    Responsibilities.
     
    Project Coordinator will coordinate all project activities at the national level, including:
    Managing the overall conduct of the project:

    Ensuring project work planning and reporting in accordance with the donor requirements, UNEP rules and the requirements and standards of the Project Implementing Partner. Based on the inputs of the Project Implementation Unit members, ensuring project reporting to the GEF, UNEP, Executing Agency, and the Project Steering Committee. Preparing the annual workplan (AWP) and Annual Plan of Activities and Procurement Plan for the project years as requested by UNEP;
    Implementing the workplan as scheduled;
    Monitoring the implementation of the workplan and budget delivery, analyzing problems that hamper project implementation and taking appropriate measures to ensure timely delivery of required inputs;
    Management and administrative oversight for project personnel and project contractors, delivery of goods and services, trainings and communication activities; 
    Executing activities by managing personnel, goods and services, training and low – value grants, including drafting terms of reference and work specifications, and overseeing all contractors’ work;
    Managing the project financial reporting to donor and development partners;
    Managing and monitoring project tasks;
    Timely delivery and coordination of co – financing resources, collecting data and evidence of project co – financing;
    Project coordination with parallel initiatives undertaken by the Governmental authorities, municipalities and other stakeholders;
    Ensuring that relevant gender related aspects are taken into consideration in project implementation;
    Meeting the government obligations under the project and performing a liaison role with the Government, UNEP and other UN Agencies, NGOs and other project partners;
    Undertaking resource mobilization activities in areas of technical project scope to contribute to project scaling – up and replication;
    Acting as a project focal point for media interventions. Monitoring and facilitating advocacy and mass media outreach activities, writing success stories, ensuring newspaper coverage, participating in PR campaigns

    Qualifications/special skills

    A MSc degree in natural science or other environmental-related sciences is required.
    At least 7 years of professional experience in the field of natural resource management is desirable.
    At least 5 years of experience in leading project or expert teams in preparation of strategic document or assessments in line with national legislation, preparation of National Action Plans, Strategies, reports, other planning documents on the same or a relevant topic is required
    Previous experience in cooperating with UN agencies in developing strategic documents on the same or a relevant topic is required
    Experience in maintaining day-to-day communication with different stakeholders and partners is desirable

    Languages

    Fluency in Montenegrin and English, both oral and written, is required. Knowledge of additional languages is desirable

    Task description

    Under the overall guidance of the Chief of the Environmental Conventions and Policy Branch, Law Division, and direct supervision of the BCH III Project Manager, the International UN Volunteer, in close collaboration with the Project Assistant in the Division and Regional Advisors, will ensure effective and timely implementation of the BCH III Project by:

    Providing the overall support to the project manager and ensuring effective execution and visibility of the project daily by:

    Assisting with the planning, coordination, reviewing and reporting processes at the United Nations Environment Programme level.
    Maintaining an updated record on progress of the project activities.
    Providing administrative and technical expertise required by the BCH III participating countries and other implementing partners of the project.

    Specific responsibilities, under the supervision of the Project Manager will include, but are not limited to the following:

    Technical and Programme Support to BCH III Project
    Assist in the implementation, monitoring and evaluation the Biosafety Clearing House (BCH) project, review documents and reports.
    Identify priorities, tracks problems and issues to be addressed and propose corrective actions; liaise with partners;
    Identify and initiate follow-up actions for the management of day-to-day operations of the project; provide assistance to the work of the Biosafety Clearing House teams.
    Assist in preparation of contracts and agreements with appropriate partner institution, organizations and individuals;
    Assist in the production and dissemination of informative material on new capacity building opportunities for effective participation in the BCH project;
    Assist in organizing of orientation and training workshops for trainers;
    Assist in the organization and convening of national and regional workshops.
    Provide administrative and substantive support to BCH meetings, including preparation of background documents, presentations, handling of logistics and participation in field missions.
    Assist in the coordination of a network among BCH operatives and provide support to the Regional Coordinators in establishing linkages and mainstreaming the BCH into national/regional biosafety implementation projects and facilitate transfer and sharing of experience and information between participating countries.
    Participate and in the external review and self-evaluation of the BCH project outputs to the UNEP-GEF Project Steering Committee Group (Global Environment Facility);
    Coordinate and monitor the progress of experts and consultants and the process on national sub-projects in participating countries; providing input into the GEF-managed monitoring and evaluation activities, particularly the annual Project Implementation Review;
    Assist in the preparation of inputs to quarterly progress reports to UNEP on the BCH project; and of inputs to Annual Progress Reports to UNEP for transmission to GEF.
    Contribute to activities related to budget a financial management of the project and assist in the preparation of financial reports to UNEP and other co-financing organizations and partners.
    Undertake other relevant duties as directed by the Project Manager and the Branch Chief as necessary.

    Requirements
    Required experience

    3 years of experience in project planning and management, analysis, and research at the national or international level.
    Experience in the management of environmental projects, including monitoring and evaluation, is a plus.
    Good knowledge of the work of UNEP, the MEAs, or other relevant programmes; experience with management of projects is an asset, as is experience working in the UN or other international development organization;
    Excellent oral and written skills; excellent drafting, formulation, reporting skills;

    Programme Management:

    Manage the relevant sections of the Big Science Branch (BSB) and provide strategic directions to accomplish the mandated functions and approved objectives:

    Analyze the assessment programme mandates, particularly as stated in General Assembly (GA) and United Nations Environmental Assembly (UNEA) decisions, and translate the mandates into strategic programme directions, policies, outputs and concrete work programmes including budget allocations and the UNEP Medium Term Strategy.
    Integrate the work programme of the Branch with other programmes of the division and as well as those of other UNEP divisions.
    Secure approval of the work programme by the UNEP’s Project Review Committee (PRC).
    Consult, negotiate and develop cooperation with appropriate assessment programmes within the UN system, such as United Nations Development Programme (UNDP), World Bank, World Health Organization (WHO), Food and Agriculture Organization (FAO), World Meteorological Organization (WMO), United Nations Educational, Scientific Cultural Organization (UNESCO), Governments and Non-Governmental Organizations (NGOs) etc. and relevant national, regional and international organizations and secure agreement on collaborative mechanisms.
    Develop, direct and coordinate the different projects of the Big Science Branch related to thematic and integrated assessment, and Global Environment Outlook (GEO).
    Coordinate the development of policy relevant summaries and forecasts based on the findings of the major scientific assessments and the identification of emerging issues of potential international importance and organize their effective and targeted dissemination: including United Nations Environmental Assembly (UNEA), other relevant UN bodies and governments.
    Develop and direct the implementation of strategies and frameworks for the integration of scientific assessments and reports produced at global and regional levels or in thematic areas and their integration with national and regional activities.
    Report on programme performance to appropriate authorities in the organization and to UNEA e.g. through the Committee of Permanent Representatives (CPR) and the United Nations Environmental Assembly (UNEA).
    Undertake regular analysis of the EWAD assessment mandate and activities and propose, as required, policy options and recommendations for modification and change in the overall implementation of the work programmes.

    Programme Implementation:

    Direct and coordinate the implementation of activities and projects of the Branch work programme so as to ensure that the approved goals and objectives are met and outputs delivered in a timely fashion;

    Discuss ongoing and planned assessment and reporting activities of the Branch with other divisions of UNEP and ensure that these are incorporated into an integrated programme of work for the division and for UNEP.
     Identify and discuss potential assessment and reporting activities with other divisions of UNEP, negotiate and coordinate the development of joint activities with UNEP divisions and external partners and oversee the implementation of the identified joint activities.

    Responsibilities 

    Responds or drafts responses to routine correspondence and other communications; uses standard word processing package to produce a wide variety of large, complex documents and reports.
    Monitors processes and schedules related the unit’s outputs, products, tasks, where applicable, assists in the verification of receipt and accuracy of requisite documents, approvals, signatures to ensure compliance with relevant legal, financial and other requirements.
    Researches, compiles and organizes information and reference materials from various sources for reports, work plans, studies, briefings, meetings/conferences.
    Generates a variety of standard statistical and other reports, work orders using various databases.
    Proofreads documents and edits texts for accuracy, grammar, punctuation and style, and for adherence to established standards for format.
    Screens phone calls and visitors; responds to moderately complex information requests and inquiries (e.g. answers requests requiring file search), and as necessary, refers inquiries to appropriate personnel for handling.
    Provides secretarial, administrative and logistics support to meetings, boards, committees, conferences.
    Assists in the maintenance of websites by scanning, converting, and posting a variety of documents onto the site.
    Assists in the preparation of presentation materials using appropriate technology/software.
    Maintains calendar/schedules; monitors change and communicates relevant information to appropriate staff inside and outside the immediate work unit.
    Performs data entry and extraction functions
    Reviews, records, distributes and/or processes mail and other documents; follows-up on impending actions.
    Updates and maintains large distribution lists; monitors, prepares and distributes various materials, reports, where possible using electronic formats; handles arrangement for printing and translation as necessary; coordinates shipment arrangements, courier services.
    Performs general administrative tasks (e.g., leave and attendance recording, arrangements for meetings and other events, reservations, budget follow-up), to include preparing and/or processing administrative requests/documents (e.g., requisitions, purchase orders, travel requests, contracts, expenditure authorizations, visa applications)
    Maintains files (both paper and electronic) and databases for work unit.
    Assists in providing software and office equipment support.
    Provides guidance to less experienced staff on general office processes and procedures, computer applications.
    Performs other duties as assigned.

    Qualifications/special skills

    Completion of high school diploma is required. Supplemental training in administration; human resource or a related field training is required
    A minimum of three (3) years’ experience in administration, human resource or related area is required.
    Experience with data extraction and data analysis using Business Intelligence or other available analytical tools is desirable
    Experience with an Enterprise Resource Planning (ERP) system such as Oracle or SAP is desirable.

    Responsibilities
    This position is located in the Corporate Services Division (CSD) European Commission Operations Unit at the Nairobi duty station. Under the supervision of the Head of the CSD European Commission (EC) Operations Unit, the incumbent will be responsible for the following duties:

    Independently provides full range of programme/project management and implementation assistance at all phases of the programme/project cycle for, typically, a large and highly complex component of the departmental programme/project initiatives.
    Researches, compiles, analyses, summarizes, and presents basic information/data on specific programmes/project and related topics, highlighting noteworthy issues/trends for consideration by appropriate parties.
    Reviews, appraises and revises, as necessary, all submissions for substantive programmes/projects, ensuring compliance with guidelines and programme/project objectives; identifies problems/issues, seek clarification from departments, assess replies, and prepares a summary for the manager with suggestions for further action.
    Works with funding agencies in arranging financing modalities; obtains requisite clearances; ensures establishment of proper monitoring systems through scheduled reporting, review meetings and missions.
    Drafts budget and forecast based on submissions; prepares monitoring checklists, identifying stages of programme/project development, funding source, inputs by reviewing internal and external bodies, and follow-up actions required.
    Monitors budgetary commitments, including verification of charges and obligation documents in Umoja for all financial transactions; prepares periodic budget revisions and ensures appropriate resource allocations; reconciles accounts with amended budget; evaluates trends of financial implementation and makes necessary recommendations to line manager.
    Prepares newsletters on programme/project-related activities; drafts inputs for a wide range of documents/reports, briefings/debriefings, correspondence, etc.
    Serves as focal point for coordination, monitoring and expedition of implementation activities and participates in programme/project evaluation; monitor implementation at all stages to ensure work is proceeding according to established plans, including analysing implementation difficulties and initiating remedial action; liaises with diverse organizational units to initiate requests; prepares standard terms of reference against programme/project objectives, obtains necessary clearances, processes and follows-up on administrative actions and resolves issues related to project implementation, e.g. recruitment and appointment of personnel, travel arrangements, organization of and participation in training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc.
    Arranges for formal closures of projects, final budget revision, transfer of equipment, clearance, publication and distribution of final report.
    Provides secretariat services to committees, ad hoc tasks forces, etc.; drafts and circulates agenda notes to members/participants; assembles background documentation; drafts minutes of the meeting; monitors follow-up actions, etc.
    May undertake mission/field work in support of above activities, e.g., specific administrative, operational/control tasks for programme/project activities.
    Establishes internal databases; sets up, files, stores and manages data and information relevant to the scope of programme/project activities.
    Supervises office support staff, including distribution and review of work assignments, training, and inputs to performance evaluation.
    Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
    Assists with visualizations and updating information material such as web pages or brochures.
    Performs other duties as assigned.

    Experience in interpreting and applying administrative and financial policies of the United Nations or similar organizations is desirable.
    A minimum of One (1) year or more of experience in data analytics or related area is desirable.
    Working experience with projects or programmes funded by the European Commission and with the rules and procedures of the European Commission is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

    Task description

    The consultant(s) will be located in UN Environment Programme / Ecosystems Division / Biodiversity, People and Landscapes Unit. The consultant will report to, Programme Management Officer.
    The consultant will provide technical and peatlands-specific expertise to the Biodiversity, People and Landscapes Unit for coordination of scientific or flagship reports and science-based products of the Global Peatlands Initiative.

    Specific Duties Include The Following

    Work with partners and UNEP to increase uptake and knowledge on the findings of the Global Peatlands Assessment (GPA) including linking data to World Environmental Situation Room, making data open and available on GPI website, maps and so on.
    Coordinate the regional launching of the GPA chapters and three global chapters to raise awareness of decision-makers, bring on board new scientists and improve the application of the results. Draft policy briefs to accompany the GPA and Hotspot Atlas including overseeing translation and publication processes.
    Engage with partners to advance peatlands monitoring and mapping, linked to the Hotspot Atlas, GPA and Global Peatlands Inventory, Global Forest Watch and more.
    Engage with partners and undertake research for the development of the Global Peatlands Inventory together with Ramsar Secretariat and make preparations and proposals for funding the next iteration of the GPA in coordination with partners.
    Conduct research, coordinate drafting and review of materials and reports to support the implementation of the Global Peatlands Initiative Research Working Group.
    Undertake needs surveys and identify trainers together with GPI partners for the GPI Research Working Group.
    Coordinate targeted training sessions including for Early Career Researchers as part of the GPI Researchers Working Group, prepare agenda, identify trainers and develop presentations as required.
    Facilitate reporting, training, development and documentation of lessons learned from the Global Peatlands Initiative.

    Qualifications/special Skills

    Master’s University degree preferably with a specialization in environmental sciences, conservation biology, sustainable management, or related areas is required.
    A minimum of three (3) years of progressive experience in the field of environmental conservation, scientific research or science to policy work is required.
    Experience working on peatlands and/or ecosystems as a topic is required.
    Experience with the UN system especially with UNEP and on this issue is highly desirable.
    Skills and experience in networking, outreach, and engaging with multiple parties is desirable.
    Experience in coordinating research agendas, conducting analysis and possess excellent drafting skills for scientific reports is desirable.

    Languages

    English and Spanish are the working languages of the United Nations Secretariat. For this position, fluency in English and Spanish (both oral and written) is required.
