    This position is located in the Executive Office at the Nairobi duty station. Under the direct supervision of the Chief of Staff, the incumbent will be responsible for the following functions:
    Responsibilities

     Develops, implements and evaluates assigned programmes/projects, monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
     Researches, analyzes and presents information gathered from diverse sources.

     Supervises the Executive Office operations and corporate systems and flows, including the Office’s corporate reporting obligations, and the management of the Office’s administration and logistics.
     Clears, reviews and prepares correspondence to ensure that correspondence management upholds the highest standards.
     Supports the Chief of Staff in the management of senior level recruitments and of the Executive Office’s human resources.
     Supervises the correspondence team, procurement team as well as the Human Resources Senior Administrative Assistant.
     Provides operational backstopping to consultative and other meetings, conferences to include proposing agenda topics, identifying participants, preparation of documents and presentations.
     Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties.
     Coordinates activities related to the Executive Office’s budget funding (programme/project preparation and submissions, progress reports, financial statements,) and prepares related documents/reports (pledging, work programme, programme budget,).
     Performs other relevant duties as required.

    Education

    A minimum of seven (7) years of progressively responsible work experience in project or programme management, administration, environment or related area is required.
    Experience managing complex workflows and processes is required.
    Work experience in human resources management is desirable.
    Experience on corporate matters, such as audits and investigations, is desirable.
    Experience advising senior officials on corporate matters is desirable.

    Languages

    Take an active part in the management team of the Ozone Secretariat to ensure the full implementation of the objectives of the Vienna Convention and Montreal Protocol (the Ozone Treaties) and that its actions are effective, efficient, on time and according to the request of the Parties;
    Provide advice and information to the Executive Secretary, and in his absence, to the Executive Director of UNEP, to Governments, organizations and individuals, on policies, the implementation and the status of the protection of the ozone layer;
    Monitor the implementation of the Convention and the Protocol and the status of compliance of the Parties, through the information and data submitted by the Parties regarding their actions to phase-out Ozone-Depleting Substances (ODSs); ensure that the information and data submitted meet the provisions of the Convention, the Protocol and their decisions; and analyze the impact of the actions reported by the Parties on the protection of the Ozone Layer;
    Promote the Vienna Convention, the Montreal Protocol and the awareness of the issue of protecting the ozone layer in the Media and on the Internet;
    Provide advice to Governments, UNEP and other UN Organizations, Non-Government Organizations and interested individuals on the implementation of the provisions of the Vienna Convention, the Montreal Protocol and on the decisions of the meetings of the Parties and their bodies, under the direction of the Executive Secretary;
    Facilitate as necessary the Assessment Process of the Ozone Layer, consisting of Panels on Scientific Assessment (SAP), Environmental Effects Assessment (EEAP) and Technology and Economic Assessment (TEAP), as well as the six Technical Options Committees (TOC) of the TEAP;
    Liaise and closely coordinate with the Multilateral Fund Secretariat and the Implementing Agencies of the Fund on issues regarding compliance of Parties from developing countries (Article 5 Parties);
    Perform the duties of the Executive Secretary in her absence.

    At minimum of fifteen (15) years of progressively responsible work experience in environmental protection, of which, at least ten (10) years should have been spent in implementing multilateral environmental agreements is required.
    Work experience with ozone layer protection, climate change or other atmosphere related issues is required. Extensive experience and proven record in managing staff and resources of the office is desirable
    Languages
    English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another United Nations language is an added advantage.

    The internship is for a duration of six (6) months

    The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP is one of three original, founding implementing agencies of the Global Environment Facility (GEF), alongside the World Bank and the UN Development Programme (UNDP). The GEF also partners with 15 other Agencies to help developing countries and those with economies in transition to meet the agreed incremental costs of measures designed to achieve global environmental benefits in six focal areas: biological diversity, climate change (both mitigation and adaptation), international waters, chemicals and wastes management and, land degradation. The position is located in UNEP, Corporate Services Division (CSD) at the Nairobi duty station.
    Under the overall supervision of the Director, CSD, the incumbent will carry out the following duties:
    Responsibilities

    1. Identify trends, patterns and early warning of issues related to the GEF portfolio size, shape and relevance. Guide staff in ensuring coherence of both UNEP and GEF compliance of their projects. Coordinate with GEF Secretariat and focal area Portfolio Managers in pipeline management.
     
    2. Assist divisions to enhance the quality of projects developed. Chair Project Review Committees and ensure all project review criteria have been followed. Improve the project cycle in UNEP. Work with UNEP’s Policy and Programme Division (PPD) to harmonize the GEF and UNEP project cycles.
     
    3. Oversee the implementation of the UNEP GEF Fee Model in a way that ensures adequate reserves to cover UNEP’s costs across the full GEF project cycle. Work with Portfolio Managers on annual targets and budgets and authorize annual budgets accordingly. Report to Division Directors periodically on the financial positions of the GEF focal area units.
     
    4. Monitor GEF projects in UNEP, including coordinating responses to the GEF Secretariat, GEF Evaluation clients, portfolio management indicators which GEF Secretariat reports to Council etc. Coordinate the preparation of periodic progress reports to GEF Secretariat and to UNEP colleagues. Respond to requests for information from UNEP divisions and offices. Liaise with the UNEP Evaluation Office on all matters related to independent evaluations of GEF projects. Coordinate UNEP input to GEF corporate evaluations and contribute to the preparation of the Management Action Record, as appropriate.
     Assist the Director and Monitoring Unit in enhancing the project-at risk system, and the enterprise risk management system. Work with UNEP Evaluation Office and PPD to improve monitoring and evaluation in GEF projects.
    Take the lead in ensuring corporate knowledge management, and contribute to communications and outreach on the GEF portfolio. Ensure effective internal and external communication through website maintenance; Contribute to project data reconciliation exercises within UNEP and with the GEF Secretariat; Identify media and other outreach opportunities, contribute to the portfolio and project information and written materials.

This consultancy post is in UN Environment Programme, Ecosystems Division at Marine and Freshwater Branch, under the direct supervision of the Project Management Officer.

    The overall objective of the UNEP’s Ecosystems Division is to support countries in conserving, restoring and sustainably managing their terrestrial, freshwater and marine ecosystems, the biodiversity they contain and the products and services they provide for human well-being and prosperity. The Division’s mandate is to address the environmental causes and effects from an ecosystems’ approach, including consequences of disasters and conflicts. It helps countries develop policies and programmes to respond to ecosystems challenges, and reduce pollution from land-based activities, increase resilience to climate change and reflect linkages between poverty and environment in their development planning.

    Background:

    The Global Fund for Coral Reefs (GFCR) is a blended finance instrument to mobilise action and resources to protect and restore coral reef ecosystems. Up to half of the world’s coral reefs have been lost, and if global temperatures rise by 2°C, over 90% could disappear. Reef degradation jeopardises one of the richest sources of biodiversity on Earth and the livelihoods of up to a billion people. The GFCR provides grant funding and private capital to support sustainable interventions to save coral reefs and the communities that rely on them. It was officially announced in September of 2020 in the margins of the 75th UN General Assembly. It aims to raise USD 500 million over 10 years through a coalition between United Nations agencies, national governments, financial institutions, and private philanthropy sources. The GFCR supports business models that can sustainably finance key conservation and development goals for coral reefs via two initiative windows. Technical assistance, capacity development, monitoring, and evaluation are provided via the grant window, while the investment window generates de-risked investment capital to maximise the impact of projects incubated by the grant window. Projects supported by the GFCR will focus on achieving triple win outcomes for coral reef conservation, livelihoods of coral reef-dependent societies and positive returns for investors.

    The GFCR is hosted by the UN Multi-Partner Trust Fund. UNEP sits on the Executive Board of GFCR along with UNDP, UNCDF, Vulcan Inc, the Prince Albert II of Monaco Foundation and donor governments. UNEP is also responsible for Monitoring and Evaluation of GFCR investments and grants. The draft M&E project document for the GFCR was approved by the Executive Board in January 2021. Monitoring and evaluation are critical elements of successful project planning and implementation; especially for accountability and learning. The overall purpose of monitoring and evaluation is the measurement and assessment of performance in order to more effectively manage outputs and strengthen the achievement of outcomes. A well-designed and well-implemented monitoring strategy can inform an evaluation and can provide the evidence of results achieved as well as help identify lessons learned and best practices. The M&E strategy for the GFCR will be supported by a scientific advisory committee consisting of global, regional and national experts on coral reef management and conservation as well as social scientists, economists and conservation finance experts.

    Duties and Responsibilities

    The consultant will be responsible for:

    finalizing the detailed M&E strategy for the GFCR,
    assessing the feasibility of data collection for each project for the results indicators defined in the GFCR’s terms of reference,
    coordinating with the GFCR global team to recommend alternative indicators to monitoring where appropriate,
    managing the scientific advisory committee to the GFCR,
    developing robust scientific methodologies for monitoring results indicators for each project,
    Providing monitoring teams with best knowledge for local assessments of reef resilience to climate change,
    liaising with local experts and institutions to develop baseline assessments on social and ecological conditions for each project, h) reviewing new project proposals submitted to the GFCR.

    Qualifications/special skills

    Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in relevant field of coral reef research and/or ecosystem management is required.
    Experience: At least 10 years working experience in coral reefs conservation and project management is required.
    Experience in writing/communicating research outputs is required.
    Skills: Excellent analytical and writing skills, Computer literate, especially in use of MS Office programs is desirable.
