    Recording of project expenditures as reported by implementing partners

    Funds Management

    Creation of funds pre-commitment, commitments and funds blocks against authorized budgets and the necessary approvals
    Monitoring budget utilization against approved expenditure classes to stop the budget is not overspent
    Payable management – tracking of invoices to ensure timely payments to vendors
    Receivables monitoring to ensure down payments are executed/offset against approved grants
    Posting of approved adjustments against approved budgets

    Project Management

    Design and creation of new project structures in SAP for different activities, outputs and expected accomplishments
    Modification of the existing project structures as necessary after approval
    Closure and revision of the projects and project structures
    Post-implementation data clean up and validation of Umoja financial data

    Donor Reporting

    Creation of donor reports against approved projects, grants and donor agreements
    Monitoring of donor agreement milestones to ensure that the appropriate reports are generated on timely basis

    Perform other duties as may be required

    Execute any other duties as may be required for the efficient and effective functioning of the Finance and Budget management function in ROA

    Qualifications/special skills

    The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment”. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UN Environment’s Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. UNEP is a key partner in the United Nations Collaborative Programme on Reducing Emissions from Deforestation and Forest Degradation in Developing Countries (UN-REDD), which builds on the combined convening role and technical expertise of the Food and Agriculture Organization of the United Nations, the United Nations Development Programme and UN Environment Programme.
    The UN-REDD Programme supports nationally led REDD+ processes to curb deforestation and forest degradation, which accounts for approximately 17 per cent of carbon emissions, more than the entire global transportation sector and second only to the energy sector. It is now clear that stabilizing global average temperature rise within two degrees Celsius will be practically impossible to achieve without reducing emissions from the forest sector.
    This position is homebased under the supervision of Programme Management Officer, Climate Mitigation Unit and in close collaboration with the Climate Finance Unit and Finance Initiative, the main goal of the consultant will be to provide new technical elements to the 1for20 partnership through this study to prepare and encourage a REDD+ implementation at jurisdictional level but also by engaging actors to do so and invest in REDD+. More specifically, he/she will perform the following tasks:
    Deforestation-free value chain for cocoa:

    Identification of potential jurisdictions where the agroforestry-based models previously identified by UNEP can be implemented with strong justification keeping in-mind that the regional level seems to be the most appropriate and that Cavally, Bélier and la Mé are engaged through UNDP and EFI activities,
    Identification of additional data and information needed to complete the model following an assessment of the 1for20 partnership reports,
    Screening of private sector actors to replace BNPP and see how they could fit/contribute to the initiative,
    Once actors and localities are being identified, start discussions to engage them to implement the model in the jurisdiction,

    Timber value chain:

    Using findings from the preliminary report on business opportunities for agroforestry-based timber models, identification of existing value chains and their geographical location to inform the selection of priority landscapes for deforestation-free value chain for cocoa,
    Evaluation of supply chain gaps and areas of underinvestment across production, transformation and distribution channels. Estimation of investment needs required to develop or expand required value chains to meet the commercial needs of the deforestation-free value chain model at jurisdictional level,
    Like 1. identify and engage timber value chain actors to evaluate the potential of their contribution to the initiative, in terms of existing initiatives, available resources, challenges and barriers.

    Restoration Factory:

    Conduct a rapid assessment of the potential for the development of community-based forest enterprises amongst cocoa farmers engaged in (or supportive of) a sustainable agroforestry model, both in terms of number of mobilizable farmers and geographical distribution at jurisdictional level,
    Evaluate the opportunity for the implementation of the Restoration Factory incubation program to support the creation of timber ventures to supplement sustainable agroforestry cocoa programs,

    Duties and Responsibilities
    The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. This consultancy is located at Headquarters in the Evaluation Office which reports directly to the Executive Director. The consultant reports to the Evaluation Officer managing the project and the Director of the Evaluation Office (EO).

    The Project

    The Terminal Evaluation is undertaken at operational completion of the project to assess project performance (in terms of relevance, effectiveness and efficiency), and determine outcomes and impacts (actual and potential) stemming from the project, including their sustainability. The Evaluation has two primary purposes: (i) to provide evidence of results to meet accountability requirements, and (ii) to promote operational improvement, learning and knowledge sharing through results and lessons learned among UNEP and Nepal Agricultural Research Council, Nepal; Department of Agriculture (DoA); Local Initiatives for Biodiversity Research and Development (LIBIRD) Nepal; and Bioversity International, Italy. Therefore, the Evaluation will identify lessons of operational relevance for future project formulation and implementation, especially where a second phase of the project is being considered. Recommendations relevant to the whole house may also be identified during the evaluation process.

    In close consultation with the Evaluation Manager, the Evaluation Consultant will be responsible for the overall management of the Evaluation and timely provision of its outputs, data collection and analysis and report-writing. More specifically:
    Inception phase of the Evaluation, including:

    preliminary desk review and introductory interviews with project staff;
    draft the reconstructed Theory of Change of the project;
    prepare the evaluation framework;
    develop the desk review and interview protocols;
    draft the survey protocols (if relevant);
    develop and present criteria for country and/or site selection for the evaluation mission;
    plan the evaluation schedule;
    prepare the Inception Report, incorporating comments until approved by the Evaluation Manager

    Data collection and analysis phase of the Evaluation, including:

    conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and project stakeholders;
    (where appropriate and agreed) conduct an evaluation mission(s) to selected countries, visit the project locations, interview project partners and stakeholders, including a good representation of local communities. Ensure independence of the Evaluation and confidentiality of evaluation interviews.
    regularly report back to the Evaluation Manager on progress and inform of any possible problems or issues encountered and;
    keep the Project/Task Manager informed of the evaluation progress.

    Reporting phase, including:

    draft the Main Evaluation Report, ensuring that the evaluation report is complete, coherent and consistent with the Evaluation Manager guidelines both in substance and style;
    liaise with the Evaluation Manager on comments received and finalize the Main Evaluation Report, ensuring that comments are taken into account until approved by the Evaluation Manager

    Qualifications/special skills

    Experience:

    A minimum of 10 years of professional experience is required. Experience in evaluation is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach; and a good/broad understanding of agrobiodiversity, food security, and climate change adaptation. Working knowledge of the UN system and specifically the work of UNEP is an added advantage.

    Language:

    For this consultancy, fluency in oral and written English is a requirement; knowledge of Nepali would be highly advantageous.

    Responsibilities
    The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. This consultancy is located at Headquarters in the Evaluation Office which reports directly to the Executive Director. The consultant reports to the Evaluation Officer managing the evaluation and the Director of the Evaluation Office.
    The Evaluation
    In line with the UNEP Evaluation Policy and the UNEP Programme Manual, the Terminal Evaluation is undertaken at operational completion of the project to assess project performance (in terms of relevance, effectiveness and efficiency), and determine outcomes and impacts (actual and potential) stemming from the project, including their sustainability. The Evaluation has two primary purposes: (i) to provide evidence of results to meet accountability requirements, and (ii) to promote operational improvement, learning and knowledge sharing through results and lessons learned among UNEP, GEF and the main project partners. Therefore, the Evaluation will identify lessons of operational relevance for future project formulation and implementation, especially where a second phase of the project is being considered. Recommendations relevant to the whole house may also be identified during the evaluation process.
    Countries targeted in this evaluation include projects in Serbia, Albania, Bangladesh, Madagascar, Kenya and Cuba. For this consultancy countries include projects in Serbia, Bangladesh (or Albania) and a brief evaluation synthesis of all countries participating in the evaluation portfolio.
    The Evaluation Consultant
    For this Evaluation, the Evaluation Team will consist of an Evaluation Consultant who will work under the overall responsibility of the Evaluation Office represented by an Evaluation Manager, in consultation with UNEP/GEF Task Managers, Fund Management Officers and Coordinator of Health and Productive Ecosystems Sub-programme.
    Specific Responsibilities
    In close consultation with the Evaluation Manager, the Evaluation Consultant will be responsible for the overall management of the evaluation and timely delivery of its outputs, data collection and analysis and report-writing. More specifically for each evaluation of the two projects the following process will be applied: Inception phase of the evaluation, including:

     conduct a preliminary desk review and introductory interviews with project staff;
     draft the reconstructed Theory of Change of the project;
     prepare the evaluation framework;
     develop the desk review and interview protocols;
     draft the survey protocols (if relevant);
     Develop and present criteria for country and site selection for the evaluation mission;
     plan the evaluation schedule;
     prepare the inception report, incorporating comments received from the Evaluation Office.

    Data collection and analysis phase of the evaluation, including:

     conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and project stakeholders;
     (where appropriate and agreed) conduct an evaluation mission, visit the project locations, interview project partners and stakeholders, including a good representation of local communities.
     Ensure independence of the evaluation and confidentiality of evaluation interviews.
     keep the Task Manager/Project Manager informed of the evaluation progress and engage the Task Manager/Project Manager in discussions on evaluation findings throughout the evaluation process; and
     regularly report back to the Evaluation Office on progress and inform of any possible problems or issues encountered.

    Reporting phase, including:

     draft the Main Evaluation Report, ensuring that the evaluation report is complete, coherent and consistent with the Evaluation Manager guidelines both in substance and style;
     liaise with the Evaluation Manager on comments received and finalize the Main Evaluation Report, ensuring that comments are taken into account until approved by the Evaluation Manager
     prepare a Response to Comments annex for the main report, listing those comments not accepted by the evaluation consultant and indicating the reason for the rejection; and
     (where agreed with the Evaluation Manager) prepare an Evaluation Brief (2-page summary of the evaluand and the key evaluation findings and lessons)

    The evaluation consultant shall have had no prior involvement in the formulation or implementation of the project and will be independent from the participating institutions. The consultant will sign the Evaluation Consultant Code of Conduct Agreement Form.
    The evaluation consultant will be selected and recruited by the UNEP Evaluation Office through an individual consultancy contract.
    Comprehensive terms of reference will be shared with consultant separately.
    Qualifications/special skills

    Academic Qualifications: A university degree in environmental sciences, international development or other relevant political or social sciences area is required. An advanced degree is desirable.
    Experience: A minimum of 8 years of technical / evaluation experience is required, preferably including evaluating large, regional or global research programmes and using a Theory of Change approach; and a good/broad understanding of Sustainable Land Management is desired.

    This position supports UNEP’s work in relation to One Health. In March 2022 UNEP joined the Food and Agriculture Organization of the United Nations (FAO), the World Organization for Animal Health (OIE) and the World Health Organization (WHO) to form the Quadripartite Alliance for One Health. UNEP will specifically aim to strengthen the environmental dimensions of human and animal health and contribute to the joint objectives of the expanded One Health alliance and the Global Action Plan on One Health, which is currently under development. UNEP has also embarked, in partnership with seven other organizations, in a new Nature for Health Fund.
    Under the direct supervision of the Senior Programme Officer for One Health, the incumbent will perform the following functions:
    Responsibilities

    Develops, implements and evaluates assigned programmes/projects; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.

    Experience managing diverse teams is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
