    Responsibilities

    The intern(s) will support the Biodiversity, Landscapes and People Unit for outreach and awareness raising for the Global Peatlands Initiative under the direct supervision of the responsible programme officer, the intern(s) will:
    Draft content for and update the GPI and UNEP-peatlands(tab) website(s), online dgroups GPI community of practice and social media outreach channels;
    Draft news articles or blogs on subjects relevant to peatlands restoration, conservation and sustainable management, such as ecosystem services, trans-boundary collaboration,conservation and carbon finance, biodiversity and climate change;
    Assist in the preparation of GPI events, workshops or south south exchanges;
    Assist in the development of awareness raising, outreach or advocacy materials including speech-writing, presentations, and/or videos;
    Assist with research on peatlands best practices in conservation, sustainable management and restoration or relevant topics to inform policy making;
    Assist with preparations for the GPI Steering Committee meetings, and various virtual or face to face meetings of the partnership and attend if held in Nairobi;
    Assist with organizing ad hoc meetings, workshops or teleconferences and prepare meeting agendas, summaries, minutes and follow up communications as required;
    Provide regular communication liaison within the GPI Partnership and with members of the public as required;
    Undertake other tasks as required, and in accordance with the intern’s interests and experience.

    The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.
    There is a need for UNEP to monitor and evaluate its relevance, effectiveness, efficiency, impact, and sustainability in the implementation of projects at a portfolio level to improve its performance. Further, it is necessary to quantify and communicate on-the-ground impacts of its work and spatial visualization on biodiversity and land degradation.
    The GEF Biodiversity and Land Degradation Unit proposes to recruit a Data Analytics Consultant. The objective of the consultancy is to improve the data management system of projects under the Unit’s portfolio through enrichment, documentation, and reporting on the impacts of the portfolio. This will also include the synthesis of the results of the portfolio into visual and spatial/mapping outputs for enhanced visualization to support analytical and communication purposes. Specifically, the consultant will perform the following tasks under the GEF Biodiversity and Land Degradation global portfolio:
    Contribute to the verification and enrichment of GEF Biodiversity and Land Degradation Unit project data in IPMR to improve the accuracy of monitoring and reporting.
    Develop a repository to organize project documents including all phases of the project management cycle (development, implementation, reporting, evaluation, and closure).
    Compile all GIS .shp files and other relevant digital spatial data formats of the ongoing projects’ targeted areas in collaboration with the related Task Managers and Program Assistants.
    Contribute to the improvement of other knowledge management and reporting initiatives within the GEF Biodiversity and Land Degradation Unit including through targeted advisory, platform testing, and feedback.
    Participate in relevant knowledge management meetings within the GEF Biodiversity and Land Degradation Unit.

    Qualifications/special skills
    Education Qualification:

    Work Experience:

    THE EVALUATION.

    In line with the UNEP Evaluation Policy and the UNEP Programme Manual , the Mid-Term Evaluation (MTE) is undertaken approximately half-way through project implementation to analyze whether the project is on-track, what problems or challenges the project is encountering, and what corrective actions are required. A key aim of the Mid-Term Evaluation is to encourage reflection and learning by UNEP staff, the implementing partners and key project stakeholders. The Evaluation Consultant should therefore, consider how reflection and learning can be promoted, both through the evaluation process and in the communication of evaluation findings and key lessons.

    THE PROJECT

    Cities are the main contributors to climate change, accounting for around 70% of global carbon emissions, and can give the world the best chance of reversing its course towards a more sustainable path. The Sustainable cities Impact Program Global Platform (SCIP-GP) is a Global Environment Facility (GEF) Funded project intended to influence 9 targeted cities through capacity building, knowledge sharing and advocacy in order to enable cities to improve sustainability through i) policies, regulations and plans, ii) behaviours and utilization of better technologies and iii) investments.
    The SCIP GP project intended to bring together global, national and local champions that want to work together towards a common vision of sustainable and integrated development. Its objective is that: ‘cities pursue integrated urban planning and implementation and increase their ambitions, to deliver impactful sustainable development outcomes with global environmental benefits (GEBs)’ (Endorsement Package, 2020).

    THE EVALUATION CONSULTANT

    The Evaluation Consultant, will work under the overall responsibility of the Evaluation Manager. Information and liaison support will be provided by the UNEP Task Manager and Fund Management Officer. The Evaluation Consultant will be responsible, in close consultation with the Evaluation Manager, for overall management of the Evaluation and timely delivery of its outputs. The Evaluation Consultant will ensure that all evaluation criteria and questions are adequately covered.

    SPECIFIC RESPONSIBILITIES.

    In close consultation with the Evaluation Manager, the Evaluation Consultant will be responsible for the overall management of the Evaluation and timely provision of its outputs, data collection and analysis, and report writing. More specifically, the Evaluation Consultant will undertake the following:

    Inception phase of the Evaluation, including:

    preliminary desk review and introductory interviews with project staff;
    draft the reconstructed Theory of Change of the project;
    prepare the evaluation framework;
    develop the desk review and interview protocols;
    draft the survey protocols (if relevant);
    develop and present criteria for country and/or site selection for the evaluation mission;
    plan the evaluation schedule;
    prepare the Inception Report, incorporating comments until approved by the Evaluation Manager

    Data collection and analysis phase of the Evaluation, including:

    conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and project stakeholders;
    (where appropriate and agreed) conduct an evaluation mission(s) to selected countries, visit the project locations, interview project partners and stakeholders, including a good representation of local communities. Ensure independence of the Evaluation and confidentiality of evaluation interviews.
    regularly report back to the Evaluation Manager on progress and inform of any possible problems or issues encountered; and

    Reporting phase, including:

    draft the Main Evaluation Report, ensuring that the evaluation report is complete, coherent and consistent with the Evaluation Manager guidelines both in substance and style;
    liaise with the Evaluation Manager on comments received and finalize the Main Evaluation Report, ensuring that comments are taken into account until approved by the Evaluation Manager
    prepare a Response to Comments annex for the main report, listing those comments not accepted by the Evaluation Consultant and indicating the reason for the rejection; and
    (where agreed with the Evaluation Manager) prepare an Evaluation Brief (2-page summary of the evaluand and the key evaluation findings and lessons)

    Managing relations, including:

    maintain a positive relationship with evaluation stakeholders, ensuring that the evaluation process is as participatory as possible but at the same time maintains its independence;
    communicate in a timely manner with the Evaluation Office on any issues requiring its attention and intervention.
    The Evaluation Consultant shall have had no prior involvement in the formulation or implementation of the project and will be independent from the participating institutions. The consultant will sign the Evaluation Consultant Code of Conduct Agreement Form.
    The evaluation Consultant will be selected and recruited by the UNEP Evaluation Office through an individual consultancy contract.
    Comprehensive terms of reference will be shared with the consultant separately.

    Qualifications/special skills

    A university degree in environmental sciences, international development or other relevant political or social sciences area is required and an advanced degree in the same areas is desirable
    A minimum of 7 years of technical/evaluation experience is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach
    A good/broad understanding of integrated/sustainable urban development is desired.

    This position is in the Policy and Programme Division at the Nairobi Duty Station within the Project Review and Oversight Unit. The Unit serves as Secretariat for all concept and project reviews. In 2023/2024, the Unit will be responsible for a more expansive role associated to the new, forthcoming tiered-Project Review Committee (PRC) policy approach.     Duties and Responsibilities

    The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP administers the Nairobi Convention for the Protection, Management and Development of Coastal and Marine Environment of the Western Indian Ocean (WIO). The Contracting Parties to the Convention are Comoros, France (Reunion), Kenya, Madagascar, Mauritius, Mozambique, Seychelles, Somalia, South Africa, and United Republic of Tanzania. The Convention offers a legal framework, a forum for intergovernmental discussions and coordinates the efforts of its contracting parties in the protection, management and development of their coastal and marine environment.
    As part of its work programme, the Nairobi Convention is executing several projects namely: the “Western Indian Ocean Large Marine Ecosystems Strategic Action Programme Policy Harmonisation and Institutional Reforms (SAPPHIRE) and Implementation of the Strategic Action Programme for the Protection of the Western Indian Ocean from Land-based Sources and Activities (WIO-SAP), which are funded by the GEF as well as the Nairobi Convention – SWIOFC Partnership Project and the African, Caribbean, and Pacific (ACP) Countries Capacity Building of Multilateral Environmental Agreements (MEAs) project which are funded by SIDA and EU respectively.

    The projects are supporting the following national priority activities in Comoros:

    Updating the national Marine Ecosystem Diagnostic Analysis (MEDA) for Comoros by identifying quality-controlled data and information from participating ministries, institutions, stakeholders and partners, significant priorities for MEDA data gaps and developing a national data portal for sharing, access and dissemination of updated National MEDA.
    Strengthening sectoral policy and co-management of natural resources for better conservation of marine and coastal ecosystems in Comoros. The activities are expected to realise (i) a strategy for the development of the Comorian fisheries, new sectoral policy and an operational implementation plan for the strategy, (ii) support leading to Comoros ratification process for international conventions on the fight against IUU fishing, development and implementation of a national plan to combat IUU fishing, and capacity building of local fishing stakeholders on fight against IUU fishing, (iii) fishermen’s training on sustainable resource-use and exploitation through cost-effective fishing techniques, regulation of fishing gear and awareness of applicable legal texts, (iv) annual coastal cleanup and establishment of waste management mechanism, (v) effective implementation of new and existing natural resource co-management agreements, (vi) Community-led ecosystem conservation and protection activities in selected areas, and (vii) introduction and training in alternative income generating activities to the fisher communities
    Gap analysis for development of policy/legislation and associated regulatory and institutional mechanisms for the management and sustainable exploitation of the Comorian coastal and marine resources.
    The sustainable management of shallow marine habitats in the Comoros through improved management planning and rehabilitation of degraded sites through (i) development of conservation management plans for Mohéli National Park, Coelacanth National Park, Mitsamiouli-Ndroudé National Park and the Shisiwani National Park ii) rehabilitation of degraded mangrove and seagrass habitats, and (iii) awareness campaigns on the management and use of coastal and marine resources in the Country
    Strengthening management effectiveness and sustainable management of coral reef areas crucial to coastal livelihoods and ecosystems in Comoros through (i) awareness campaigns on the conservation, restoration, protection in priority marine protected areas (MPA), (ii) assessment of management effectiveness and development and implementation of responsive annual work plans and financing options for at least two MPA, (iii) map benefits and opportunities for improved or alternative sustainable livelihoods for communities associated with the MPAs in Comoros, and (iv) capacity building and training of reef rangers and MPA managers on monitoring, control, and surveillance (MCS), in ecosystem-based management approaches, spatial planning tools, mapping of critical coastal and marine habitats and transboundary ecosystems in the exclusive economic zones, including in adjacent areas.
    Developing a marine litter management strategy and action plan for Comoros by (i) assessing the current state of marine litter and its management in Comoros and role of youth, women and communities in waste management, (ii) endorsement by stakeholders of a national marine litter management strategy and action plan for implementation, (iii) conducting awareness campaigns and training sessions on impacts of marine litter and microplastics, to the environment, and (Iv) developing value chains, and partnerships with private sector related to waste management/processing and potential income generating activities from waste amongst men, women and youth in Comoros.

    Objective of the Consultancy

    The UNEP-Nairobi Convention seeks to hire a national consultant to assess progress in achieving outputs and impacts from Nairobi Convention supported interventions in Comoros.
    The assignment will be home-based in Comoros with a mandatory visit to different national stakeholders and project sites as guided by the Ministry of Agriculture, Fisheries, Environment and Tourism of Comoros and by the implementing partners of the interventions. The consultant will work closely with the Nairobi Convention Secretariat team in the execution of the consultancy.

    Specific Duties and Responsibilities

    Under the overall supervision of the Head of the Nairobi Convention Secretariat and direct supervision of the Project Manager, the consultant will be responsible of the following tasks and responsibilities:Assess the progress in the implementation of the 6 projects interventions in Comoros.
    For each of the 6 interventions, outline the scope of the intervention, status of achievement of the specified outputs, and the quality of the outputs/indicators against specific objectives, budget resources and timelines.
    Document the partnerships developed or enhanced, and synergies created arising from the interventions and with other related projects in Comoros.
    Review team satisfaction for each intervention undertaken and challenges encountered during the implementation.
    Gather feedback from stakeholders and recipients of the interventions and document how the impacts of the interventions match their expectations.
    If any gaps in the delivery of the milestones of the interventions are identified, provide timelines or alternatives to fast track implementation and reporting.
    Identify best practices from the 6 interventions that can be replicated and upscaled, and learning experiences that can be shared within the Western Indian Ocean
    Provide a succinct report with a summary of the results, data, and performance of the interventions, milestones achieved or not, tasks completed, deliverables and budget compliance.
    Provide an exit strategy (to include financing options, capacity development, ownership and, where appropriate, political expediency of the interventions) to ensure that the deliverables and impacts, at community and national level, continue to generate net benefits for an extended period of time.

    Qualifications/special skills

    Academic qualifications: Advanced university degree (MSc or PhD) is required in marine science and/or other related disciplines (e.g., fisheries management, natural resources management, environmental economics, etc.) relevant to the assignment
    Minimum of 5 years of work experience is required in relevant fields and comprehensive knowledge of WIO regional natural resource management approaches, and associated policy, regulatory and institutional arrangements

    Responsibilties
    Under the supervision of the Coordinator of the Global Working Group for Electric Buses, the consultant will develop the “Emergent Trolleybuses: The potential for trolleybus technology in Low- and Middle-income cities” technical report through conducting the following specific tasks:

    Develop an overview of trolleybus development in different regions, including Low- and Middle-income (LMI) cities, and develop a status quo review of trolleybus vehicle technology (hybrid, battery), infrastructure (pantograph, wiring, In motion charging), and operations (network structure, ridership, intermodality);
    Develop an evaluation of the opportunities for trolleybus use cases in LMI cities, including major trends related to public transport reform agendas, Bus Rapid Transit project pipelines, electrification targets, and others, as well as a comparison to Battery Electric Buses, including lifecycle emissions, cost, technical and operational aspects;
    Compile an assessment of the challenges that may be faced to develop and operate trolleybuses in LMI cities, including technical, operational, financial, social/acceptability and supply-chain related barriers;
    Develop at least three in-depth case studies of existing projects in different regions that highlight relevant use cases for trolleybuses in LMI cities, covering the context (geographic, demographic), landscape (political, economic, policy, history), system structure (actors, institutions, policy rationale, intermediaries), operating characteristics (routes, ridership, costs, vehicles) and lessons that have been learned for the next iteration;
    Perform a high-level technical, operational, and financial analysis of at least 3 potential use cases of trolley buses as an alternative to currently planned pure battery electric bus systems;
    Perform an analysis of the existing and potential use cases, comparing the schemes in different operational contexts, and offer guidelines or recommendations on how LMI cities may be able to develop trolleybus projects;
    Compile 1. to 6. into one “Emergent Trolleybuses: The potential for trolleybus technology in Low- and Middle-income cities” technical report and develop an executive summary based on the findings.
    Presentation of the “Emergent Trolleybuses: The potential for trolleybus technology in Low- and Middle-income cities” technical report to the Global Working Group and incorporation of their feedback into the final product;
    Development of a slide deck and recorded presentation of the “Emergent Trolleybuses: The potential for trolleybus technology in Low- and Middle-income cities” technical report for use during meetings of the Regional Support and Investments Platforms and other education or training opportunities.

    Qualifications/special skills
    Education

    An advanced university degree (Master’s degree or equivalent) in environmental sciences, engineering, transport or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

    A minimum of seven years’ work experience in transport projects in Lower- and Middle-Income cities is required
    Knowledge on electric mobility issues including the operational and technical aspects of electric buses or trolleybuses is required
    Experience in data collection and research is required
    Data analysis and modelling skills and experience are required
    Experience in report development including visualization tools is desirable.
    Proven analytical, presentation and communication skills are desirable

    Education

    Master’s Degree (but within 1 year of graduation) or currently enrolled in a Master’s Programme;
    Background in environmental sciences, environmental policy, biodiversity and conservation, development studies, or related field;
    Demonstrated interest in issues related to ecosystems management, restoration, biodiversity conservation, climate change, or sustainable development and knowledge is required.
    Knowledge of peatlands or wetland ecosystem functioning is desirable.
    Have demonstrated keen interest in the work of the United Nations and have a personal commitment to the ideals of the Charter.
    Have a demonstrated ability to successfully interact with individuals of different cultural backgrounds and beliefs, which include willingness to try and understand and be tolerant of differing opinions and views.

    Work Experience

    No working experience is required to apply for the United Nations Internship Programme. Your training, education, advance course work or skills should benefit the United Nations during your internship.

    Languages

    English & French are working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Fluency in French and/or Spanish is desirable.
    NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas
