    Overall purpose of the role: 
    The post-holder will provide leadership and day to day management, technical support and oversight of an upcoming ECHO-funded protection consortium. DRC will be the lead agency of consortia including both international and local organizations, and the PM should have experience in coordinating multi-partner consortia and working with local organizations. The Program Manager will be responsible for coordinating the project across the consortium members and overseeing the day-to-day implementation of the DRC team to meet project goals. The PM will act as the main point of contact for the respective donors in consultation with the Head of Programmes (HoP) and directly supervise project staff in coordination with the DRC Area Manager including being responsible for managing the expectations of and relationships between all project partners, target population and stakeholders. The PM will preferably have experience in protection programming in refugee contexts.  
    Duties & Responsibilities:

    R1: Project Management, Development, Monitoring and Evaluation
    Ensure the project is implemented in ways responsive to the beneficiary communities, donor compliance procedures and vision/mission of each of the partner organizations. This includes working closely with consortium members, national/local government, relevant stakeholders and community structures to successfully implement and strengthen local capacity.
    Ensure that the project has appropriate monitoring, evaluation, accountability and learning systems established (including impact evaluation), and that the project reporting is delivered 
    Ensure project activities are delivered according to the agreed project proposal and implementation plan, and that all activities and deliverables are completed within the agreed timeframe and budget, reports are submitted as per the agreed schedule and formats are fulfilled as specified in signed agreements.
    Ensure work plans are regularly updated in collaboration with the project team, ensure project plans and project tracking tools are used by the project team, and monitor project activity implementation.
    Ensure community participatory planning and targeting in line with project design and needs, and following donor compliance procedures.
    Provide on-site support through frequent visits to all project sites.
    Engage with the various technical staff from DRC and partners to facilitate support to the team.
    Serves as the primary contact with respect to project implementation for the donor and strategic stakeholders.

    R2: Technical Expertise

    Provide technical assistance to implementing teams in areas of protection, working alongside project partners, Regional Office technical coordinators and DRC Kenya colleagues
    Provide oversight to MEAL teams, including supervision of the PMU MEAL Officer
    Lead on development of the protection monitoring deliverables

    R3: Training & Capacity development

    Identify training needs of team and explore options for meeting them.
    Provide continuous technical support and mentorship for all project staff and partners in the project in order to develop their professional and technical competencies.
    Ensure that minimum standards for project management and accountability are met.

    R4: Coordination & Partnership

    Coordinate the day-to-day implementation of the project and ensure effective integration among the consortium members, with special attention for the specific needs and expectations of the project objectives/aims.
    Ensure proper communication mechanisms are in place to guarantee effective and timely communication between project staff and the consortium members and management.   
    Participate in regular external stakeholder meetings, and maintain external relations with the relevant government agencies, and stakeholders across the project areas.
    Ensure there is a system for networking and communication with relevant local government line departments, DRS (Department of Refugee Services), UNHCR, relevant actors, and community representation in the project areas. 
    Promote collaboration and synergy between the consortium member project activities and similar projects, businesses and activities in the project areas. 
    Promote a positive profile of the project and good understanding among other actors and communities about the project.
    Develop and maintain strong working relationships with all stakeholders. 
    Represent the project at interagency coordination meetings as well as other key stakeholder forums related to the sector.

    R5: Budget Management

    The post holder will oversee the project budget responsible for budget monitoring, cash forecasting and BFU reviews while working closely with DRC and partners. Will oversee the project budget in order to maintain project expenditure within budget parameters, ensuring adherence to DRC financial procedures and donor requirements.
    Track budget spending and ensure timely reviews of financial transactions and budget utilization every month.
    Support team members to utilize financial planning tools, such as spending plans, procurement plans, and work-plans based on activities and budgets.
    Work closely with the respective Area Programme and the Country Office team in budget drafting and revision processes as per identified/prioritized needs of the project.

    R6: Staff Management

    Directly lead, manage and motivate the project staff and partners. Ensure that they have clear objectives and receive regular supervision and reviews. Develop a plan, and oversee management, of all project staff.
    Ensure appropriate participation of staff in project management, day to day implementation and decision making, and escalating issues as per the consortium governance structure. 
    Ensure project staff members attend and participate in weekly and monthly office management meetings as per schedule.
    Ensure timely recruitment and replacement if the need arises of highly competent project staffs.
    Monitor and provide objective feedback related to staff performance, including objective-setting, probation & performance evaluations to promote growth and development. 

    Experience and technical competencies: 

    At least 5+ years of experience working in multi-donor-funded and/or multi-stakeholder projects or programmes managing protection programs in refugee settings
    Experienced and excellent demonstratable understanding of project cycle management.
    Able to navigate between consortium members, their workstyles, and their agenda’s.
    Experienced working with and implementing projects aimed at addressing challenges faced by displacement affected entrepreneurs to maintain and grow their businesses.
    Experience in capacity-building staff, and in convening and facilitating trainings and workshops

    Key Responsibilities:
    R1. Project Management and Development:

    Provide technical guidance on insect farming

    Responsibilities:
    Data Management

    Overall purpose of the role: 
    The Peacebuilding Assistant will play key roles in implementing the Social Cohesion project in Kalobeyei/Kakuma. He/she will work directly with Refugee community in Kalobeyei Settlement/Kakuma and host community within the project area and local authorities to strengthen their capacity to improve safety at the community level. This includes, but is not limited to conducting assessments to cases of insecurity claims, facilitating community dialogues on conflict, provide training on conflict management and support the strengthening of community – formal security provider relationships.
    Responsibilities:

    Act as primary link between the assigned target communities and DRC;
    Coordinate with local authorities/community leaders during identification of project beneficiaries in target areas in accordance with DRC selection criteria and process;
    Support in mobilization of community leaders to UNHCR and agency meetings 
    Liaise with community leaders and local government authorities about the safety in the assigned target communities (i.e. community entry); 
    Conduct conflict assessment/analysis when required and provide sufficient recommendations.  
    Conduct assessments to individuals with safety and security related concerns. The assessments should be focused on identifying and mitigating the escalation of individual conflicts into the wider community.
    Facilitate dialogue and other activities aimed at reducing armed violence and including activities to strengthen local conflict management capacity and to promote better collaboration between local communities and formal security providers.
    Work closely with the SGBV and Child Protection departments in supporting mediation dialogues. 
    Facilitate routine review and coordination meetings for community leaders and peace committees
    Facilitate peace club sessions at the target schools within the project area.

    Demonstrate excellent collaboration with DRC staff and partners from other target areas irrespective of their tribal identity;
    Compile the required monitoring forms and reports using the prescribed HDP formats and submit reports to the Project Officer Weekly and on Monthly basis.

    Ensure that all tasks allocated by the Area Manager and Social Cohesion Project Officer or their delegates are executed promptly, efficiently and in accordance with DRC operational guidelines;

    Overall purpose of the role:

    Reporting to the Head of Programmes, the Shelter and Settlements Coordinator will provide strategic vision, guidance, and sectorial technical support to DRC Shelter staff and Area Managers ensuring that DRC provides high-quality Shelter and Settlement responses across intervention areas. The Shelter and Settlements Technical Coordinator will lead the design of shelter components of project proposals. This is Juba based position with regular travel between all locations with DRC presence and practical hands-on technical assistance to Shelter teams. 
    Shelter & Settlements is a core sector for DRC globally with the overall objective to deliver solutions and provide basic services in both emergency situations and protracted displacement. The Shelter & Settlements Coordinator will lead needs assessment activities, technical shelter surveys, land demarcation,  planning drainage systems, production of visual maps, etc. The role will be responsible for constantly improving programme quality and relevance, by coordinating with other Technical Coordinators and peers from other agencies, including close coordination with the Shelter/NFI Cluster. The Shelter and Settlements Coordinator will supervise Shelter and Settlements staff in Area Offices and Mobile Response teams to ensure timely, cost-efficient execution of project implementation.  The role will also be responsible for the mentoring, capacity building and training of all Shelter and Settlements staff.

    Technical Advice and Strategy

    Provide technical advice to programme managers and staff on implementation of Shelter & Settlements activities in accordance with international standards and best practice;
    Work with Shelter Managers & Team Leaders to ensure programme methodology, beneficiary selection criteria, monitoring tools, BoQs and designs are in place.
    Ensure that selection of sites for displaced populations are based on approved technical guidelines, considering relevant factors like land availability, conflict sensitivity, accessibility, security, water resources, and absorption capacity.
    Conduct technical feasibility studies (site assessments) to identify adequate sites in close coordination with all relevant stakeholders

    Staff capacity building

    Provide onsite mentoring and capacity building in each area office and with mobile response teams through regular and extended missions
    Identify needs and gaps in technical capacity of DRC staff and partners and prepare a training plan to address these;
    Ensure roll out of the agreed plan in all sites including preparation of materials and training reports and follow up to the trainings.
    Provide ad-hoc training to Shelter and Settlements staff based on requests and/or identified needs.
    Provide induction training for new staff on Shelter & Settlements portfolio in South Sudan.
    Support engagement of meaningful, long-term partnerships with national organisations on Shelter & NFI responses.

    External Relations

    Represent DRC at the Shelter/NFI cluster in Juba on a regular basis and establish strong links with all S-NFI actors and stakeholders;
    Stay up to date with donor strategies and practices within South Sudan and provide technical advice to the HoP in donor relations;
    Maintain close collaboration and good relations as required with donors and partners.

    Business Development

    Promotion of learning from relevant best practices internally and externally;
    Support review of donor reports for Shelter and Settlements components for submission.
    Ensure program standardization and sharing of experiences, lessons learned, and good practices across DRC-managed sites and with mobile response teams.
    Participate in gathering information and contribute to Shelter and Settlements proposal development, including working with teams to ensure accurate assessments, planning of suitable activities, and preparation of log frames.
    Put in place mechanisms to ensure and track quality of work for all construction and shelter activities.
    In close coordination with implementing partners and other concerned parties, create settlement plans and their implementation modalities, including planning for construction/rehabilitation of communal infrastructures (pathways, latrines, water points, etc.), considering the overall needs of target groups and their cultural preferences the concerns of the local communities.
    Support Shelter Managers & Team Leaders to strengthen communication with communities, identify beneficiary information needs and provide guidance in developing information and awareness-raising materials and activities with community participation
    Work closely with complaints and feedback mechanisms to ensure prompt follow-up of shelter and infrastructure related complaints
    Advise on matters related to the procurement of sector related materials or equipment, including the development of technical specifications for bid documents, technical evaluation of bids, review/inspection of the quality of products/works.
    Work with Camp Managers to ensure engagement with governance and leadership structures, and improve capacity and accountability of Camp Management Committees and other community groups on Shelter & Settlements interventions through trainings, workshops and regular coordination.
    Identify opportunities to increase scope and quality of DRC Shelter and Settlements programming in South Sudan

    Coordination

    Responsible for ensuring quality of project activities related to Shelter & Settlements components across the portfolio in DRC South Sudan
    Coordinate information collection and collation across different camps and camp like settings.
    Ensure that minimum standards of quality programming, including humanitarian principles, protection mainstreaming, and conflict-sensitivity, are adhered to across all DRC Shelter & Settlements activities in all locations.
    Improve communication and coordination between Shelter & Settlements staff based in different locations.
    Ensure integration of Shelter and Settlements activities with other DRC core sectors including Economic Recovery, Protection/SGBV, CCCM and Humanitarian Disarmament & Peacebuilding
    Provide technical guidance and advice to Shelter and Settlements Managers, Team Leaders and Staff in all relevant programme locations
    Technically support Shelter and Settlements colleagues, by reviewing technical documents (including drawings and bill of quantities), proposals, and reports to ensure that DRC is providing high quality Shelter & Settlements activities in accordance with international standards and best practice.

    Experience and technical competencies: (include years of experience)

    4 years’ experience working with an NGO in an emergency response setting is an advantage
    Excellent interpersonal skills, cross-cultural communication and ease working in multi-ethnic team, with a constructive and cooperative problem-solving approach
    Strong knowledge of site surveying and site identification (including topography, hydrology, land use, physical planning, environment impacts, engineering, etc.).
    Prior experience in settlement site planning including layout of shelter plots, roads, communal infrastructures and basic services.
    Prior experience in designing and implementing shelter strategies.
    Sound knowledge on use and application of design software including but not limited to ArcGIS, AutoCAD, Civil 3D
    Proven coordination skills and experience engaging with cluster system
    Previous shelter experience in South Sudan is a significant advantage

    Overall purpose of the role

    The Danish Refugee Council (DRC) is leading a consortium of partners in implementation of the EU-funded BORESHA NABAD programme implemented across Mandera, Kenya, Dollo Ado, Ethiopia and Gedo, Somalia. Building upon BORESHA I, II and III, BORESHA NABAD is centered on enhancing the effectiveness of conflict prevention and mitigation, disaster risk reduction and management, and resilience-building in cross-border communities. DRC is partnering with Rural Agency for Community Development (RACIDA), Voice for Peace for All in the Horn of Africa (VOPA) and Mandera Women for Peace and Development (WFPD) to deliver BORESHA NABAD.
    DRC is seeking a dynamic and self-motivated individual to drive the overall development and implementation of the BORESHA-NABAD project’s communication and visibility plan in line with DRC and- EU’s communications and visibility strategies. The ideal candidate will closely work with other DRC offices and consortium partner teams and will be required to provide support in accordance with the project’s needs and requirements, ensuring communication deliverables meet the standards and required guidelines.

    Key responsibilities

    Work on the development, implementation, and coordination of the project’s communication and visibility strategy as per DRC and EU communications and visibility guidelines.
    Regularly coordinate and host consortium communications meetings with the consortium partners’ focal points to stay informed about planned activities, upcoming events, and campaigns, and provide guidance and support as needed to coordinate and align the project’s communication and visibility approaches with the programme implementation and reporting.
    Create content for the BORESHA-NABAD website and social media handles and ensure timely updates of the project news and activities across these platforms while ensuring compliance with the donor and DRC guidelines.
    Track media coverage opportunities and undertake regular media monitoring (on social and traditional media) for references to project activities.
    Develop and edit photos, videos, web articles, tweets, social media posts, press releases, and monthly newsletters with project colleagues and manage an editorial calendar for the proposed thematic contents as necessary.
    Closely work with the programme and M&E teams to develop and edit programme monthly, quarterly, and annual reports to capture program results and impact, as appropriate.
    Work with the programme, M&E, and partnership coordinators to train field staff and local partners and develop easy-to-follow communication materials and templates.
    Provide technical support to the supply chain team in the procurement of communication materials and maintain an up to-date filing system for all communication materials, including photos and other contents.
    Help with programme and donor events, including developing communication and visibility materials for high level events in a short notice.

    Overall purpose of the role:

    Overall Purpose of the Role

    The IM Specialist will be responsible for the analysis of quantitative & qualitative protection data and the dissemination of information related of data collected by protection monitoring enumerators and partners.
    Under the supervision of the Project Manager, and in close collaboration with the wider DRC team across the country and region, the successful candidate will be responsible for conducting. data checks, cleaning, validation, storage, and analysis of protection data. Contributing to the better use of data, the role will lead on developing innovative data visualization and provide support on data collection and management trainings.
    The post holder will be part of a Project Management Unit comprising of the Project Manager and MEAL Officer. The IM Specialist will be a go-to person within the team for survey, data collection and data management questions.

    Key Responsibilities

    R1. Protection Monitoring: 

    Develop and maintain protection information monitoring systems including set up of data collection tools and databases. 
    Compile regular reports, develop necessary visualizations on project performance for use by both internal and external stakeholders. 
    Conduct regular analysis of data to assess project progress, identify trends and inform decision making.

    R2. MEAL Support:
