    SPECIFIC RESPONSIBILITIES

    prepare a Response to Comments annex for the main report, listing those comments not accepted by the Evaluation Consultant and indicating the reason for the rejection; and (where agreed with the Evaluation Manager) prepare an Evaluation Brief (2-page summary of the evaluand and the key evaluation findings and lessons) Managing relations, including: maintain a positive relationship with evaluation stakeholders, ensuring that the evaluation process is as participatory as possible but at the same time maintains its independence;
    communicate in a timely manner with the Evaluation Manager on any issues requiring its attention and intervention. The Evaluation Consultant shall have had no prior involvement in the formulation or implementation of the project and will be independent from the participating institutions.
    The consultant will sign the Evaluation Consultant Code of Conduct Agreement Form.
    The Evaluation Consultant will be selected and recruited by the UNEP Evaluation Office through an individual consultancy contract. Comprehensive terms of reference will be shared with the consultant separately.

    Qualifications/special skills

    A first level university degree in environmental sciences, international development or other relevant political or social sciences area is required and an advanced degree in the same areas is desirable.
    A minimum of 9 years of technical / evaluation experience is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach;
    A good/broad understanding of ecosystems management.

    Bring about purchases or investments of REDD+ projects in target countries and foster better policy and financial instruments to encourage further investment.
    Generate and disseminate knowledge around financial mechanisms such as blended finance to be used to scale investment into REDD+ and NBS. This requires both public and private relationships and joint conversations.
    Establishes good working relationships with partners (public and private) working towards the REDD+ and carbon finance field in Africa.

    Qualifications/special skills

    Bachelor’s degree or equivalent in Natural Resources, Forestry, Environmental Engineering, Economics, Public/Environmental Policy, Environmental impact assessment of projects, public management, or forest management, economics, finance, sustainable development, business administration, Biology or Agronomy, economics, finance, sustainable development, business administration or related field is required.
    A minimum of 5 years of relevant work experience in public or private sector entities, including in the African region is required.

As such Geneva is a focus of international meetings where the unit often organizes meetings, events, and expert group discussions forums. A number of key project executing partners (GGKP, KRU unit in C&H Branch, WHO) are based in Geneva which provides an opportunity to explore opportunities for more integrated planning to events where the work of the unit can be showcased. The consultant will therefore support the following activities:
    Guide Communications UNV in organization of events linked to major inter-governmental meetings, organize events, including identify key speakers, publicize events, facilitate events.
    Develop a programme of webinar events focusing on key topics, including the GEF 9 strategy development
    Provide metric analysis of the events in terms of numbers of participants per event (min 500 as target), geographic distribution, stakeholder distribution, gender distribution.

    Responsibilities

    Human Resources Management
    Initiate, review, process and follow-up on actions related to the administration of the unit’s human resource activities, e.g., recruitment of staff and consultants, placement, promotion, relocation, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
    Respond to enquiries and provide information and advice to staff regarding their entitlements, administrative procedures, processes and practices, conditions of service, duties and responsibilities, and entitlements under the Staff Rules and Regulations.
    Oversee the maintenance of vacancy announcement files and keeps track of status of vacancy announcements. Reviews and processes personnel actions through IMIS.
    Monitor staffing table and prepare relevant statistical data/charts. General Administration
    Draft routine correspondence to respond to enquiries in respect to relevant administrative, financial audit, personnel matters. 

    Education

    High school diploma or equivalent is required.

    Job – Specific Qualification

    Relevant training in human resources, administration or related area is desirable.

    Work Experience

    A minimum of seven (7) years of relevant work experience in administrative services, finance, accounting, audit, human resources or related area is required.
    The minimum number of years of relevant experience is reduced by two (2) years for candidates who possess a first-level university degree.
    1 year or more of experience in data analytics or related area is desirable.
