit. Details below:Duties and responsibilities
    The overall role of the Regional Food Security Analyst is to coordinate and provide operational support, technical advice and guidance on resilience work-plan activities including training, workshops, resilience assessment and analysis processes in the IGAD Region (IGAD, specialized centers and member states). The analyst work under the overall supervision of the Director of ICPAC and under the direct supervision of the Coordinator of IFRAH in close collaboration with IGAD Member States, regional and international partners.
    The Resilience Analyst will perform the following duties in specific:

    Support with resilience assessment and analysis in the IGAD Region using harmonised and customized approaches on assessment methods and tools;
    Assist with Drought Resilience Research undertaken by RAU in partnership with relevant Member state Institutions and Agencies.
    Facilitate resilience measurement and analysis techniques and tools in IGAD region;
    Facilitate the establishment and/or consolidation of national resilience measurement and analysis hubs and focal points in MS and training on data collection and analysis activities;
    Support in the development of an IGAD State of Resilience Report.
    Undertake review and synthesis of resilience related literature and secondary data within the IGAD region for resilience analysis to the extent possible;

    Contribute to field activities on baselines, midlines, impact evaluation surveys in the Region;

    Support in the planning and coordination of pre-survey processes in the IGAD Region as needed (workplan, budgets, concept notes)

    Support in the resilience data analysis processes and production of reports
    Initiate and compile resilience analytical reports to inform decision making
    Support the collection, processing, management and analysis of

    social, economic and biophysical information to inform and guide IFRAH’s technical and related evidence-based policy work;

    Prepare findings and policy briefs to inform policy formulation and implementation;
    Provide job training to IGAD member states staff on resilience analysis activities and subsequent policy recommendations
    Engage into resource mobilization for investments on resilience research/impact assessments including developing technical proposals, advocacy materials and reporting to the donors.
    Contribute to the institutionalization processes of IFRAH (RAU, FSNWG, IPC) in Member States.
    Contribute to the development of new structure of IFRAH and role out to the IGAD,
    Member States, including preparation of background materials, technical briefs and technical reports;
    Provide training to relevant IGAD and Member States staff on quantitative analysis techniques and on field surveys;
    Any other tasks assigned as necessary.

    Required Qualifications, Experience and Skills
    The applicant should possess the following:
    Education requirements

    Advanced degree (MSc or higher) in biostatistics, agricultural economics, econometrics, disaster risk management, natural resources, eco-sociology, or related degree from a recognized university.

    Work experience:

    At least a minimum of seven (7) years of relevant experience in economic analysis on resilience and development issues, and or ecological research using time series, cross-section, and/or panel techniques, including the production of analytical outputs (such as policy reports and/or scientific papers):
    Knowledge of sampling methods and tools
    Relevant work experience especially in the research processes (e.g. in field data collection; econometrics analysis) and coordination of programme activities
    Have initiative, team spirit and able to work in a multicultural setting

    Key Skills and Competencies:

    Econometric and ecological analysis on a range of emerging food security related topics with focus on poverty, vulnerability and resilience, the associated policies, and programmes.
    Quality report writing skills in English (publications, technical reports, briefs)
    Ability to work productively under pressure
    Ability to work with minimum supervision
    Good planning and organizational skills
    Strong computer skills
    Ability to communicate effectively orally and in writing
    Good knowledge of the IGAD region
    Fluency in English (French will be an added advantage)

    Reporting
    The selected candidate will report to the ICPAC Director through the supervision of the Coordinator of IFRAH. Technically the Coordinator through ICPAC Director may assign him/her to be supervised by appropriate senior RAU scientists for any number of specific thematic areas and RAU outcomes Remuneration
    The Regional Resilience Analyst position shall be a Senior Technical staff member of IFRAH team. Remuneration is negotiable within the IGAD project salary Scale and policy
    Contract Duration
