    Global Environmental Data Strategist

    The primary purpose of the Global Environmental Data Strategy (GEDS) consultant is to support UNEP in development and implementation of an effective data strategy to maximize the value of global environmental data assets.
    The GEDS consultant will facilitate consultation processes with various stakeholders, including but not limited to, internal UNEP groups, Governments, United Nations agencies, funds and programmes, the secretariats of the multilateral environmental agreements, international and regional scientific bodies, and civil society.
    As an outcome of the consultation processes the consultant will: Identify comparable methods for data collection and analysis and the promotion of their harmonization, taking into account existing standards, including those of the United Nations Statistical Commission System of Environmental-Economic Accounting, in coordination with other parts of the United Nations system and other relevant scientific institutions, building on international environmental data and statistical standards.
    Within the GEDS scope propose improvement of platforms that provide a repository function, to allow open access to up-to-date, quality-assured, credible and relevant data, including geospatial data, statistics, indicators and data analysis on the environment, including the work of the Global Resource Information Database (GRID) centers.
    Provide tools and policy advice for integrated approaches to support evidence-based decision-making.
    Accelerate efforts to assist Member States in developing their national environmental data management capacities and their environmental monitoring systems with regard to air and water quality, deforestation, marine litter and environmental security, and their ability to use data analysis to support evidence-based decision-making.
    Coordinate efforts with the Group on Earth Observations (GEO) to fully utilize Earth observations.
    Work with citizen science groups on potential contribution as a complementary resource to fill data gaps. Support common country analyses with robust environmental data and statistics, in line with Sustainable Development Goals indicators, by United Nations resident coordinator offices, and the integration of national environmental data management, geospatial information management and statistical capacity into United Nations Development Assistance Frameworks
    This post is remotely located with minimal travel to Nairobi, and reports to the Data Specialist.

    Qualifications/special skills

    Advanced university degree (Masters or equivalent) in Computer Science, Information Technology, Data Science, Information Management, or a similar field is required.
    At least 15 years of professional working experience in domains such as information technology, digital marketing, data governance, data strategy, quantitative and qualitative research methods and statistics or data analysis is required
    Proven experience in developing and implementing data strategies aligned with business/organizational objectives is required
    Extensive, proven experience in collaborating with various stakeholders to drive data-driven culture is required.

    The responsibilities of the consultant will be to: 

    Assess available policy tracking tools and methods focusing on the focal area (air quality and pollution), in terms of their structure, design, inputs, methodology, resource needs, impacts and effectiveness.
    Assess the potential partners and identify, engage and coordinate strategic collaborator(s) who will assist UNEP to implement and deliver a user-centric design/ architecture to present the content for web-based digital proof-of-concept EPT platform.
    Take into account other related environmental issues; reporting processes such as UNEP GAAPL; UNEP initiatives such as the World Environmental Situation Room; and platforms such as INFORMEA and those of MEAs and other UN entities, including collaborating centres. 
    Develop and present an overview of alternative models for the pilot policy tracker, setting out the objectives, advantages, limitations and resource implications of each, as a basis for UNEP senior management to identify a preferred model.
    Develop a conceptual framework for UNEP’s preferred model for the environmental policy tracker on air quality and pollution considering the further development of the tracker. 
    Undertake discussions with key users to develop both use cases and potential personas. 
    Elaborate the data, information and knowledge needed to support a tracker and an overall approach to the development and implementation of a policy tracker. 
    Coordinate the content management for the proof-of-concept and beta-test the tracker with key audiences.
    Facilitate the development of a proof-of-concept tracker, including management of a contractor to develop the platform and visualization of the tracker.
    Undertake testing and consultations on the proof-of-concept tracker with stakeholders to guide further refinement of the tool and inform analysis of further development, implementation and maintenance of the tracker.

    Qualifications/special skills

    An advanced university degree (Master’s level) in environmental science, policy, law, economics, administration, computing, data analytics, or related area is required. A Bachelor’s degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    Minimum of 10 years of professional experience in programme or project development, environmental science, administration, environmental law or policy, or related area is required.
    Experience in data and information management and analytics is desirable.
    Work experience in dealing with knowledge management tools will be an advantage.

    The Global Environment Facility (GEF) helps developing countries and those with economies in transition to meet the agreed incremental costs of measures designed to achieve global environmental benefits in six focal areas: biological diversity, climate change, international waters, ozone layer depletion, land degradation and chemicals and waste. An important component of almost all UNEP’s GEF projects is building capacity to manage the environment in a sound manner.

    The Chemicals and Health Branch of UNEP plays a key role in supporting countries to implement, develop and execute chemicals related GEF projects that fit within its comparative advantage. UNEP’s comparative advantage within the GEF has been defined as:

    Scientific assessment, monitoring, early warning.
    Linking science to policy (Capacity Building, Enabling Activities) at national, regional and global levels;
    Innovation, technology transfer and lifting barriers;
    Regional and global cooperation;

    Awareness raising, advocacy, and knowledge management.

    As part of its duties, the GEF Chemicals & Waste Unit is in charge of supervising a portfolio of ongoing projects, develop new projects to be submitted to the GEF and assist countries to close finished projects. The Chemicals team also provides coaching and advice to UNEP colleagues in the Chemicals and Health Branch and in other divisions. GEF Chemicals & Waste Unit has been successful in developing a series of projects which now require the completion of the package for GEF Chief Executive Officer (CEO) endorsement. Supervision of the development of these proposals has been assigned across the GEF team but the volume of work to be undertaken requires additional technical advice and input from a specialist consultant with experience in guiding Minamata Convention related GEF proposals. The development of the submissions is time sensitive, and the workload requires the support to be available as early as possible.

    Reporting lines:

    The incumbent will be under the direct supervision of the Portfolio Manager of the Chemicals and Waste GEF unit. 

    Specific tasks and responsibilities: The Consultant will be responsible for the following duties:
    Concept and project development

    As we initiate the GEF8 cycle, the mercury pipeline projects need to be discussed and agreed with the GEF and project development needs to be initiated. The incumbent will lead the coordination and development of different concepts and projects with international and national stakeholders and support the Portfolio Manager on negotiations with the GEF and for the obtaining of the endorsement letters. The incumbent will work with different team members of the Chemicals and Waste Unit (C&WU) and provide technical advice on the drafting of the project identification forms (PIFs) and project documents and ensure their clearances.

    Task description

    Under the supervision of the Chief of Digital Strategy, the consultants will perform the following duties:

    Liaise with UNEP’s Communication Division, communicators outside the Division, and web focal points to post multilingual content on unep.org and related websites.
    Ensure that web copy for UNEP and related websites accurately reflect UNEP’s policy positions, advocacy goals, and broader UN messaging.
    Coordinate work of translation team for the UN Environment Assembly and other key events.

    Qualifications/special skills

    A master’s degree in journalism, communication, international relations, social sciences or other related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the master’s degree.”
    A Minimum of two years of progressively responsible experience in journalism, publishing, public information, communication, information studies, or related field is required Demonstrated experience editing content for web sites. Knowledge of environmental issues is desirable

    Responsibilities
    Supervision of Project Implementation of the Enabling Activity Portfolio of Projects:

    Prepares project supervision plans under his/her portfolio for their entire duration and applies adaptive management principles to the supervision of the projects.
    Organizes and manages the project inception meeting.
    Provides oversight to project execution and prepares reports in accordance with UNEP and Global Environment Facility criteria, rules and regulations.
    Participates or delegates participation when needed, in relevant Project Steering Committees and ensures that Project Steering Committee fulfills its function.
    Regularly monitors project progress and performance and rates progress towards meeting project objectives, project execution progress, quality of project monitoring and evaluation, and risk. Monitors reporting by project executing partners.
    Promptly informs management of any significant risks or project problems and takes action and follows up on decisions made.
    Prepares reports in accordance with Global Environment Facility and UNEP requirements.
    Maintains adequate project-related documentation.
    Applies adaptive management principles to the supervision of the project.
     Assists with the preparation of project revisions.
    Reviews project outputs, provides technical input and ensures quality standards are met. Manages any mandatory project(s) reviews.
    Supports the project terminal evaluation when relevant or project final reports.
    Takes responsibility to ensure that project is financially closed in a prompt manner after completion of project activities.
    Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
    Supervises and mentors junior professionals, consultants and general service staff.

    Enabling Activity Project Identification and Development:

    Liaises with internal and external partners to identify relevant and eligible project concepts.
    Discusses and clears such concepts with the Senior Programme Officer.
    Consults with UNEP’s Divisions and regional offices as necessary.
    Advises project proponents on how to revise concepts to respond to issues raised by the peer reviewer and other reviews.
    Monitors Global Environment Facility project milestones to avoid delays and potential project cancellation.
    Addresses Global Environment Facility Secretariat and Scientific and Technical Advisory Panel reviews and ensures that Project Review Committee recommendations are considered in further project development by the executing agency.
    Works with the Fund Management Officer to internalize the Project Preparation Grant upon approval.
    Supervises Project Preparation Grant execution in accordance with UNEP and Global Environment Facility policies and procedures.
    Supports Project Preparation Grant execution in accordance with UNEP and Global Environment Facility policies and procedures. 
    Verifies that the project proposals meet Global Environment Facility quality-at-entry standards before submission to Senior Programme Officer and Global Environment Facility Coordination Office for Project Review Committee review.
    Supports the executing partners in mobilizing Co-financing for the project. Upon Global Environment Facility Chief Executive Officer approval, works with the Fund Management Officer to internalize the project document.

    Economy Division Knowledge Management and Data Management:  

    Identifies and codifies lessons emerging from project implementation; 
    Ensures accuracy and completeness of project data in the project information system and the risk management system for all projects under his/her supervision;
    Contributes to project data reconciliation exercises within the Division and with the Global Environment Facility Secretariat;
    Identifies media and other outreach opportunities and materials and provides project information and materials;
    Participates in events organized by Global Environment Facility and UN Environment to disseminate information on project results and lessons.

    UNEP and Global Environment Facility Corporate Tasks:  

    Contributes to the Global Environment Facility Council document reviews as needed. 
    Provides input to UNEP and Global Environment Facility policy and information documents as necessary;
    Identifies opportunities to complement the UNEP Programme of Work with GEF-financed initiatives;
    Represents Economy Division in UNEP and Global Environment Facility –related meetings;
    Participates in the UNEP Project Review Committees;
    Provides regular substantive backstopping to UNEP senior colleagues and partners, including the regional and liaison offices;
    Provides input to Global Environment Facility corporate evaluations, country portfolio evaluations, thematic evaluations and impact evaluations and to the preparation of the Management Action Record.
    Maintains the enabling portfolio of projects and risk management records and contributing to UNEP and Global Environment Facility information and knowledge management;
    Keeps abreast of developments in his/her technical field and further develops competencies and skills; and undertakes at least one relevant learning activity each year; 
    Prepares his/her annual work plan for result based management with clear goals and indicators.

    Education

    An advanced university degree (Master’s degree or equivalent) in Engineering, Environment, Economics, Energy or Climate Change related field. 
    A first-level university degree in the relevant field in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

    Work Experience

    A minimum of seven (7) years of relevant experience in the area of climate change mitigation reporting to the United National Framework Convention on Climate Change (National Communications and Biennial Update Reports) is required
    At least two (2) years’ hands-on experience in engaging and negotiating project development and implementation with a wide range of Government institutions in Least Developed Countries and Small Islands Developing States is required.
    International experience in developing and implementing Global Environment Facility climate change mitigation (non-land use) project is required.
    Experience in managing and providing technical advice to at least fifty multi-country, global and complex UNFCCC reporting programmes on climate change mitigation is required
    Experience in managing geographically dispersed teams and overseeing a large global portfolio of climate change projects is required.
    Experience working with the United Nations system is desirable.
    Two (2) years or more of experience in data analytics or related area is desirable.

    Task description
    Under the direct supervision of the OzonAction Regional Network Coordinator Compliance Assistance Programme-Anglophone Network, the UN Volunteer will undertake the following tasks:

    Support RNCs and other regional CAP staff in the implementation of national and regional projects related to Montreal Protocol activities.
    Prepare Small-Scale Funding Agreements (SSFAs) on specific OzonAction-related activities in close consultation with the Activity Leaders,
    Review financial and progress reports from countries and project financial commitments to ensure they are equal to the approved project budgets;
    Review country reports required within the specified project reporting period.
    Assist in implementing a sustainable system of activities status tracking and reporting in IPMR.
    Provide administrative and substantive support to Network or other meetings, conferences, workshops by proposing agenda topics, identifying and proposing participants, assisting in the preparation of background documents and presentations, handling logistics, etc.
    Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
    Coordinate secretarial and logistical services for meetings in cooperation with local or-ganizers and assist network coordinator in preparing and finalizing meeting reports
    Assist in the preparation of background documents and presentations, handling logistics
    Perform any other duties as may be assigned by the supervisors.

    Furthermore, UN Volunteers are required to:

    Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take an active part in UNV activities (for instance in events that mark International Volunteer Day);
    Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
    Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
    Contribute articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.;
    Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
    Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

    Results/Expected Outputs

    Contribute to the effectiveness and efficiency of the Compliance Assistance Programme by providing administrative support and specialized assistance to the Regional Network Coordinator in the assigned areas of responsibility.
