    PURPOSETo coordinate and provide technical oversight in implementation of Community Flood Resilience Project (CFRP) in Kakuma. The Project Coordinator will directly report to the DRC Area Manager in Kakuma and regularly provide updates to the Team Steering Unit (TSU).
    KEY RESPONSIBILITIES
    Coordination of the COFREP Consortium comprising of two INGOs and one LNGO;
    Spearhead and oversee the implementation of the Community Flood Resilience Project (CFRP) in Kakuma
    Supervise and provide management, leadership and technical support to the CFRP partners in Kakuma
    Represent CFRP in Kakuma and liaise with national and county government authorities as well as international and national NGOs in Kakuma
    Ensure CFRP visibility in Kakuma through sharing of information on CFRP work with stakeholders, attend and participate in community meetings as needed

    Prepare, monitor and review CFRP partner action plans
    Build a united and cohesive team and facilitate staff development through identification of gaps in staff performance and identification of opportunities for staff development
    Ensure, in consultation with finance and logistics assistants – that all local expenditure is accounted for and proper records are kept of all cash movements as per DRC finance and procurement procedures

    PERSONAL SPECIFICATIONSEssential:
    Relevant Advanced or Bachelor degree level qualification e.g. Agriculture, Environment and Community Resilience, Agricultural Engineering, or other fields related Sustainable Livelihoods and Resilience;
    At least 5 years of work experience in at management level with extensive knowledge and experience in the areas of Drought, Flood and Livelihoods Resilience programming;

    Purpose
    Deputize the Regional Finance Manager and provide overall support on all financial matters within the countries in the region in close cooperation with the Regional Finance Manager. Controlling of Financial reporting, conducting country monitoring visits, ensuring adherence to HQ and RO Financial management guidelines and implement training on Financial matters for all relevant staff in the region.
    ​Initiate development of a constant improvement of financial and administrative systems, procedures, guidelines etc which can lead to more efficient financial management in line with DRC guidelines.
    ​Key Responsibilities:
    The key activities of the Regional Finance Controller will include:
    ​Financial reporting

    PURPOSEThe purpose of the consultancy is to assess the extent to which the objectives of the ‘Strengthening Protection and Self-Reliance Mechanisms for Refugees in Kenya’ project were met. The findings are expected to highlight lessons, best practices and recommendations that can inform ongoing and future programming by DRC in Kenya and similar contexts.
    The specific objectives of the evaluation are to 1) assess relevance, efficiency, effectiveness, impact and sustainability of the project, and 2) generate lessons learned to inform sustainable closure of the projects and the next phase of project design and implementation.
    The evaluation should respond to the following key questions:Relevance/appropriateness:
    To what extent did the interventions implemented meet the expectations of the people concerned (men, women, youth and adolescents)?
    Efficiency:
    Was the response timely and cost effective? Did the implementation process take into account value for money considerations? What specific components / strategies demonstrate value for money?
    Effectiveness:
    Did the project achieve what it set out to achieve (output/outcome indicator targets set in logframe)?
    To what extent did the response reduce future vulnerabilities of target groups through specific protection and livelihoods interventions?
    Impact:
    What were the intended and unintended, positive and negative, lasting and transitory outcomes of the interventions?
    What are key contributing factors affecting the achievement or non-achievement of the intended outcomes?

    Which aspects/components of the interventions implemented have potential for impact and sustainability beyond the project period?

    What aspects of the GBV prevention/response interventions contribute to changes in knowledge, attitudes and practices that mitigate rights violations for women/girls and other vulnerable groups in the community? To what extent are community volunteers / groups able to influence changes in attitudes about GBV?
    How has the mentorship programme impacted on at-risk/vulnerable girls in Kakuma? Is it still relevant? If yes, what components can be retained or reviewed for more impact? What other approaches could be used to support at-risk girls and sustain their participation in productive activities?
    To what extent does talent development support contribute to sustainable income generating opportunities for youth in the project locations?
    For livelihood training beneficiaries (scholarship/apprenticeship), what factors facilitate their access to employment / self-employment (and thereby income generation) on completion of training?
    What aspects of the value chain support worked well, and could be potentially scaled up for more impact?
    KEY RESPONSIBILITIESScope of consultancyThe Consultant/Consultancy firm will undertake the evaluation in Kakuma, Nairobi and Dadaab where the activities were implemented. The evaluation will primarily target direct beneficiaries of the project in both locations, but will include sampling of the 2015/2016 PRM project beneficiaries to provide indication of sustainability of DRC interventions.
    Key Tasks The scope of work for this evaluation includes the following:
    Develop an inception report detailing the process, methodologies and tools to be employed to achieve the objective of this consultancy as stated above. It should include a detailed work plan for this exercise, and present the same to DRC for review and further inputs. Inception report to be presented within 5 days of signing the contract
    Undertake a desk review of the relevant project documents that include the Proposal, Results/Logical Frameworks, Implementation Plans, Project Implementation Reports, and any other relevant documents
    Carry out data collection (using mobile platforms where appropriate), entry and analysis and write up end term evaluation report. The format of the report shall include the following:
    Executive Summary (max 2 pages)
    Preliminary pages – Acknowledgment, Acronyms and Table of contents
    Main text, to include:
    Background Information: Brief on the project and context;
    Evaluation purpose and objectives; study limitations
    Methodology: Design, Sampling technique and Sample size
    Findings: Analysis based on objectives and interpretation. Where possibleinclude photos that support findings e.g. illustrating livelihoods outcomes
    Key accomplishments and summary of project assessment
    Lessons learned and opportunities for improvement
    Recommendations
    Appendices: tools, ToR, list of respondents, bibliography, etc.
    Present the draft report to DRC team for review before producing a final document. The report will be deemed finalized when the Country Director signs it off.
    Hold debrief meeting with key stakeholders to reflect on findings (including lessons learned) and recommendations.
    Develop an evaluation lessons learned brief based on a template to be provided by DRC (as per DRC Evaluation Policy, this document will be shared with the Country Director, Regional MEL Advisor and HQ MEL department).
    Submit a Final End Term Evaluation Report to DRC (soft copy in 2 CDs and 4 bound hard copies). The consultant is requested to use participatory approaches to collect information from staff, beneficiaries and other key informants. The information must be qualitative and quantitative.
    The evaluators should take all reasonable steps to ensure that the evaluation is designed and conducted to respect and protect the rights and welfare of the people and communities involved and to ensure that the evaluation is technically accurate and reliable, is conducted in a transparent and impartial manner, and contributes to organizational learning and accountability. Any photos and or stories documented should have informed consent of beneficiaries.

    Purpose
    The needs for strengthened internal and external communication and information sharing as well as dedicated advocacy capacity have become increasingly imminent with the rapid growth of DRCs organizational activities throughout the region. The production of official publications, press releases, and other information material are among ongoing tasks and more initiatives are expected to be launched. The Regional communications and advocacy Coordinator will be involved in work related to policy influence, research, capacity building, developing campaigns and working with other agencies in joint advocacy and campaign initiatives related to forced displacement, as well as dissemination of publications and other practical tasks.
    Key Responsibilities:
    Document the work of DRC. The Regional communications and advocacy (RCA) Coordinator will document the work of DRC and DDG by updating website descriptions for the Regional and Country offices, researching and drafting of articles and fact sheets for various DRC and DDG publications and platforms, and developing human interest stories for use on DRC and DDG communications platforms.
    Produce various publications and advocacy briefs/material. The Communications and advocacy Coordinator will produce publications such as brochures, fact sheets banners, merchandise, media ads and other visibility products.
    Function as the regional communications and advocacy focal point. The Communications and advocacy Coordinator will be the focal point in the region, ensuring productive and efficient two-way communication with the global Press and Communications Department in Copenhagen, Denmark and relevant staff in each Country Office throughout the region. This entails keeping up-to-date on all DRC and DDG programs in the East Africa and Yemen region in order to identify milestones, and gather success stories and photographs. Furthermore, the RCA Coordinator will work closely with the SMT and CDs to ensure that senior staff and management are adequately prepared for high level meetings, campaign etc.
    Quality assure products. The RCA Coordinator will quality assure products according to DRC’s brand manual in terms of layout, design and writing of various publications and visibility materials from the country offices, such as reports, educational material, banners, etc.
    Field Visits. The RCA will conduct field visits to collect both written and visual documentation of DRC’s and DDG’s work in the form of photography, videos, and slideshows as well as facilitate visits from journalists with the relevant field offices when necessary.
    Assist in the planning and implementation of the regional advocacy strategies. The RCA will assist in the planning and implementation of country and regional advocacy and communication strategies.
    Representation in meetings. The RCA will represent DRC and DDG in various communication and advocacy related meetings, working groups and consortiums to ensure DRC and DDG key messaging and position is incorporated into joint advocacy initiatives or messaging.

    PURPOSEThe Admin and Finance Assistant (A&FA) supports the Project Coordinator in implementing the CIBS programme in Wajir, in relation to all financial aspects of the project. The A&FA will ensure efficient and effective financial/administrative operation of DDG’s Wajir office and the project activities. She/he will ensure compliance with DDG’s Operations Handbook alongside donor policies, procedures, guidelines and rules. She/he will seek and receive policy guidance/ instructions and support from the Head of Admin and Finance and the Regional Finance Officer.
    ROLES AND RESPONSIBILITIESFinance Roles
    Maintain financial files (physical and soft copies) and records according to DRC Operations handbook;
    Assist with preparation of budgets;
    Implement financial policies and procedures;
    Establish the cash requirements, and maintain adequate cash levels and related cash controls, safe custody of safe keys;
    Ensure weekly cash counts and reconciliations by DDG Operational office are regularly conducted and reviewed;
    Ensure month end cash counts are properly supervised and submitted to DDG office in Nairobi;

    Assist with the monthly, quarterly and annual DDG and donor reports preparation;
    Supporting Grants Officers/managers and Project Managers to adequately prepare for both internal and external audits;
    Ensure copies of project files and related documents are submitted to the DDG Country office, Nairobi for back up storage in both hard and soft copies.
    Keep copies of all documents submitted to DDG’s Country office in Nairobi in file for reference;
    Scanning of vouchers and supporting documents and sees that proper filing is done in accordance with donor requirements and / or DDG Operational Handbook;
    Inform the Regional Grants Officer and the CSPM of all financial issues which can affect the execution of the project;
    Ensure the safeguarding of all available funds;
    Prepare Payment Vouchers and review Order Requests in accordance with the approved authority Matrix and running budgets;
    Reconcile the accounts payables;
    Accurately prepare the necessary documents, compile source documents and daily postings of all the paid transactions in the cash books;
    Reconcile the accounts receivables/advances and Issue receipts for all the funds received;
    Prepare and submit staff details including Timesheets to Human Resources Officer for verification and computations;
    Manage asset transfer in the field;
    Asset tagging and update of the inventory list. Administrative Tasks

    Project Officer Job Responsibilities
    Administrative Support: RMMS is part of DRC with rule and procedures pertaining to procurement, logistics, recruitment and administration of grants etc. The Project Officer will be the primary person in the RMMS Nairobi team responsible for handling all aspects relating to the smooth running of administrative issues both in relation to DRC regional office as well as external parties.

    Writing and analysis: To enhance the content of the website through regular updating of the Country Profiles and other elements and needed such as the keeping of minutes at meetings and the reportage at workshops as and when needed. Assistance with researching and writing other reports, studies and features as defined by the RMMS team and in particular the RMMS coordinator and senior project officer.
    Advocacy: Assist with advocacy, promotion of regional dialogue, networking and coordination by assisting the RMMS to facilitate and coordinate consultation/technical working workshops and conferences/meetings, and to assist in the identification of areas for research or tools development;
    Qualifications for the Project Officer Job
    University degree.
    A minimum of 3-5 years of experience in similar positions involving administrative functions, information management, research, and social media / communications;
    An active knowledge of the region and the socio-economic and political dynamics affecting it;
    Some human rights/protection knowledge and international refugee law and/or proven interest and/or track record in the humanitarian agenda;
    Having some understanding and interest in the regional mixed migration dynamic in the Horn of Africa and Yemen;

    BackgroundRMMS research and analysis products are used by policy-makers and those working with governments and mandated agencies, and RMMS staff are frequently invited to speak and present at high level meetings, conferences and workshops where policy is discussed and considered. However RMMS East Africa and Yemen (EAY) has yet to develop a targeted policy advocacy strategy that actively links the research and analysis to the policy discussions, and there is most likely a missed opportunity if DRC/RMMS does not attempt to engage more thoroughly or more deliberately with policy development.
    There is a need to take the data collection, research and analysis by RMMS to the policy-making and policy dialogue level to support various processes that encompass policy development as well as operationalization of responses to mixed migration phenomena. In particular, in the East Africa and Yemen region new opportunities exist to:
    Contribute to the regional policy development in the Horn of Africa (e.g. Khartoum Process, IGAD RCPs, African Union, etc.)
    Based on knowledge from the region, contribute to multilateral dialogues (i.e. the Global Compacts on Migration and Refugees, Valletta Process, EU Trust Fund initiatives etc.) by providing policy relevant analysis and recommendations on mixed migration in the Horn of Africa
    An external evaluation commissioned by the Swiss government in 2015/16 provided a strong justification for increased engagement by RMMS in regional policy processes, highlighting the need “to further the support to actors in the sector by heightening the research focus on best-practices, solutions, country specific break-down of data and issue/topic specific research [..] helping actors translate the research into interventions and can increase the impact of RMMS” and suggesting RMMS “should develop a clear advocacy strategy. The strategy should focus on how to influence regional actors such as the African Union and IGAD, as well as global actors such as UN agencies and EU. With RMMS regional position they are well-positioned to influence such actors, while conducting national level advocacy would require more presence in the various countries”.
    Against this background, RMMS aims to recruit a Policy Advisor and Analyst to strengthen RMMS’s engagement in regional policy development.
    Objectives and key responsibilitiesOverall objectives:
    To bridge the gap between research and analysis and evidence based policy development in the East Africa and Yemen region.
    To provide policy relevant analysis and recommendations on mixed migration in the East Africa and Yemen region.
    To influence regional policy processes and improve migration policies in the region.
    Key responsibilities/tasks of the Policy Advisor and Analyst
    Map relevant mixed migration actors and identification of specific process, fora, institutions and partners to engage with
    Identify specific assets, areas of expertise and added value RMMS can offer the policy environment
    Lead on policy-focused research on mixed migration, through the publication of two policy briefing papers
    Develop strong linkages between RMMS data collection, research & analysis and policy development and operational responses
    Develop a policy development strategy for the RMMS EAY to increase its capacity to influence regional and global policy dialogues
    Develop a work plan for the implementation of policy development strategy (including activities, targeted actors, institutional set-up and objectives)
    Develop and maintain excellent relations with regional and national stakeholders (e.g. IGAD, AU, national counterparts, etc.) and relevant international actors in the region (UN agencies, donors/embassies, EU, NGOs) and establish new partnerships where relevant
    Engage and represent RMMS in regional fora such as the Khartoum Process, the IGAD Regional Consultation Process, Regional Committee on Mixed Migration, etc.
    Organise events that contribute to mixed migration policy development in the region (e.g. roundtables, debates, seminars, research launches, etc.)
    Contribute to regular RMMS products, such as feature articles on the website, monthly summaries and maps, quarterly and annual trend analysis, etc.
    Work closely with the RMMS team in Nairobi, relevant DRC staff in the region and the Policy and Research Coordinator of the Global Mixed Migration Secretariat in Geneva
    Ensure a regular exchange of information with interested donors in particular with regards to policy relevant RMMS activities.
    Manage any external consultants working on special (research) projects
    In close cooperation with the RMMS Coordinator (and under the overall responsibility of the Coordinator), bring in new donors to develop a sustainable engagement of RMMS in regional policy development
    Reporting Arrangements• The Policy Advisor and Analyst will be supervised by the RMMS Coordinator. The Policy Advisor and Analyst may have to manage and supervise short-term consultants.

    About you

    To be successful in this role, we expect you to have at least Minimum three (3) year experience as Regional Finance manager or equivalent role in INGO setting. Moreover, we also expect the following:

    Required

    Bachelor’s degree in accounting and finance is must, master’s degree or above will be considered as an asset
    Expert level experience working is ERP 365 System is Mandatory.
    Knowledge of Kenyan Financial laws and statutory audits is Mandatory.
    Advance skills in managing large and complex data analysis and Power BI;
    Excellent communication, interpersonal and influencing skills with a well-developed ability to motivate and persuade at high levels;
    Proven track of technical training skills and mentorship.
    Proficiency (written and spoken) in English;
