    Overall purpose of the role
    Under the supervision of the Regional Finance Manager (RFM), the Finance Specialist supports in implementing regional financial strategies to ensure smooth and orderly preparation of plan, budgets accounting, audits and financial reporting.This role has a country focus and is responsible for providing specialized knowledge and operational know-how on financial matters.
    Key responsibilities
    Accounting / Finance

    Minimize financial risks by ensuring that DRC financial policies and procedures as set in Operations Handbook and any other CO/RO/HQ instructions are strictly adhered to through predefined effective internal control system.
    Check on the completeness, accuracy, and validity of information in financial documents
    Serve as the focal point for project specific external audits and follow up in coordination with the Finance Manager.
    Ensure all required documentation for financial audits in cooperation with coordination staff and HQ.
    Support in the implementation of recommendations raised through internal & external audits, compliance audits etc
    Ensure compliance with relevant country statutory and other financial obligations such as tax, levies and statutory returns.
    Review Monthly Resource Scheduling, monthly payrolls and allocations
    Coordinate with the Regional finance team to ensure adequate liquidity request and prompt submission of funding requests
    Ensure on-time creation of project set-up in the DRC ERP System called Dynamics, budget forecast, and/or budget modification.
    Ensure all required documentation for financial audits in cooperation with Coordination staff and HQ is available.
    Review and monitor completion of month end tasks. Follow up and monitor monthly reconciliation overviews of balance sheet items.
    Responsible for regular quality check of payment requests/ financial documents prior to payment and providing colleagues with clear feedback / guidance on improvement of systems.
    Monitor use of internal controls and provide guidance to strengthen them, validate and review compliance self-checks and follow up on action plans.

    Budgeting and Reporting

    Contribute to the development of proposals budgets in cooperation with Program managers
    Support timely delivery of quality financial reports to donors and internal reports to colleagues and HQ.
    Ensure thorough and effective budgetary control in the regional programs including MMC and ReDDS
    Ensure financial briefings to relevant project manager including budget follow ups, variances in spending and budget monitoring status.
     Liaise with relevant managers on key financial issues for all programs in the RO operations, including co-funding, financial reporting, key variances, and any remedial action.
    Support development of annual budgets for the Regional and Country offices
    Participate in Monthly BFU/TDL reviews & monitor actual spending and advice Program teams
    Support timely delivery of quality financial reports to donors and internal reports to area and Country.
    Preparation of Interim/final donor reports for regional projects including MMC and ReDDS
    Maintain a continuous overview of regional funding levels to ensure appropriate coverage

    Capacity Development

    Work closely with the Implementing Partners and program platforms to improve and maintain financial management policies, systems, structures, and procedures in line with requirement of DRC and donor.
    Proactively identify and act upon capacity building needs of non-finance staff providing training and other capacity-building where necessary to ensure that non-finance staff capacity is continuously developing.
    Conduct training for Budget Holders, guiding them through Budgeting, donor compliance and compliance to DRC handbook.

    Qualifications and Experience
    Essential:

    University degree in Finance/Accounting/Commerce/Business Administration
    At least three year’s work experience in field of financial management/accounting/book keeping in an NGO or the commercial sector.
    Proven experience in managing large budgets
    Proven experience in working with national partners, local/government authorities
    Hands-on experience/skills in MS Excel (experience in working with formulas).
    Working experience in preparation of Donor reporting for Danida/SIDA/USAID/EU/UN guidelines will be an advantage.

    Desirable:

    Ability to prepare basic training modules on accounting management and conduct on the job trainings.
    Ability to prepare donor budgets will be an advantage.

    Your main duties and responsibilities will be:

    Conduct the Safety Risk Assessments (SRAs) for Nairobi area and support the implementation of mitigation measures for static field sites and roving teams.
    Responsible for providing safety advisory to DRC regional office in Nairobi and GSL staff.
    Responding to safety concerns raised by international and regional National staff based in Nairobi, Kenya.
    Responsible for all international staff movements in Kenya and those visiting from DRC operations outside Kenya.
    Approve All Travel Clearances into Kenya from other Countries and advise accordingly on the Kenya safety situation.
    Manage the Safety Level System (SLS) for Nairobi area, and ensure they strive to improve compliance with Minimum Operating Safety Standards (MOSS).
    Lead the development and production of contextualized risk management measures, protocols and procedures in close collaboration with the Kenya safety team.
    Facilitate programme access and continuity in Kenya through the provision of timely, quality and informed information and advice.
    Manage safety related information and provide regular analysis and reporting through situation reports and advisories.
    Maintain relevant safety documentation, data and records (training register, incident tracking, maps, etc.)
    Produce daily, weekly and monthly safety digests (including daily updates, weekly summaries and monthly trend analysis).
    Develop and facilitate/deliver safety-related training to DRC international and national staff at the regional office.

    About You
    To be successful in this role we expect the following:

    A Master’s degree in a relevant discipline such as conflict studies, developmental and/or political sciences etc.
    Minimum 5 years as Safety and Security Manager/Adviser for an NGO in a high risk/conflict zone (or equivalent role).
    Proven experience in context/security analysis and advising humanitarian personnel.
    Experience of developing and updating SOPs, contingency plans and other risk assessment and management documents.
    Proven in-country experience liaising with UN missions or agencies.
    Proven experience in crisis management.

    Overall purpose of the role
    The Regional Supply Chain Officer’s support all activities pertaining to the supply chain function including planning, sourcing, transport, shipping, customs clearance, warehousing, asset and fleet management in the Regional and support EAGL region country offices (COs), according to DRC’s internal and donor procedures, as per the Operations Handbook prescribed Quality Standards.
    The position holder is expected to ensure effective supply chain that enables the DRC operations to meet the needs of persons of concerns as well as timely delivery of quality goods and services to persons of concern.
    Key responsibilities
    Procurement

    Support the procurement process in the RO and COs to ensure timely, cost-effective, value for money, quality and adequate delivery of commodities and services and to maintain continuous communication with requesters
    Support the procurement process in the French Speaking COs to ensure compliance with DRC and Donor regulations
    Liaising with the RSCM and Supply Chain managers in the Country Offices, support the procurement process to ensure compliance to DRC and Donor rules.

    Fleet/Transport Management

    Review and sign off vehicle log sheets on a weekly basis to monitor movement usage and fuel consumption
    Oversee filing of all fleet documents on the RO i.e. drivers’ docs, maintenance records, fuel reconciliation, insurance docs, log sheets and log books and monthly fleet performance reports
    Ensure well-maintained and functional transport fleet for staff and material needs, including vehicle allocation in Somalia.
    Review monthly transport reports from COs and monitor fuel/Maintenance consumption/Performance and share monthly reports with the RSCM
    Effectively convey fleet procurement and logistics procedures to staff and supervise their implementation.
    Support DRC’s global understanding and learning on logistics good practice through sharing and exchange of tools

    Warehouse Management

    Support effective warehouse management in accordance with the DRC Operations Handbook and/or donor requirements.
    Review and submit timely and accurate stock reports from the COs on a monthly basis
    Strengthen staff capacity and warehouse management processes.
    Liaising with the SCMs in the COs, ensure stock is properly recorded and kept and discrepancies reported.
    Working closely with the SCMs, ensure proper monitoring of stock and distributions carried out before project closeout
    Organize disposal of old stock and assets as per DRC/Donor guidelines.

    Assets/ Equipment responsibilities’

    Responsible for the process of Asset /General Programme equipment tracking by tagging, updating ID cards, Personal issue, timely updating of Central register in Dynamics to meet 100% Audit requirements working closely with CO SCMs
    Coordinate independent asset verification once a year and ensure reports are filed.
    Update DRC asset Register for all losses, donations, scrapping, Theft, Transfer and filling of relevant supportive documentation to support Audit trail.
    Ensure all required and available communication equipment are installed and working and functioning properly; supporting regular maintenance in consultation with ICT staff, Admin and SC team members
    Ensure that the Fixed Asset Register (FAR) is updated and verified quarterly in Dynamics and copied to the Head of Support Services in the COs
    Support and lead Regular Asset verification process in all offices, Assets are tagged and ensure the assets are included in the Asset list and signed by Area Managers.
    Ensure that all procedures and documents pertaining to Asset Management as per the DRC Operations handbook are in place and being followed.

    Translate simple documents and carry out SC trainings in French from time to time
    Gap filling in country offices during emergencies or in case of position gaps.

    Overall purpose of the role:

The consortium undertaking the implementation is led by DRC, in partnership with CARE and World Vision International. The Manager will provide strategic guidance and leadership to the PMU, and will assume responsibility for determining specific programme design, delivery, progress against the approved work plan, reporting against the monitoring plan, and overall performance of implementing agencies. The Consortium Manager will ensure overall planning, implementing, and managing of the project, and establish the MEL framework to assure progress towards achieving project goals and objectives.
    Responsibilities:

    Provide overall leadership and management, and general technical direction, for the design and implementation of project activities, in close coordination with consortium agency technical staff
    Responsible for delivery, and progress against agreed targets of the project across all implementing agencies

    Purpose
    The overall purpose of the Sports for Protection Project is on strengthening social inclusion, cohesion and psychosocial well-being of young people through sport related platforms. The project will broaden participation of adolescent girls, young women and boys in sports activities through engagement with community leaders and parents, training of coaches and other duty bearers, and psychosocial and life skills support to the youth.
    Through this activity of curriculum development and training the aim will be to increase the awareness and knowledge of prevention of GBV and to build capacity to ensure that AGYW and boys at risk of GBV are provided with psychosocial support.
    Key Responsibilities
    Scope of consultancy
    DRC GBV unit in Kakuma intends to carry out a curriculum development, adaptation and training of refugee and host community stakeholders aimed at ensuring increased awareness on GBV in sports and to improve the psychosocial support available to GBV survivors and AGYW and boys at risk of GBV.
    Key tasks of the consultancy.
    The consultant is expected to;

    Collect information from the team through meetings, FGDs and Key Informant interviews in order to establish objectives and expectations of the activity – the purpose of the curriculum, target population, the context and details of the curriculum.
    Study and comprehend the Sports for Protection toolkit that will form the basis of the curriculum.
    Develop the curriculum with two modules: the risk of GBV in sports and Psychosocial Support in Sports for Protection.
    Facilitate validation and training meetings in Lodwar, Kakuma and Lokichogio with participants from the sport fraternity (coaches, youth engaged in sports, agency staff working with youth in sports and mental health and psychosocial support) on the curriculum developed to ensure that it is suitable for the Kakuma and Kalobeyei context.

    Methodology
    The consultant will employ the use of the following methodologies while developing the curriculum.

    Conducting literature and practical research on the appropriate plussport interventions to use in the prevention of GBV, offering psychosocial support to AGYW and ABYM.
    Production of a curriculum with the two modules: GBV risk in sports and Psychosocial Support in Sports for Protection and relevant topics within the two modules in simple language and illustrations appropriate for coaches, AGYW and ABYM for whom the curriculum is to be used.
    Frequent consultation with DRC on the progress of the curriculum development for review.

    Key deliverables/outputs
    The consultant is expected to:

    Develop a complete curriculum with the 2 parts: Risk of GBV in Sports and Psychosocial Support in Sports for Protection. Each of these sections will be further divided into two: for ToTs and AGYW and ABYM Trainers.
    Present the drafts of the curriculum to DRC for review.
    Facilitate 2 curriculum validation meetings in Lokichoggio with 30 participants (coaches, youth and staff involved in sports and psychosocial support).
    Facilitate 2 staff trainings of the complete curriculum in Lodwar with 30 participants.
    Present the complete curriculum to DRC with the layout ready for publishing.

    DRC’s responsibilities

    DRC will give remuneration in lumpsum for the consultancy which will include the curriculum development and the consultant’s training materials, accommodation and meals.

    Reporting Arrangements

    The consultant will report to the DRC Programme Development and Quality Manager and GBV Team Leader for the activity.

    DURATION OF ASSIGNMENT

    The consultancy period shall be for 28 days. The complete curriculum must be submitted to DRC within 10 working days after the validation exercise.

    EXPECTED PROFILE OF CONSULTANT
    The consultant must have:

    Advanced degree in gender studies and counseling from a recognized institution and must certified counselling supervision by Kenya Association of Professional Counsellors (KAPC).
    Over 5 years experience in GBV Prevention and Response, counseling, training and supervision.
    Experience of working with refugees, conflict and post-conflict communities is an added advantage.

    Responsibilities: 
    Strategy Development:

    Develop the HDBP country sector strategy and ensure it is updated at all times.

    In co-ordination with the DRC HoP and Regional HDBP technical coordinators on Peacebuilding, support the development of related HDBP cross border initiatives into neighbouring countries.
    Support the Country Director in drafting, promoting, and rolling out of all HDBP-relevant strategic planning documents in broad consultation with all staff. 
    As an E-SMT member, ensure regular and critical review of the country strategic and action plans. Follow-up on the action plan and report against its indicators.
    Align and integrate HDBP activities along other DRC Protection work.
    Support the Country Director by inputting into the Government Engagement Plan and supporting linkages with relevant government ministries/departments in line with the HDBP strategy

    Management, Coordination and monitoring:

    Support and technical supervision of HDBP project staff. This includes coaching, ensuring co-ordination between Area  managers, recruiting and development of HDP staff.

    Serve as a member of the country Extended Senior Management Team.

    Work together with the MERL Unit to develop and monitor log frame indicators, intervention logic and a theory of change for the  HDBP sector.

    Responsible for HDBP budget monitoring, financial management and expenses control including compliance with minimum DRC and donor requirements and ensuring that the necessary systems are in place.
    Responsible for ensuring that HDBP Country staff adherence to security procedures, monitoring the development in the security situation, developing contingency plans etc.

    Reporting:

    Ensure all reports related to the HDBP sector are compiled, quality checked and submitted on time to the donors in close consultation with the area teams, MERL Unit and the grants team. 
    Contribute to the quarterly, annual and other project reports as required
    Review technical content of downstream partner reports to ensure high quality technical reporting 
    Contribute to programme deliverables as they relate to the relevant  HDBP workstreams. 

    Representation/Liaison:

    Using delegated authority from the CD, and in close coordination with the DRC HoP, represent HDP’s work in Kenya towards local government authorities, donors, partners, UN agencies and international and local NGOs and selected local co-ordination forums. 
    Be the point of contact for collaborating with national partners under HDBP sector
    Provide overall technical management of the delivery of collaboration and national partner activities by providing technical assistance and attending activities to ensure set objectives are achieved

    Fundraising & Accountability:

    Actively identify and respond to relevant funding opportunities. The funding environment in Kenya is challenging and will require significant focus and capacity.
    Lead proposal development to maintain and expand HDP’s portfolio in Kenya and on borderlands.
    Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability initiatives in the field as well as strengthening the effort to document the impact of HDP’s activities.

    Experience and technical competencies:  

    Demonstrate an understanding of the ever-changing Kenyan landscape (including cross border dynamics) as relates to politic, conflict, peace and security.
    Demonstrate conceptual and practical knowledge on Conflict Sensitive Development, security governance and related fields in a management capacity.
    Minimum of five years working experience with International NGOs or operational UN agencies, including at least two years’ experience of community-level conflict sensitive programming.
    Proven experience in project management, including budget expenditure, donor relations, reporting, proposal writing, staff management, and monitoring and evaluation.
    Demonstrable leadership and management skills, including team building and management by example.
    Demonstrable ability to think strategically, prioritize, and meet deadlines in a complex and challenging environment.
    Demonstrated ability to mobilise resources and expand programmes
    Excellent writing and verbal skills in English for project proposals, reports, and communications; Swahili skills is an added advantage. 

    Education: 

    University Degree, preferably Master’s, in Conflict Resolution, International Relations or another relevant field.

    Purpose
    The overall purpose of the Sports for Protection Project is on strengthening social inclusion, cohesion and psychosocial well-being of young people through sport related platforms. The project will broaden participation of adolescent girls, young women and boys in sports activities through engagement with community leaders and parents, training of coaches and other duty bearers, and psychosocial and life skills support to the youth.
    Through this activity, puppetry will be used to enhance awareness and knowledge on GBV through sports. The creation and use of puppets will be the means by which GBV prevention messaging through sports will be passed. In addition, through the training of AGYW and ABYM to engage in puppetry, the trainees’ artistic skills will be honed to enable them further use these skills to earn them an income in the future.
    Key Responsibilities
    Scope of consultancy
    DRC Protection Unit in Kakuma, Kenya wishes to carry out a training for AGYW and ABYM in Kakuma Refugee Camp, Kalobeyei integrated settlement and host community on puppetry. The selected consultant will use her/his expertise in puppetry to develop GBV prevention through sports content relevant to the Kakuma and Kalobeyei areas. Furthermore, through facilitation of puppetry trainings, AGYW and ABYM will learn the art through hands-on experience, a combination of the creative and performing arts, cooperation and self-expression.
    with the youth to build capacities of the targeted trainees as well as contextualizing the technique to suit the local population. This will also require the concerned consultant to advice DRC on the required training materials/items to support this activity.
    Key tasks with list of ‘key activities’, under each responsibility.
    Consultant is expected to;

    Conduct a meeting with DRC and SfP stakeholders to be briefed of the context sporting activities in Kakuma and Kalobeyei and the program.
    Make recommendations on how to advance /upscale puppetry as a technique in information dissemination and share unique ideas on how best to contextualize the tool to the Kakuma Camp and Kalobeyei Settlement setting.
    Develop training materials/resources for puppetry training advising DRC on the required training materials/items to support this activity

    Methodology
    The consultant may employ the use of (but not limited to) the following methodologies while carrying out the activity:

    Conducting literature and practical research on the Sports for Protection Toolkit.
    Using expertise in puppetry to develop content and puppets relevant to the goal of enhancing awareness and knowledge on GBV through sports activities.
    Frequent consultation with DRC and SfP stakeholders on the progress of the content development for review

    Key deliverables/outputs
    The consultant is expected to:

    Develop content and puppets for use in information dissemination, and training on GBV through sports activities
    Consult with DRC and SfP stakeholders on the appropriateness and relevance of the content developed in Kakuma and Kalobeyei ahead of the training.
    Make recommendations on the puppetry material required for the training.
    Facilitate a 3-day puppetry training in Kakuma for 40 AGYW and ABYM to enhance trainees understanding and knowledge of puppetry including puppetry materials
    Share report with findings to DRC on puppetry training and provide any recommendations on how to upscale the technique or what other techniques to utilize in enhancing information dissemination on GBV

    DRC’s responsibilities

    DRC will give remuneration in lumpsum for the consultancy which will include the content development and the consultant’s training materials, accommodation and meals.

    Reporting Arrangements

    The consultant will report to the DRC Programme Development and Quality Manager and GBV Team Leader for the activity.

    DURATION OF ASSIGNMENT

    The consultancy period shall be for 21-28 days. The final report should be shared with DRC within 1 week following completion of the training,

    The consultant must have;

    Must have skills and experience on Puppetry targeting children, adolescents’ girls, young women and boys.
    3-5 years’ work-experience in facilitation and implementing Puppetry-related activities (preferably in the humanitarian context).
    Certificate/Diploma in Theatre Practice, Theatre Making, Creative producing, design for performance or any other relevant field of study.
    Experience of working with refugees, conflict and post-conflict communities is an added advantage.

    Based in Nairobi with travel to field locations, the Head of Programme has the overall technical and management responsibility for DRC’s programmatic work, including in protection, peacebuilding, resilience, economic recovery and promotion of durable solutions for displacement affected populations in Kenya, on the basis of humanitarian principles and human rights. Key focus area of work is to lead and manage the strategic development and implementation of the Kenya DRC programme.
    You will ensure timely delivery of planned results, within budget, oversee adherence to applicable policies, guide and manage the capacity building of DRC project staff, spearhead fundraising and business development, safeguard staff and assets, advance and coordinate DRC’s work in Kenya with internal and external stakeholders, including current and potential donors, contribute to planning, coordination and learning within DRC Kenya and the organisation as a whole. As part of the DRC Senior Management Team, the Head of Programme may have responsibilities as part of the regional initiatives in East Africa and Great Lakes region such as development or review of durable solutions strategies.
    Your main duties and responsibilities will be:
    Strategic Programme Development

    In co-ordination with the protection, economic recovery, HDPB and other technical staff, lead the strategic development of DRC’s work in Kenya.
    Support the Country Director in drafting, promoting, and rolling out of all DRC-relevant strategic programme and planning documents in broad consultation with all relevant staff. These documents include the Strategic Programme Document, Results Contract, as well as strategies for all programming sectors.
    Ensure proper understanding of DRC programmatic approaches and strategies by relevant actors (i.e. staff members, partners, partner NGOs, government counterparts, and donors).
    Ensure high quality technical programme design, implementation and MEAL across all DRC Kenya operations

    Strategic stakeholder engagement: 

    Supports the process to position DRC for relevant programming across the EAGL region though engagement with key stakeholders at regional level;
