    Responsibilities

    Budget:

    Verify the accuracy of input data, ensuring consistency in previous allotments to new allotments issued, with a particular focus on the billing and reporting of staff time costs (including CITES staff, consultants and any implementing partner staff time recorded and billed).
    Co-ordinate with other finance and budget staff on related issues during the preparation of budget reports

    Treasury

    Identify and annotate bank account movements.
    File and archives as required.

    General

    Keep up to date on documents/reports/guidelines that have a bearing on matters related to the programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
    Monitor, maintain and manage records of implementing partner procurement and equipment management, and verify the processes and procedures followed to ensure they are in line with the required standards.
    Draft internal correspondence and external correspondence with implementing partners to respond to enquiries in respect to relevant financial and budget matters.
    Maintain and keep up-to-date files on the MIKE Programme shared filing system, including records provided by implementing partners in the fulfilment of their financial and procurement related reporting specified in legal agreements.
    Assist with the logistical and travel arrangements for meetings and conferences relating to CITES or MIKE Programme activities, including raising travel requests, researching accommodation, and liaising with participants;
    Review various reports in the ERP system to identify inaccurate balances, initiate and follows up on any necessary adjustments, independently interprets and troubleshoot any system errors encountered during review or processing of transactions and performs basic data analysis to inform donor and other reports.
    May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility.
    Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
    Assists with visualizations and updating information material such as web pages or brochures.

    Duties and Responsibilities

    The consultant will facilitate the planning of consultations, meetings, and workshops with TEEBAgriFood stakeholders in Mexico.
    The consultant will play a key role in guiding and facilitating communication between interested parties, as well as in achieving the expected results during each event, to promote changes in public policies that consider the Four Capitals;
    protect the provision of ecosystem services, and contribute to the sustainability of agrifood systems. In addition, the consultant will promote integrating the results of the TEEBAgriFood coffee and maize studies in the public and private sectors at all levels, including the executive and legislative branches at the national and sub-national levels, and promote synergies and collaboration between relevant actors.
    The consultant will work with, the UNEP Economics of Nature Unit in Geneva and Nairobi (later referred as TEEBAgriFood team) as well as with the UNEP Mexico Office and will support the afore-mentioned efforts with the responsibilities described below.
    Prepare a work plan to be delivered two weeks after signing the contract to promote the application of the TEEBAgriFood results in agricultural, environmental, and social public policy, including facilitation methodologies for meetings and workshops, and activities with relevant actors.
    Identify actors and stakeholders interested in integrating social and environmental sustainability criteria in the coffee and maize value chains (social producers and companies) and channels and means of dissemination appropriate to their needs, preferences, and interests; promote the dissemination of the recommendations of the TEEBAgriFood studies through different public and private agencies; adapt contents and prepare materials to disseminate the results of the TEEBAgriFood studies suitable for actors and interested parties from the public and private sectors.
    Organize, prior to each meeting or workshop, a meeting with the TEEBAgriFood team to agree on dates, participants, and objectives; prepare supporting documents prior to meetings and workshops; moderate and facilitate meetings and workshops with relevant stakeholders; prepare meeting notes, summaries, and reports, containing visual or audiovisual materials, with contributions and comments from UNEP’s TEEBAgriFood team, with presentations and registration of participants.
    Apply the Four Capitals Approach in all activities included in this consultancy and make explicit aspects such as gender, health, education, environmental services, and biodiversity and the tradeoffs between them in the different scenarios.

    Qualifications/special skills

    A first level degree in Economics, Public Policy, Environmental Affairs, Development, or related areas is required.
    An advanced degree in economics, public policy, environmental affairs, development would be an added advantage.

    SPECIFIC RESPONSIBILITIES.

    In close consultation with the Evaluation Manager, the Evaluation Consultant will be responsible for the overall management of the Evaluation and timely provision of its outputs, data collection and analysis, and report writing. More specifically, the Evaluation Specialist will undertake the following:

    Inception phase of the Evaluation, including:

    preliminary desk review and introductory interviews with project staff;
    draft the reconstructed Theory of Change of the project;
    prepare the evaluation framework;
    develop the desk review and interview protocols;
    draft the survey protocols (if relevant);
    develop and present criteria for country and/or site selection for the evaluation mission;
    plan the evaluation schedule;

    The Evaluation Consultant shall have had no prior involvement in the formulation or implementation of the project and will be independent from the participating institutions. The consultant will sign the Evaluation Consultant Code of Conduct Agreement Form.
    The evaluation consultant will be selected and recruited by the UNEP Evaluation Office through an individual consultancy contract.
    Comprehensive terms of reference will be shared with the consultant separately.

    Qualifications/special skills

    A first level university degree in environmental sciences, international development or other relevant political or social sciences area is required and an advanced degree in the same areas is desirable.
    A minimum of 7 years of technical / evaluation experience is required preferably including evaluating large, regional or global programmes and using a Theory of Change approach.
    A good/broad understanding of illicit trade in wildlife legislations and policy, particularly in Africa, is desired.
    Working Knowledge of a development oriented organisation particularly in the UN System and specifically the work of UNEP is an added advantage.

    Languages
    English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is a requirement.

    Responsibilities
