    Responsibilities

    Perform analytical tasks for the Director and provide strategic and policy support to the Division Director
    Review and analyze policy papers, reports and other documents on environmental issues and prepare recommendations for consideration by the Director;
    Support the Director in drafting policy papers on issues related to the work of the Division, in particular on climate emerging environmental issues;
    Prepare substantive reports and briefing notes for the Director for use at conferences and meetings;
    Organize independently and participate in the organization of major workshops and meetings supported by the Division, including drafting of Memoranda of Understanding, in liaison with Governments and other officials;
    Draft, review and finalize policy statements and speeches on environmental issues for use by the Director, and UNEP Senior Management;
    Participate in meetings during the absence of the Director and prepare briefing notes for him/her as well as decide which issues need his/her immediate attention;
    Coordinate the follow-up functions for the Director and ensure that the required actions are taken, deadlines are met, and quick responses are provided;
    Provide recommendations to the Director on the handling of emerging policy issues.
    Oversee necessary analytical administrative procedures, e.g. on travel, to ensure that the Director’s decisions and circulars are adhered to.
    Participate, as appropriate, in missions undertaken by the Director and/or undertake missions on behalf of the Director.
    Provide support to the Director in the Management of the Climate Change Division:
    With regard to the decisions and responsibilities of the Director, provide support to the preparation of documents for submission to the UN Environment Assembly, the Committee of Permanent Representatives as well as other meetings and conferences, and take the lead in following up on decisions of these meetings;
    Act as Secretary in divisional management meetings, as well as other meetings convened by the Director, including the organization of the meetings, circulation of agenda, drafting and finalization of minutes of these meetings as well as follow-up on decisions taken;
    Coordinate the development and implementation of the Climate Change Division Programme of Work and keep the Director abreast of the status of implementation;
    Coordinate and ensure timely submission of reporting requests and bring issues related to lack of implementation to the attention of the Director.
    Keep an overview of the dashboards, evaluations, and monitoring tools to bring issues to the attention of the Director.
    Undertake administrative and institutional activities related to the work of the Climate Change Division
    Review, draft and finalize letters, memoranda, and other written communications and reports for signature of the Director, the Executive Director and Deputy Executive Director.
    Liaise closely with Executive Office and other UNEP Special Assistants on issues relevant to the work of the Climate Change Division.
    Review incoming correspondence to the Division, process the same in line with procedures and ensure that appropriate follow-up is taken.
    Review all outgoing correspondence for signature by the Director and ensure that the highest quality is maintained
    Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables, and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
    Perform other related duties as requested by the Director.

    Budgetary Management Carry out strategic financial planning and management of UNEP financial resources in accordance with UNEP and UN financial rules.     Finance & Accounting Oversees the financial function of the Organization which includes a number of different and diverse operations and interrelated accounts of the financial system. Reviews the operational objectives and related financial policies and procedures affecting the Organization’s accounting and financial systems; leads in designing and implementing required changes. Ensures that UNEP’s financial statements are International Public Sector Accounting Standards (IPSAS) compliant. Directs the agile implementation of upgrades to the various modules in the system. 
    Keeps up to date with new IPSAS policies and implements in conjunction with UNON. 
    Liaises with UNON, Administrative/Fund Management Officers (A/FMOs), and auditors as required to identify and resolve finance issues. 
    Provides support and guidance on financial aspects of legal agreements. 
    Ensures the financial data integrity of Umoja and the controls that underpin them. Reviews UNEP financial statements and provides authoritative advice to UNEP Senior Management including financial interpretations, adaptations and corrective actions in response to audits and other queries to ensure adherence to Financial Regulations and Rules, Staff Rules, Administrative Instructions, Bulletins and Circulars.     Project Closure  

    Provides strategic and operational guidance for closing expired projects in the UNEP Divisions/Offices, particularly in support of the newly established Climate Change Division.  
    Supervises a finance team in the project closure.   
    Liaises with Project Managers, Implementing Partners, Government Representatives to gather historical information on project implementation.   
    Advises on project fund balances.   
    Monitors progress of the project closure exercise, hold weekly progress meetings, report to Senior Management on the project closure exercise and take proactive measures to mitigate against potential risks.

    A minimum of five (5) years of hands-on, practical experience with preparing annual financial statements for large international organizations involving multiple sources of funds is desirable. 
    Minimum five (5) years of supervising and managing a team of accounting professionals involved in each of the following areas: resource mobilization, implementing partners management, grant management, certifying officer responsibilities is required.    
    Minimum of three (3) years of relevant experience in conceptualizing, preparing, and defending policy and administrative decisions/guidance to diverse inter-governmental bodies in support of negotiations and international environmental agreements is required.

    The technical report will include: 

    An overview of the current financing landscape and financing needs for electric two and three wheelers
    Barriers to effective financing of electric two and three wheelers in Emerging Markets, including technology, regulatory, financial, and institutional barriers;
    Description and analysis of financing mechanisms and business models for electric 2 & 3-Wheelers including demand aggregation, risk sharing mechanisms and government support schemes
    In-depth case studies of existing or proposed financing mechanisms and business models in the four regions—Africa; Eastern Europe, Western And Central Asia  (EWACA); Asia-Pacific (APAC); and Latin America & the Caribbean (LAC)—that have overcome these barriers through appropriate financing arrangements, covering the context, landscape, system structure, financial architecture , and lessons learned from each case;
    An executive summary outlining the findings of the analytic and case study chapters;
    A slide deck, live and recorded presentation of the report for education and training purposes.  

    SPECIFIC RESPONSIBILITIES 
    Under the supervision of the Coordinator of the Global Working Group for electric two and three wheelers, the consultant will develop the “Financing mechanisms and business models for electric two and three wheelers in Emerging Markets” technical report through conducting the following specific tasks:  

    Provide an overview of the current landscape of financing mechanisms for electric two and three wheelers in Emerging Markets, including a mapping of international and regional financers. 

    Assess needs for:

    asset financing,
    financing for E2&3W importers and assemblers,
    financing for charging infrastructure including battery-swapping stations, and
    infrastructure financing for electricity grid and mini-grid development to charge E2&3Ws
    Describe the barriers to accessing finance for electric two and three wheelers in Emerging Markets, and challenges faced by financial institutions in providing financing for E2&3Ws
    Description and analysis of financing mechanisms including commercial funding, philanthropy, venture capital funds, MDBs funds, sovereign funds and business models for electric 2 & 3-Wheelers, including demand aggregation, risk sharing mechanisms and the effect of government support schemes 

    Evaluate the financing mechanisms including risk mitigation instruments across four dimensions:

    ease of implementation,
    appropriateness for the E2&3W landscape,
    scalability and
    transaction cost.
    Develop at least five in-depth case studies of existing or planned financing mechanisms across the four regions, covering the context (geographic, demographic), landscape (political, economic, policy), system structure (actors, institutions, intermediaries), and financial architecture including:
    A case study for a scheme which involves a local commercial bank with a financial product aiming at providing financing for the purchase of electric 2&3 wheelers at preferential conditions (i.e. longer payback time and lower interest rate)
    A case study based on the intervention of an international financing institution
    A case study that includes carbon financing for additional revenue streams for E2&3W companies d.A case study for E2&3Ws using off-grid power generation in rural areas
    Analyze business models to feed into the design of the financial schemes, including consideration of leasing and vehicle loan options, and their adaptation to the particular context of emerging markets (terms of lending, concessionality level, foreign currency risks).
    Perform an analysis of the case studies, comparing the financing schemes and business models in different operational contexts, and offer guidelines or recommendations on how to overcome the barriers associated with financing electric two and three wheelers in Emerging Markets.
    Assess the particular challenges for women in accessing finance and provide recommendations to strengthen women’s access to finance for E2&3Ws.
    Compile the findings into one “Financing mechanisms and business models for electric two and three wheelers in Emerging Markets” technical report and develop an executive summary based on the findings from the four regions.
    Presentation of the “Financing mechanisms and business models for electric two and three wheelers in Emerging Markets” technical report to the Global Working Group and incorporation of their feedback into the final product; 
    Development of a slide deck and recorded presentation of the “Financing mechanisms an business models for electric two and three wheelers in Emerging Markets” technical report for use during meetings of the Regional Support and Investments Platforms and other education or training opportunities.

    Qualifications/special skills

    Enhanced capacity development support services provided to National Statistics Offices (NSOs) and National Environmental Protection Agencies (EPAs) of African countries on environmental statistics and digital innovation with a focus on the following:

    Perform capacity needs assessments for Africa region’s environmental data and statistics, including survey initiatives; design of data collection tools; review, analyze and interpret responses, identify problems/issues, and prepare conclusions for action and follow-ups.

    Contribute to capacity development support on digital innovations and platforms for widening access and dissemination of NES and Sustainability Gap reports.
    Research and provide various written outputs, e.g., draft background papers, analysis, sections of reports and studies and inputs to publications.
    Participate in field missions, including provision of guidance to external consultants, government officials and other parties and draft mission summaries.

    The Scoping Specialist is expected to:

    Define a framework for the report.
    Conduct a literature review of all WBDE related activities (recognizing that these activities may be done under different names in different countries / regions) to gather data and source relevant materials.
    Identify relevant case studies from across the region to illustrate the state of the WBDE in the region, including diversity in terms of geographic location, biomes, WBDE activities, policies and socio-economic context.
    Define a framework, table of contents and scope of the state of knowledge report that covers the main aspects to be covered in the context study.
    Conduct comprehensive desk research to global WBDE landscape in the selected region, adhering to the pre-defined framework and scope.

    Provide an overview of the policy, regulatory and legal framework governing the WBDE, incorporating insightful case studies from selected countries.
    Identify country-specific gaps pertaining to various types of WBDE activities and practices, as relevant.
    Identify opportunities to promote the update of the WBDE in the region.
    Highlight good practices with relevance to the selected region, incorporating case studies and lessons learned.
    Obtain facts and statistics rooted in science and knowledge that can enable informed decision-making on the WBDE, monitoring progress, and that can provide guidance for the successful implementation of the WBDE.
    Identify the primary stakeholders engaged in activities related to the WBDE, as well as any related terms, within the region.
    Produce a regional scoping report summarizing findings from above.

    Qualifications/special skills

     Provides both substantive and administrative support in managing the Director’s priorities and workflow and ensures that management directives and decisions are properly carried out within the set deadlines.
     Serves as a communication link between the Director and staff members and on behalf of the Director keeps staff members informed by conveying directives, reports, status updates and other relevant information, and brings sensitive and urgent matters to the Director’s attention.  
     Communicates with member States, external partners and clients as directed by the Regional Director.
     Organizes the Director’s calendar by scheduling and proposing timeframes for delivery of various commitments and ensuring proper time management by setting up, coordinating and scheduling meetings to ensure the efficient functioning of the office. 
     Assists the Director by coordinating and following-up on tasks assigned to other staff members. 
     Coordinate with service units and liaises frequently with internal team members both at Headquarters and in the field on a wide range of administrative-related issues and/or instructions
     Provides advice and clarification to General Service staff members on office management and improvement of administrative procedures.
     Performs other related administrative duties, as required (e.g., operational travel programme, meeting scheduling and support to workshops, conferences).
     Ensures adequate background is available to inform the Director’s decision
     Constantly monitors emails to bring to the attention of the Director urgent actions and drafts/responds to emails on behalf of the Director.
     Supports the drafting, proof-reading and finalizing of formal communication such as memos, note verbales, letters.
     Acts as the Regional office focal point for Executive Office correspondences as well as those of other partners.
     Prepares background documents, minutes; coordinates preparation of briefing notes and speaking points as requested 
     Assists in the preparation and development of the unit’s work programme and budget.
     Coordinates the engagement of staff either individually or collectively with the Regional Director.
     Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
     Assists with visualizations and updating information material such as web pages or brochures.

    Human Resources Management 

     Coordinates various actions related to the administration of the unit’s human resource activities, e.g., recruitment, performance appraisal, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures. 
     Provides advice and answers general queries on classification procedures and processes. 
     Provides information and advice to staff/consultants with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.

    Budget and Finance 

     Assists the Director in the elaboration of resource requirements for budget submissions. 
     Monitors budget implementation/expenditures and recommends reallocation of funds as necessary. 
     Assists in finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.
     Perform other duties as may be assigned.

    Education

    High school diploma or equivalent is required.

    Job – Specific Qualification

    Supplementary training in administration, international relations or related fields is desirable.

    Work Experience

    Ten (10) years of experience in administrative services, human resources or related areas is required.
    Experience working in a busy director’s office at an International organization equivalent to UN is required.
    Working knowledge of Umoja ERP (Enterprise Resource Planning) for travel, procurement and HR functions is desirable
    A minimum of one (1) year or more of experience in data analytics or related area is desirable

    Languages

    The Programme will promote the environmental rule of law, strengthen the related capacities in countries, and contribute to the environmental dimension of the 2030 Agenda for Sustainable Development. Under the direct supervision of the Head of the Montevideo Coordination and Delivery Unit Division and/or her designates, selected interns will work with and learn from a team of experienced legal professionals in environmental law. The interns will be offered the opportunity to: 

    Support intergovernmental processes, notably as the sixth session of the United Nations Environment Assembly and the second meeting of the national focal points to the Fifth Montevideo Programme for the Development and Periodic Review of Environmental Law, including by preparing legal briefs on substantive matters and rules of procedure;
    Assist countries to develop environmental legislation or to review and revise their environmental legislation through carrying out research and analysis and, providing comments and drafting proposals for consideration; 
    Assist in the development of institutional capacities in countries to support implementation of environmental legislation and compliance with MEAs and in coordination activities among relevant entities, such as the Green Customs Initiative (GCI);      
    Carry out research on select environmental law and governance issues, including but not limited to environmental rule of law, MEAs, progressive development of international environmental law; implementation and enforcement; human rights and the environment; and environmental crime;
    Prepare written summaries and/or make oral presentations of his/her research, including briefing notes and reports;
    Assist in the organization and support of training events and other meetings and workshops that are organized by the Division through, e.g., preparing the agenda, liaising with participants, compiling materials, making presentations, taking notes, etc.;
    Help monitor, manage, and assist in due diligence activities for online knowledge bases, such as InforMEA, the Law and Environment Assistance Platform and project websites, in support of UNEP’s digital transformation. This will include providing up-to-date information on environmental laws, news, and resources and supporting LEAP’s response mechanism to requests for technical assistance;
    Undertake such other tasks as may be assigned by the Director and/or her designates, such as the preparation of communication material promoting the Law Division’s work.

    Qualifications/special skills
    Applicants must:

    be enrolled in, or have completed, a graduate school programme (second university degree or equivalent, or higher) in law;

    Functional Responsibilities

    Under the direct supervision of the Global Coordinator Adaptation Policy and Partnerships, specific areas of work for the Climate Change Adaptation Programme Officer will include:

    Provide assistance and project management, monitoring and reporting for specific implementation phases of the Adaptation and Resilience Programme Coordination Project across UNEP divisions.
    Organize adaptation webinars, virtual conferences, events/sessions and regular communications with project partners, taking care of the logistics and liaising with the relevant UNEP team for technical content.

    Support the implementation of the UNEP pledge to the UNFCCC’s Nairobi work programme (NWP), including the Lima Adaptation Knowledge Initiative (LAKI):

    Support the implementation of LAKI phase II in subregions,
    Support the scaling up of the LAKI to new subregions,
    Coordinate and provide inputs to relevant NWP processes.
    Support the development, delivery and organization of workshops, trainings, webinars, and other events.

    Support the development, and coordination of partnership and policy influencing activities for adaptation and resilience:

    Internal (e.g., GAN, Copenhagen Climate Center, relevant UNEP offices and programmes, GAN Europe network)

    Qualifications/special skills

    The candidate should possess a master’s degree in environment-related sciences, climate change or related fields is required.
    A first level university degree (bachelor or equivalent) with two (2) additional years of professional experience will be accepted in lieu of a Master’s degree.
    At least five years’ experience working in the field of climate change adaptation, ecosystem management and sustainable development is required
    Experience in policy engagement and coordination in the area of climate change adaptation, nature-based solutions and ecosystem management is required.
    Experience in planning and organizing workshops and conferences on climate change or energy with an international audience, particularly on-line events.
    Strong Knowledge of the UNFCCC (United Nations Framework Convention on Climate Change) processes and the international climate governance related to the Paris Agreement, in particular adaptation and loss and damage.
