    Overall purpose of the role:
    The holder of this position within the Supporting Displacement Affected Communities in Kenya with Entrepreneurship Development (SDACKED) project will manage a team of Economic Recovery Officer and Economic Recovery Assistants to effectively implement the financial inclusion project. The overall responsibility of the Economic Recovery Coordinator is to provide sound technical expertise to the financial inclusion project funded by Sweden and led by DRC in collaboration with KCB Bank, KCB Foundation and Chamasoft Ltd. The role will directly report to the Project Manager and support the day-to-day implementation of the economic recovery related activities in the project as well as contribute to the recruitment and management of the Economic Recovery Officer and Assistants. In addition, the position holder will undertake other duties as assigned by the Project Manager. He/she will be responsible for the overall design, implementation, monitoring and evaluation of DRC’s financial inclusion/enterprise development programme in the specified area. The Economic Recovery Coordinator will provide oversight, technical support, and leadership within the DRC Economic Recovery unit around activities related to financial inclusion.

    Responsibilities: 
    R1. Technical Expertise in Financial Inclusion:

    Provide technical guidance on financial inclusion activities, including technical design of connecting entrepreneurs to formal financial institutions.
    Provide technical guidance on the training and establishment of Community Savings & Loans Associations (CSLAs), their running and managing their growth.
    Liaise with formal financial institutions to support access to finance for hard-to-reach customers, building trust and setting up dialogue with target communities.
    Support small businesses to access finance and repay credit facilities; providing mentorship where necessary to support growth and repayment.
    Develop a pipeline of businesses in target areas that can access formal finance and support the connection of these businesses to financial institutions.
    Provide technical guidance around KYC (Know-Your-Customer) requirements for access to formal finance. 
    Lead the development of a Revolving Fund to support financial inclusion in Mandera.

    R2. Program Management, Development, Monitoring and Evaluation:

    In collaboration with the Project Manager, provide technical leadership related to project design, development, planning, implementation, reporting and overall project management of the financial inclusion portfolio. 
    Develop technically sound work plans consistent with programme goals and objectives in coordination with the Economic Recovery staff & the MEAL team.
    Develop high-quality concept notes, proposals, strategies, monitoring and evaluation plans and ensure their appropriate and timely implementation.
    Closely monitor the implementation of financial inclusion activities to timely identify any problems that may affect the achievement of intended outputs and results.
    Submit timely weekly, monthly, quarterly & annual reports to the Project Manager. 
    With support from field staff and the MEAL team, ensure robust monitoring & evaluation of all Economic Recovery activities.
    Ensure timely and quality procurement of sector items and services in liaison with the Supply Chain department.
    Ensure harmonious working of the team members with other consortium partners and stakeholders. 
    Lead in private sector partner engagement. 

    R3. Training & Capacity development:

    Organize and manage workshops, trainings and meetings that are hosted by the sector with relevant stakeholders.
    Provide ongoing technical support and mentorship to the Economic Recovery Officer and Assistants to develop professional and technical competencies.
    Support field teams to participate in and provide leadership within coordination working groups and other sectorial meetings.
    Provide technical feedback on narrative reports and ensuring that established project targets and objectives are met.

    R4. Coordination & Partnership:

    Ensure that DRC is effectively represented and fully participates in all the relevant thematic and inter-agency working groups, particularly in the areas of business/entrepreneurship and finance. 
    Promote a positive profile of DRC and the project by ensuring DRC’s role is well understood within and without the sector, and among other partners and communities.
    Develop and maintain strong working relationships with consortium partners and all other stakeholders. 
    Provide higher level guidance to the market systems with private sector engagement. 
    Provide guidance in mapping and engagement strategy.

    R5. Budget Management:

    Manage the Economic Recovery budget in Mandera in order to maintain sound project expenditure within the set parameters; ensuring adherence to DRC financial procedures and donor requirements.
    Support the Economic Recovery team members to utilize financial planning tools, such as spending, procurement, and work plans based on activities and budgets.
    Prepare spending plans, procurement plans, and work plans based on activities and budgets.

    R6. Staff Management:

    Timely support in the recruitment of competent Economic Recovery staff in case of vacancies and holding regular staff meetings for planning and feedback sharing;
    Monitoring and providing objective feedback related to staff performance, including objective setting, probation and performance evaluations to promote growth and professional development.
    Providing leadership and support to ensure proper staff well-being. 

    Experience and technical competencies:

    At least five years’ experience working in banking, financial inclusion, access to finance programmes, sustainable and alternative livelihoods resilience, economic recovery and self-reliance programming.
    Good working knowledge of the Village Savings & Loans Association methodology, with excellent understanding of market systems development (MSD) approach and the Graduation model.   
    Must have substantial previous experience in implementing financial inclusion and MSD programmes with good understanding of access to finance.
    Excellent analytical and writing skills; cultural sensitivity and have respect for diversity. 
    Excellent interpersonal skills and demonstrated ability to establish effective working relations with local partners and other stakeholders.
    Experience and willingness to work in the field with proficient programme management skills. 

    Education:

    Duties & Responsibilities:
    Program Quality

    Program Management and Support

    Regional Protection Coordinator

    Overall purpose of the role:

    A commitment to protection is at the core of DRC’s mission. The Regional Protection Coordinator is the organisation’s regional expert within the protection sector. In the East Africa and Great Lakes region (Kenya, Tanzania, Uganda, Ethiopia, Djibouti, Somalia, Burundi, South Sudan, Sudan, and DR Congo), protection concerns facing refugees, returnees, IDPs, as well as people in mixed migratory flows, are central to informing DRC’s programme and policy interventions. The purpose of the Regional Protection Coordinator is to strengthen protection in DRC’s programmes and response.

    The Regional Protection Coordinator is responsible to lead on the development of regional protection trends analysis, technically support Protection staff in country programmes, support in building technical capacity, lead in building the centrality of protection via contributing to programme and business development, and represent DRC to key regional partners, stakeholders and forums. The position will also support DRC’s wider work in the EAGL region through co-leadership of the Regional Protection Working Group for East Africa, and collaboration with the Regional Durable Solutions platforms for East Africa and for the Great Lakes, and the Mixed Migration Centre (East and Southern Africa), which is grounded in protection of persons and communities affected by displacement and migration trends.

    The most direct counterparts for the RPC in her/his daily work will be country-level Heads of Programme, and protection coordinators and managers. The RPC will have an advisory and technical supervisory role vis-à-vis the in-country protection lead/coordinator/specialist. The RPC will report to the Regional Head of Programme EAGL and have a technical compliance reporting line to Head of DRC’s Global Protection Unit (GPU) in HQ.

    Responsibilities :

    The Regional Protection Coordinator for EAGL will

    Develop, in consultation with Regional Advocacy, CO Heads of Programme, ReDSS and MMC a regional protection strategy and across the EAGL region, in line with the global protection strategy & priorities. Provide technical support for Country Offices to develop their own protection strategies, based on protection analysis, and roll-out protection sector reviews for the countries.
    Seek out opportunities (research, cross-border projects) in collaboration with ReDSS, MMC, Regional Advocacy and other relevant stakeholders in the region to further explore aspects of DS in the EAGL context.
    Work closely with the technical experts for Economic Recovery, Climate Adaptation, and Alternative Financing to develop new, integrated programmes to mitigate climate change, enhance economic empowerment, and build a sustainable protection portfolio.
    Develop a regular EAGL regional protection trends analysis for the region to help inform programming, policy, advocacy and preparedness.
    Provide technical support to country programmes to ensure quality protection monitoring, analysis, strategies, and responses are in adherence with global standards and principles (DRC Protection Minimum Operational Procedures – P-MOPs).
    Lead the development and/or roll out of global and regional DRC protection standards and guidance; development of strategic protection documents, Standard Operating Procedures, and capacity-building tools at the regional level. To this end, provide technical support to country offices, particularly in the following programmatic areas:
    legal aid, protection information management (PIM) including protection monitoring, case management, psycho-social support, gender-based violence, and community-based protection
    Provide technical review and/or support the development of proposals at CO-levels to ensure the centrality of protection, harmonization of protection standards, and that protection principles are integrated across all technical sectors, specifically, DRC’s humanitarian disarmament and peacebuilding and economic recovery sectors.

    About the job

    Based in Nairobi with travel to field locations, the Head of Programme has the overall technical and management responsibility for DRC’s programmatic work, including in protection, peacebuilding, resilience, economic recovery and promotion of durable solutions for displacement affected populations in Kenya, on the basis of humanitarian principles and human rights. Key focus area of work is to lead and manage the strategic development and implementation of the Kenya DRC programme.

    Strategic Programme Development

    Technical design and Strategy:

    Technical support: provide technical advice and support to the DRC Kenya team on assessment, design, set-up, implementation, monitoring, learning and reporting of high quality, needs-based, contextually appropriate market-based Economic Recovery programming on behalf of IDPs or refugees, and their host communities. 
     Lead the country team and DRC Kenya’s local partners in the planning and design of Market Systems Approaches (including in support to basic needs, in close collaboration with the Emergency Coordinator) including via facilitating livelihoods and economic recovery design processes based upon relevant assessments and stakeholder consultations.
    Collaborate closely with other technical leads within DRC Kenya as well as counterparts across the EAGL region (notably Humanitarian Disarmament and Peacebuilding, Protection, Climate Change / Environment, etc.) to explore options and maximise opportunities for integrated programming.
    Contribute to the further strategic and programmatic development of DRC’s Economic Recovery portfolio in DRC Kenya, across DRC’s Response Framework and its three programmatic platforms (Responding to Emergency; Solutions to Displacement; Addressing Root Causes). This includes further defining DRC Kenya’s strategic niche in building the self-reliance of conflict- and displacement-affected populations in ASAL counties and urban areas through advanced and integrated livelihoods and financial inclusion interventions.

    R2. Capacity Strengthening of DRC staff and local partners:

    Identify technical and/or programmatic gaps and provide training, mentoring and capacity building as required, and specifically for DRC Kenya partners on the front line of programme delivery.
    In particular, build capacity of Economic Recovery partners and relevant DRC staff on the use of MSA to design advanced and modern marked-based program models for livelihoods, financial inclusion and food security interventions.

        Specific areas of focus (no need for expertise in all these domains):

    Market assessments: support uptake/better use of targeted market assessment and analysis, including labour market assessments, in support of market systems programming across DRC’s Response Framework.
    Financial inclusion: expansion of access to savings, loans and insurance beyond VSLAs to include banks, insurance companies and other FSPs who can spread and deepen financial inclusion beyond the scope of donor funded interventions.
    Agro-pastoral livelihoods: improvement and diversification of agro-pastoral livelihoods in the context of adaptation to climate change and the need to build long term resilience. 
     Livestock value chain development: support to pastoralists to improve long term productivity and income from livestock through adaptation and switching to alternative livestock value chains.
    Business development and SME start up / expansion: growth of grassroot businesses through access to financial services and linkages to private sector companies and investors.
    Youth and women’s economic empowerment: supporting youth and women to acquire new skills and opportunities to generate independent income, particularly in displacement contexts and with an urban focus.
    MSA preparedness: support staff and partner capacity in market systems programming. 

    Monitoring, Evaluation and Learning:

    Design and monitor economic recovery and livelihoods interventions for DRC Kenya, particularly including indicators for MSD and ways of measuring and tracking system level changes in markets and value chains that are relevant for DRC’s target communities.
    Technical monitoring of DRC and partner project implementation and hands on guidance about how to adapt their programming to the changing context and emerging risks and opportunities.
    Ensure learning is captured and disseminated effectively across DRC and partner teams, both successes and failures and feedback from beneficiaries and other key stakeholders
    Quality assurance & compliance: follow up and report on the implementation of project level M&E commitments as well as compliance with DRC’s minimum standards for Economic Recovery programming.

    Partnership development and oversight:

    ToR development, selection and line management of technical consultancies and service providers for delivery of livelihoods and financial access project components for DRC Kenya, in compliance with DRC Kenya and donor regulations.
    Exploration and development of new partnerships with local NGOs, private sector service providers and research organizations that can add value to DRC’s portfolio of existing and planned programmes in the inclusive markets sector.

    Other:

    Risk management: support organizational risk management related to MSA and for core Economic Recovery activities.

    Experience and technical competencies:

    Minimum of 5 years international or regional field experience with well recognized humanitarian and/or development organizations, and demonstrable experience working on Economic Recovery programming in contexts of forced displacement.
    Experience and demonstrated expertise in market systems programming in fragile contexts.
    Strong knowledge of livelihoods programming (including urban livelihoods, SME start-up and scale-up, and modern agriculture/livestock-based livelihoods)
    Relevant practitioner knowledge of and experience with financial inclusion and at least three of the other specific areas of focus listed above. 
    Experience of working in Kenya and the wider Horn of Africa, and strong knowledge of livelihoods zones across the region. 
    Familiarity with DRC’s other core sector of intervention, in particular Protection and Humanitarian Disarmament and Peacebuilding (HDP) will be a plus.  
    Experience delivering targeted and high-quality technical training and capacity building, including in remote management settings.

    Based in Nairobi with travel to field locations, the Head of Programme has the overall technical and management responsibility for DRC’s programmatic work, including in protection, peacebuilding, resilience, economic recovery and promotion of durable solutions for displacement affected populations in Kenya, on the basis of humanitarian principles and human rights. Key focus area of work is to lead and manage the strategic development and implementation of the Kenya DRC programme.

    S/he will ensure timely delivery of planned results, within budget, oversee adherence to applicable policies, guide and manage the capacity building of DRC project staff, spearhead fundraising and business development, safeguard staff and assets, advance and coordinate DRC’s work in Kenya with internal and external stakeholders, including current and potential donors, contribute to planning, coordination and learning within DRC Kenya and the organisation as a whole. As part of the DRC Senior Management Team, the Head of Programme may have responsibilities as part of the regional initiatives in East Africa and Great Lakes region such as development or review of durable solutions strategies.

    Your main duties and responsibilities will be:

    Strategic Programme Development

    In co-ordination with the protection, economic recovery, HDPB and other technical staff, lead the strategic development of DRC’s work in Kenya.
    Support the Country Director in drafting, promoting, and rolling out of all DRC-relevant strategic programme and planning documents in broad consultation with all relevant staff. These documents include the Strategic Programme Document, Results Contract, as well as strategies for all programming sectors.
    Ensure proper understanding of DRC programmatic approaches and strategies by relevant actors (i.e. staff members, partners, partner NGOs, government counterparts, and donors).
    Ensure high quality technical programme design, implementation and MEAL across all DRC Kenya operations
