    The National Consultant – Monitoring Systems will assess the institutional monitoring systems and develop a plan for strengthening the national monitoring systems, with responsibility for the following:  

    Conducting a thorough review of existing literature, reports, and databases related to biodiversity monitoring in Montenegro;
    Assessing the methodologies, indicators, and tools used for data collection, analysis, and reporting;
    Evaluating the institutional arrangements, including roles, responsibilities, and coordination mechanisms among relevant agencies and stakeholders involved in biodiversity monitoring;
    Identifying gaps in data collection, analysis, and reporting, including geographical, taxonomic, and temporal coverage;
    Analysing the adequacy of existing monitoring frameworks for capturing changes in biodiversity and related ecosystems;
    Assessing the capacity and resources available for biodiversity monitoring, including technical expertise and financial support;
    Conducting consultations with key stakeholders, including government agencies, research institutions, NGOs, and local communities, to gather their perspectives and insights;
    Presenting the assessment report to the relevant stakeholders and provide clarification and guidance on the recommendations, objectives, and expected outcomes of the national monitoring system strengthening efforts;
    Developing a detailed plan for strengthening the national monitoring systems, including specific actions, timelines, responsible parties, and resource requirements;
    Providing guidance on the integration of innovative technologies, methodologies, and approaches for improved data collection, analysis, and reporting;
    Recommending mechanisms for enhancing institutional coordination and collaboration among stakeholders involved in biodiversity monitoring;
    Ensuring alignment of the monitoring plan with national and international frameworks, policies, and conventions related to biodiversity monitoring and conservation;
    Presenting the plan to the project team, national institutions, experts, and other stakeholders, incorporating their feedback and suggestions;
    Drafting related chapters of the updated NBSAP; Providing inputs to the updated NBSAP summary 1) for policy makers and 2) for public dissemination.  
    The National Consultant will work in collaboration with the other consultants engaged under Montenegro’s Early Action Support project.

    Qualifications/special skills

    Minimum qualification of completion of High school diploma or equivalent is required.
    An advanced academic degree (Master’s degree) in biodiversity conservation, environmental sciences, ecology, or a similar field, is highly desirable.
    A minimum of 7 years’ relevant professional experience in biodiversity monitoring, data analysis, and assessment is required.
    Strong knowledge of national and international frameworks, policies, and conventions related to biodiversity monitoring and conservation is required.
    Proven expertise in conducting assessments and evaluations of monitoring systems and frameworks is required.
    Familiarity with the local context and specific challenges of biodiversity monitoring in Montenegro is required. Excellent analytical, research, and report writing skills is desirable.

    Finalize the draft human rights principles for conservation funding reflecting feedback received on the draft from various stakeholders.

    Develop an options paper for a forum on human rights and conservation.

    Qualifications/special skills

    Duties and Responsibilities

    This consultancy post is located in UNEP / Ecosystems Division / GEF Biodiversity and Land Degradation unit.
    The consultant will as well as work under the direct supervision of the Task Manager, (based in Geneva, Switzerland) and the overall guidance of the Portfolio Manager, of the GEF Biodiversity and Land Degradation Unit based in Nairobi.
    The project “Implementing Alliance for Zero Extinction (AZE) Site Conservation and Preventing Global Extinctions” has been designed for four beneficiary countries, namely Chile, Dominican Republic, Colombia, Madagascar. In the 2018 global AZE map update, 853 AZE sites were identified globally for 1,483 AZE trigger species, as many sites have more than one species that triggers the site’s AZE status. Of these 853 sites, 43% remain completely unprotected, and of the 57% of sites that are fully or partially protected, many are still in urgent need of improved management to safeguard AZE trigger species.
    In many cases, habitat conservation and management measures need to be complemented by species-specific measures (e.g., to curb illegal taking in the wild, provide artificial breeding sites or prevent disease or invasive species). Of the 853 AZE sites globally, 21 are in Chile, 4 are in the Dominican Republic, 53 are in Madagascar, and 39 are in Colombia. All AZE sites are also Key Biodiversity Areas (KBA).
    The project’s objective is to improve the conservation of AZE sites in four countries (Chile, Dominican Republic, Colombia, Madagascar). Achieving this objective requires collaboration with a wide range of stakeholders, also interaction between countries for experience and knowledge exchange.

    Qualifications/Special Skills

    An advanced university degree in environmental sciences, international development or other relevant political or social sciences area is required.
    A University degree in the same areas is acceptable with two additional years of relevant experience.
    A minimum of 7 years of technical / evaluation experience, including of evaluating large, global programmes, including overseeing project teams, managing complex budgets, interacting with oversight personnel or committees, and demonstrating adaptive management when necessary is required.
    Hands-on experience in managing national and international natural resources projects concerning biodiversity monitoring, assessment and conservation, natural resources management, protected areas, land and forest management, capacity building etc. is highly desirable.
    Working experience in an international environment is desirable.
    Experience in the project target areas (AZE sites)/beneficiary countries (Chile, Dominican Republic, Colombia, Madagascar) is an asset.

    Duties and Responsibilities

    Task description
    Under the direction of and reporting to the Programme Management Officer, Regional Seas Unit, Ecosystems Integration Branch, the IUNV, Ocean Governance Specialist will undertake the following activities: ·

    Assist to strengthen the governance, policy framework, and technical capacity of the Regional Seas Coordinating Unit for the UNEP-Administered Regional Seas Conventions and Action Plans to support Parties and Member states to achieve the Kunming-Montreal Global Biodiversity Framework Goals and Targets with respect to marine and coastal biodiversity. 
    Support in advancing and strengthening country-level support for early action, ratification, and implementation of the BBNJ Agreement.
    Contribute to the design and development of information and awareness products, a regional training curriculum, and other products relevant to supporting Member States with ratification readiness as per the guidelines in the GEF Council Document (GEF/C.66/07) for which UNEP, alongside FAO and UNDP, are implementing agencies.
    Support implementation, monitoring, and reporting of the Regional Seas Strategic Directions 2022- 2025, and the RSP Coordination project.
    Assist in facilitating exchanges and sharing of experiences between the UNEP ad-ministered Regional Seas Conventions and Action Plans and the non-UNEP administered Regional Seas Conventions and Action Plans,
    Support delivery of regional BBNJ trainings and capacity building, while also developing tools to support Environmental Impact Assessments and Implementation of area-based management tools, including MPAs, among other tasks. Furthermore, UN Volunteers are required to:

    Proven working experience on environmental governance and policy issues, interna-tional or national level experience supporting multilateral Environmental Agreements or intergovernmental processes.

    More specifically, the REDD+ Technical Advisor to DRC will conduct the following tasks: Related to UN-REDD Technical Assistance:
    Follow up on the implementation of the UN-REDD Technical Assistance to the country as per the validated workplan.
    Promote synergies between initiatives such as Aim4Forest, Restoration Factory, and other targeted initiatives under UN-REDD TA, as well as UNEP-led initiatives in the country (e.g. GEF, IKI project) in coordination with the UNEP Congo basin team.
    Coordinate efforts for filling technical gaps (carbon accounting, legal title to ERRs, approaches for consultations for rights holders, strengthening capacity of stakeholders on REDD+ safeguards, benefit sharing mechanism, etc.) for the country to be able to register under the ART TREES and progress in the LEAF process.
    Contribute to the overall drafting and consultation process for the LEAF jurisdictional program in Tshuapa province for the TREES registration document (TRD) and TREES monitoring report (TMR).
    Contribute to Verification and Validation process for TREES documents. Related to the overall national coordination of the REDD+ work in the country:
    Work closely with the two main government focal points FONAREDD and CN REDD to ensure information exchanges and operational aspects of REDD+ implementation is timely and quality delivery.
    Monitoring and analysing existing projects and jurisdictional REDD+ initiatives’ (PRE and PiREDDs) implementation and drawing lessons learnt from their experience for the upcoming jurisdictional endeavour in the country.
    Engage with stakeholders working on advancing the REDD+ agenda in DRC, including government, technical assistance providers, NGOs, civil society, legal experts, private sector, academia to determine pathways for ensuring DRC’s REDD+ strategy is properly implemented to contribute to enhanced NDC ambition and the country’s sustainable development strategy.
    Contribute to exchanges of information, approach, experience and promote synergies and coordination between the above key stakeholders.
    Contribute to national efforts to align with requirements of international standards for jurisdictional REDD+, aiming at producing high quality/integrity credits (e.g. ART TREES, VCS JNR Framework, FCPF 2.0, etc.) as identified and prioritized by the Country.
    Coordinate efforts related to access to REDD+ results-based payment schemes, carbon markets and other transactions under Article 6 of the Paris Agreement.
    Contribute to the review of and suggest approaches for an aligned benefit sharing mechanism for the proceeds from LEAF.
    Coordinate ongoing efforts on the operationalization and implementation of the national authority to regulate carbon markets (ARMCa), the national REDD+ registry, the development of its transactional module.
    Coordinate efforts in leading to and implementation of the national framework on nesting.
    Promote gender and social inclusion in REDD+ activities and decision-making processes.
    Foster partnerships and collaboration with international donors, the private sector, and other relevant entities to mobilize resources for REDD+ activities.

    Qualifications/Special Skills

    Bachelor’s degree in environmental science, Forestry, Climate Change, Geography, sustainable development, or related field is required. A minimum of five years of experience in REDD+, climate change, forestry, or environmental management, or related field is required.
    Familiarity with international and national regulatory frameworks related to REDD+, carbon markets, such as the Paris Agreement, carbon market, nesting, Jurisdictional REDD+ is desirable. • Thorough understanding of the political economy of DRC, especially in the environmental sector and the Ministry of Finance is desirable.
    Familiarity with REDD+ phases, standards, ART TREES, and experience in coordinating multi-stakeholder initiatives is desirable.
    Proven ability to work effectively in a multicultural and multi-disciplinary environment is desirable. Skills:

    UNEP, Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.    
    Background The Go-Blue Project is a partnership between the European Union (EU) and the Government of Kenya to advance the Blue Economy agenda across six counties in Kenya’s coastal region.
    The implementing partners include four-member states agencies from Germany, Italy, Portugal and France, and two UN Agencies (UN-Habitat and UNEP), with each implementing specific components of the Project in collaboration with the coastal counties and the Jumuiya ya Kaunti za Pwani (JKP) Secretariat and relevant national government Ministries.
    UN-Habitat and UNEP are jointly implementing the main environmental component Result Area
    Connecting People, Cities and the Ocean: Innovative Land-Sea Planning and Management for a Sustainable and Resilient Kenyan Coast. Under this component, UN-Habitat and UNEP are focusing on Innovative Integrated, Ecosystem-based Land-Sea Planning and Management for a Sustainable and Resilient Kenyan Coast.
    The core goal is to enable integrated land-sea planning, including demonstration pilot projects and compilation of relevant data in Kenya’s six coastal Counties.
    This includes addressing key socio-economic and environmental drivers and challenges to secure marine and coastal ecosystem services through planning, capacity building and pilot activities across the six coastal Counties.  

    The project has four (4) specific outcomes:  

    Planning authorities to use information generated from the project in demonstration exercises on integrated, sustainable land-sea spatial planning and management,  
    JKP counties and coastal locations apply new frameworks and approaches in integrated land-sea planning and management,
    Pilot interventions resulting in protection of coastal ecosystems, improved waste management, climate change and blue job creation in target areas,
    Good practices and knowledge from integrated land-sea planning are applied by county governments, local communities, and private sectors in JKP region.  
    Rational These Terms of Reference (TORs) seek to support the delivery of outcome 2 – JKP counties and coastal locations apply new frameworks and approaches in integrated land-sea planning and management. More specifically, the assignment will contribute to output 2.2 “Application of integrated Land-Sea planning guidelines”.
    Under the County Government Act 2012, each county in Kenya is by law required to develop a GIS-based county spatial plan to achieve national and county development goals.
    Lamu County was the first county to prepare its spatial plan to strategically guide sustainable development for a period of 10 years (2016 – 2026). Since 2016 when the CSP was officially launched, the county has had a change of personnel both at executive and policy level and developed three county integrated development plans.
    Most importantly, despite Lamu county harboring diverse and fragile ecosystems including mangroves, coral reefs and seagrass beds, the CSP did not adequately factor its coastal and marine resources/ecosystems in the planning and development, hence a gap exists in land-sea integration.
    This, coupled with the legal requirement for counties to review their CSPs every five years, forms a strong basis for the review of the county spatial plan.
    Given that the Go Blue project is spearheading the development of the Land-Sea Planning guidelines, there is an opportunity to review and revise the county spatial plan while ensuring integration of terrestrial and marine components in the plan.
    This proposed review and revision of the Lamu CSP would also ensure that there is seamless integration of the CSP with other ongoing national planning processes such as the Marine Spatial planning (MSP) process.  
    Responsibilities The County Government of Lamu has expressed its desire to undertake a review and revision of its County Spatial Plan (2016-2026) based on the County Government Act (2012) which requires that a CSP can be reviewed every five years and the revisions approved by the county assembly. Based on this desire, the Go Blue project wishes to support Lamu County with the review and revision of its CSP.
    The scope of work covers the geographical extents, resources and settlements within, sectors of analysis, existing forms, institutional systems (policy and legal coherence) and future anticipations.
    This assignment includes a thorough evaluation of the current CSP, its implementation and recommendations on how to mainstream land-sea planning guidelines in the revised plan.    
    The overall supervision of this consultancy will be under the Project Manager of Marine and Freshwater Branch, Ecosystems Division.  
    Tasks to be undertaken by the consultant.
    Working in close collaboration with the County Director of Physical Planning, County Planners and a technical team of international and national experts under the Go Blue Project, the Consultant will:
    Prepare a workplan and methodology covering the review process. II. Work with Lamu County leadership on the review and concretizing of the gaps to be addressed in the revision of the 1st generation CSP.
    A database consisting of all the resources in Lamu County including marine resources, and base map that includes the exclusive economic zone to an appropriate scale,  
    A base map of the current implemented projects from the CSP, outstanding projects, and any other,  
    A report detailing the procedures undertaken and how to update the database,  
    well prepared and accurate thematic maps to facilitate understanding of the planning and location of various facilities, services.
    Ensure that the Department for Land Use and Physical Planning as the legally mandated national entity in matters planning is involved from the onset for appropriate policy guidance, oversight and alignment.

    Qualifications/Special Skills

    Advanced university degree (Masters or PhD) in subjects related to urban and regional planning, environmental planning, marine resources, land surveying or related fields.
    Required  Must have at least 2 years of work experience is required regional/county spatial planning; must be a registered, practicing and a corporate member of Kenya Institute of Planners.
    Required Demonstrate previous experience conducting similar assignments in Kenya and the Jumuiya ya Kaunti za Pwani (JKP) economic block. Required  Excellent writing, communication, and presentation skills preferably with proven experience working as an urban/marine planner. Required

    UNEP’s Ecosystems Division works with international and national partners, providing technical guidance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacities of developing countries and countries with transitional economies.  
    The Global Environment Facility (GEF) Biodiversity and Land Degradation Unit plays a key role in the implementation of GEF projects.
    Through this unit, the organization provides support to countries and partners in the development and implementation of GEF projects in focal areas of biodiversity and land degradation.
    The unit has staff based in various regions with its work coordinated from headquarters in Nairobi, in close collaboration with various regional and sub-regional offices.  
    The unit would like to recruit a consultant to lead the planning and execution of the Project Preparation Grant (PPG) process for the GEF project “Transforming Malaysia’s Port Infrastructure Development through a Nature-Centric Approach for Biodiversity Conservation and Land Degradation Control” (GEF ID 11469).  
    UNEP, acting as an implementing agency of the Global Environment Facility (GEF), is providing assistance to the executing agency for the project, Maritime Institute of Malaysia (MIMA), in the preparation of the GEF Full-Sized Project ” Transforming Malaysia’s Port Infrastructure Development through a Nature-Centric Approach for Biodiversity Conservation and Land Degradation Control.” As part of the GEF PPG, UNEP is hiring a consultant to develop, in full compliance with the enforced GEF rules and standards, a CEO endorsement package for submission to the GEF Secretariat.
    In accordance with the GEF procedures, the full set of project documentation must be submitted to the GEF Secretariat no later than February 15, 2025.
    Through the present announcement, UNEP is seeking to engage an experienced consultant who has a strong background in GEF requirements for project design, implementation, and monitoring, as well as experience in sustainable land management, land use planning, and creation of new protected areas.
    The objective of the assignment is to develop the GEF CEO Endorsement Request, including all applicable annexes, for the project ” Transforming Malaysia’s Port Infrastructure Development through a Nature-Centric Approach for Biodiversity Conservation and Land Degradation Control.”
    The consultancy will be home-based, with travel to Malaysia.  
    The specific tasks to be performed by the consultant are as follows:  
    Organize, coordinate, and lead the project design; present a plan for the entire PPG from the beginning of the process, with a logical timeline, detailed agenda, and methodology.
    Participate in field missions when possible.
    Participate in periodic discussions, in the presence or virtually when needed, with the project design team and partners (i.e., governmental agencies and civil society) on the project progress and, when needed, on specific issues (i.e., organizational and governance structure of the project).
    Monitor the PPG process at the request of UNEP´s Task Manager, MIMA, and other relevant parties (Ministry of Transport, Ministry of Natural Resources, Environment and Climate Change, port authorities, and states), and/or with key stakeholders, including the project’s lead agency, WWF US, for purposes of informing them about the project and the ongoing PPG processes.
    Periodically, inform UNEP’s Task Manager and MIMA on the status of the work and highlight, in a timely manner, risks related to the quality of the information received and the fulfillment of the project’s development schedule. Work in close coordination with and assign tasks to national consultants and ensure that all coordination and assignment tasks are communicated to and through MIMA.
    Review risks and their respective rankings and propose mitigation measures with inputs from the project design team and other relevant stakeholders.
    Prepare and compile the CEO Endorsement, including all annexes and appendices.  
    Prepare costed M&E work plan for all activities, with defined indicators, to be funded by the GEF including clear identification of responsibilities and accountabilities, as well as an appropriate M&E budget. The plan will be based on the standard template provided in the package template that reflects the mandatory requirements of the GEF M&E Policy.
    Finalize the project results framework as regards all activities. Further define the results framework with appropriate objective-level and outcome-level quantitative and qualitative SMART indicators, mid and end-of-project targets. Establish baseline and targets for indicators reporting on the UNEP Integrated Results and Resources Framework. Ensure that all related activities are in conformity with GEF-8 focal area guidelines and indicators. Special attention should be paid to include socio-economic and gender sensitive indicators.
    Prepare draft responses to comments from the UNEP´s Project Review Committee (PRC) and the GEF Secretariat (GEFSEC) and submit them to UNEP´s Task Manager and MIMA.  
    The lead consultant is responsible for ensuring:  
    The project proposal follows relevant national/ respective ports’ policies and programs and in alignment with strategic and planning documents, such as the National Transport Policy (NTP), demonstrating Malaysia’s commitment towards sustainable infrastructure, with the National Port Master Plan (NPMP), National Policy on Biological Diversity (NPBD) 2016-2025, Guideline for Erosion and Sediment Control in Malaysia (GESCM), and Malaysian Shipping Master Plan (MSMP).  
    The existing baseline analysis provided in the Child Project Concept and Project Framework Document is updated.
    The package includes a Gender Analysis, a Gender Action Plan, and a Stakeholder Engagement Plan, personnel ToRs, project workplan, procurement plan etc.;
    The package includes an assessment of environmental and social safeguards, encompassing, when needed, applicable mitigation measures.  
    The consultant must also verify and, if this is the case, include the identification of potential institutional linkages with ongoing and proposed GEF Projects and other project-relevant initiatives (e.g., International Maritime Organization’s (IMO) GreenVoyage 2050 Accelerators Program, the Heart of Borneo Initiative, the Coral Triangle Initiative (CTI), Mangrove Rehabilitation and Conservation projects to restore degraded mangroves and raise awareness by the Global Environment Centre (GEC), Hong Leong Bank and Malaysian Nature Society, and Restoration and Conservation projects based on the ministry of natural resources, environment and climate change (NRECC) National Action Plan for Peatlands).
    The Lead Consultant will be responsible for the day-to-day supervision of the National Consultants and must ensure that all supervisory activities are communicated to and through MIMA.  Reporting Lines:
    The Lead Consultant will report to Kavita Sharma, Task Manager, GEF-Biodiversity, and Land Degradation Unit, under the supervision of Johan Robinson, Head, GEF-Biodiversity, and Land Degradation Unit, and MIMA, Malaysia.  
    The consultancy will be home-based with possible project site visits.

    Qualifications/Special Skills

    An advanced university degree in biodiversity sciences, environmental sciences, natural resource management, natural resource policy, environmental policy, environmental economics, or a closely related field is required.
    A minimum of 7 years of professional experience in environmental planning, sustainable land management, management, and protection of biodiversity and ecosystem services is required.
    Demonstrated knowledge of GEF policies and programming, as well as senior experience in GEF project formulation and writing of the GEF Project Document and CEO Endorsement is highly desirable.
    Work experience in ecological restoration, and nature-based solutions, particularly in coastal areas, working with a broad range of stakeholders and international donor agencies, preferably with experience working with various GEF Implementing Agencies on GEF project design and/or implementation, midterm and terminal evaluation reviews is desirable
    Work experience in coastal wetlands and near-shore tropical and sub-tropical marine ecosystems management (e.g., coral reefs, seagrass meadows, mangrove forests and/or peatlands) is desirable.
    Experience in leading and/or participating in multi-disciplinary teams addressing a range of environmental planning and management issues) and Experience working in the South and Southeast Asia Region is highly desirable.
