    Job purpose

    The position holder will be focused in ensuring the lifetime cost of a product is minimized and that the procurement sourcing approaches/systems are well-designed and cost-effective.

    Duties and responsibilities

    Under the guidance and supervision of the Associate Director, Operations, the Manager, procurement will provide management support in a variety of processes/transactions in implementing procurement and contracting of commodities, materials, equipment and services for Evidence Action – East and Southern Africa Region (ESA), while ensuring high quality and accuracy of work. He/she will use his/her own discretion to address unforeseen situations, seeking advice from and/or reporting to the supervisor as applicable. The Manager procurement will liaise with heads of departments/programs to ensure best support to internal clients of the unit. In performing his/her work, the manager procurement will promote a client, quality and results-oriented approach.

    Key Functions:

    Support the management/coordination of procurement support services in the region by:

    Taking lead in the coordination of the regional procurement support activities, ensuring compliance with Evidence Actions regulations, policies and strategies relating to Procurement, by incorporating the necessary steps to ensure sustainability in the procurement processes within the organization.
    Supporting country teams in the compliance of submissions to the Procurement and Tender Committees.
    Coordinating the regional management for routine market research to determine sources of supplies, using available resources.
    Reviewing and signing off to the regional supplier database and ensuring regular update of the data is done.
    Take lead in ensuring that all procurement files and records are updated and maintained by country procurement teams.
    Reviewing monthly or periodic procurement status reports from country teams for further country and regional management review as required;
    Be the point person for all procurement audit queries in all countries during the statutory and project audits.

    Procurement planning, requisitions and sourcing

    Take lead in management of the organization’s annual procurement planning by: Collaborating with country leads and departmental leads in the preparation of their procurement plan, awarding, administering and monitoring of all matters related to procurement for the given geographical area / project activity. Coordinating the maintenance and updating of procurement monitoring processes for projects and provision of feedback to country leads.
    Management of proper and complete specification for equipment and materials, Job Profiles and Statement of Works for the preparation of RFP, RFQ and ITB, ensuring clearance/approval by respective units of the requests;
    Coordinate the monitoring of progress and liaison with vendors during the entire procurement cycle; investigation and resolution of post-order problems and of progress reports on procurement matters.

    Bidding and tendering processes

    Support country teams in the bidding and tendering processes, focusing on achievement of the following results:
    Preparation of shortlists of suitable contractors/suppliers for purchases.
    Preparation and issuance of EOI, RFQ, ITB, RFP or other tender documents as required
    Together with the requesting department support review and evaluation of bids or proposals received and preparation of analysis for submission to the Procurement or Tender Committees.
    Coordinate the setup of Procurement and Tender Committee meetings as may be required.
    Take lead in all regional and country strategic procurements.

    Vendor contracts administration

    Support country teams in ensuring efficient contract administration, focusing on achievement of the following results:
    Follow-up signing of contracts by vendors.
    Dissemination of contract advertisement and awards.
    Maintenance of contracts and filing system.

    Imports and Exports

    Manage the entire international procurement cycle, including but not limited to sourcing for bids, analysis, issue of Purchase orders, expediting orders, receipt of orders, inspection, verification of invoices and processing of payments.

    Team Management

    Facilitates the engagement and provision of high-quality results and services of the country teams by offering technical support in work planning, performance management, coaching, and promotion of learning and development.
    Provides oversight, ensuring compliance by country team members with existing policies and best practices.
    Working closely with the Country Lead, ensure high performance of the relevant procurement teams in the region.

    Supply Chain Support

    Working closely with the program leads and the supply chain lead, ensure all program supplies are ready for distribution as per the agreed delivery dates.

    Procurement Service management in terms of quality and accuracy of work completed in the region.
    Accurate data entry and financial information, presentation of information and client-oriented approach enhancing the Procurement Unit’s capability as an efficient department.

    Working conditions

    The official working hours are 8:00am to 5:00pm from Monday to Friday. However, this job requires a flexible person as one may work beyond official working hours including weekends. This job is not physically demanding but good physical and mental health are key.

    Requirements

    Community Service Assistant (CSA) position is primarily field based position which plays an important role as an interface between Dispensers for Safe Water and communities served with dispensers.     Conducting dispensers hardware service and maintenance through regular spot checks to ensure proper functioning
    Installing chlorine dispensers whenever necessary, in line with the organization’s protocols/specifications and guidelines.
    Delivering chlorine to various chlorine dispensers located at water points by use of motorcycles.
    Ensure safe handling and accountability of chlorine and dispenser stocks in the store/office and to the designated sites.
    Proper Record Keeping by completing relevant forms/documents/records that are important in inventory
    Engaging the target community to promote dispenser usage and handle any/all possible challenges and report the same to the supervisor.
    Collecting all field data for program assessment and accountability, by use of smartphones
    Maintaining good integrity and stewardship of the Organizational assets assigned to you for work execution

    All assigned dispensers must remain functional in usable condition all the time.
    Maintain an uninterrupted supply of chlorine to all assigned dispensers throughout the year.

    Ensure Program data is collected within the provided guidelines and shared with the supervisor for the next action

    Application development and support (30%-40%)

    Develop and manage application solutions that help meet user needs, help manage data interoperability and support process and data improvement with the view of program needs.

    Assess and document user requirements and translate them into detailed product requirements
    Create relevant back-end objects during the entire application development lifecycle
    Collaborate with other developers and program team users to innovate new features and enhancements to existing components that comply with program workflow.
    Conduct pilot testing of applications created and technical research on new system features to provide recommendations for streamlining program use cases.
    Contribute to the development of documentation of user manuals, system updates, feature trackers, and design documentation.
    Support development and maintenance of DHIS2 application(s) used by programs within the East and Southern Africa sub-region implemented as the central platform for project planning, reporting, analysis, and dissemination of information with internal and external stakeholders.

    Data Management and Reporting (20%)

    Support the existing and additional reporting mechanisms for data contained in DHIS2 and other platforms through dashboards, pivot tables, charts, data exports and any other form as needed.

    On request and on an ad-hoc basis, in collaboration with other MLE teams, support the cleaning, analysis and reporting of program and system data
    Automate data exports for various program reports including but not limited to operational and program workflows to ease the integration with PowerBi and RShiny Server.
    Work closely with MLE data management teams to ensure consistency and clear definition of data across PostgreSQL and SQL database tables and troubleshoot challenges with the data.
    Carry out regular data back-ups and syncs to ensure the safety and integrity of data.

    Information Systems maintenance and support (10%-15%)

    Upon program request and as part of routine IS operations, perform support and maintenance of existing systems and contribute to workflows in all the ways called upon.

    Maintain and test Information Systems to ensure proper function as per program request; regularly monitor information system equipment for errors and stoppages for corrective action and solutions.
    Implement necessary and/or request development changes as per program requirements.

    Requirements
    Qualifications

    Our Dispensers for Safe Water program, based on research by Nobel-winning economists, utilizes an innovative and human-centric design to deliver water treatment at the source in rural settings, achieving usage rates which are 5x that of comparable interventions. Given the tremendous benefits of safe water, Evidence Action is rapidly innovating to build the next generation of water treatment interventions. We believe the potential of these interventions is incredible, and with more than 1.8 billion people using contaminated water sources and causing more than 1/3 of all diarrhea deaths globally, the need is huge.
    Evidence Action’s strategy for safe water is evolving and it will be a key area for growth in the coming years. This will include providing direction to the country procurement teams and liaising with the country leadership to coordinate the procurement staff across the region. Unique challenges in the different operational geographies will require creative problem-solving.
    Regionally, the position will be responsible for ensuring alignment, coordination, and compliance with the procurement policies, processes/procedures, and systems.
    The Manager, Procurement will act as a resource and/or coordinate resources between Regional and country offices and perform other duties as defined by the department lead/regional leadership.
    The position holder will be focused in ensuring the lifetime cost of a product is minimized and that the procurement sourcing approaches/systems are well-designed and cost-effective.

    Duties and responsibilities

    Under the guidance and supervision of the Associate Director, Operations, the Manager, procurement will provide management support in a variety of processes/transactions in implementing procurement and contracting of commodities, materials, equipment and services for Evidence Action – East and Southern Africa Region (ESA), while ensuring high quality and accuracy of work. He/she will use his/her own discretion to address unforeseen situations, seeking advice from and/or reporting to the supervisor as applicable. The Manager procurement will liaise with heads of departments/programs to ensure best support to internal clients of the unit. In performing his/her work, the manager procurement will promote a client, quality and results-oriented approach.

    Key Functions:

    Support the management/coordination of procurement support services in the region by:

    Taking lead in the coordination of the regional procurement support activities, ensuring compliance with Evidence Actions regulations, policies and strategies relating to Procurement, by incorporating the necessary steps to ensure sustainability in the procurement processes within the organization.
    Supporting country teams in the compliance of submissions to the Procurement and Tender Committees.
    Coordinating the regional management for routine market research to determine sources of supplies, using available resources.
    Reviewing and signing off to the regional supplier database and ensuring regular update of the data is done.
    Take lead in ensuring that all procurement files and records are updated and maintained by country procurement teams.
    Reviewing monthly or periodic procurement status reports from country teams for further country and regional management review as required;
    Be the point person for all procurement audit queries in all countries during the statutory and project audits.

    Procurement planning, requisitions and sourcing

    Take lead in management of the organization’s annual procurement planning by: Collaborating with country leads and departmental leads in the preparation of their procurement plan, awarding, administering and monitoring of all matters related to procurement for the given geographical area / project activity. Coordinating the maintenance and updating of procurement monitoring processes for projects and provision of feedback to country leads.
    Management of proper and complete specification for equipment and materials, Job Profiles and Statement of Works for the preparation of RFP, RFQ and ITB, ensuring clearance/approval by respective units of the requests;
    Coordinate the monitoring of progress and liaison with vendors during the entire procurement cycle; investigation and resolution of post-order problems and of progress reports on procurement matters.

    Bidding and tendering processes

    Support country teams in the bidding and tendering processes, focusing on achievement of the following results:
    Preparation of shortlists of suitable contractors/suppliers for purchases.
    Preparation and issuance of EOI, RFQ, ITB, RFP or other tender documents as required
    Together with the requesting department support review and evaluation of bids or proposals received and preparation of analysis for submission to the Procurement or Tender Committees.
    Coordinate the setup of Procurement and Tender Committee meetings as may be required.
    Take lead in all regional and country strategic procurements.

    Vendor contracts administration

    Support country teams in ensuring efficient contract administration, focusing on achievement of the following results:
    Follow-up signing of contracts by vendors.
    Dissemination of contract advertisement and awards.
    Maintenance of contracts and filing system.

    Imports and Exports

    Manage the entire international procurement cycle, including but not limited to sourcing for bids, analysis, issue of Purchase orders, expediting orders, receipt of orders, inspection, verification of invoices and processing of payments.

    Team Management

    Facilitates the engagement and provision of high-quality results and services of the country teams by offering technical support in work planning, performance management, coaching, and promotion of learning and development.
    Provides oversight, ensuring compliance by country team members with existing policies and best practices.
    Working closely with the Country Lead, ensure high performance of the relevant procurement teams in the region.

    Supply Chain Support

    Working closely with the program leads and the supply chain lead, ensure all program supplies are ready for distribution as per the agreed delivery dates.

    Application development and support (30%-40%)

    Develop and manage application solutions that help meet user needs, help manage data interoperability and support process and data improvement with the view of program needs.

    Assess and document user requirements and translate them into detailed product requirements
    Create relevant back-end objects during the entire application development lifecycle
    Collaborate with other developers and program team users to innovate new features and enhancements to existing components that comply with program workflow.

    On request and on an ad-hoc basis, in collaboration with other MLE teams, support the cleaning, analysis and reporting of program and system data
    Automate data exports for various program reports including but not limited to operational and program workflows to ease the integration with PowerBi and RShiny Server.

    Carry out regular data back-ups and syncs to ensure the safety and integrity of data.
