    Responsibilities

    Manage, guide, develop and train staff under his/her supervision.
    Foster teamwork and communication among staff in the Evaluation Office and across organizational boundaries.
    Lead and supervise the organization of meetings and seminars on substantive issues; manages the substantive preparation and organization of such meetings or seminars.
    Participate in international, regional or national meetings and provides programmatic/substantive evaluation expertise on an issue or holds programmatic/substantive and organizational discussions with representatives of other institutions.
    Represent UNEP at international, regional or national meetings.
    Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.
    Perform any other relevant duties assigned.

    Education

    An advanced university degree (Master’s degree or equivalent) in evaluation, business or public administration, finance, accounting, law, social sciences or related area is required.
    A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Work Experience

    A minimum of fifteen (15) years of progressively responsible experience in evaluation and oversight management, law, finance or related field is required.
    Five (5) years of management experience, including experience leading diverse and multicultural teams is required.
    Experience in designing and implementing robust impact evaluations is desirable.
    Experience within an organisational evaluation function and evaluating environmental projects and programmes / work supported by environmental funds (e.g. Global Environment Fund, Green Climate Fund, Adaptation Fund etc) is desirable.
    Experience in data analytics or related area is desirable.

    Mid-Term Reviewer – Inclusive Sustainable Rice Landscapes (ISRL)

    The Review Consultant will be home-based and will conduct a field assessment mission to Thailand, under the overall guidance of the Task Manager (GEF TM) and will report directly to the GEF TM and Portfolio Manager of the GEF Biodiversity and Land degradation Unit, Ecosystem Division in Nairobi. Inception phase:
    Preliminary desk review and introductory interviews with project staff,
    Prepare the review framework in line with UNEP’s evaluation guidelines,
    Identify stakeholders,
    Develop the interview/questions matrix,
    Plan the review schedule,
    Prepare the Inception Report. Data collection and analysis phase of the review, including:
    Conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and project stakeholders,
    Conduct a field assessment mission to Thailand– approximately 10 days, including visiting one of the two project sites,
    Regularly report back to the Task Manager on progress and inform of any possible problems or issues encountered and Reporting phase, including: Prepare a MTR Inception report with main tasks, timelines, and institutions, staff and project beneficiaries to be involved in the MTR,
    Draft the MTR Review Report, ensuring that the review report is complete, coherent and consistent with the ToR as well as Task Manager guidelines both in substance and style,
    Liaise with the Task Manager on comments received and finalize the MTR Review Report, ensuring that comments are taken into account until approved by the Task Manager,
    Prepare a Response to Comments annex for the main report, listing those comments not accepted indicating the reason for the rejection; and Managing relations, including: Maintain a positive relationship with stakeholders, ensuring that the review process is as participatory as possible but at the same time maintains its independence,
    Communicate in a timely manner with the Task Manager on any issues requiring its attention and intervention.
    The consultant will prepare the following documents, in consultation and collaboration with the Project team:  Inception Report: containing an assessment of project, project stakeholder analysis, review framework and a tentative review schedule.
    Preliminary Findings Note: typically, in the form of a PowerPoint presentation, the sharing of preliminary findings is intended to support the participation of the project team, act to ensure all information sources have been accessed and provide an opportunity to verify emerging findings.
    Draft and Final Review Report: containing an executive summary that can act as a stand-alone document; detailed analysis of the review findings organized by review criteria and supported with evidence; lessons learned and recommendations and an annotated ratings table. The consultancy will be home-based with one field visit to Thailand.

    Qualifications/special skills

    A minimum Masters/Advanced University degree in environmental sciences, international development or other relevant political or social sciences area is required.
    A University degree in the same areas is acceptable with two additional years of relevant experience.
    At least 7 years of technical / evaluation experience is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach.
    Experience in GEF Biodiversity projects is desirable.
    Knowledge of the UN system; preferably including the work of UNEP is desirable.
    Professional work experience in Asia, on sustainable agriculture, is desirable.

    Under the guidance of the Head of the Frontiers in Environmental Law Unit and in consultation with the Industry and Economy Division, the consultant is expected to handle a range of pollution-related legal issues including those connected with UNEP’s Plastics and Textiles Initiatives and UNEP’s work on minerals governance. Specifically, the consultant is expected to:
    conduct extensive legal research and analysis on regulatory measures to assist countries to transition towards a circular economy for plastics and textiles.
    undertake basic or extensive review of legal documents, instruments, and other materials on environmental law matters, with a focus on pollution-related legal issues.
    draft legal opinions/advice, as well as background papers, studies, briefs, reports, legislative texts, and correspondence on a range of environmental law matters, with a focus on pollution-related legal issues.
    provide legal technical guidance/advice to programme to support countries to transition towards a circular and sustainable economy, with a particular focus on plastics, textiles and minerals; including partnership arrangement with the governments, non-governmental organization, other public and private entities.

    Qualifications/special skills

    Tasks and Responsibilities

    Under the direct guidance of the Head of the SDG and Environment Statistics Unit, of the Early Warning and Data Analytics Branch of the Early Warning and Assessment Division of UNEP, the contractor will perform the following tasks;
    Regularly monitor the progress of countries on the development of a national source inventory on plastic pollution, including in the marine environment.
    Prepares digital outputs as required, e.g. draft background papers, analyses, sections of reports and studies, inputs to publications, etc. Support capacity building activities in three countries: Indonesia, Jordan and Burundi. Amendment 01 Support the implementation of the Statistics and Data Project “Resilient and agile National Statistical Systems to meet post-COVID-19 data needs to recover better” under the 14th tranche of the United Nations Development Account (DA14 project).
    This Project is expected to strengthen the capability of NSS of target countries to collect, process and disseminate data and statistics to inform COVID-19 recovery policy and to enhance the resilience and agility of NSS of beneficiary countries to respond to emerging economic, social and environmental data needs in times of crises and disasters through the use of innovative data sources, advanced data acquisition methods and modern technologies, while ensuring a path towards the achievement of the 2030 Agenda. In particular, the DA14 project supports several countries to strengthen the System of Environmental-Economic Accounting, as well as Climate Change and Disaster-related statistics at the national level. The individual contractor will support capacity building activities in three countries: Indonesia, Jordan and Burundi.

    Qualifications/special skills

    High School Diploma is required.
    A Master’s degree in environmental science is desirable. Data science, information science or a related field is desirable.
    At least 2 years of experience in data analysis including experience with environmental SDG indicators data is required.
