    Overall purpose of the role: 

    The MEAL Officer will be responsible for conducting Monitoring & Evaluation activities as per the work plan. This role has program focus and ensures compliance with DRC MEAL procedures and guidelines within the program locations. The role contributes to program quality assurance and data management, which are translated into action plans and day-to-day tasks. The role provides MEAL technical support and/or guidance to field operations.  The role will be responsible for ensuring effective MEAL systems and tools are in place, and are adopted by field teams, partners and other implementing agencies. The incumbent will work closely with Project Manager, MEAL Coordinator, all the DRC program staff, & staff from partner agencies.

    Responsibilities: 
    Designing, planning & implementation of strategies for data collection & storage, analysis & sharing:

    Responsible for all projects database. She/he will work in designing databases on project activities/beneficiaries and assist in updating regularly the database according to the project requirements.
    Support project staff and partners in planning for and executing MEAL activities, including, data collection methodology and tools and data management, analysis and use.
    Support and contribute to the development and implementation of MEAL systems for DRC and partners, including SOPs, guidance and tools. 
    In collaboration with the MEAL Coordinator make recommendations about the methods the projects should use to collect, analyze and manage data to improve data quality and the efficiency of data systems.
    Support DRC local partners in all MEAL requirements including capacity building, assessments, and reporting
    Ensure accurate data entry of new information into the beneficiary database and regularly update, maintain existing database system records
    Strengthen and maintain networks with other partners by attending relevant M&E working group meetings to help analyze trends, findings and best practices.
    Ensure all project data (Distribution data, persons reached in various activities among others) is AGD (Age, Gender and Diversity) disaggregated.
    Support in conducting assessments and community visits as needed, facilitate focus groups and other qualitative data collection exercises.
    Conduct all field data collection through mobile data collection for quantitative data and paper forms for qualitative data. – ensure tablets and phones to be used for assessments are charged before commencement of assessment exercises. 
    Conduct data analysis and providing inputs, information and statistics for monthly, quarterly, annual and other reports for the project.  

    Design and Implementation of Monitoring, Evaluation, Accountability & Learning Plans:

    Participate in the baseline, mid-term and end of term evaluations of program activities 
    In coordination with PM and MEAL coordinator, guide and cooperate with advisors/consultant who are contracted to implement specific surveys, assessments and studies required for evaluating outcomes and impact. 
    Under the direction of the MEAL Coordinator, support research and study activities on M&E related issues.
    Conduct community visits, focus group discussions with beneficiaries and non-beneficiaries to receive feedback on project activities.
    Maintain the Complains and feedback received and ensure a timely and appropriate follow-up or referral if needed. 

    Report Writing & Documentation:

    Coordinate and quality assure MEAL activities and processes within the ECHO HIP consortium
    Build capacity of partners in the consortium on MEAL
    Ensure the Indicator performance tracking tool is updated monthly for all projects by the project team and partners.
    Compile and submitting relevant project reports to the project manager. 
    Prepare sector’s operation plans/work plans & reviews
    Maintain a clear and transparent filing system. 
    Documentation and dissemination of lessons learned from monitoring data, grant closure reviews, evaluations and project studies.
    Undertake any other duties and responsibilities as assigned by the project manager. 

    Experience and technical competencies:

    Minimum of 4 years of work experience within the field of monitoring and evaluation; 
    Working knowledge in Turkana and Garissa County or ASAL areas
    Working experience in the field of Economic Recovery/Self- reliance, Protection, SGBV, Social Work, Child Protection preferred.
    Experience in working with protection information management systems. 
    Experience in participatory assessments and community-based monitoring approaches; 
    Clear understanding of Core Humanitarian Standards (CHS);
    Experience with capacity building of staff, and in convening and facilitating trainings and workshops

    Overall purpose of the role:
    DRC is seeking a dynamic and self-motivated individual to be a key member of BORESHA Project Management Unit (PMU) and contribute to ensure overall planning, implementing, and managing of the project, and assure progress towards achieving project goals and objectives. Based in Nairobi, with 20% travel to the field locations in Kenya, Somalia and Ethiopia, the Finance Coordinator supports in day to day routine financial duties, review of budget/budget modifications and is the lead finance focal point for the PMU, Project Steering Committee, Technical Working Group and also acts as Technical Focal Point to all field operations from the three consortium members across all locations.

    The role will have the following key responsibilities :

    Working with the Partnership and Sub-Award Coordinator, lead on assessing partner finance capacity and the development and delivery of finance capacity strengthening initiatives;

    Regional Protection Coordinator

    Overall purpose of the role
    A commitment to protection is at the core of DRC’s mission. The Regional Protection Coordinator is the organisation’s regional expert within the protection sector. In the East Africa and Great Lakes region (Kenya, Tanzania, Uganda, Ethiopia, Djibouti, Somalia, Burundi, South Sudan, Sudan, and DR Congo), protection concerns facing refugees, returnees, IDPs, as well as people in mixed migratory flows, are central to informing DRC’s programme and policy interventions. The purpose of the Regional Protection Coordinator is to strengthen protection in DRC’s programmes and response.  
    The Regional Protection Coordinator is responsible to lead on the development of regional protection trends analysis, technically support Protection staff in country programmes, support in building technical capacity, lead in building the centrality of protection via contributing to programme and business development, and represent DRC to key regional partners, stakeholders and forums. The position will also support DRC’s wider work in the EAGL region through co-leadership of the Regional Protection Working Group for East Africa, and collaboration with the Regional Durable Solutions platforms for East Africa and for the Great Lakes, and the Mixed Migration Centre (East and Southern Africa), which is grounded in protection of persons and communities affected by displacement and migration trends.
    The most direct counterparts for the RPC in her/his daily work will be country-level Heads of Programme, and protection coordinators and managers. The RPC will have an advisory and technical supervisory role vis-à-vis the in-country protection lead/coordinator/specialist. The RPC will report to the Regional Head of Programme EAGL and have a technical compliance reporting line to Head of DRC’s Global Protection Unit (GPU) in HQ.
    Responsibilities:
    STRATEGY DEVELOPMENT

    Develop, in consultation with Regional Advocacy, CO Heads of Programme, ReDSS and MMC a regional protection strategy and across the EAGL region, in line with the global protection strategy & priorities. Provide technical support for Country Offices to develop their own protection strategies, based on protection analysis, and roll-out protection sector reviews for the countries.
    Seek out opportunities (research, cross-border projects) in collaboration with ReDSS, MMC, Regional Advocacy and other relevant stakeholders in the region to further explore aspects of DS in the EAGL context.
    Work closely with the technical experts for Economic Recovery, Climate Adaptation, and Alternative Financing to develop new, integrated programmes to mitigate climate change, enhance economic empowerment, and build a sustainable protection portfolio.

    PROTECTION TRENDS ANALYSIS

    Develop a regular EAGL regional protection trends analysis for the region to help inform programming, policy, advocacy and preparedness.
    Provide technical support to country programmes to ensure quality protection monitoring, analysis, strategies, and responses are in adherence with global standards and principles (DRC Protection Minimum Operational Procedures – P-MOPs).

    TECHNICAL SUPPORT, CAPACITY BUILDING, & PROGRAMME DEVELOPMENT

    Lead the development and/or roll out of global and regional DRC protection standards and guidance; development of strategic protection documents, Standard Operating Procedures, and capacity-building tools at the regional level. To this end, provide technical support to country offices, particularly in the following programmatic areas: legal aid, protection information management (PIM) including protection monitoring, case management, psycho-social support, gender-based violence, and community-based protection.
    Provide technical review and/or support the development of proposals at CO-levels to ensure the centrality of protection, harmonization of protection standards, and that protection principles are integrated across all technical sectors, specifically, DRC’s humanitarian disarmament and peacebuilding and economic recovery sectors.
    Ensure country capacity on Protection Information Management (PIM) is of a good quality and standard. Collaborate with the Regional and Country MEAL, Information Management and IT staff to ensure development and operationalization of quality Protection IM systems in the region.  
    Provide technical review and input to regional and country programmes on advocacy and policy papers to ensure the integration of centrality of protection and harmonization of protection approaches across the different countries in the region.
    Alongside ReDSS and MMC, identify and design regional programme opportunities and manage regional protection initiatives.
    Support the technical capacity development of country offices in identified areas of need. Design and deliver appropriate training or source relevant expertise. 
    Lead on the development, review, and inclusion of minimum standards related to age, gender and diversity mainstreaming, while supporting COs in programme development processes.
    Contribute to training, awareness-raising, reporting and response processes in relation to Preventing Sexual Exploitation and Abuse (PSEA).
    Support the roll-out of the GDPR compliance work undertaken in the region as it pertains to protection implementation.

    CONTRIBUTE TO GLOBAL EFFORTS

    Contribute to the development and implementation of protection policies, guidance and resources in collaboration with the GPU in HQ.
    Contribute to the adaptation of DRC’s protection programme approaches and the development of guidelines, tools and innovative approaches based on research of trends and the learning from the country offices. 
    Responsible for the identification of pilot projects for the further development of the protection sector in the region. Contribute to the communication of results and the development of recommendations.

    DRC is looking for a qualified individual with experience in Economic programming in Mandera, working under the Project Manager as Economic Recovery Officer responsible for various project activities within the Economic Recovery sector, with an understanding of market systems. The project aims to link with cross-border markets in Dollo-Ado region of Ethiopia and Gedo region of Somalia, and to specifically target women and youth (male and female).     Minimum 3 years’ experience in implementing livelihoods or income generating projects preferably with an NGO. Experience in Mandera County as well as cross border programming is strongly preferred.
    Have an understanding of MSD approach, Value chain growth and development, microenterprise / small business development including VSLA / Groups, DRR interventions and animal health initiatives.
    Skills or training in financial literacy as well as implementation of integrated programming approach is desirable
    Prior experience working with local governments and stakeholders in implementation of projects, including community mobilization skills.
    Ability to work independently and as part of a team; well organized, and able to prioritize multiple tasks
    Working knowledge of MS Office and other relevant computer applications
    Able to adapt to changing program priorities and emergency priorities that may arise.

    Ensure high-quality technical program monitoring through hands-on guidance and support grounded in the program’s strategic objectives and adherence to donor requirements. Overall responsible for program and budget monitoring;
    Recruit and directly supervise project staff in line with DRC HR policies and input from the consortium members;
    Co-Chair the project steering committee, ensuring key information on the project is available to senior members of the consortium and decisions are taken to support the effectiveness of the consortium;
    Document and disseminate key steering committee decisions, roll-out the decisions and follow-up as required;
    Monitor work plan and keep partners accountable to program commitments;
    Oversee and manage the programme’s relationship with local government authorities and other stakeholders, including representing the programme in local, national, and international meetings and events as appropriate.

    Compliance & support

    The Regional Project Manager will manage and guide a Finance Coordinator to provide supervision and monitoring of the programme support aspects of the consortium;
    Provide logistical oversight to consortium partners on contract inception, implementation, and closeout activities, including preparation of the sub-grants, sub-grant briefing materials for partners, required approvals, waivers, allowances, funding, procurement, property inventory, and audit file documentation as well as maintain a knowledge base of different processes and requirements for fund and project management ;
    The Regional Project Manager will provide support to the Finance and Admin Coordinator, to verify all financial reports and expenditure, lead and coordinate the auditing process, maintain knowledge of all donor requirements and be able to provide advice to partners in finance, procurement, human resource, and visibility requirements;
    Oversee financial management, project accounting systems, sub-grant management, and ensure operational efficiency through monitoring partner financial reports, providing guidance on cost eligibility, acting as the donor focal point to clarify rules and processes, and supporting the implementation of corrective measures when required;
    Maintain country-specific and project wide risk register, consolidating agency specific risks at the consortium level, ensuring all risks have appropriate ownership, are monitored and mitigation and response measures are in place;
    Respond accordingly to risk escalation and ensure periodic review and discussion of risk management with relevant risk owners and relevant consortium governance bodies.

    Program inplemtation & Strategy

    Ensure synergies and inter-communication between project and support staffs;
    Ensure the timely delivery of agreed outputs of the project and ensuring quality program implementation in line with the agreed strategy;
    Ensure the effective implementation of project activities in country through direct leadership of the country-specific governance bodies and working groups. Provide hands on support and guidance to the team leaders;
    Supervise and coordinate the implementation of project sub-components and activities with partners;
    Lead the work planning process with partners and coordinate between partners to ensure complimentary activities and sequencing among activities and between projects;
    Ensure quality technical inputs into the design and delivery of the program activities including field implementation;
    Oversee activities between result areas to ensure that they are integrated and synergistic;
    Ensure the timely delivery of agreed outputs of the consortium and ensuring quality program implementation in line with the agreed strategy;
    Oversee planning, program design and delivery of consortium objectives, and budgets.

    Representation & Advocay

    Serve as primary project representative to donor and other local and international stakeholders, responsible for addressing all project matters;
    In coordination with country level Advocacy Working Groups and relevant partner focal points, develop and maintain positive relations with relevant ministries and other government counterparts, donors, local organizations and program partners ;
    Provide support to the development and roll-out of project communication strategies, including compliance with donor’s branding and marking requirements ;
    Assists with the coordination of visits of donors, and/or partners related to the project.

    Reporting & communications

    Monitor program implementation and ensure regular reporting ;  
    Lead the development of final donor reports ;
    Establish and maintain clear lines of communication with project staff ;
    Provide technical assistance, as needed, to staffs on financial compliance and reporting ;
    Support the Finance and Admin Coordinator receive, consolidate, prepare and submit annual and quarterly financial and reports to the donor ;
    Ensure timely financial and narrative reports in line with donor and DRC system requirements ;
    Review actual financial performance against the budget, and explain variances on a regular basis ;
    Ensure that the Finance and Admin Coordinator share regular budget vs actual reports and other financial information required for effective project management ;
    Ensure the DRC online project management database is regularly updated.

    Business Development

    Identifying, researching and developing new funding opportunities;
    Lead and coordinate and the development of full proposals, from conception to submission.

    Overall purpose of the role: 

    The MEAL Officer will be responsible for conducting Monitoring & Evaluation activities as per the work plan.     Responsibilities: 
    Designing, planning & implementation of strategies for data collection & storage, analysis & sharing:

    Responsible for all projects database. She/he will work in designing databases on project activities/beneficiaries and assist in updating regularly the database according to the project requirements.
    Support project staff and partners in planning for and executing MEAL activities, including, data collection methodology and tools and data management, analysis and use.
    Support and contribute to the development and implementation of MEAL systems for DRC and partners, including SOPs, guidance and tools. 
    In collaboration with the MEAL Coordinator make recommendations about the methods the projects should use to collect, analyze and manage data to improve data quality and the efficiency of data systems.
    Support DRC local partners in all MEAL requirements including capacity building, assessments, and reporting
    Ensure accurate data entry of new information into the beneficiary database and regularly update, maintain existing database system records
    Strengthen and maintain networks with other partners by attending relevant M&E working group meetings to help analyze trends, findings and best practices.
    Ensure all project data (Distribution data, persons reached in various activities among others) is AGD (Age, Gender and Diversity) disaggregated.

    Under the direction of the MEAL Coordinator, support research and study activities on M&E related issues.
    Conduct community visits, focus group discussions with beneficiaries and non-beneficiaries to receive feedback on project activities.
    Maintain the Complains and feedback received and ensure a timely and appropriate follow-up or referral if needed. 

    Report Writing & Documentation:

    Coordinate and quality assure MEAL activities and processes within the ECHO HIP consortium
    Build capacity of partners in the consortium on MEAL
    Ensure the Indicator performance tracking tool is updated monthly for all projects by the project team and partners.
    Compile and submitting relevant project reports to the project manager. 
    Prepare sector’s operation plans/work plans & reviews
    Maintain a clear and transparent filing system. 
    Documentation and dissemination of lessons learned from monitoring data, grant closure reviews, evaluations and project studies.
    Undertake any other duties and responsibilities as assigned by the project manager. 

    Experience and technical competencies:

    DRC is seeking a dynamic and self-motivated individual to be a key member of BORESHA Project Management Unit (PMU) and contribute to ensure overall planning, implementing, and managing of the project, and assure progress towards achieving project goals and objectives. Based in Nairobi, with 20% travel to the field locations in Kenya, Somalia and Ethiopia, the Finance Coordinator supports in day to day routine financial duties, review of budget/budget modifications and is the lead finance focal point for the PMU, Project Steering Committee, Technical Working Group and also acts as Technical Focal Point to all field operations from the three consortium members across all locations.

    The position is based in Nairobi (Kenya) and opened to national applicants.      

    The role will have the following key responsibilities :

    Working with the Partnership and Sub-Award Coordinator, lead on assessing partner finance capacity and the development and delivery of finance capacity strengthening initiatives;
     Along with financial capacity strengthening initiatives provide technical assistance to Consortium and Implementing Partners as necessary to achieve and maintain high standards of compliance;

    Ensure completeness, accuracy and validity of information regarding the payment documents at the Regional Office level before payments are done, including salary and share cost allocation;

    Overall purpose of the role: 

    DRC is looking for a qualified individual with experience in Economic programming in Mandera, working under the Project Manager as Economic Recovery Officer responsible for various project activities within the Economic Recovery sector, with an understanding of market systems. The project aims to link with cross-border markets in Dollo-Ado region of Ethiopia and Gedo region of Somalia, and to specifically target women and youth (male and female). In addition, he/she will undertake other duties assigned by the Project Manager in a matrix management arrangement with the Head of Programmes and technical coordination with Project Coordinator- inclusive markets and project partners in the TIG’s to ensure the project expectations are met.     Duties & Responsibilities:

    Programme Management, Development, Monitoring and Evaluation
    Carry out participatory needs assessments and identify appropriate Economic Recovery interventions to increase incomes and long-term resilience for the local community. 
    Develop a good understanding of facilitation-based interventions in the market sector that support it, including demonstrating a good understanding of market opportunities for smallholder farmers, gender and youth.

    Develop relevant training manuals and practices for target beneficiaries and lead in facilitating training where necessary.

    Gather community feedbacks and feed into the monthly accountability template.

    Experience and technical competencies: 

    Must have a degree in Agribusiness Management, Agricultural Economics, Entrepreneurship, Business Administration, or other livelihoods related disciplines;
    Minimum 3 years’ experience in implementing livelihoods or income generating projects preferably with an NGO. Experience in Mandera County as well as cross border programming is strongly preferred.
    Have an understanding of MSD approach, Value chain growth and development, microenterprise / small business development including VSLA / Groups, DRR interventions and animal health initiatives.
    Skills or training in financial literacy as well as implementation of integrated programming approach is desirable
    Prior experience working with local governments and stakeholders in implementation of projects, including community mobilization skills.
    Ability to work independently and as part of a team; well organized, and able to prioritize multiple tasks
    Working knowledge of MS Office and other relevant computer applications
    Able to adapt to changing program priorities and emergency priorities that may arise.
