Under the general supervision of the Marine and Freshwater Branch Coordinator and direct supervision of Chief, GEF-International Waters Unit, the Task Manager will be responsible for the following duties:
    Responsibilities

    Project identification and development:

    Lead the identification of relevant and eligible project concepts in consultation with internal and external partners.
    Coordinate discussion and seek clearance for such concepts including with UNEP Divisions and regional offices.
    Advise project proponents on the revision of concepts to respond to issues raised by the peer reviewer or other reviews.
    Present and defend the concept at the Concept Review Committee (CRC); and provide technical advice to the proponents in preparing the Project Preparation Grant (PPG) request for submission to GEF.
    Monitor GEF project milestones; coordinate the response to GEF Secretariat and Scientific and Technical Advisory Panel(STAP) reviews and ensure that recommendations are considered in further project development.
    Work with the Fund Management Officer to internalize the PPG upon GEF approval.
    Coordinate and supervise PPG execution in accordance with UNEP and GEF policies and procedures.
    Support the executing partner in mobilizing co-financing for the project; Ensure that a PPG completion report and financial reports is available upon completion of activities.
    Verify that project proposal meets GEF quality-at-entry standards before submission to Branch Coordinator and GEF management for Project Review Committee(PRC)review.
    Follow up- with GEF Secretariat during the project review process and promptly address any comments in consultation with project partners; Upon GEF CEO Approval, work with the Fund Management Officer to internalize the project document.

    Supervision of project implementation:

    Prepare project supervision plans for all projects for their entire duration and periodically update them.
    Coordinate the organization of the project inception meeting with a view to ensure project implementation readiness.
    Provide oversight to project execution and ensure that all UNEP and GEF criteria, rules and regulations are adhered to by project partners.
    Participate in projects Steering Committee meetings and ensure that the Steering Committee fulfils its function.
    Regularly monitor project progress and performance and rate progress towards meeting project objectives, project execution progress, quality of project monitoring and evaluation, and risk.
    Lead periodic assessment of project assumptions and monitor risk; review reporting by project executing partners and provides prompt feedback; promptly informs management of any significant risks or project problems and takes action and follows up on decisions made.
    Coordinate and prepare reports in accordance with GEF and UNEP requirements; Maintain adequate project-related documentation; Cooperate in the “quality of project supervision assessment”.
    Apply adaptive management principles to the supervision of the project; review project outputs, provides technical input and ensures quality standards are met; assist with the preparation of project revisions.
    Assess the need to conduct mid-term independent evaluation and if so, liaise with the Evaluation Office to ensure the evaluation is timely conducted.
    Coordinate mandatory project(s) mid-term review in accordance with UNEP guidance and prepare a management response with a plan for implementation of recommendations.
    Coordinate project terminal evaluation; take responsibility to ensure that project is financially closed in a prompt manner after completion of project activities.

    Coordinate the identification and codification of lessons emerging from project implementation.

    Duties and Responsibilities

    Organization Setting: The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

    This role is required in the Youth, Education and Advocacy Team to provide services on the delivery of the Programme of Work. This role would be to offer a broad range of requirements across the Ecosystems division, specifically focusing on the Education aspects and the delivery of the programme.

    Strategic Planning and Coordination

    Supports regional strategy development in the area of chemicals and pollution and helps translate the UNEP Medium-Term Strategy for the Africa region/ portfolio
    Engages with teams across the Africa Office and Divisions to develop concepts and full project documents/ programme elements that can deliver on the Expected Accomplishments and their indicators in the region
    Oversees the delivery of the Programme of Work in the Africa region, with emphasis on priority topics such as improved waste management and the prevention of plastic pollution, building on lessons learned
    Acts as the regional focal point for the chemicals, waste and air quality sub-programme including related MEAs: In collaboration with the chemicals and waste MEA Secretariats and relevant UNEP Divisions, provides substantial support to national focal points on the implementation of actions agreed by the Conferences of the Parties; In consultation with MEAs, supports implementation of national and regional activities such as MEA related workshops, training programmes and capacity building activities in preparation for various MEA events and processes; Supports the mainstreaming of chemicals and waste MEAs implementation into national development processes; Coordinates the regional input into UNEP’s programming related to capacity building, policy support, data, information and knowledge management, access to technology, and development of standards within the area of chemicals, waste and air quality; Provides the necessary support to internal and external processes of UNEP including its governing bodies; Prepares situation reports as necessary to national and global partners.
    Coordinates UNEP’s work in the region, in collaboration with the relevant UNEP Division(s) and the global Sub-programme Coordinator for Chemicals, Waste and Air Quality, to help countries build capacity in the area of chemicals and waste and to facilitate access to air quality measures and technologies; Work through partnerships with key actors to catalyse action towards the sound management of chemicals and waste, including through multi-stakeholder partnerships and strategic alliances to scale up the use of tools and guidelines, and to improve the mainstreaming of chemicals and waste management in health and other key sectors; Develops region and country-specific recommendations based on the analysis of pertinent information.
    Facilitates a coordinated approach in the region in the area of capacity building and technology transfer in the field of chemicals and waste and improving air quality; Assists countries to integrate chemicals, waste and air quality considerations in the development and implementation of national and regional development strategies and within the UN system for country assistance; Advises on resource mobilization as well as the proper use and spending of related donor contributions, channelled through UNEP as well as UN system-wide efforts.
    Ensures appropriate monitoring and reporting on the implementation of UNEP’s programme of work within the Africa region and helps making the programmatic results visible in the region and globally.

    Partnerships

    Establishes and maintains contacts with counterparts, senior officers and technical staff in relevant MEA/Conventions Secretariats, other UN specialized agencies, local, regional and international non-governmental organizations, national research institutes, national government institutions, etc.; Ensures appropriate mechanisms to facilitate collaboration and exchange of information both in and outside of the UN system, as it relates to the field of chemicals, waste and air quality.
    Organizes and participates in relevant working groups, meetings, conferences, consultations with other agencies and partners on chemicals and waste-related issues.
    Establishes strong partnerships with UN sister agencies and MEA Secretariat focal points in the region, as well as external partners to leverage capacity building support and facilitate access to technology on chemicals and waste issues, particularly with and in support of the chemicals related MEAs.
    Facilitates coordination with institutions with primary implementation responsibility: Facilitates coordination of national governments, UN Agencies, business, civil society organisations; Furthers the collaboration between the chemicals and waste MEAs to strengthen their support to national and regional level actors; Develops and maintain a network for collaboration and partnerships within UNEP, UN organizations, governments and expert institutions, and promotes the mobilization of resources for programme activities; Develops a database of best practices in the area of chemicals, waste and air quality in the Africa region.

    A minimum of seven (7) years of progressively responsible experience in environmental project/programme development in the fields of capacity building, policy development, technology transfer, and chemicals and waste management is required.
    Experience in international organization, preferably within the UN system is desirable.
    Experience in regional issues, chemicals and waste-related plans, programmes and activities as well as conventions is desirable.

    Languages

    Fluency in English (both oral and written) is required; knowledge of French is desirable. Knowledge of another UN official language is an advantage.

    Responsibilities

    Develop and oversee relevant projects and activities under the Healthy and Productive Ecosystems sub Programme of the UNEP Medium-Term Strategy and Programme of work. Develop, design and advocate concepts of the programme; Enhance inter-linkages among stakeholders on biodiversity and ecosystem services related matters. Develop policy advisory services for various decision makers. Develop and oversee biodiversity and ecosystem services projects in light of the seven thematic priority areas of UNEP;
    Provide leadership and guidance to the conceptualization, formulation and completion of special initiatives on biodiversity and ecosystem services, including efforts to address the illegal trade in wildlife, to increase land and seascape connectivity, and the Great Apes Survival Partnership (GRASP). Enhance collaboration and partnership between stakeholders in the delivery of UNEP’s programme of work, including with the Global Environment Facility (GEF), the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES), and the biodiversity-related Multilateral Environmental Agreements.     Oversee the work of the four Units of the Biodiversity and Land Branch (BLB), (GEF Biodiversity Unit, Ecosystem Services Economics Unit, Wildlife Unit, and Terrestrial Ecosystems Unit) providing guidance and oversight to these units’ implementation of the UNEP programme of work;
    Formulate policies, strategies, actions and provide policy advice and recommendations to the Director. Formulate a biodiversity programme of work for DEP. Design UNEP strategy for biodiversity and ecosystem services. Analyze developments and provide advice for UNEP’s strategic direction and intervention. Contribute to UNEP’s efforts in strengthening the science policy interface on biodiversity and ecosystem services;
    Facilitate substantive and organizational discussions in the area of biodiversity and ecosystem services. Cooperate with other divisions, clusters and regions within UNEP for provision of expert advice and support in the field of biodiversity and ecosystem services;
    Develop and implement projects for funding in support of the work of the Branch. Develop relationships with potential funding sources. Analyze and monitor the trends in international development cooperation on the impacts of their decisions on UNEP’s funding-strategies for biodiversity and ecosystem services related activities;
    Oversee the management of administrative, budget and personnel operations of the Branch.     This position is located in the Law Division in Nairobi, Kenya. Under the supervision of the Deputy Director, Law Division, the incumbent will be responsible for the following duties:
    Responsibilities

    Plans, coordinates and oversees the Division’s programme/project planning and preparation of work for project and sub-programme initiatives.
    Manages, coordinates and directs administrative and programme support activities within the Division, including fund management, human resource management, knowledge management and communication, and support to Environmental Governance sub-programme coordination; ensures the provision of administrative and programme support that enable substantive work programmes and programmed activities of the Division to be carried out in a timely fashion, in coordination with relevant offices across the organization, as appropriate.
    Manages, supervises and coordinates the staff under his/her responsibility to ensure the effective provision of the above-mentioned administrative and programmatic support in the Division; provides programmatic and substantive reviews of draft prepared by others.
    Contributes to the monitoring and reporting on budget/programme performance or on programmatic/substantive issues, as appropriate.
    Ensures that the outputs produced by staff under his/her supervision maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the staff under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
    Prepares and coordinators inputs for the work programme of the Division, identifies priorities and advises on the allocation of resources for the completion of outputs and their timely delivery.
    Oversees the programmatic and administrative tasks necessary for the functioning of the Division, including preparation of relevant legal instruments, budgets, monitoring, reporting for results-based management, human resource activities, knowledge management and communication and sub-programme coordination.
    Performs other duties as may be required.

    Education
    Advanced university degree (Master’s degree or equivalent) in environmental policies or management, law, international relations, political science, business or public administration, finance or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    Work Experience

    A minimum of ten (10) years of progressively responsible experience in programme/project management, administration or related area is required.
    Experience in the United Nations system or a comparable international organization, particularly in the field of environment, is desirable.
    Experience working with budget and financial management processes of international or multi-national organizations is desirable.

    Languages
    English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another UN working language is desirable.
    Assessment
    Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.

    Appointment against this post is for an initial period of one year and may be subject to extension.
