    Duties and Responsibilities

    UN Environment Programme (UNEP) is the leading global environmental authority that promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Ecosystem Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.
    The loss of forest, and the accompanying loss of ecosystems and the services they provide, threatens the security and livelihoods of local communities, reduces access to clean water, decreases soil productivity and accounts for 12 percent of global greenhouse gas emissions. In recent years, it has become apparent that the most significant threat to the world’s remaining forests is conversion for commercial agriculture – whether from large-scale operations or smallholder farmers – as well as other non-forest use. Many of the environmental benefits of intact forest are unpriced ‘externalities’, resulting in the market mispricing natural forest assets. By converting forest to land and then producing tradeable commodities that the market can price, land users are able to take advantage of this perceived arbitrage opportunity. Anticipated global economic growth and changing diets will strengthen the demand for agricultural commodities and place additional pressure on forests in the foreseeable future, meaning that the pressure will get even bigger than it is today without a changing paradigm how land is managed and agricultural commodities are produced. The challenge is to advance sustainable land use by developing business models that can manage sustainable commodity production while also maintaining forests and forest ecosystem services.
    Against that background, UNEP initiated a new Climate Finance Unit that seeks to actively unlock and (re)direct public and private capital towards sustainable land use, including deforestation-free soft commodity production that lead to ‘net zero, nature positive’ impacts on the environment and improves rural livelihoods. Initially CFU focused on developing and supporting a number of (blended) finance facilities and business incubators as concrete solutions to unlock private finance for ‘net zero, nature positive’ land use practices. More recently, CFU is advancing the normative work through a number of strategies, including by tracking public and private finance through the ‘State of Finance for Nature’ (regarded as a flagship report by UNEP). The objective is to establish the ‘State of Finance for Nature’ series as a global initiative and authorative source of data and information to track public and private investment going towards nature-based solutions that governments can use to inform public policy and for businesses including financial institutions to be stimulated to scale up investment in assets and activities that constitute nature-based solutions. Against this background, UNEP’s Climate Finance Unit is seeking an experienced and motivated professional to help shape, enlarge and improve the State of Finance for Nature.
    Under the supervision of the Head, Climate Finance Unit and in direct collaboration with Lead Communication and Knowledge Management as well as the Project Manager of the Climate Finance Unit, he/she will lead this novel area of work.

    The Senior Coordinator – SFN (consultant) will report to the Chief, Climate Finance Unit.

    Under the supervision of the Chief, Climate Finance Unit, the Coordinator – State of Finance for Nature will:

    Report and production: Lead the development and production of the State of Finance for Nature (SFN) report as well as any country-related briefings or other derivative reports/products.
    Data analysis: Coordinate with the consultants/organistion who are carrying out the data analysis and drafting of the SFN report, including weekly calls, setting milestones, editing, reviews, and quality assurance.
    Continuously improve the methodology by which data from a variety of sources of extracted and used as well as methodologies to quantify investment needs related to nature-based solutions. In addition, engage with organisations who can help to improve the accuracy of data on nature-based solutions to ensure that the underlying that is being used progressively has lower uncertainty ranges (e.g. OECD)
    Management: Coordinate with existing consortium members, including WEF and ELD/GIZ about the State of Finance for Nature. Seek to further expand the management of the SFN management, based on onboarding of additional core partners.
    Engage with the Lead Communication & Knowledge Management of CFU to ensure that high quality communication and knowledge management products are produced that can increase the uptake and exposure of this work. Also ensure that the online SFN hub is continuously improved by working in close coordination with the CFU Lead on Communication & Knowledge Management.
    Engage with donors who are funding the State of Finance for Nature work (whether the global report, country-related analysis and/or communication) in close coordination with the Chief, Climate Finance Unit.
    Develop a strategy with derivative products, focused to ensure that SFN products are taken up by key target audiences, which means a solid Theory of Change, core identification of key target audiences, and roll out of additional service lines of SFN focused specifically on uptake of SFN results (essentially a focus on generating outcomes and impacts that are verifiable).
    Partnership extension: Identify other international/multilateral organisations who could be invited to join the consortium that was originally formed by UNEP, WEF and the ELD/GIZ to build growing momentum and authority for SFN to become the de-facto lead source of data and information on financing nature-based solutions.
    Country analysis & engage: Produce SFN country analysis and briefs/reports, with a view that the findings can inform government expenditure towards NbS related activities.
    Track outcomes and impact: periodic check against baseline and indicators, how the E&S impact and risk management work is being picked up by key target audiences.

    Qualifications/special skills

    The senior consultant should have a Masters’ Degree in natural resource management, international development, economics or finance is required.
    Profiency in computer applications is desired.
    At least ten (10) years of professional experience working on nature or climate analytics, partnership building, preferably in areas related to finance, agriculture, forestry or marine environment is required.
    In addition, it would be an asset if the coordinator consultant has an excellent network think tanks, NGOs and (consulting) companies, as well as a broad network with international organisations.
    In addition, he/she should be autonomous and computer literate in standard software applications; have excellent writing and communication skills; good analytical skills with an interest in the topic of sustainable land use and green finance; have good interpersonal skills. Although, he or she will work in a small team, it is essential that the chosen candidate can work in an independent manner to complete the given assignments.

Given the growing portfolio of projects – including the AGRI3 Fund, the Restoration Seed Capital Facility, TLFF, &Green Fund as well as a growing body of work to stimulate scaling public and private investment – there is a need for a consultant to shape and lead the Environmental & Social Impact portfolio of the Climate Finance Unit.
    In this context, UNEP is hiring a specialized consultant to brings expertise on environmental and social risk / impact measurement – preferably with experience working with agri/forest businesses and finance institutions to the projects and blended finance facilities in which UNEP’s Climate Finance Unit is involved, and contribute to shaping this area of work for the unit together with the UNEP-World Conservation Monitoring Centre (UNEP-WCMC). In addition, the consultant is expected to stay in close contact with the UN-REDD Programme and identify synergies and opportunities for joint work under the UN-REDD post 2020 programme. This novel area of work falls within the Nature for Climate Branch of UNEP’s Ecosystem Division.
    Under the supervision of the Head, Climate Finance Unit the consultant will perform a number of specialized tasks that contribute to shaping and executing the E&S portfolio of the Land Use Finance Programme of the Climate Finance Unit. The senior consultant will work directly with various team members in the Climate Finance Unit team as well as with UNEP-WCMC to jointly execute planned deliverables of the E&S portfolio, and report to the Head of the Climate Finance Unit.
    The location of this position is Geneva.
    The Environmental & Social Impact Lead (senior consultant) will report to the Head of the Climate Finance Unit and work in close collaboration with colleagues within the Climate Finance Unit and UNEP-WCMC as well as other relevant programmes and units such as the UN-REDD Programme, Climate Change Adaptation Unit and UNEP FI.

    Under the supervision of the Head of the Climate Finance Unit the consultant will:

    Update E&S impact and risk management strategy: including a greater focus on normative work and knowledge building and exchange. Outline how governments can use the E&S work that UNEP CFU has developed over the past 2-3 years.

    Coordinate activities supporting demonstration of proof of concept facilities and funds that unlock private finance for sustainable land use that achieve real and positive E&S impact (LUFP Outcome 1)
    Scale public and private investment in sustainable land use by contributing to a community of practice, and standardizing practices for E&S risk management/impact monitoring (LUFP Outcome 2)
    Contribute to LUFP efforts to mainstream experiences, lessons and emerging standardized norms for E&S risk management/demonstrating impacts in sustainable land-use financing (LUFP Outcome 3)
    Backstopping analysis of E&S additionality/impact potential at the level of, and harnessing lessons from, individual land-use finance deals
    Provide E&S contributions to activities – deforestation-free supply chains, carbon market access and private sector investment in forest landscape restoration – delivered by CFU for the UN-REDD Programme
    Maintain E&S inputs into the day-to-day operations of the LUFP – regular team meetings; communications; internal reporting; programme development; work planning and strategizing; etc.

    Qualifications/special skills

    The consultant should have a Masters’ degree or doctorate in environmental sciences, biology, or similar discipline is required.
    A Bachelor’s university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    Eligible candidates will also have at least ten (10) years of professional experience in environmental and social risk management, impact analysis, monitoring, as applied to business, with experience in the finance industry or agricultural soft commodity sectors a distinct is required.
    Experience working with business in either agriculture/forestry/finance is desirable. Understanding of frontier technologies (artificial intelligence, big data) and existing global datasets, which could be employed to demonstrate E&S impact cost-effectively at scale, would especially be welcome.
    Experience with the United Nations system and having a solid network with environmental and social specialists is desirable.
    In addition, the consultant should be computer literate in standard software applications; have good analytical skills with a specific understanding of spatial data analytics; have good interpersonal skills; report writing and communication skills.

    The UN Decade on Ecosystem Restoration aims to prevent, halt, and reverse the degradation of ecosystems on every continent and in every ocean. Since its successful launch on World Environment Day 2021, the UN Decade has spearheaded several far-reaching and successful campaigns, including most recently the selection and celebration of 10 UN World Restoration Flagships. Communication products included a mini-documentary series, an interactive map and a gamification.
    In the coming years, several thematic campaigns are planned to further increase the reach and impact of the UN Decade on Ecosystem Restoration.
    The purpose of this consultancy is to support the coordination of the UN Decade on Ecosystem Restoration advocacy campaigns.     Responsibilities

    Support and advise the Director:

    Duties and Responsibilities

    The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is tcoordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues tthe attention of governments and the international community for action.
    This consultancy is managed by UNEP’s Early Warning and Assessment Division. The Early Warning and Assessment Division is responsible for analyzing the state of the global environment, providing early warning information, and assessing global and regional environmental trends tcatalyse and promote international cooperation and action on the environment. In response trequests from the Member States, the Climate Services and Capacity Building Branch builds country capacities in the collection, management, and use of environmental and climate data, information, and knowledge for early warning, planning, policymaking, preparedness, and response actions.
    The consultant will serve timplement portions of the USD 49.9 million GCF programme, “Enhancing Climate
    Information and Knowledge Services for resilience in 5 island countries of the Pacific Ocean”. The
    programme is UNEP’s largest project, and the programme will contribute tensuring that accurate, timely and actionable climate information is used in policy, planning and response actions, and enable sectors and communities in the five Pacific Island countries (Cook Islands, Niue, Republic of the Marshall Islands (RMI), Palau, and Tuvalu) tadapt tincreasing climate variability and change. The consultant will contribute tactivities in the five Pacific Island countries programme under Sub-Activity
    1.1.2, “Conduct Market Assessment texplore viable opportunities for climate information services in sectors and businesses,” that will lead tResult 1 “Strengthened delivery model for climate information services and MHEWS covering oceans and islands”. In addition, this component will alscontribute tSub Activity 1.1.4, “Develop national policies for financing climate services.” This will be conducted separately from the Market Assessment. The consultant is expected tdevelop detailed market assessments in each country tassess private/public
    sector engagement in climate services and identify opportunities for: i) development of value-added climate products and services; ii) public-private partnerships in the generation, translation, and transfer function.
    Based on the market assessments, the consultant will alsdevelop national financing policies focused on the sustainable financial management of climate services, that will enable the 5 NMHSs thave the means tsustain and ensure ongoing operation of their mandated services in order tmitigate weather-, climate-, and water-related risks. Private/public sector engagement will improve the cost-effectiveness of NMHSs and increase potential for catalysing innovation in climate information technologies.

    Specific tasks and responsibilities

    Under the Supervision of the Programme Coordinator of the Early Warning and Assessment Division, UNEP, based in Apia, Samoa, the International Consultant, Climate Services Market Assessment will perform the following assignment/s;
    Review documentation relevant tthe assignment
    Convene a virtual inception meeting with the 5 countries, UNEP, and other relevant stakeholders.
    The inception meeting will discuss the programme of work, confirm work schedules, and activity
    requirements, seek clarification on issues critical tthe assignment, and plan logistics
    Prepare an inception report of nmore than 20 pages tinclude
    detailed work plan for the execution of the assignment, methodology tbe followed, and timeline for the accomplishment of the tasks of the assignment, information required;
    summary of agreed issues tbe investigated;
    administration requirements and roles of PMU, NPIU and consultant;
    potential barriers/ challenges tthe conduct of the assignment and suggested approaches to mitigating the impacts..

    The consultant tdevelop the roadmap in line with the World Bank Guidance tconsider the following:

    Opportunities for greater cooperation between the public and private sectors and academia given that many economic sectors increasingly depend on meteorological information for safe and efficient operations.
    Opportunities for win-win situations that fulfil the public sector responsibility thelp the economically disadvantaged while meeting the needs of enterprises for climate services. Tthis end, the Programme will ensure partner governments are made aware of the economic value of climate information in, for instance, reducing the need for dangerous marine rescues, reducing the need for transport of drinking water touter islands in drought, and reducing the costs ofrecovery from cyclone damage.
    Opportunities tcoordinate and/or integrate financing for climate services and disaster risk management tstrengthen existing disaster relief funds and establish reliable funding for disaster preparedness activities, which are often limited tad-hoc donor funding. This would facilitate a more efficient and streamlined approach timplementing often overlapping actions
    for climate change adaptation and disaster risk management.
    Identification of the elements for a sustainable financial model for NMHSs based on the climate services value chain, which highlights the different roles of NMHSs in providing basic forecasts and warnings tprotect society from the adverse effects of severe weather (a public good typically supported by governments, for which predictable national budget allocations need tbe ensured) but alsin providing specialised value-added services tsectoral government agencies and individual businesses (which may offer opportunities for cost-recovery from governmental and non-governmental sources beyond the Programme’s lifespan).
    Potential testablish National Climate Funds (NCFs) as mechanisms that support countries to manage their engagement with climate finance by facilitating the collection, blending, coordination of, and accounting for climate finance directed towards climate services.1
    According tUNDP guidance 2, these funds could have the following goals: i) collect sources of funds and direct them toward climate change activities that promote national priorities; ii) blend finance from public, private, multilateral and bilateral sources tmaximise a country’s ability to advance national climate priorities; iii) coordinate country-wide climate change activities to ensure that climate change priorities are effectively implemented; and iv) strengthen capacities for national ownership and management of climate finance, including for “direct access” tfunds.
    Functions of NCFs could include: i) support goal setting and the development of programmatic strategies for climate resilience; ii) fund capitalisation; iii) management of partnerships; iv) provide project approval and support implementation; v) supply policy assurance; vi) provide financial control; vii) manage performance measurement, including monitoring and reporting on activities and resource disbursement; and vii) provide and support knowledge and information management.
    Potential for continued support from the Systematic Observations Financing Facility (SOFF) as part of the Alliance for Hydromet Development, which was launched in December 2019 by 12 international organizations including UNEP. The SOFF is envisaged tensure provision of basic systematic observations as a global public good by providing equitable, predictable, sustainable, and performance-based finance as well as technical assistance tdeveloping countries for the provision of foundational observational data as per the Global Basic Observing Network (GBON) standard adopted by the WMCongress. GBON aims timprove the global availability of the most essential surface-based data by defining the obligation for countries timplement a minimal set of surface-based observations for which international exchange of observational data will be mandatory.
    Compile lessons learnt and prepare a comprehensive Final Report.

    Qualifications/special skills

    An advanced university degree (Master’s or Higher) in public policy, climate change or climate financing, economics or a similar related field is required.
    A minimum of 5 years of demonstrated experience in climate financing, market assessments, donor assistance programmes for development/ climate change financing, public private partnerships is required.
    A minimum of 5 years of demonstrated experience in conducting market assessments for climate financing opportunities, demonstrated experience in developing financing policies for climate related areas is desirable.
    Experience in working and collaborating with governments and Hydromet Services in the Pacific region is desirable.
    Previous work experience undertaking similar activities in the Pacific region is highly desirable.
