    Evidence Action is looking for a seasoned HR professional with experience managing projects & activities in a multi – country, multi – cultural context. The HR Manager will lead all HR’s practices and objectives that will provide an employee-oriented high performance culture emphasizing quality, productivity, goal attainment and empowerment and is responsible for the development of processes and reporting metrics that support the achievement of the organization’s goals.
    They will be responsible for creating, managing and executing various HR projects to standardize and strengthen HR practice across the region, as well as setting up new processes and tools to support new country entry and integration.
    The Manager, HR will play an integral role in overseeing delivery of HR activities associated with anticipated growth in the Africa Region.     Duties and responsibilities

    Support Africa Regional leadership in creating a culture of transformational leadership, strategically aligned regional culture and engaged regional workforce.
    Coordinate the execution of employee satisfaction surveys on an annual basis and leverage the results to enhance staff and organizational well-being.
    Lead the people & culture function in developing a vibrant and empowering culture that supports and enables the execution of Evidence Action’s strategy.
    Manage annual performance management process across the East & Southern Sub-region (ESA) which includes; – annual objective setting, mid- year performance reviews, 360 reviews and annual performance appraisals.
    Spearhead daily functions of the Human Resource (HR) department across (ESA) East & Southern sub-regional areas including recruitment & selection, onboarding, administering pay, benefits, and leave, and enforcing company policies and practices.
    Plan, coordinate and execute HR projects across the region including tracking and reporting on status, risks, issues and dependencies.
    Spearhead HR research & reporting into new country entry e.g. employment laws, salary surveys, statutory requirements, HR best practice.
    Manage HR consultants engaged to support new country entry.
    Keep abreast with and understand the HR risk environment, identify and report any potential risks to new country entry & across the region.
    Devise, own and operationalize the HR Project plan.
    Work closely with Regional HR lead to coordinate HR process improvement activities across HR operations.
    Ensure consistency in HR practices & policy application across all countries in the region and spearhead improvements as needed.
    Participate in development, implementation and maintenance of policies, objectives, short-and long-range planning; develops and implements projects and programs to assist in accomplishment of HR objectives.
    Provide day-to-day technical advice & guidance on employee relations and performance management matters to staff and management in accordance with the prevailing employment laws and internal policies and procedures.
    Advise and act on disciplinary matters in accordance with the Employment laws and established policies and procedures including Termination of Appointment.
    Support in developing materials for the effective management of employees for Managers/supervisors.
    Establish and maintain appropriate systems for identifying, planning, delivering and measuring learning and development.
    Manage a training plan that details required training that is delivered within the agreed/specific timescales and ensure outcomes are appropriately measured and reported on.

    Requirements

    Bachelor’s Degree in HR, Humanities, Sociology or a related field. Additional HR certification such as CHRP will be an added advantage.
    Minimum 7 years HR generalist experience.
    Project management experience – experience managing human resources functions during a growth phase is desired.
    Multi country, multicultural work experience is required.
    Ability to build and execute short- and long-term work plans.
    Demonstrable knowledge of good and dynamic HR practices in employee relations and performance management.
    Good understanding of employment legislation.
    Strong written and verbal communication skills.

S/he will take the lead in investigations; provide guidance and recommendations for dispute resolution and act on resolutions made.
    Duties and responsibilities

    Provide advice and counsel to the regional HR Team and the on all employee relations issues.
    Ensure Employee Relations (ER) issues and concerns are handled fairly, consistently, transparently, in a timely fashion, and in line with Evidence Action values, policies, and appropriate local employment laws.
    Track various service requests of employees and the implementation of the approved decision, including but not limited to probation completion, extended medical leave, performance improvement programs and other ad-hoc requests and process these requests in a timely manner.
    Contribute to the preparation and processing of all types of documents related to employee relations, in compliance with approved guidelines and policies in a timely manner.
    Take lead in the development, implementation and review of HR policies, procedures and systems in relation to disciplinary procedures and performance management.
    Ensure proper documentation of e-files related to employee relations like Memos, disciplinary letters, etc. to retrieve them as needed.

    Job purpose

    This position will report to the Country Director & will have primary responsibility in the oversight of the country operations function for Evidence Action in Kenya. This will include providing direction to the IT and procurement teams as well as liaising with the country leadership to coordinate the administrative/operations staff across the country. Many organization locations are field offices whose varied challenges and distinct locations will require creative problem-solving.
    From a country leadership position, the position will be responsible for ensuring alignment, coordination, and compliance with the operations policies, processes, and systems.
    The Associate Manager, Operations will act as a resource and/or coordinate resources between country office and program field offices and perform other duties as defined by the country lead/leadership.

    Duties and responsibilities

    Team Management – 25% of the role

    Responsible for developing/refining and regularly reporting on Key Performance Indicators and Metrics to management concerning the regional operations support activities and capacity/gaps.
    Provide leadership, direction and functional guidance to the operations team, setting team and individual objectives to team members;
    Promote a culture of high performance, high quality and continuous improvement that values learning and feedback;
    Work in close coordination with the country and program leadership and, being responsive to their requirements;

    Office Administration and Logistics management – 25% of the role

    Coordinate Office Administration: supervise the Administrative Officers/Assistants at the country administrative office and coordinate with programs/department leads in other offices to ensure that Evidence Action’s offices are managed efficiently. This will include but is not limited to: overseeing adherence to office budgets, determining solutions to concerns raised by projects/programs.
    Office management: Ensure that office management is consistent and compliance to processes, include: ensure the maintenance of an asset register, ensure facilities are managed properly, and ensure proper and cost-effective maintenance of insurance policies.
    Vehicles and Transportation: lead creation and maintenance of vehicle pools, working with a team to ensure competitive, reliable drivers.
    Manage other Evidence Action Administrative Services: ensure core administrative services provided by Evidence Action to projects, managed through Admin Officers, are carried out effectively and efficiently. Examples include travel and visitors’ logistics, events planning/coordination and the maintenance of internal Evidence Action communication systems.
    Responsible for workplace safety and security in the region and be the point person on emergency management and security updates.

    Lease agreements management and service contract oversight – 10% of the role

    Coordinate negotiations/relationships with landlords on all lease agreements entered by Evidence Action in the Country. Keep track of all renewal dates and terms of the lease agreement on termination or rent increases.
    Lead in SLA negotiations and management of all service agreements for Evidence Action in the country.

    ICT support and Coordination – 15% of the role

    In close collaboration with the Sub-region IT manager, initiate and support processes for formulating information and communication technology (ICT) policies, regulations and procedures at the country offices, and monitor the implementation.
    Coordinate the provision of Provide ICT support in the development and maintenance of the Evidence Action databases and website as guided by the Sub-region IT manager.
    Ensure all IT equipment are serviced and maintained as per the IT policy of Evidence Action.

    Procurement support and Coordination – 15% of the role

    In close collaboration with the Sub-region Procurement manager, coordinate/oversee and support processes for the country procurement team in ensuring all policies, regulations and procedures at the country offices are followed and monitored in all procurement processes.
    Coordinate the provision of in-country procurement support in the development and maintenance of the Evidence Action policies and procedures as guided by the Sub-region procurement manager.
    Ensure annual tendering on pre qualifications are carried out according to the laid down guidelines and on time.

    Project Management – 10% of the role

    Collaborate with the Sub-region Operations Lead on and lead the development of operations systems for use by staff at the various offices.
    Proactively identify, evaluate, recommend and participate in projects to improve organizational operations processes efficiency. Provide project management leadership support for operations related projects as needed and directed by the Country director or country-specific work plans.
    Develop and provide training to staff across offices on existing and evolving operational systems, functionality, and processes in use by Evidence Action.

    Key performance Indicators

    The key results have an impact on the execution of the role in the Country Office:

    High quality, appropriate, and well-managed implementation of operations and country administration services across Kenya.
    Over 90% satisfaction rating from both internal and external partners on the efficiency of the operations unit in terms of management of partner relations at country level.
    Demonstrated Cost-effectiveness in all lease engagements and logistics management in the region.

    Qualifications

    Minimum Bachelor’s degree in Business Administration or related field. A Master’s degree is an added advantage.

    Duties and responsibilities
    Internet and Software Management

    Provide leadership in all technical reviews of different softwares available and advise the organization and departments on the appropriate software(s)/systems to purchase or use in consultation with global IT.
    Be the custodian of organization software and licenses for the organization.
    Provide guidance to country IT capacity in the installation and configuration of all local area data communications networks which may carry data, voice and video communications following organization standards.
    Ensure that installation of hardware and software’s is as per user requirements and company IT policy guidelines.

    Hardware management

    Provide leadership to country IT teams in offering technical support to country procurement units on all IT related procurement needs e.g. laptops, CCTV cameras, printers, desktop, projectors, monitors etc.
    Develop sub-regional SOPs and best practices in care and management of assigned IT equipment including but not limited to: user roles and responsibilities; country-level hardware procurement, provisioning, and deployment procedures; hardware disposal procedures.
    Provide leadership in ensuring all user IT needs including country level hardware procurement, provisioning, and deployment procedures; hardware disposal procedures, etc. are met and on a timely and efficient manner by the country IT teams.

    System Administration

    Coordinate the country based support for any box related support among the East & Southern Africa (ESA) region staff.
    Will be the super admin for the Fresh-service inventory and process maker systems that are specific to the Sub-region.

    IT Safety and security

    Provide leadership in setting up computer Security Measures in all computers in the region in corroboration with the country IT teams. Implement IT security measures for the organization, in collaboration with Global IT, including preventing system hacking, malware, suspicious emails and advising how staff should handle that e.g. reporting, actions etc.
    Ensuring all devices have adequate enterprise antivirus software and enterprise endpoint management software installed and functional.
    Coordinate the management, creation and retirement of user accounts for new hires and assigning user access rights to various cloud systems and directories by country IT teams.
    Advise the organization on the best IT systems and hardware to put in place to enhance safety and security e.g. routers, etc.

    Training

    Lead training, in collaboration with global IT team, to all staff in the country offices on systems in use by Evidence Action and IT policies and procedures.
    Provide leadership in the training of all staff on adequate utilization of box as the main storage and back-up system.

    Technical support

    Be the local subject matter expert on Windows 11/Windows 10, Microsoft Office 2013-16 (and/or Office 365).
    Provide leadership in the provisional operational support and maintenance of organizational operational efficiency including occasional planned or emergency work outside regular business hours by the country IT teams.
    Ensure the country IT teams are maintaining and supporting the organization’s mobile devices (smartphones and tablets).

    Inventory Management

    Provide leadership to and accountability for country IT teams in the management of the inventory system; review spot check reports to ensure teams are updating the system adequately and promptly.
    Provide guidance to country teams in ensuring maintenance of accurate inventory of technology assets and related components for cost control and operational efficiency.
    Provide leadership to country teams in maintenance of inventory of all ICT equipment hardware, software and ensure adequate supply and functionality in collaboration relevant staff.

    Key performance Indicators

    Ensure a sustained 90% internet server uptime in all Evidence Action offices.
    Reduced staff unresolved IT issues.
    Sustain a 97.5% accuracy in office assets inventory including asset tagging and update of the fresh service system.
    Reduced turn around time in resolving IT related issues among the staff.
    Programs and Procurement team is receiving the appropriate technical support on IT matters are purchasing the right equipment.
    Reduce the number of critical bugs reported by the staff as well as the number of suspicious websites visited by staff.
    IT system is safe and free from any cyber-attacks.

    Qualifications

    Bachelor degree in Information and Communications Technology. A masters degree will be an added advantage.

    Our Accelerator is currently in the process of testing and scaling three interventions: iron and folic acid (IFA) supplementation for children; prevention of mother-to-child transmission of syphilis; and new innovations to deliver water chlorination to reduce pediatric mortality.

    Job purpose
    The Manager Supply Chain, East and Southern Africa (ESA) Region, will serve as the lead for Supply Chain and Engineering section of the Evidence Action Safe Water Program currently operating in Kenya, Uganda and Malawi. Current Safe Water Program interventions include Dispensers for Safe Water (DSW) and the In-Line Chlorination (ILC) pilot program.
    This position will report to the Associate Director Safe Water Program. The role will have 1 direct report; the Associate Manager Engineering and 2 indirect / dotted line reports in Malawi and Uganda: Associates Engineering. The Manager Supply Chain works closely together with the regional Procurement Manager.
    Duties and responsibilities

    Directly manage the supply chain of all program inputs for operations of the DSW and ILC programs in Kenya, Uganda and Malawi, including ensuring accurate forecasting and budgeting of program input requirements.
    R&D: With the Engineering team, identify, design and test modifications and improvements to increase dispenser lifespan and reliability.
    Manage the operation of the Nairobi based Regional warehouse.
    People Management: line-manage the Associate Manager Engineering.
    Support the in-country Associate Engineering Managers.
    Financial Management: In collaboration with Safe Water Program Managers, Country Directors and support functions, take the lead in developing and managing the annual program inputs forecasts and budgets.
    In close collaboration with the Regional Procurement Manager engage with EA external suppliers to ensure effective and cost-efficiency in supply chain.
    Any other duties assigned to him/her.

    Key performance Indicators

    All DSW and ILC program supplies have been forecasted and budgeted for in accordance with annual work planning (and adjusted as needed)
    All program supplies are procured and distributed ensuring continues program implementation without supply related interruptions
    Cost per dispenser is not negatively impacted by preventable supply chain failures / inefficiencies
    Any other duties assigned to him/her

    Qualifications
    The Manager Supply Chain will have at least 5 years of experience leading and managing regional supply chains and an interest in expanding their horizons within a mission-driven organization committed to impact at scale. S/he must be excited about leading a cross-cutting team within an organization that sees learning and the use of rigorous evidence as central to its mission and is motivated to actively ensure that this approach is deeply embedded into all programs.
    Qualifications include:

    Bachelor’s Degree in relevant field; advanced degree preferred.
    Registration with KISM is a must.
    Minimum 7 years of experience, preferably in program management.
    Experience working on supply chains related to access to safe water, health, nutrition or WASH.
    Exceptional people management skills, inclusive of internal and external stakeholders; able to work effectively in a “matrixed” environment.
    Highly results oriented in approach to designing and implementing programs.

    Working conditions

    The Manager Supply Chain role will be based at the ESA region support office in Nairobi.

    Physical requirements

    This role requires regular regional and occasional international travel, including travel into least developed rural areas.
