    Responsibilities
    Under the direct supervision of the Deputy Director and within delegated authority, the incumbent will contribute to the effective and efficient operation of the Science Division by coordinating its administrative, human resources functions as well as financial, budgetary and/or programmatic activities of the Climate Services and Capacity Building Unit. The incumbent will be responsible for the following duties:

    General Administration:

    Implements and monitors support services, including procurement of supplies and services; transport, travel and traffic, communications, engineering and information technology support; and provision of local utilities and service requirements.
    As the Quality Analyst for the Division, review, clear and provide guidance on all Legal Instruments to ensure they are in line with UNEPs Partnership Policy, Due Diligence of the Partners has been undertaken and correct templates are used.
    Supervises a staff team and/or provide advice to others on human resource administration, financial administration and management information issues and practices to colleagues.
    Produces major/complex reports for management. Provides expert guidance and leadership to more junior staff.
    Performs other related duties as required, e.g., reviews of Secretariat offices and departments at headquarters/missions, operational travel programme, adequacy of departmental space requirements, and technology requirements. Performs other related work as required.

    Human Resource Management:

    Initiates and coordinates actions covering the entire span of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, vacancies, job classification reviews, separation of staff members, training, etc., ensuring consistency in the application of UN rules and procedures.
    Provides expert advice with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
    Provides advice and direction to senior management in the Division on workforce planning and other HR related issues to foster sound decision-making. Represents the Division at Departmental Panels and appointment bodies.
    Leads on post and staffing table management including funding for the respective posts. Reviews post incumbency reports for purposes of vacancy management and staffing table control.
    Leads, oversees and coordinates the preparation and implementation of the work program and budget to ensure compatibility with work priorities and objectives, taking into account the most effective use of resources.

    Budget and Finance:
    Initiates and conducts studies to improve budget reporting systems and cost-effective utilization of program resources.
    Analyzes cost estimates and budget proposals, including programmatic aspects. Ensure compliance with the results-based framework and other legislative mandates. Review, analyze and finalize financial implications arising from decision/statements of the Security Council and the General Assembly and its subsidiary bodies.
    Analyze and recommends spending authority, monitors and controls budgetary allocations through regular reviews; drafts routine and ad hoc outputs; and provides effective monitoring reports and data. Administer and monitor extra-budgetary resources, as applicable. Identifies deviations from plans and proposes corrective measures.
    Establishes and maintains a set of sound policies, procedures, standards and tools which are consistent with UN policy and practice in order to ensure proper accounting, financial management and control.
    Leads on the Financial and Budget Management of all Global Funds (Green Climate Funds (GCF) and Global Environment Facility (GEF)) under the Science Division. This includes undertaking in-country Fiduciary Capacity Assessments (both procurement and financial).
    Prepares Financial reports to Donors in accordance to UN Financial Rules and Regulations as well as Donor requirements.
    Provides substantive support to relevant intergovernmental and expert bodies in their review of budget proposals; assist in securing approval from the General Assembly or related governing body.

    Experience within the UN system or other international or public sector organization is desirable.

    The MIKE programme was established by the CITES Conference of the Parties to monitor levels of illegal killing of elephants at more than 80 conservation areas spread across 47 elephant range States in Africa and Asia, with the goal of providing reliable information and building capacity for the management of elephant populations. The MIKE Central Coordination Unit is primarily responsible for the implementation of the MIKE Programme. The position is a project position located in Nairobi, Kenya under the overall supervision and guidance of the Coordinator, MIKE Team.
    Within delegated authority, the Finance & Budget Officer will undertake the following duties:
    Responsibilities

    PROGRAMME PLANNING:

    Reviews, analyses and participates in the preparation of the programmes’ plan and its revisions on the basis of discussions with donors and partners as well as planned and ongoing projects, taking into account the relevant resolutions and decisions of the CITES Conference of the Parties.
    Provides substantive support to relevant expert bodies as well as the governance bodies of the MIKE programme in their review of both short- and long-term financial planning.
    Ensures legislative mandates and donor requirements are accurately translated into the programme’s plan and associated budgets.

    BUDGET PREPARATION:

    Prepares, reviews, analyses and finalizes cost estimates and budget proposals, in terms of staff and non-staff requirements.
    Reviews, analyses and provides advice on programme budget/financial implications to the CITES Secretariat in light of additional mandates.
    Provides support and advice to managers in the elaboration of resource requirements for budget submissions.
    Provides advice and support to relevant expert bodies and governance structures associated with the Convention and the MIKE Programme in their budget review; assists in securing approval from the CITES Parties.

    BUDGET ADMINISTRATION:

    Prepares allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.
    Monitors budget implementation and recommends reallocation of funds as necessary.
    Monitors expenditures to ensure that they remain within authorized levels.
    Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
    Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
    Prepares budget performance submissions.
    Prepares and reviews budget performance reports and provide advice on the finalization of these reports, analyzing variances between approved budgets and actual expenditures.
    Provides substantive support to expert bodies as well as the governance structures of the Convention and the MIKE programme.

    GENERAL:

    Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
    Approves financial transactions in accordance with the Financial Regulations and Rules of the United Nations, analyses and reconcile accounts, proposes/implements solutions with respect to new and non-routine financial transactions.
    Undertakes actions related to procurement and logistics (including consultants), organization and coordination of meetings and conferences, including the compilation, verification and distribution of documents and other materials.
    Undertakes actions related to implementing partners including ensuring compliance with contractual obligations in relation financial reporting, recording keeping, audit, procurement and management of assets, conducting reviews and spot checks on reported costs and ensuring funds are provided as required.

    This consultancy is located at Headquarters in the Evaluation Office which reports directly to the Executive Director. The consultant reports to the Evaluation Officer managing the project and the Director of the Evaluation Office (EO).
    The Terminal Evaluation is undertaken at completion of the project to assess project performance (in terms of relevance, effectiveness and efficiency), and determine outcomes and impacts (actual and potential) stemming from the project, including their sustainability. The evaluation has two primary purposes: (i) to provide evidence of results to meet accountability requirements, and (ii) to promote operational improvement, learning and knowledge sharing through results and lessons learned among UNEP, UNDP, UNEP-WCMC, and the Secretariat to the Convention on Biological Diversity (SCBD) and the participating Parties. Therefore, the evaluation will identify lessons of operational relevance for future project formulation and implementation, especially where a second phase of the project is being considered.
    The Evaluation Consultant will be responsible, in close consultation with the Evaluation Office of UNEP for overall management of the evaluation and timely provision of its outputs. The Evaluation Consultant will ensure that all evaluation criteria and questions are adequately covered.
    In close consultation with the Evaluation Manager, the evaluation consultant will be responsible for the overall management of the evaluation and timely provision of its outputs, data collection and analysis and report-writing. More specifically:
    Inception phase of the evaluation, including:

    preliminary desk review and introductory interviews with project staff;
    draft the reconstructed Theory of Change of the project;
    prepare the evaluation framework;
    develop the desk review and interview protocols;
    draft the survey protocols (if relevant);
    plan the evaluation schedule;
    prepare the Inception Report, incorporating comments until approved by the Evaluation Manager
    Data collection and analysis phase of the evaluation, including:
    conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and project stakeholders;
    interview project partners and stakeholders. Ensure independence of the evaluation and confidentiality of evaluation interviews.
    regularly report back to the Evaluation Manager on progress and inform of any possible problems or issues encountered and;
    keep the Project/Task Manager informed of the evaluation progress.
    Reporting phase, including:
    draft the Main Evaluation Report, ensuring that the evaluation report is complete, coherent and consistent with the Evaluation Manager guidelines both in substance and style;
    liaise with the Evaluation Manager on comments received and finalize the Main Evaluation Report, ensuring that comments are taken into account until approved by the Evaluation Manager
    prepare a Response to Comments annex for the main report, listing those comments not accepted by the evaluation consultant and indicating the reason for the rejection; and
    (where agreed with the Evaluation Manager) prepare an Evaluation Brief (2-page summary of the evaluand and the key evaluation findings and lessons)
    Managing relations, including:
    maintain a positive relationship with evaluation stakeholders, ensuring that the evaluation process is as participatory as possible but at the same time maintains its independence;
    communicate in a timely manner with the Evaluation Manager on any issues requiring its attention and intervention.

    Qualifications/special skills

    Academic Qualifications: A university degree in environmental sciences or other relevant sciences area is required and an advanced degree in the same areas is desirable.
    Experience: A minimum of 5 years of technical or evaluation experience is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach; and a good/broad understanding of the Convention on Biological Diversity (CBD) and/or biodiversity and/or biosafety management is desired.

    Responsibilities
    The Representative will head the Regional Office for Eastern Africa (ROEA). Within delegated authority, the Representative is responsible for the effective implementation of UNODC programmes and activities in the designated region in supporting Member States’ capacities to deal effectively with issues related to drug control, crime prevention, countering corruption and terrorism prevention, i.e. UNODC’s core mandated areas. The incumbent will be responsible and accountable for the efficient management of all human and financial resources allocated to the programmes and the office, as well as for ensuring outputs of a high-quality standard.
    The incumbent is also a member of the relevant United Nations Country Teams (UNCTs) in the region, under the strategic guidance and coordination of the Regional UN Development Coordination Office (UNDCO), the United Nations Resident Coordinator (UNRCs), and member of the United Nations Sustainable Development Group (UNSDG) Regional Team wherever applicable, and as such will work closely with them.
    As member of the local Security Management Team (SMT) the incumbent supports and advises the local Designated Official (DO) in all security management related matters.
    In particular, the incumbent will perform the following specific duties:

    Advocacy
    Effectively lead and manage the UNODC Regional Office for Eastern Africa (ROEA). Ensure effective implementation of UNODC Programmes and activities in the region in supporting Member States´ capacities to deal effectively with issues related to drug control, crime prevention, countering corruption and terrorism prevention.
    Oversee the successful implementation of UNODC programming in the region in close consultation with the Programme Coordinators, assure the effective functioning of the programmes and take the responsibility of operational oversight for the coordination of activities.
    Provide advice to governments in the assigned region on the development of national long term capacity-building in drug control and crime prevention, in order to promote adherence to and ensure consistency with the terms of the United Nations conventions, drug control treaties, the Conventions against Transnational Organized Crime (UNTOC) and Corruption (UNCAC) and the international instruments to counter terrorism, as well as with the goals and objectives of the 20th Special Session of the General Assembly.
    Represent UNODC’s position and interests in the assigned region in several fora, and promote solid partnerships with government authorities, institutions, civil society, regional and international aid agencies and financial institutions, parliamentarians and the media.
    Assist the governments in the assessment of planning, design and management of response policy measures, in particular developing and proposing national as well as regional cooperation strategies.
    Promote a better understanding of the importance of drug and crime related matters, encourage increased priority attention to all aspects of preventing and combatting drugs, crime, corruption and terrorism. and advocate the inclusion of these issues in government planning documents as well as in relevant programmes of other bilateral, multilateral and non-governmental organizations.
    Advise DO management on dynamics in the region related to or resulting from the UN Development System Reform and 2030 Agenda based on close interaction with other UNODC Field Offices, and HQ divisions.
    Programme development & Resource Mobilization
    Contribute towards UN-wide strategic planning and cooperation in the field, in particular with the UN Development Coordination Office (UNDCO) and the UN Sustainable Development Group (UNSDG). Ensure that drugs/crime related issues are embedded in key UN programmatic instruments such as the Common Country Analysis and the United Nations Sustainable Development Cooperation Framework (UNSDCF).
    Formulate programmes of technical assistance for the region, in order to ensure effective technical cooperation facilitated by improved planning.
    Explore opportunities to grow the ROEA programme portfolio (and respective components) in line with UNODC strategy and governments’ requests, increase programme of work, develop proposals and oversee their implementation.
    Support the DO senior management, in the development of new partnerships for field-based services to Member States and the joint resource mobilization for new activities.
    Ensure that a resource mobilization strategy remains in place that promotes long-term involvement and financial and in-kind support and resources by government, international, public and private sector donors to the work of UNODC for the core infrastructure and technical assistance programme of UNODC in the region; At the same time engage in joint resource mobilization efforts with the UNCT and in line with the UNDSDF budget.
    Maintain regular consultations with counterparts and ensure that donor funding agreements are honoured in a timely manner.
    Programme implementation
    Coordinate, monitor and evaluate the overall progress of ongoing activities in the region in order to ensure the effective project/progamme delivery and use of funds as well as consistency, substantively, technically and financially with the objectives set forth in the programming tools.
    In the project cycle management, approve directly project documents in conformity with respective UNODC Management Instructions (MI), intervene when difficulties arise, take remedial actions as required and identify appropriate solutions.
    Manage corresponding budget and programme resources.
    Lead the Regional Office’s work in relation to Enterprise Risk Management.
    Ensure integrity and timely substantive and financial reporting.
    Ensure integration of human rights and gender system-wide policies in planning and delivery of assistance.
    Keep UNODC headquarters informed of the progress being made.
    Ensure the effective communication of UNODC’s work and its impact in the region.
    Office management

    In accordance with established policies and delegated authority, manage the financial and human resources assigned to the Regional Office and sub-offices (Programme Offices) under the incumbent’s supervision, ensuring appropriate coverage, guidance and supervision of staff and efficient and effective use of such resources.
    Manage, lead, guide and mentor staff under her/his responsibility. This includes promoting their professional development and creating a work environment which fosters civility and respect among staff.
    As member of the local Security Management Team (SMT), and as outlined in the “Handbook for United Nations Designated Officials for Security”, support and advise the local Designated Official in all security management related matters. The UNODC Representative is accountable to the Secretary General through the UNODC Executive Director.

Under the guidance of the Director and the supervision of the Senior Public Information Officer (Deputy Director), the Chief of Content and Client Services is responsible for the effective and efficient performance of the following duties:
    Responsibilities

    Planning, monitoring, and assessment: (a) Plan, monitor, and assess the section’s work, including outsourced work, in the context of the division’s project commitments to UNEP’s Programme of Work and its Medium Term Strategy; (b) Management and oversight: Manage and oversee the section’s work, including the procurement of goods and services, and its human and other resources, in accordance with the organisation’s policies, procedures, rules, and regulations;
    Strategy and innovation: Provide overall strategic direction to the work of the section, with appropriate strategic framing for the requirements of the section’s clients, underpinned by a sustained innovation strategy that delivers the mandate of the section at the cutting edge of associated industry practices, techniques, technologies, and approaches;
    Executive editor, publisher, and producer: Under the Director’s delegated authority, fulfill the functions of executive editor, publisher, and producer, accountable for the cost and quality control of the organisation’s relevant communication collaterals;
    Resource mobilization: Mobilize and manage resources for the section and for the division;
    Reporting and communication: Ensure timely and comprehensive reporting and documentation as per client, division, corporate, and donor requirements;
    Resource scheduling: Establish and maintain effective and efficient resource scheduling and workflow management systems and processes for the section;
    Content and traffic coordination: Coordinate the section’s throughput, optimizing the systems and processes required to absorb client and project inputs and deliver client and project outputs, including sound relationship management.
    Perform any other relevant duties.

    Education

    Advanced university degree (Master’s degree or equivalent) in business or public administration, communication or organizational management, marketing, advertising, computer or information systems or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

    A minimum of ten (10) years of progressively responsible experience in communication, media production, publishing, or related field is required.
    Experience in senior editorial management for a top-tier media, publishing outlet or international organization is desirable.
    Experience working in a science or environmental organization is desirable.
    Team management in a multi-cultural environment is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required. Knowledge of another UN
    official language is desirable.

    This post is located in the Ozone Secretariat, at the Nairobi duty station. Under the direct supervision of the Deputy Executive Secretary, the incumbent will be responsible for the following functions:
    Responsibilities

    Ensures implementation of information programs to publicize priority issues and/or major events, to include drafting information strategies, coordinating efforts, monitoring and reporting on progress, taking appropriate follow-up action, and analyzing the outcome.
    Monitors and analyzes current events, public opinion and press, identifies issues and trends, and advises management on appropriate action/responses.
    Undertakes activities to promote media coverage of priority issues and/or major events, to include development of a media action plan, initiating pro-active media outreach efforts, disseminating materials to the press, undertaking appropriate follow-up action and analyzing and reporting on the impact of coverage.
    Oversees production of information communications products including proposing topics, determining appropriate medium and target audience, writing drafts, obtaining clearances and finalizing texts, editing copy, and coordinating design approval, printing procedures and distribution.
    Prepares, on the basis of official United Nations documentation and other sources, initial drafts of articles or chapters for inclusion in United Nations newsletters, periodicals, reports and books.
    Initiates and sustains professional relationships with key constituencies.
    Acts as focal point on specific issues, monitoring and reporting on developments, responding to inquiries, side events and exhibitions during the meetings organized by the Secretariat and other relevant meetings and events.
    Participates in selecting the information transmitted to key constituencies.
    Ensures the ongoing development, maintenance and appropriate updating of the substantive content of the Secretariat Website, in collaboration with the Programme Officer – Data and Information Systems, regularly reviewing the design and set-up of the website, ensuring that access to it is user-friendly, with appropriate hyperlinks to related activities within and outside the United Nations system.
    Performs any other related duties as may be requested by the supervisor.

    A minimum of five (5) years of progressively responsible experience in public information, journalism, international relations, public administration or related area is required.
    Experience in drafting public information materials (e.g. news articles, opinion pieces, feature stories, press releases, etc.) is required.
    Experience in media is required.
    Experience working with digital communication tools and web-based media is desirable.
    Working experience in the United Nations common system or similar organization is desirable.
    Work experience in an international organization and at the intergovernmental level is desirable.

    Languages
    English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another United Nations language is an added advantage.

    NOTE: “fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “knowledge of” equals a rating of “confident” in two of the four areas.
    Assessment
    Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
