    Duties and Responsibilities:

    Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
    Participates in or lead field missions, including provision of guidance to national teams, government officials and other parties and drafting mission summaries, etc.
    Provides technical guidance and supervise work of other implementing partners of the Urban EbA project such as Universities and consultants/experts.
    Coordinates activities related to monitoring of the project budget and funding of the Urban EbA project including preparation and submissions of progress reports, annual report, financial statements, etc. and prepares related documents/reports such as work plan, budget, etc.
    Performs other duties as required.

    Qualifications/special skills

    Advanced university degree in environmental studies, natural resource management, earth science or related field.
    A minimum of five (5) years of progressively responsible experience in project or programme management and/or coordination is required
    Experience working in regional setting especially in the Asia-Pacific region is required.
    Experience coordinating and implementing activities related to environmental compliance at country level or in an organization is required
    Experience working with UN entities or other international organizations is desirable.
    Experience working with Global Environment Facility (GEF) projects’ development, management and reporting is desirable.

    Languages

    SPECIFIC RESPONSIBILITIES
    In close consultation with the Evaluation Manager, the Evaluation Consultant will be responsible for the overall management of the Evaluation and timely provision of its outputs, data collection and analysis and report-writing. More specifically:
    Inception phase of the Evaluation, including:

    preliminary desk review and introductory interviews with project staff; 
    draft the reconstructed Theory of Change of the project; 
    prepare the evaluation framework;
    develop the desk review and interview protocols; 
    draft the survey protocols (if relevant); 
    develop and present criteria for country and/or site selection for the evaluation mission;
    plan the evaluation schedule;
    prepare the Inception Report, incorporating comments until approved by the Evaluation Manager

    Data collection and analysis phase of the Evaluation, including: 

    conduct further desk review and virtual in-depth interviews with project implementing and executing agencies, project partners and project stakeholders; 
    regularly report back to the Evaluation Manager on progress and inform of any possible problems or issues encountered and;
    keep the Project Manager informed of the evaluation progress. 

    Reporting phase, including: 

    draft the Main Evaluation Report, ensuring that the evaluation report is complete, coherent and consistent with the Evaluation Manager guidelines both in substance and style;
    liaise with the Evaluation Manager on comments received and finalize the Main Evaluation Report, ensuring that comments are taken into account until approved by the Evaluation Manager
    prepare a Response to Comments annex for the main report, listing those comments not accepted by the Evaluation Consultant and indicating the reason for the rejection; and
    (where agreed with the Evaluation Manager) prepare an Evaluation Brief (2-page summary of the evaluand and the key evaluation findings and lessons)

    Managing relations, including:

    maintain a positive relationship with evaluation stakeholders, ensuring that the evaluation process is as participatory as possible but at the same time maintains its independence;
    communicate in a timely manner with the Evaluation Manager on any issues requiring its attention and intervention.
    The Evaluation Consultant shall have had no prior involvement in the formulation or implementation of the project and will be independent from the participating institutions. The consultant will sign the Evaluation Consultant Code of Conduct Agreement Form.
    The Evaluation Consultant will be selected and recruited by the UNEP Evaluation Office through an individual consultancy contract.
    Comprehensive terms of reference will be shared with the consultant separately.

    Qualifications/special skills

    A university degree in environmental sciences, international development or other relevant political or social sciences area is required and an advanced degree in the same areas is desirable.
    A minimum of 7 years of technical / evaluation experience is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach;
    A good/broad understanding of sustainable land management is required and a focus on rangelands and drylands would be an advantage.
    Country experience of Jordan and Egypt is desirable.

    Engagement with air pollution/air quality programmatic colleagues and offices across the main emitting sectors to ensure all relevant opportunities for communicating work on air pollution mitigation are undertaken based on latest science and innovations including any relevant updates to the existent air pollution dashboard in line with the aforementioned. This will also include supporting air pollution content and data related coordination as well as documentation and dissemination of best practices and successful case studies. 
    Forging new and maintaining existing partnerships with major stakeholders, including the private sector and civil society with a focus on aligning efforts toward addressing the issue of air pollution and mobilizing resources.  
    Plan and maintain a steady pipeline of content on air pollution and keep content updated on UNEP’s corporate and the Days websites as well as any other campaign pages.

    Create and contribute to a growing positive discourse by improving knowledge and inspiring action on air pollution.

    Specific duties and responsibilities: 

    All the activities related to the MTR are to be carried out as per UNEP Evaluation Policy and the UNEP Programme Manual. The Mid-Term Review will use a participatory approach whereby key stakeholders are kept informed and consulted throughout the review process. Both quantitative and qualitative review methods will be used as appropriate to determine project achievements against the expected outputs, outcomes and impacts. It is highly recommended that the Review Consultant maintains close communication with the project team and promotes information exchange throughout the review implementation phase in order to increase their (and other stakeholder) ownership of the review findings. 
    The Review Consultant should provide a geo-referenced map that demarcates the area covered by the project and provide geo-reference photographs of key intervention sites (e.g. sites of habitat rehabilitation and protection, pollution treatment infrastructure, etc.)

    The findings of the Review will be based on the following:
    A desk review of:

    Relevant background documentation, inter alia: 
    Project Document and Appendices
    Project design documents (including minutes of the project design review meeting at approval); Annual Work Plans and Budgets or equivalent, revisions to the project (Project Document Supplement), the logical framework and its budget;
    Project reports such as six-monthly progress and financial reports, progress reports from collaborating partners, meeting minutes, relevant correspondence and including the Project Implementation Reviews and Tracking Tool etc.;
    Evaluations/Reviews of similar projects.

    Monitors budget implementation/expenditures and recommends reallocation of funds as necessary.
    Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
    Monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
    Assists in the preparation of budget performance submissions.
    Assists in finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.

    General Administration

    Serves as a communication link between the Director and staff members and on behalf of the Director keeps staff members informed by conveying directives, reports, status updates and other relevant information, and brings sensitive and urgent matters to the Director’s attention. 
    Acts as focal point for Climate Change Division correspondence logs, routing, and follow-up to ensure timely response and closure of log in the system. 
    Provides advice and clarification to staff members on office management and improvement of administrative procedures. 
    Provides substantive and administrative support in managing priorities and workflow of the Director and coordinates multiple and diverse activities to ensure that management directives and decisions are properly carried out and delivered in a timely manner. 
    Liaises with the Executive Office to support on confidential matters related to handling of sensitive documentation and calendar management. 
    Performs other related administrative duties, as required (e.g., operational travel programme, monitoring accounts and payment to vendors and individual contractors for services, and the identification of office technology needs and maintenance of equipment, software and systems, organize and coordinate seminars, conferences and translations).
    Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
     Assists with visualizations and updating information material such as web pages or brochures.

    Contract Administration

    Assists with day-to-day administration of contracts between the UN and external contractors for outsourced services.
    Audits the contractors’ invoices against the goods and services provided by the contractor and approved by the UN.
    Processes the payment of contractors’ invoices and monitor payments.

    This position is homebased under the direct supervision of the UNEP – UN-REDD Africa Region Coordinator. The position holder will specifically support the delivery of UNEP UN-REDD implementation plan for Africa: this involves working closely with other UN agencies, governments, and other relevant key stakeholders to ensure countries accelerate financing for forests, via upfront financing and REDD+ Results-Based Finance (RBF). 

    The consultant will perform the following tasks:
    Programme implementation quality assurance, for delivery of results (Output 1, 50%)

    Ensure proper follow-up of UN-REDD implementation based on legal agreement and agreed workplan, UN-REDD Results Framework 2021-2025, flag issues in a timely way and suggest eventual adaptive management measures as necessary. 
    Provide technical guidance and support to countries in terms of day-to-day REDD+ implementation as necessary, as well as in the formulation of country workplan, targeted support, and other outputs, 
    Provide technical support and capacity development to countries on topics such as REDD+ nesting, carbon market and other REDD+ related issues.
    Source technical expertise to support countries, including assisting with the preparation of TORs, identification of experts, selection process. 
    Provide technical backstopping on reviewing deliverables of consultants hired by the Programme, writing UNEP and UN-REDD quarterly, semestrial and annual reporting.
    Conduct national consultation meetings at national and regional levels to collect stakeholders’ input and/or to ensure stakeholders’ buy-in and actions on findings, policy options, and recommendations.
    Capture lessons learnt and package them to stimulate the uptake of best practices and knowledge. 
    Organize and participate in in-country missions to liaise with national counterparts and other key stakeholders, including but not limited to international partners involved in REDD+.
    Provide technical expertise/input to UNEP policy position papers and internal briefing notes.

    Access to REDD+ financing and private sector engagement (Output 2, 35%)

    Jointly with the UNEP UN-REDD Africa Regional Coordinator and the Global UN-REDD Finance Specialist, leads the agenda on REDD+ and carbon finance, as well as private sector engagement initiatives and activities in in the Africa region. 
    Provides policy advisory support to African priority countries in scaling up sustainable financing for REDD+ activities (upfront and results-based financing).
    Liaise with other REDD+ initiatives and potential co-financing agencies and institutions to ensure REDD+ implementation consists of one nationally owned REDD+ process.
    Establishes good working relationships with partners (public and private) working towards the REDD+ and carbon finance field in Africa. 
    Contributes to advance global UNEP UN-REDD led initiatives agenda on upfront financing and results-based financing by generating and disseminating knowledge, including but not limited to forest carbon markets.    

    Support the resources mobilization process (Output 3, 15%):

    Identify strategic opportunities, needs and gaps to contribute to the planning process in line with the UN-REDD Results Framework for the 2021-2025 period.
    Transform these opportunities into project ideas with theory of change to be implemented on the ground.
    Initiate drafts project concept notes, documents/proposals according to donors’ procedures and support the submission process. 
    Consult with partners, country focal points and related stakeholders to collect feedback and update the documents as needed.

    Qualifications/special skills

    Advanced university degree: Master’s degree or equivalent in Natural Resources, Forestry, Environmental Engineering, Economics, Public/Environmental Policy, Environmental impact assessment of projects, public management, or forest management, economics, finance, sustainable development, business administration, Biology or Agronomy, economics, finance, sustainable development, business administration or related field is required.
    A first-level university degree (Bachelor Degree) in combination with two additional years of relevant qualifying experience may be accepted in lieu of the advanced university degree.
    A minimum of 5 years of relevant professional work experience in project management, sustainable finance REDD+ finance, climate finance or related field is required.
    A minimum of 2 years of relevant work experience in the provision of technical assistance in sustainable forest management or conservation, coordination and planning with national and regional actors related to forest management and/or forest management and climate change is desirable.
    Strong knowledge about REDD+ mechanism, not limited to the financing aspects, as well as understanding of financial institutions and sustainable finance with practical experience in 
    African countries are desired.
    Experience working with international organizations is desirable.

    As part of Strategic Intervention 3, UNEP is now seeking to develop internal capacity to develop use cases on the application of environmental data at the national level.
    These use cases will guide UNEP to develop new digital products and services that are fit for purpose to the specific needs of member states and specific user groups.
    To achieve this goal, UNEP is recruiting a consultant with expertise in UX design based on human-centered design principles to identify use cases, develop user journeys and deliver click-through demos for end user validation.
    The consultant will report to the Chief Digital Officer and work within the Digital Transformation Team, collaborating with different stakeholders across and outside UNEP.

    Task 1:

    As part of the Digital Transformation Team, assess input from consultations with end users based on human-centered design processes, to validate use cases on the application of environmental data to drive specific policy decisions at the global, national or local level.
    Ensure that the defined use cases are feasible, viable, desirable, and sustainable for the organization and end-users.
    Ensure that the use cases can be effectively communicated and implemented by the organization.

    Task 2:

    Create a user journey for the use case based on quick profiles and journey maps that depict the needs and behavior of the target audience. Support testing and validation of the journey with a select group of potential users.

    Task 3:

    Support the Digital Transformation Team in performing an expert review / heuristic evaluation on existing platforms, and report on findings and recommendations

    Task 4:

    Design and implement a mock-up and click-through demo for the use case in an app emulator.
    Support conducting usability testing and heuristic evaluations to identify user pain points and areas of improvement.
    Validate and iterate the mock-ups based on user feedback.

    Task 5:

    Write a product definition for the final app based on the feedback received and final validated demo.
    Provide recommendations and guidelines to UNEP for the implementation and communication of the developed use cases.
    This post reports to the Head, World Environment Situation Room.

    Qualifications/special skills

    A minimum of twelve years of experience and proficiency in UX design principles, methodologies, and best practices.
    This includes expertise in user research, information architecture, interaction design, visual design, prototyping, and usability testing is required.
    Experience in supporting organizations in creating a digital vision, strategy, high level concepts, designs and prototypes based on human-centered design and a detailed understanding of end user needs and requirements is required.
    Proficiency in relevant design tools such as Sketch, Figma, Adobe XD, or other UX design software, as well as a good understanding of front-end development technologies such as HTML, CSS, and JavaScript, is desired depending on the job requirements.
    It’s desired that a senior UX designer should have a strong portfolio showcasing their previous work, demonstrating their ability to solve complex UX problems, create innovative designs, and deliver exceptional user experiences.
