    About the position:
    We are looking for an individual consultant trainer adept in Leadership and Management training for a short term engagement to deliver pre-purchased training modules and customize content to suite varying audiences.
    Reporting to the Senior Manager HR, the consultant trainer will be responsible for all pre and post training analysis and reporting as well as delivery of training content to various Evidence Action teams. The incumbent will be required to travel to Evidence Action locations in Kenya, Uganda, Malawi and Nigeria for work purposes.
    Key Responsibilities;

    Delivery of pre-purchased training modules to Evidence Action staff
    Customize training to suite audiences
    Liaise with the HR teams to organize and develop any additional training materials required for the trainings.
    An inception report which details the methodology/approaches and timelines associated with this consultancy – To be submitted within two (2) weeks of signature of contract.
    Substantive training materials delivered in an orderly, clear, and engaging manner;
    Active engagement and interaction with participants to ensure proper understanding of the training content
    Effective time management of the training sessions.
    The final report on the training including a thorough evaluation of the workshops – To be submitted within two (2) weeks of the completion of the workshops.

    Required experience and skills
    Individual consultants with the following qualifications and experiences will be considered;

    Advanced university degree (minimum Master’s Degree) in a discipline related to Leadership and Management, or equivalent professional experience of a minimum of 10 years;
    In-depth experience in capacity and institutional development and must have conducted at least three (3) trainings and facilitating discussions – references for this will be required.
    Kenyan citizen or a non – Kenyan consultant with requisite paperwork that permits you to work within Kenya.
    Valid passport and a willingness to travel outside the country within the contract period.
    Strong critical thinking and judgment to quickly identify problems and devise solutions, as well as escalate matters as needed.
    Effective communication and collaboration with colleagues and partners at all levels to achieve desired results.
    Ability to work independently with minimal oversight.
    Strong written and oral communicator.

    Professional Fees:
    The consultant’s fees will be paid on a monthly basis based on an agreed per day rate. Payment of the consultant fees will be accompanied by an approved work sheet.
    Evidence Action will be responsible for the transport, accommodation and visa costs of the consultant. These fees should therefore not form part of the financial proposal.
    Any additional fees and expenses will require pre-approval.
    Contract Duration:
    This assignment will last for an initial period of three (3) months from January 13th 2020 to April 12th 2020. An extension of the contract may be issued depending on agreed work plans and training schedules.

    Some of our current government partnerships include:

    Deworming: In Kenya, Nigeria and Ethiopia, we support national governments to implement school-based deworming programs, annually treating children at risk for soil transmitted helminths and schistosomiasis. We also support the Government of Kenya to treat for Lymphatic Filariasis in endemic areas.
    Teaching at the right level: Since 2014, we have partnered with the Government of Kenya to design and support the implementation of its national youth service initiative, known as G-United. G-United program recruits recent university graduates as volunteers to support struggling primary school children using the evidence-backed Teaching at the Right Level approach.
    Safe Water: In Malawi, we partner with the Ministry of Health to implement Dispensers for Safe Water, reaching over 620,000 Malawians with sustained access to clean water and sustaining take-up rate of 70%+.
    We are also keen to further deepen our government involvement in our Dispenser for Safe Water programs for Kenya and Uganda, so as to continue to sustainably provide safe water to 3.4+ million Kenyans and Ugandans.

    Additionally, Evidence Action works with other non-government organizations. We have such active partnerships in Kenya, Nigeria, Ethiopia, Uganda and we are keen to continue forging more partnerships.
    About the position
    Associate Director/Senior Manager, Policy and Partnerships, Africa Region will lead the policy and partnerships function for Evidence Action in Africa Region. Supporting all Evidence Action programs in the region, this position will report to Africa Regional Director and will work closely and collaboratively with global, regional and country program leadership.
    The role will be ultimately responsible for achieving cross-program advocacy and policy outcomes, as well as forging new and existing relationships with strategic partners.
    Ideal candidate will be a champion for the scale-up of evidence-based, cost-effective interventions by government and non-government organizations across the continent.
    We will determine whether successful candidate is offered Associate Director or Senior Manager role depending on our assessment of the candidate’s overall qualifications and experience.
    Roles and responsibilities
    Government engagement

    In collaboration with Regional Director and program leads, articulate and execute key policy goals and objectives for Evidence Action programs in the Africa Region.
    In collaboration with various programs, contribute to the thinking and development of appropriate frameworks, toolkits, and approaches around high-impact, scalable, cost-effective technical assistance models for various programs, within the context of optimizing for evidence-informed decision-making within government
    Advise programs that are collaboratively delivered through or by diverse stakeholders/partners on the development of appropriate and strategic governance structures that efficiently advance the goals of the programs.
    In consultation with relevant program leadership, coordinate and engage closely with program secretariats and/or different governance levels/bodies for our programs that are government-led.
    Specifically, define programmatic objectives and work plans and follow through to ensure they are achieved.
    Draft, review, negotiate and/or coordinate the signing of MoUs and other forms of agreements between Evidence Action and relevant national or sub-national government departments.
    Actively explore or advocate for opportunities for public resourcing (financial and human resourcing) of the relevant interventions at national or sub-national levels to enable evidence-based interventions to reach greater scale and sustainability. Specifically map out budgeting processes and develop concrete strategies for engagement at different levels and with different players with a view of securing commitments and actual allocation of the resources.
    Advocate for the inclusion of performance metrics within government performance and accountability systems for the relevant government-led programs.
    Track changes in the government positions (transfers, promotions etc.) and build a strategic base of government relationship for Evidence Action to tap into.
    In consultation with program leads and research partners, review “pre-policy plans” – an innovative tool developed at Evidence Action to guide decision-making on the basis of evaluation results before those results are available – and get inputs and alignment from government on decision making on the basis of evaluation results

    Policy research and analysis

    Oversee all relevant and useful research and analysis of relevant policy and regulatory issues at sub-national and national levels that could affect programmatic operations or success.
    Proactively collect, analyze and share program-relevant information on government development priorities and changes in policies, including conducting relevant analysis of government plans and priorities as reflected in annual budgetary allocations as well as in strategic development plans.
    Collate information on government structures, general protocol within government, and proactively share the same with relevant program leadership
    Support program expansion and/or new program launch in new and existing countries, including developing and maintaining active database of profiles of high priority/strategic countries in the region, detailing basic to intricate political, economic and social factors, and their potential implications for Evidence Action.
    Research on programmatic/intervention registration requirements in a new country/geography and support the programs with the registration process, including obtaining relevant licenses, agreements/MoUs, if any.
    Proactively identify and assess policy and political risks that could impact our programs and work closely with program leadership in developing mitigation plans.
    Conversely, proactively identify and assess policy and political opportunities that, if leveraged, could enable our programs to achieve greater impact, more cost-effectively, and at greater scale, and collaborate with program leadership to leverage such opportunities.

    Partnerships

    In collaboration with various organizational and program leaders, take the lead on or actively contribute to the development of Evidence Action partnership strategy in the region.

Take the lead in cultivating relationships with the partners in the region.
    Keep an active database of historical partnerships developed or engaged with in the region and lessons learnt or knowledge acquired from such partnerships.
    Draft, review, negotiate and/or coordinate the signing of partnership agreements/MoUs between Evidence Action (and/or Evidence Action programs) and local implementation partners within Africa region, and generally monitor compliance of the agreements internally and with the partners.

    Writing

    Contribute to fundraising proposal writing as needed, especially with regards to providing or reviewing policy and partnerships content.
    Draft or review memos and other communications to government and other external partners/stakeholders
    In collaboration with the External Relations and Program teams, draft or review relevant policy content for external dissemination/publication (eg via media)
    Document lessons learnt from partnerships, including government and NGO engagements, and facilitate the use of these lessons learnt in future or ongoing partnerships

    Team Leadership

    Directly manage a team of 2-5 staff on the policy and partnerships team
    Develop strategies and tools for engagement and support between policy & partnerships teams and programs.
    Provide mentorship and train program staff involved in policy and partnerships in the region, including developing and sharing relevant tools and templates for their day to day use.
    Work collaboratively and closely with program leaderships across all our Africa countries

    External Relations

    Represent Evidence Action at strategic events for policy purposes, including participating in conferences, workshops, technical working groups, and round tables about cross-cutting themes related to Evidence Action’s work (e.g., evidence, scale, innovation) and themes specific to current or potential future Evidence Action programs (e.g., WASH, education, early childhood development). Prepare and support other colleagues and research partners to participate in such forums.
    In collaboration with the External Relations department, take the lead on improving awareness of the organization and relevant programs within in the region, including within government and non-government partners.

    The Monitoring, Learning and Information Systems (MLIS) department aims to support Evidence Action’s programs by providing access to high quality data via the implementation of our monitoring and evaluation (M&E) services. The MLIS team embodies the evidence-based nature of Evidence Action’s work and enables Evidence Action to be a cutting-edge, data-driven organization.
    Manager – Monitoring and Evaluation Design & Data, is responsible for the timely delivery of high quality monitoring and evaluation designs & systems, data management and data analysis for Evidence Action Programs across the Africa Region.
    The position serves Evidence Action programs in across the Africa Region. The position will also provide support to Evidence Action program in other non-Africa region as appropriate. The holder of this position will interact directly with Evidence Action senior regional leadership.
    Duties and responsibilities
    Designing and Implementing Program Monitoring and Evaluation

    Lead measurement, sampling, and survey strategy and design for program monitoring and evaluation
    Research, test, and specify well targeted, achievable performance targets and key performance indicators for Evidence Action’s programs.
    Collaborate with data collection team to establish the broad procedures and timelines for program monitoring needs.
    Develop and ensure the appropriate use of Evidence Action’s Research Checklist – a suite of documents including standardized forms for research requests, concept notes, pre-analysis plans, and analysis-based reports and recommendations.
    In collaboration with the program team, design and update Theory of change documents, Monitoring & Evaluation framework, sampling plan and program-specific assumptions and communicate the underlying logic to program teams.
    Ensure that throughout the life of each program, the monitoring practices are providing the specific information required to provide impact measures, foster program improvements, and meet donor requirements.
    Lead monitoring design and reporting for all data collected for carbon crediting purposes.
    Support design, as well as pilot and adapt all data collection instruments

    Prioritizing Research Agenda

    Identify, prioritize, and implement opportunities for secondary research, specifically in the areas of market research, operations research, supply chain research, and community sensitization/engagement and share findings with the learning and communications team
    Oversee cost-modeling to evaluate the cost-effectiveness of various proposed programmatic adjustments
    Guide the development of the research design for approved research inquiries and pilots

    Support programs in the sourcing and management of external consultants for areas of technical expertise that do not exist in the program.

    Monitoring Learning and Information Systems (MLIS) Team
    The MLIS team embodies the evidence-based nature of Evidence Action’s work and enables us to be a data-driven organization. The team provides services across Evidence Action Africa region in meeting the following outcomes:

    All ongoing program monitoring needs met (including M&E design and quality data collection)
    Programs delivered with access to timely and useful data for day-to-day programmatic planning and decision making

    Field Team: Responsible for training, data collection and logistics of M&E activities in the field.
    Design and Analysis Team: Responsible for monitoring and evaluation design, data management and analysis. The team ensures that all ongoing program monitoring needs are met and analysis and research are conducted to support program improvements.

    Duties and responsibilities

    Capture and share key learning and performance information across Programs

    Create standard M&E and lessons learned presentations for interactive meetings with Evidence Action Programs, and which can be used for stakeholder meetings. 
    Identify and take advantage of various platforms to represent MLIS and Evidence Action on the regional and global stage as far as data and evidence is concerned, and hence contribute towards data transparency within the organization. 
    Publish MLIS newsletter on a monthly basis, and making contributions towards other regional and global internal and external publications.

    Facilitate Program Engagements with the MLIS team

    Conduct regular planning meetings with Program Leads to identify MLIS requirements, lead in programMLIS M&E ‘diagnostic’ i.e. understanding program need for data and translating that back to the MLIS team and seeking out learnings for the program both from the program verticals and functional horizontals in the matrix.
    Develop and strengthen tools and platforms of collaboration (eg Asana, Box, Team Calendar, MailingLists, etc), that 

                    o    Programs can use to engage with MLIS – including making requests for MLIS products and services                  o    Promote culture and spirit of collaboration on the MLIS team

    Support Programs with periodic donor reports, including acting as the custodian of various program and donor Key Performance Indicators (KPIs) and coordinating data inputs from MLIS to be included in the reports.

    Lead in the delivery of innovative data solution

    Position the internal Management Information System (internally referred to as ProgMIS) as a key internal, innovative data learning and sharing platform. 
    Facilitate and promote the engagement of Programs with ProgMIS, including making the platform both useful and usable, on boarding new Program staff to the platform, creating incentives for the use of the platform, constantly soliciting feedback and providing support to Program users. 
    Take the lead in further development, modification and improvement of the existing modules, including designing data visualization templates to increase access to and usability of the data. 
    Develop and maintain high-quality data flow systems that will ensure efficient (timely and high quality) data flow from the data collection team, to the data management team, to the Management Information System team.  
    Proactively support the Global Communication team in the development, improvement and maintenance of the organization data dashboards. 
    Research, Identify, Promote and facilitate the scaling up of proven M&E tools and approaches (data innovation): 
    Develop practical guidelines for identifying areas that require “data innovation”, working through long list of possible solution and piloting/evaluating selected short list of potential/promising solutions. 
    Collaborate with the other MLIS departments to review current data collection methods/processes and tools for efficiency and effectiveness 

    Support Monitoring and Evaluation Design:

    Support the MLIS’ monitoring design team to design and set up framework for the monitoring and analysis of key performance indicators for the Evidence Action Programs. 
    Work closely with MLIS departments to access leading international thinking to develop usable and relevant M&E frameworks for Evidence Action Programs.

    What We’re Looking For
    Evidence Action seeks a highly motivated Associate Director, Implementation to drive delivery strategy and excellence of an evidence-based seasonal migration program known as No Lean Season, and to leverage this programmatic experience to inform the organization’s overall approach to the “science of scaling.” 
    No Lean Season is a late-stage program being incubated within the organization’s Beta function. The program was recently recognized by GiveWell as a “Top Charity” for its exceptional cost-effectiveness relative to other interventions in global development. The groundbreaking research behind No Lean Season has pointed towards an incredible opportunity to positively and substantially improve the lives of millions of poor, rural families, making this program one of the most promising interventions to emerge from the field of randomized evaluations in the development sector in recent years. No Lean Season provides a small travel subsidy to poor, rural households so they can send a family member to a nearby city or town to find a temporary job during the period between planting and harvesting, known as the “lean season.” This is the time in many rural areas when jobs are scarce, food is expensive, and people are likely to miss meals. In studies, the induced migration resulted in significant improvements in household welfare (including consumption and nutrition) during the lean season. Evidence Action Beta, the organization’s incubator in which No Lean Season is in the late stages, is now investigating several critical questions — local price effects, impacts on household well-being, and impacts on non-participating households — to pressure-test the hypothesis that this is a cost-effective means of providing seasonal income support in Bangladesh and elsewhere.
    A rigorous evidence base is a critical foundation for Evidence Action programs. However, it’s not sufficient — without a viable strategy for scaled, cost-effective service delivery for programs, we cannot achieve Evidence Action’s mission.  This Associate Director will bring hands-on sensibilities about the realities of last-mile delivery in operationally complex environments to the theory of change underpinning the program.   This represents the place where the opportunity for evidence-based impact meets reality.  Reporting to the Director of the No Lean Season Program and supported by the overall Beta leader, the Chief Innovation Officer, the Associate Director will be responsible for the ultimate delivery of the program in the field, managing all the “off the page” and into the “real world” challenges.

    What You’d Do
    The Associate Director will have three primary responsibilities.

    Lead innovation and execution of No Lean Season delivery with and through partners in-country

    Use evidence and data to rapidly and continuously develop, prototype, and pilot innovations in program implementation aimed at further optimizing impact and cost-effectiveness
    Ensure  timely and high-quality mobile-based administrative data collection and use of dashboards for dynamic decision making; design and deploy dynamic key performance indicators (and targets against them)
    Collaborate with other program staff to ensure data collection surveys and monitoring systems meet program implementation needs
    Collaborate closely with the Director in managing existing and building new implementation partnerships, including leading the development of arrangements and agreements that effectively structure our implementation partnerships

    Conduct analyses using financial and program data to inform program design or expansion improvements to drive more cost-effective program delivery
    Contribute to the organization’s thought leadership on the “science of scaling,” including ensuring that program tools, processes, and learnings are well-documented and available internally as a resource for the program and the organization and highlighting key lessons, with illustrative examples, that may be particularly relevant organization- and sector-wide
    Adapt implementation strategy and program toolbox and protocols to new geographies, where piloting takes place
    Develop content for program updates for external and internal communication including newsletters, presentations, blogs and write-ups for various audiences, with the objective of sharing lessons about program design improvements to drive greater cost-effectiveness

    Manage the overall program work plan, budgets, reporting, and contracting

    Facilitate and manage overall program work plan, with input from program staff, with focus on staying on target and schedule with sufficient flexibility and adaptability to ensure program seizes opportunities and pivots when needed
    Manage overall program budget and financial management, including coordinating with other program staff on inputs and liaising with Beta and Evidence Action finance staff to ensure budget and financial management information meets program needs
    Work with Beta operations, finance, and administration staff to ensure that all No Lean Season partnership agreements (implementation, data systems, research etc) have relevant contracting structures, timely execution of contracts, and invoice payments
    Ensure timely reporting and communication with donors, including report writing and financial reporting, in consultation with Beta’s operations staff and organization’s grants management team
    Support the Director in proposal development as needed

    The Management and Information System (MIS) team is part of the larger Monitoring Learning and Information System (MLIS team) within Evidence Action. MLIS is an internal consulting team that provides timely access to data for evidence-based decision making for programs through well-designed monitoring and analysis. The MIS team is r esponsible for programming data collection and entry tools as well as managing information systems and cloud-based multi-user systems to ensure that Evidence Action’s programs have access to timely and useful data. The senior associate at MIS will be responsible for managing and delivering the team’s annual objectives and providing technical support both internally within the MIS team and externally with MLIS and othr Evidence Action program team staff. The position holder’s role will require keen technical ability combined with the project management skills to develop and manage program information systems.
    Duties and Responsibilities: As part of the wider MLIS team the Senior Associate will be responsible for delivery of team objectives and the day to day operations of the MIS team. Key responsibilities will include
    Overseeing the ongoing maintenance of the MLIS server to ensure its integrity and functionality.In particular:

    Conduct regular data back-up and syncing to safeguard the data in the cloud and local database.
    Support staff at MLIS and program teams to upload data to the server and download data when required as well as seek ways to improve server functionality for users (speed, storage etc.).
    Manage any upgrade and integration of new technologies onto the server as required.
    Work closely with the data collection team to support data collection activities so as to ensure that data being sent to the cloud data storage is being properly received.

    Manage the content, layout and functionality of the MLIS management information system (PROGMIS). The senior associate will:

    Ensure the MIS system (PROGMIS) is functioning properly and that data on the system is accurate and up to date.
    Manage PROGMIS users, maintaining existing accounts and adding new users when required. They will support new and existing users to access and use PROGMIS by providing regular training and developing ‘how to’ manuals and presentations.
    Work alongside other team members in MLIS as well as program teams to upgrade the layout and usability of PROGMIS, including developing more visually appealing and innovative ways to display data on the system (i.e dashboards, content layout) and take the lead in the implementation of suggested modifications and additions to PROGMIS.

    Be the lead for ensuring electronic data security at MLIS. The senior associate will review existing measures in place to protect MLIS electronic data and implement safeguards to further protect data making sure that all MLIS measure on data security are in line with Evidence Action’s global IT policy requirements.
    Manage the programming and upgrading of standardized electronic data collection instruments using ODK and other software. The senior associate will work with other teams in MLIS to maintain and update data dictionaries/codebooks for all data collection instruments used by MLIS. They will work closely with the data management team to ensure that data is clearly defined and remains consistent across all databases.
    Providing ongoing support to program teams on ad hoc information systems related tasks . This includes:

    Conducting research and providing guidance to program teams when required on new software/hardware and technologies that would assist program teams in ensuring better information management and program implementation.

    Manager – Monitoring and Evaluation Design & Data, is responsible for the timely delivery of high quality monitoring and evaluation designs & systems, data management and data analysis for Evidence Action Programs across the Africa Region.
    The position serves Evidence Action programs in across the Africa Region. The position will also provide support to Evidence Action program in other non-Africa region as appropriate. The holder of this position will interact directly with Evidence Action senior regional leadership.
    Duties and responsibilities
    Designing and Implementing Program Monitoring and Evaluation

    Lead measurement, sampling, and survey strategy and design for program monitoring and evaluation
    Research, test, and specify well targeted, achievable performance targets and key performance indicators for Evidence Action’s programs.

    Facilitate Program Engagements with the MLIS team

    Conduct regular planning meetings with Program Leads to identify MLIS requirements, lead in programMLIS M&E ‘diagnostic’ i.e. understanding program need for data and translating that back to the MLIS team and seeking out learnings for the program both from the program verticals and functional horizontals in the matrix.
    Develop and strengthen tools and platforms of collaboration (eg Asana, Box, Team Calendar, MailingLists, etc), that

    Lead in the delivery of innovative data solution

    Position the internal Management Information System (internally referred to as ProgMIS) as a key internal, innovative data learning and sharing platform. 
    Facilitate and promote the engagement of Programs with ProgMIS, including making the platform both useful and usable, on boarding new Program staff to the platform, creating incentives for the use of the platform, constantly soliciting feedback and providing support to Program users. 
    Take the lead in further development, modification and improvement of the existing modules, including designing data visualization templates to increase access to and usability of the data. 
    Develop and maintain high-quality data flow systems that will ensure efficient (timely and high quality) data flow from the data collection team, to the data management team, to the Management Information System team.  
    Proactively support the Global Communication team in the development, improvement and maintenance of the organization data dashboards. 
    Research, Identify, Promote and facilitate the scaling up of proven M&E tools and approaches (data innovation): 
    Develop practical guidelines for identifying areas that require “data innovation”, working through long list of possible solution and piloting/evaluating selected short list of potential/promising solutions. 
    Collaborate with the other MLIS departments to review current data collection methods/processes and tools for efficiency and effectiveness 

    Support Monitoring and Evaluation Design:

    Support the MLIS’ monitoring design team to design and set up framework for the monitoring and analysis of key performance indicators for the Evidence Action Programs.

    What We’re Looking For
    Evidence Action seeks a highly motivated Associate Director, Implementation to drive delivery strategy and excellence of an evidence-based seasonal migration program known as No Lean Season, and to leverage this programmatic experience to inform the organization’s overall approach to the “science of scaling.” 
    No Lean Season is a late-stage program being incubated within the organization’s Beta function. The program was recently recognized by GiveWell as a “Top Charity” for its exceptional cost-effectiveness relative to other interventions in global development. The groundbreaking research behind No Lean Season has pointed towards an incredible opportunity to positively and substantially improve the lives of millions of poor, rural families, making this program one of the most promising interventions to emerge from the field of randomized evaluations in the development sector in recent years. No Lean Season provides a small travel subsidy to poor, rural households so they can send a family member to a nearby city or town to find a temporary job during the period between planting and harvesting, known as the “lean season.” This is the time in many rural areas when jobs are scarce, food is expensive, and people are likely to miss meals. In studies, the induced migration resulted in significant improvements in household welfare (including consumption and nutrition) during the lean season. Evidence Action Beta, the organization’s incubator in which No Lean Season is in the late stages, is now investigating several critical questions — local price effects, impacts on household well-being, and impacts on non-participating households — to pressure-test the hypothesis that this is a cost-effective means of providing seasonal income support in Bangladesh and elsewhere.
    A rigorous evidence base is a critical foundation for Evidence Action programs. However, it’s not sufficient — without a viable strategy for scaled, cost-effective service delivery for programs, we cannot achieve Evidence Action’s mission.  This Associate Director will bring hands-on sensibilities about the realities of last-mile delivery in operationally complex environments to the theory of change underpinning the program.   This represents the place where the opportunity for evidence-based impact meets reality.  Reporting to the Director of the No Lean Season Program and supported by the overall Beta leader, the Chief Innovation Officer, the Associate Director will be responsible for the ultimate delivery of the program in the field, managing all the “off the page” and into the “real world” challenges.
    The ideal candidate will:

    Have a voracious appetite for implementation excellence and continuous improvement, able to iteratively adapt programs and pivot them based on data and evidence;
    Have outstanding management capabilities, analytical abilities, attention to detail, and ability to connect the 30,000-foot strategic questions to the most minute of operational details in-country;
    Be hypothesis-driven in an ambiguous environment, creative in developing and testing solutions to complex operational challenges, and adept at identifying and weighing trade-offs relating to time, funding, and other scarce resources;
    Be comfortable and effective at engaging with colleagues in the field and external partners who are on the front lines of program execution every day; and
    Thrive in a collaborative, cross-functional team in which expertise in implementation, monitoring, and research merges to enable a highly cost-effective program to continue to be improved and adapted as we learn from research and ongoing monitoring about what is (and is not) working and why.

    What You’d Do
    The Associate Director will have three primary responsibilities.

    Lead innovation and execution of No Lean Season delivery with and through partners in-country

    Use evidence and data to rapidly and continuously develop, prototype, and pilot innovations in program implementation aimed at further optimizing impact and cost-effectiveness
    Ensure  timely and high-quality mobile-based administrative data collection and use of dashboards for dynamic decision making; design and deploy dynamic key performance indicators (and targets against them)
    Collaborate with other program staff to ensure data collection surveys and monitoring systems meet program implementation needs
    Collaborate closely with the Director in managing existing and building new implementation partnerships, including leading the development of arrangements and agreements that effectively structure our implementation partnerships
    Recruit, manage, and coach in-country implementation staff to ensure continued delivery excellence and staff growth and development
    Support early-stage exploration and piloting in new countries, with the Director, other program staff, and research partners, including leading implementation feasibility assessment process

    Drive program design improvements, knowledge management, and lessons-sharing

    Lead the development and design of the No Lean Season program toolbox, in collaboration with the Director and other program staff
    Conduct analyses using financial and program data to inform program design or expansion improvements to drive more cost-effective program delivery
    Contribute to the organization’s thought leadership on the “science of scaling,” including ensuring that program tools, processes, and learnings are well-documented and available internally as a resource for the program and the organization and highlighting key lessons, with illustrative examples, that may be particularly relevant organization- and sector-wide
    Adapt implementation strategy and program toolbox and protocols to new geographies, where piloting takes place
    Develop content for program updates for external and internal communication including newsletters, presentations, blogs and write-ups for various audiences, with the objective of sharing lessons about program design improvements to drive greater cost-effectiveness

    Manage the overall program work plan, budgets, reporting, and contracting

    Facilitate and manage overall program work plan, with input from program staff, with focus on staying on target and schedule with sufficient flexibility and adaptability to ensure program seizes opportunities and pivots when needed
    Manage overall program budget and financial management, including coordinating with other program staff on inputs and liaising with Beta and Evidence Action finance staff to ensure budget and financial management information meets program needs
    Work with Beta operations, finance, and administration staff to ensure that all No Lean Season partnership agreements (implementation, data systems, research etc) have relevant contracting structures, timely execution of contracts, and invoice payments
    Ensure timely reporting and communication with donors, including report writing and financial reporting, in consultation with Beta’s operations staff and organization’s grants management team
    Support the Director in proposal development as needed
    Since this is a new role in a new program in an organization that continues to grow and evolve, we expect a high degree of self-motivation in shaping the role and a sense of responsibility for contributing to other areas of program leadership when needed.

    Minimum Requirements

    Master’s degree (in business, public policy, international development, economics, or related field)
    At least 5 years of relevant professional experience, including at least 2 years managing a complex operation in a developing country
    Excellent work planning, project, budget, and team management skills
    Ability to collaborate across teams within and outside Evidence Action and experience with managing people from multiple cultures
    Strong track record and experience with scaling new solutions within and across contexts
    Good understanding of research, data collection and analytics and ability to interpret research for program design and implementation
    Detail-oriented with demonstrated ability to multitask and meet short deadlines
    Ability to handle ambiguity and work in a fast-paced environment
    Excellent written and verbal communication skills
    High level of proficiency in Microsoft Office, particularly Excel, PowerPoint, and Word and equivalent Google Apps Suite
    Experience living or working in developing countries
    Availability for up to 50% travel (depending on location)
    Willingness to maintain flexible work hours to engage with colleagues (including supervisor and direct reports) in different time zones
    Demonstrated ability to work effectively in, and lead, remote teams, including leveraging tools like Slack for frequent team communication and creative approaches to coaching in remote relationships

    Preferred Requirements:

    Experience as a management consultant or other comparable private sector project management experience
    Experience leveraging and overseeing the use of mobile technology to improve service delivery (preferably in a international development setting)
    Experience in human-centered design methods to strengthen program design (preferably in a international development setting)
