The Procurement Officer will be a member of the F&A Procurement and Supply team, providing procurement support and planning for the day to day operations needs in the Kenya office. The position holder will support and coordinate as directed all procurement needs for the Nairobi office. He/She will be focused in ensuring timely procurement of goods and services, and the cost effectiveness of the same as guided by the procurement lead.

Key Performance Indicators

Ensure the procurement policy is adhered to for all purchases at Evidence Action and liaise with (DFAAR) for any revisions and updates needed.
Ensure all donor regulations are met for all purchases including processing of tax exemption for USAID funded purchases

Senior Associate, Carbon & Partnership Data Management
Job Purpose: The Senior Associate – Carbon and Partnership Data Management (C-PDM) is a member of the Monitoring, Learning and information System (MLIS) and is responsible for quality data management and analysis of data collected for carbon crediting purpose as well as other partners that work with Evidence Action.
S/He will develop appropriate checks to ensure that pre-determined sample size has been collected and submitted to the relevant partner.
S/he will contribute to developing appropriate measurement, sampling, and survey strategy and the design of survey instruments to collect partner specific data.
Duties and responsibilities
Manage and Lead data processing and Analysis needs for C&P data.
Manage data that is collected specifically for carbon crediting purposes and ensure that is safely stored.
Work closely with the Programing and Data Management teams to ensure carbon and partner’s data collected in the course of other program activities is complete, cleaned and stored safely.
Collaborate with information system team to make sure that all electronic data collection instruments are update and programmed in time and are aligned with data collection protocols.

Maintaining up to date dispenser database with all the key variables needed by all carbon partners
Ensure that all carbon waivers are collected, scanned and centrally stored in an orderly manner.
Develop, implement and maintain quality assurance and quality control systems for all Carbon and Partnership data processes
External & Relations with other teams
Actively participate in the diagnosis of data needs for Carbon and Partnership, and work with Manager – Design, Data processing and Analysis to translate the data needs to other teams on MLIS
Develop, update and generally maintain a database of partners, their data needs, and any other relevant data information.
Provide support and guidance to validations and verification activities undertaken for carbon partners
Participate in weekly Carbon and Partnership meeting organized by carbon and partnership team.
Participate in training provided to Carbon and Partnership data collectors; which may include providing inputs to the training manual of such.
Keep track of reporting timelines to ensure that data is submitted to Carbon and Partnership within the given timelines.
Team management:
Senior Associate – C-PDM is expected to manage a small team of Data Officers and Data Management Associates, as and when is necessary. However, for the most part, this position will entail indirect management of peers and team members not directly on C-PDM team
Key performance Indicators
Delivery of carbon data one month after the end of the monitoring period.
Quarterly report of progress in carbon data collection and adherence of data to set protocol.
Successful support completion of carbon auditing and validation activities
Qualifications
Bachelor’s or Master’s degree in economics, statistics or another quantitative field
A minimum of 2 years’ work experience in a highly analytical and quantitative role
Strong familiarity with statistical software packages such as Stata, R, SPSS, SAS etc. with the ability to learn and adapt to new programs (experience with Stata is highly preferred)
A good grasp of excel is a must
A working knowledge of geospatial analysis in ArcGIS/QGIS and mobile phone survey programming experience in Open Data Kit preferred (at minimum, willingness to learn and independently acquire new technical skills)
Knowledge of carbon crediting/markets will be an added advantage

What We’re Looking For
Evidence Action seeks a highly motivated Associate Director, Implementation to drive delivery strategy and excellence of an evidence-based seasonal migration program known as No Lean Season, and to leverage this programmatic experience to inform the organization’s overall approach to the “science of scaling.”
No Lean Season is a late-stage program being incubated within the organization’s Beta function. The program was recently recognized by GiveWell as a “Top Charity” for its exceptional cost-effectiveness relative to other interventions in global development. The groundbreaking research behind No Lean Season has pointed towards an incredible opportunity to positively and substantially improve the lives of millions of poor, rural families, making this program one of the most promising interventions to emerge from the field of randomized evaluations in the development sector in recent years. No Lean Season provides a small travel subsidy to poor, rural households so they can send a family member to a nearby city or town to find a temporary job during the period between planting and harvesting, known as the “lean season.” This is the time in many rural areas when jobs are scarce, food is expensive, and people are likely to miss meals. In studies, the induced migration resulted in significant improvements in household welfare (including consumption and nutrition) during the lean season. Evidence Action Beta, the organization’s incubator in which No Lean Season is in the late stages, is now investigating several critical questions — local price effects, impacts on household well-being, and impacts on non-participating households — to pressure-test the hypothesis that this is a cost-effective means of providing seasonal income support in Bangladesh and elsewhere.
A rigorous evidence base is a critical foundation for Evidence Action programs. However, it’s not sufficient — without a viable strategy for scaled, cost-effective service delivery for programs, we cannot achieve Evidence Action’s mission. This Associate Director will bring hands-on sensibilities about the realities of last-mile delivery in operationally complex environments to the theory of change underpinning the program. This represents the place where the opportunity for evidence-based impact meets reality. Reporting to the Director of the No Lean Season Program and supported by the overall Beta leader, the Chief Innovation Officer, the Associate Director will be responsible for the ultimate delivery of the program in the field, managing all the “off the page” and into the “real world” challenges.

Associate, Accountant
Duties and responsibilities
Receive and check imprest requests and returns, while ensuring proper documentation is availed and filed for each transaction, relevant approvals have been obtained, adherence to finance policy, etc.
Update accounting records as and when transactions take place, and assist Accountant to ensure that proper documentation is filed for each transaction while observing confidentiality and safety of these documents.
Maintain fixed assets register and ensure that assets inventory records are updated regularly
Liaise with Accountant in preparation and review of staff Imprest accounts on a regular basis and Ensuring the advance accounts are zeroed out.
Receive and check imp rest requests and returns, ensuring that proper documentation is filed for each transaction, relevant approvals have been obtained, compliance to Evidence action finance policy etc
Prepare check request forms for payments attaching all required supporting documents duly approved.
Disburse cash payments as per the financial policy of Evidence Action.
Maintain Petty cash on imprest system and conduct cash counts on regular basis, including after withdrawals ensuring safety of cash.
Keeping track of staff expense accounts including reconciling the same and sending their statements upon request as well as every end of month as per Evidence Action finance policy.
Support the Project staff in processing their payments and advances.
From time to time prepare periodical financial reports as requested by the head office.

Senior Associate, MIS

The Management and Information System (MIS) team is part of the larger Monitoring Learning and Information System (MLIS team) within Evidence Action. MLIS is an internal consulting team that provides timely access to data for evidence-based decision making for programs through well-designed monitoring and analysis. The MIS team is r esponsible for programming data collection and entry tools as well as managing information systems and cloud-based multi-user systems to ensure that Evidence Action’s programs have access to timely and useful data. The senior associate at MIS will be responsible for managing and delivering the team’s annual objectives and providing technical support both internally within the MIS team and externally with MLIS and othr Evidence Action program team staff. The position holder’s role will require keen technical ability combined with the project management skills to develop and manage program information systems.
Duties and Responsibilities: As part of the wider MLIS team the Senior Associate will be responsible for delivery of team objectives and the day to day operations of the MIS team. Key responsibilities will include
Overseeing the ongoing maintenance of the MLIS server to ensure its integrity and functionality.In particular:Conduct regular data back-up and syncing to safeguard the data in the cloud and local database.
Support staff at MLIS and program teams to upload data to the server and download data when required as well as seek ways to improve server functionality for users (speed, storage etc.).
Manage any upgrade and integration of new technologies onto the server as required.
Work closely with the data collection team to support data collection activities so as to ensure that data being sent to the cloud data storage is being properly received.Manage the content, layout and functionality of the MLIS management information system (PROGMIS). The senior associate will:
Ensure the MIS system (PROGMIS) is functioning properly and that data on the system is accurate and up to date.
Manage PROGMIS users, maintaining existing accounts and adding new users when required. They will support new and existing users to access and use PROGMIS by providing regular training and developing ‘how to’ manuals and presentations.
Work alongside other team members in MLIS as well as program teams to upgrade the layout and usability of PROGMIS, including developing more visually appealing and innovative ways to display data on the system (i.e dashboards, content layout) and take the lead in the implementation of suggested modifications and additions to PROGMIS.
Maintain and upgrade the Evidence Action public dashboards that are currently linked to the PROGMIS system. This includes maintaining the functionality of these dashboards and regularly monitoring whether data uploaded is recent and accurateBe the lead for ensuring electronic data security at MLIS. The senior associate will review existing measures in place to protect MLIS electronic data and implement safeguards to further protect data making sure that all MLIS measure on data security are in line with Evidence Action’s global IT policy requirements.
Manage the programming and upgrading of standardized electronic data collection instruments using ODK and other software. The senior associate will work with other teams in MLIS to maintain and update data dictionaries/codebooks for all data collection instruments used by MLIS. They will work closely with the data management team to ensure that data is clearly defined and remains consistent across all databases.
Providing ongoing support to program teams on ad hoc information systems related tasks . This includes:Conducting research and providing guidance to program teams when required on new software/hardware and technologies that would assist program teams in ensuring better information management and program implementation.
Offer technical systems to programs to resolve issues related to MLIS software or hardware (such as mobile phones)
Provide capacity building to staff members (both MIS and other Evidence Action staff) on software/hardware related to information systems as required.Develop and manage the MIS team. The senior associate will be responsible for overseeing the MIS team including:
Developing and implementing team workplans to inform immediate and long term activities and projects for MIS team, in line with Program needs and priorities.
Oversee any deliverables completed by external vendors and ensure that all vendor outputs are delivered on time and as per terms of contracts
Develop and communicate systems detailing interaction between other MLIS sub-teams and Programs with MIS platforms
Develop MIS team and ensure smooth and continuous workflow and communication between team members by communicating job expectations, planning, monitoring and appraising job results.
