    Overall purpose of the role: 
    The Program Development and Quality Manager is responsible for the coordination and management of key program processes, particularly in proposal development, ensuring timely reporting to donors, ensuring communication tools and strategies are in place and providing leadership to PDQ team. The PDQ Manager contributes to increased quality by ensuring program coherence, adherence to program standards and appropriate learning from lessons learnt across the country program.

    Duties & Responsibilities:
    Program Quality

    Manage technical teams on protection, livelihoods, MEAL, Advocacy and others as needed. Provide guidance and oversee technical workplans and development of technical strategies and policies
    Ensure that the Technical teams and Managers provide input into reports and proactively communicate planned requirements of program design and implementation to the relevant area and country office functions.

    Business Development

    Work closely with the Head of Programme, Area Managers and Technical Managers/Coordinators to transform content and conceptual designs into competitive final proposals responsive to the donor guidelines.  
    Coordinate and provide oversight to all aspects of the proposal development process from the development of a writing guide, proposal calendar, through to delivery and timely submission of proposals. 
    Review proposals for consistency with the requirements of solicitations, requests or calls for proposals, predicting or preventing bottlenecks in the proposal development process and securing the necessary information to complete process.
    Ensure the proposal development process takes into consideration the mainstreaming of CHS, global cross cutting themes such as Age, Gender and Diversity, and lessons learnt from previous programming 
    Lead on identifying and engaging with relevant potential donors and developing business development strategies

    Advocacy, Representation and Relationship Building

    In conjunction with the HoP and CD, represent DRC externally with donors, peer agencies, and strategic partner organizations through building relationships and networking.
    Support the Area Managers and Country Director on advocacy initiatives at relevant county and national level. The role shall work with the Regional Advocacy Coordinator and Advocacy & Communications Coordinator to design, review and implement the DRC advocacy strategy. 
    Represent DRC in the humanitarian, community safety and durable solutions forums with the objective to strengthen DRC’s position.
    Develop an agenda and assemble talking points representing DRC’s perspectives in relevant forums with donors and support the CD/HoP with funding negotiations with donors

    Program Management and Support

    Support Area Managers in the expansion and integration DRC programs and lead in the design and development of area-level program strategies aligned to the country strategy. 
    Collaborate with the Area teams and technical leads to ensure field-based implementation processes and documentation are properly managed and compliant with DRC requirements and sector best practices.
    When necessary, support area teams and logistics and procurement units in developing comprehensive procurement plans. Upon receipt of project related goods and services, collaborate with the logistics and procurement teams in quality assurance.
    From time to time, support or facilitate tendering processes, procurement committee meetings and in the review of bid analyses.
    Ensure development of work plans and budgets for DRC projects. Ensure that appropriate management systems are followed and that the programs make progress towards objectives.
    Capacitate field teams to manage timely and quality completion of program deliverables and reports in accordance with donor guidelines.
    Support the development of project work plans and contribute to development of performance monitoring plans. 
    Provide support to project technical managers in the interpretation of donor guidelines in the implementation of project activities.

    Identify opportunities for innovative work promoting issues around program development and quality.
    Support the MEAL Coordinator in the dissemination of program findings and research outcomes to donors, local authorities and to other humanitarian and development partners.

    Experience and technical competencies: 

    Minimum 5 years of UN/INGO experience in proposal writing, including conceptualizing and technical writing under strict deadlines with demonstrated success. 
    Recognized leadership role in program development and Quality. 
    Ability to work rapidly with staff in the field directly, and remotely in writing and where necessary revising concepts, proposals and reports.
    Capacity to work in a multi-sector team, including coordinating technical input into proposals

    Economic Recovery Coordinator

    Overall purpose of the role:
    The holder of this position within the Supporting Displacement Affected Communities in Kenya with Entrepreneurship Development (SDACKED) project will manage a team of Economic Recovery Officer and Economic Recovery Assistants to effectively implement the financial inclusion project. The overall responsibility of the Economic Recovery Coordinator is to provide sound technical expertise to the financial inclusion project funded by Sweden and led by DRC in collaboration with KCB Bank, KCB Foundation and Chamasoft Ltd. The role will directly report to the Project Manager and support the day-to-day implementation of the economic recovery related activities in the project as well as contribute to the recruitment and management of the Economic Recovery Officer and Assistants. In addition, the position holder will undertake other duties as assigned by the Project Manager. He/she will be responsible for the overall design, implementation, monitoring and evaluation of DRC’s financial inclusion/enterprise development programme in the specified area. The Economic Recovery Coordinator will provide oversight, technical support, and leadership within the DRC Economic Recovery unit around activities related to financial inclusion.

    Responsibilities: 
    R1. Technical Expertise in Financial Inclusion:

    Provide technical guidance on financial inclusion activities, including technical design of connecting entrepreneurs to formal financial institutions.
    Provide technical guidance on the training and establishment of Community Savings & Loans Associations (CSLAs), their running and managing their growth.
    Liaise with formal financial institutions to support access to finance for hard-to-reach customers, building trust and setting up dialogue with target communities.

    Experience and technical competencies:

    At least five years’ experience working in banking, financial inclusion, access to finance programmes, sustainable and alternative livelihoods resilience, economic recovery and self-reliance programming.
    Good working knowledge of the Village Savings & Loans Association methodology, with excellent understanding of market systems development (MSD) approach and the Graduation model.   
    Must have substantial previous experience in implementing financial inclusion and MSD programmes with good understanding of access to finance.
    Excellent analytical and writing skills; cultural sensitivity and have respect for diversity. 
    Excellent interpersonal skills and demonstrated ability to establish effective working relations with local partners and other stakeholders.
    Experience and willingness to work in the field with proficient programme management skills.

    Key Responsibilities: 
    R1. Financial Management and Compliance:

    Support the review of the Financial Report and timely delivery of high-quality financial reports to donors and internal reports to colleagues in support of the Finance Manager.
    Collaborate with the Finance Manager on the monthly accounts and the BI transactions detailed Lists reconciliation to minimize the financial risk. 
    Monitor the intercompany account closely and proceed with all booking to projects attaching all supporting documentation from HQ Accountant and business controller.
    Assist the Finance Manager in reviewing adjusting transactions request i.e. re-bookings.
    Responsible for follow-up on major bugs in the system Dynamics for the country, especially the journals posted by the finance team before final approvals, monitoring of advances collected through the system and ensuring that they are liquidated adequately within the required timelines. 
    Ensure that the accounts codes, expense category and all transactions financial dimensions are accurately used to avoid mix-ups in reconciliation and master budget data. 
    Close attention and support for Month End Reconciliation (MER) accounts to ensure that they are monthly reconciled
    Participate in the Finance-Grants Meeting and follow up with the pending Compliance items to be completed
    Be the focal point person for the Master budget, meaning updating this in consultation with finance manager and HOSS, presenting this on a quarterly basis and ensuring it is constantly updated.
    Responsible and ensure on-time creation of project set-up in the DRC ERP System called Dynamics, budget forecast, and/or budget modification.
    Support in partners financial reports review and provide training to partners on budget preparation and financial reporting
    Support the Finance Manager and Area Manager with development of SOPs and localized policies as needed based on identified gaps in organizational policies or based on local requirements
    Responsible for regular quality check of payment requests/ financial documents prior to payment and providing colleagues with clear feedback / guidance on improvement of systems

    R2. Support to the Audit processes:

    Support the preparation and consolidation of the project and Statutory audit files and schedules on the Share drive.
    Coordinate the retrieval and sharing of supporting documents to auditors during audit exercise and ensure all required documentation for financial audits in cooperation with Coordination staff and HQ 
    Follow up on the implementation of the recommendations against the issues raised in the management letter for every audit.

    R3. Capacity-Building:

    To advise on and promote understanding and application of DRC policies, procedures, and principles as well as other donor compliance finance matters.
    Support the development and implementation of financial management capacity building of staff, both finance and non-finance professionals.  
    Advice staff and Management on the new emerging issues from the dynamic operating environment such as changes in International Accounting & Reporting standards, the Finance Bill/Act, PBO Act, among others, that may affect financial reporting
    Prepare presentations and staff sensitization meetings as a follow up to audit observations and recommendations

    About you

    To be successful in this role, we expect you to have at least 5 years’ experience as Finance Manager in an INGO setting. Moreover, we also expect the following:

    Required

    Bachelor’s degree in accounting and finance, master’s degree or above will be considered as an asset
    Expert level experience working is ERP 365 System is Mandatory.
    Advance skills in managing large and complex data analysis and Power BI;
    Excellent communication, interpersonal and influencing skills with a well-developed ability to motivate and persuade at high levels;
    Proven track of technical training skills and mentorship.
    Proficiency (written and spoken) in English;
    Experience of working in countries under East Africa and Great Lakes Region is Mandatory.
    Excellent Computer Skills (MS Office, Internet) and an advanced proficiency in Excel are required.

    Key Responsibilities
    Support

    Support the development and implementation of financial management capacity building of staff, both finance and non-finance professionals.  
    Provide technical support and advice to the country finance teams 

    Financial Management and Accounting

    Review all ledger transactions.
    Lead the month-end closure process.
    Review payroll. 
    In close cooperation with Managers in geographical area reinforce existing procedures and systems for financial management and control in compliance with guidelines of DRC’s Operations Handbook, internal guidelines and donor requirements 
    Support timely delivery of quality financial reports to donors and internal reports to colleagues and HQ  
    Ensure compliance with relevant country statutory and other financial obligations such as tax, levies and statutory returns 
    Monthly financial briefings to the relevant Managers. 
    Ensure thorough and effective budgetary control in the country’s programs   
    Liaise with relevant Managers on key financial issues for all programs in the country, including co-funding, financial reporting, key variances and any remedial action  
    Collecting cash forecasts from all departments and requesting funds promptly 
    Maintain a continuous overview of funding levels and pay particular attention to shared support costs, including staff salaries 
    Ensure all required documentation for financial audits in cooperation with Coordination staff and HQ 
    Ensure monthly meetings are held with project managers to discuss key variances, reasons for these, and any remedial action that is required  
    Prepare for local audits 
    Contribute to the development of proposals with regards to budgeting in cooperation with Managers”

    Overall purpose of the role:  
    The Field Grants Assistant will assume a crucial role in providing administrative, financial and compliance operational support to Deris Wanaag grantees in the relevant field location and actively contribute to project implementation alongside Area Leads. Additionally, they will assist the Area Leads in coordinating all project activities, including context monitoring, Monitoring & Evaluation, research, stakeholder engagement, policy support, and grantee oversight and support. This position requires strong financial and compliance management skills, organizational skills, attention to detail, and effective collaboration with both internal teams and external partners to ensure project success.
    Duties & Responsibilities:

    Support the Deris Wanaag (DW) Area Leads with the oversight on implementation of the various planned grant activities this includes close monitoring of workplans, activities as well as reporting (financial and narrative).
    Support grants team to ensure grantees have complete, accurate and eligible supporting documentation for monthly expenses incurred.
    Support grants team in carrying out periodic spot checks to review financial and procurement supporting documentation for the grantee
    Assist coordinate any field activities that requires logistical support at the various allocated areas.
    Review the submitted financial reports and related supporting documents by implementing partners and coordinate with the relevant finance teams on any financial management issues identified prior to submission.
    Support the implementing partners undertake proposed actions highlighted as part of the capacity building assessments, spot check recommendations and the due diligence reviews.
    Perform physical visits and documents verifications for implementing partners to support the completion of the due diligence and capacity assessment process.
    Perform budget reviews on proposals submitted by prospective implementing partners together with the Area Leads to ensure that the financial proposal aligns with the technical proposals.
    Support partners on using and reporting on ASI Metrics Led (Grants Management System).
    Act as a field focal point on issues related to DW procurement policies, ensuring DW procurements are appropriately planned, implemented, documented, disseminated and that required compliance monitoring processes are effective. This does not include making any payments.
    Work with the ALs and MEL officers to conduct field assessments on grants activities, collect data for purposes of monitoring indicators to be used for the results framework
    Act as a field focal point for cash payments to DW project beneficiaries and activity participants when directed by DW project management. This may include collecting relevant documentation to support payment and coordinating with DRC Finance staff.
    Serve as a point of contact for internal and external stakeholders, including local partners in the absence of the Area lead.
    Support the Area Lead in communication between project team members and local partners to ensure alignment on project objectives and deliverables

    Experience and technical competencies:
