    Overall purpose of the role
    Reporting to the Chief of Party (COP), the Country Project Lead (CPL) is responsible for achievement of the project’s intended results in their country of responsibility and that the country response is effective and agile.     Key responsibilities

    Support the COP to prepare and submit programmatic reports for the donor, relevant country governments, project partners and DRC as required;
    Support the COP to maintain and update the project Risk Matrix with specific focus on operational and compliance risks. When assigned, take responsibility for implementing specific risk mitigation measures outlined in the project Risk Matrix; and
    Ensure the project Safety and Security Plan is being fully implemented and reviewed/adapted as conditions demand. Collaborate with the DRC Senior Management Team to make decisions and manage security incidents at a local level.
    Support the inclusion and management of country project partners, fostering accountability and leading on day-to-day performance tracking.

    Overall purpose of the role
    The Grants Officer shall work within the Programmes Unit overseeing DRC grant management and compliance aspects for partners including the support to the Partnerships Coordinator on civil society sub grant awards. The role will be responsible for information management and grant management for all projects. The position is also responsible for providing regular support to project cycle management by ensuring compliance with donor and internal DRC guidelines on contracts management as well as the financial compliance of civil society partners. In this capacity, the role will be assisting in budget management of sub-grants (tracking grant spending, managing and monitoring grant funding received and disbursed to partners), review of partners’ financial reports and expenditures and provide technical guidance on financial capacity. The role shall externally coordinate partners and internally liaise with Finance and Programmes.
    Responsibilities: 
    R1. Grants Management:

    Ensure awareness and compliance with donor policies and guidelines by implementing teams. This will require knowledge and understanding of DRC Kenya’s current and prospective donor guidelines and cascading this knowledge to implementing teams and support services through project kick-off meetings, regular project reviews, and ad hoc support.

    Responsibilities:
    Procurement Responsibilities

    Perform operational procurement as requested in the RO and COs to ensure timely, cost-effective, value for money, quality and adequate delivery of commodities and services and to maintain continuous communication with requesters
    Support the procurement process in the French Speaking COs to ensure compliance with DRC and Donor regulations
    Liaising with the RSCM and Supply Chain managers in the Country Offices, support the procurement process to ensure compliance to DRC and Donor rules.
    To ensure all procurement procedures, practice, and documentation meet standards set in the DRC Operations Handbook, and in accordance with donor requirements, to bring transparency and accountability to the Supply chain processes.
    Responsible for the review of SC documentation from the French speaking countries in the EAGL region. Review high value documentation with support the RSCM

    Fleet/Transport Management responsibilities

    Review and sign off vehicle log sheets on a weekly basis to monitor movement usage and fuel consumption.
    Oversee filing of all fleet documents on the RO i.e. drivers’ docs, maintenance records, fuel reconciliation, insurance docs, log sheets and log books and monthly fleet performance reports
    Ensure well-maintained and functional transport fleet for staff and material needs, including vehicle allocation in Somalia.
    Review monthly transport reports from COs and monitor fuel/Maintenance consumption/Performance and share monthly reports with the RSCM.
    Effectively convey fleet procurement and logistics procedures to staff and supervise their implementation.
    Support DRC’s global understanding and learning on logistics good practice through sharing and exchange of tools.

    Warehouse Management

    Support effective warehouse management in accordance with the DRC Operations Handbook and/or donor requirements.
    Review and submit timely and accurate stock reports from the COs on a monthly basis
    Strengthen staff capacity and warehouse management processes.
    Liaising with the SCMs in the COs, ensure stock is properly recorded and kept and discrepancies reported.
    Working closely with the SCMs, ensure proper monitoring of stock and distributions carried out before project closeout
    Organize disposal of old stock and assets as per DRC/Donor guidelines.

    Assets/Equipment Responsibilities

    Responsible for the process of Asset /General Programme equipment tracking by tagging, updating ID cards, Personal issue, timely updating of Central register in Dynamics to meet 100% Audit requirements working closely with CO SCMs
    Coordinate independent asset verification once a year and ensure reports are filed.
    Update DRC asset Register for all losses, donations, scrapping, Theft, Transfer and filling of relevant supportive documentation to support Audit trail.
    Ensure all required and available communication equipment are installed and working and functioning properly; supporting regular maintenance in consultation with ICT staff, Admin and SC team members
    Ensure that the Fixed Asset Register (FAR) is updated and verified quarterly in Dynamics and copied to the Head of Support Services in the COs
    Support and lead Regular Asset verification process in all offices, Assets are tagged and ensure the assets are included in the Asset list and signed by Area Managers.

    Team Leader – Economic Recovery Regional Finance Manager

    Overall purpose of the role: 
    The role of the Team Leader: Economic Recovery, is to ensure development and implementation of the Economic Recovery programming in Dadaab/Kakuma. He/She will support voluntary return, vocational (tailoring, handloom, ICT) and micro enterprise development (IGA groups, Value chain development and Village Saving and Loan-VSL). There will be some degree of travel within the camp complex and probably within the region and working with partner institutions. Key responsibilities include: Ensuring overall coordination of DRC’s livelihood portfolio, which includes business development/enterprise development training, operations of 3 community training centers, revolving fund operations, group savings & loans, microfinance linkages, micro value-chain development; Other roles include livelihood program coordination, and staff supervision/training/mentoring, and executing DRC’s NEP livelihoods strategy and contributing to tactical planning, livelihoods mainstreaming in the DRC Kenya program and development of new livelihoods projects and partners. S/He is expected to be familiar with the international development agenda and to be aware of the operational issues related to general livelihoods, governance, and policy issues in the region.
    This position will also require regular travel to project sites, including outside of the refugee camps. 
    Responsibilities:
    R1. Programme Management and Monitoring and Evaluation:

    Coordinate, supervise and manage the team of Livelihoods unit to achieve project deliverables both effectively and efficiently.
    Undertake value chain support functions (milk and meat) 
    Ensure comprehensive project cycle management, with overall supervision of daily activities. Ensure that M&E plan is established and implemented.
    Oversee and ensure age, gender and diversity and HAP mainstreaming in the programmes. Coordinate with livelihoods and protection departments. 
    Supervise participatory needs assessments and identify appropriate livelihood interventions to increase incomes for the local and refugee communities and reduce poverty in the target areas.
    Provide technical leadership to ongoing programs including skills development, MSME development, and VSLAs – as well as expanding MSD approach within our existing programming. 
    Lead and review and submit all internal and external reports issued by the livelihoods unit.
    Take a leading role in mainstreaming Value chain, VSL and Market linkages in the livelihoods sector

    R2. Programme Development and Strategy:

    Support and develop DRC Livelihoods Strategy 
    Collaborate with related DRC departments, funding and implementing partners to identify opportunities for integrated livelihoods programming, promoting best practices and developing shared policy approaches. 
    Work with programme and partner staff in ensuring the use of livelihoods information systems to develop high quality proposals, and for programme monitoring and evaluation. Ensure that lessons learned are fed into the design of livelihoods programmes, donor responses and technical fora. 
    Participate in periodic programme review and planning meetings; and external meetings as often as requested by the supervisor.

    R3. Training & Capacity development:

    Through direct technical assistance provision, build the capacity of programme and partner staff to identify, design.
    Provide ongoing oversight, training, and guidance to staff & partners to ensure livelihoods programming meets best practice standards and prioritizes the safety and security of beneficiaries and staff.
    Provide ongoing technical support and mentorship for the unit staff to develop professional and technical competency.
    Provide technical feedback on monthly narrative reports received from livelihoods unit, ensuring that established programme targets and objectives are being met.
    Support the livelihoods officer to increase his/her leadership management.

    R4. Coordination & Partnership:

    Meet with partners and donor agencies during field visits 
    Ensure DRC takes lead, facilitates and actively participates in the Livelihoods working group monthly coordination meetings at the camps level to ensure that livelihoods intervention is well included.
    Promote a positive profile of the programme and good understanding among other sectors, partners and communities about the programme.
    Develop and maintain strong working relationships with all stakeholders – Community support groups, community leaders, DRA, UNHCR, NGOs, to enhance multi-agency and multi-sectoral cooperation and coordination.
    Serve as the liaison with stakeholders and relevant Government of Kenya departments – from the location to divisional levels
    Promote collaboration and synergy between the DRC host community projects and the similar projects/groups in the refugee camps

    R5. Budget Management:

    Manage the livelihoods budgets in order to maintain programme expenditure within budget parameters, ensuring adherence to DRC financial procedures and donor requirements
    Support livelihoods team members to utilize financial planning tools, such as spending plans, procurement plans, and work plans based on activities and budgets.
    Draft livelihoods interventions budgets.
    Liaise closely with finances officer and programmes support coordinator.

    R6. Staff Management:

    Participate in the recruitment and mentorship of livelihoods staff 
    Hold regular meetings with staff to plan and address any concerns and share feedback
    Monitor and provide objective feedback related to staff performance, including completing staff performance evaluations to promote growth and professional development
    Provide leadership and support to ensure staff well-being, i.e. monitor and manage stress management by providing regular opportunities for staff debriefing to address secondary trauma.

    Enable an effective team through result-oriented management systems, providing leadership, on-job capacity building and designing staff development strategies.
    Provide direct management of senior program, support services and security staff; provide overview management for the entire Dadaab/Garissa County team.

    Being the primary safety and security Leader in the area, supporting the Local Safety Officer in revising, adapting and implementing various protocols.

    Ensure a proper support services function which is adequate to ensure program quality is in place.
    Ensure compliance to DRC, donor and national policies, rules, regulations and systems in a timely, responsible, documented, accurate & appropriate manner; ensures that support services are cost effective and efficient.
    Ensure a diverse and professional workforce through efficient, effective and transparent recruitment, evaluation and disciplinary processes.

    Supervising all financial reporting and financial procedures, including the monthly schedule for financial reporting, donor reporting and audits, cash flow and liquidity management. This includes maintaining a master budget for the Area Office and regular monitoring of expenditure against the master budget.
    Ensure that DRC Dynamics (ERP) system is fully used in the area office used in managing Supply Chain, Finance, HR and Grant Management.
    Accountable for people management of direct reports. This includes hiring, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance management, etc.

    Program/Advocacy

    Ensure that programs are based on user-identified needs and resources of the targeted population, are well coordinated with other aid actors (including actors in Somalia), address lessons learnt (from DRC and other actors) and steered towards ensuring accountability to the people to whom the services/inputs are indented to serve.
    Ensure programs are developed, implemented and evaluated within clear monitoring systems and against clear people/program/finance planning that meets DRC and donor regulations and humanitarian and CHS principles.
    Advocate for the right of refugees based on evidence in consultation with the Country Director.

    External relations

    Establish and maintain open and productive dialogue with the county government, relevant line ministries, community leaders, power brokers and relevant aid agencies, private businesses and donors.
    Attends and contributes to discussions, workshops, working groups and other forums where operations and other issues that may impact operations or the people DRC serves are discussed.  
    Manage donor relationships at area level.
    Primary DRC representative in the area of operation effectively participates and represents DRC in inter-agency and county/national government coordination meetings in order to strengthen DRC’s position

    Overall purpose of the role: 
    To offer DRC WASH and building projects in Garissa County with expert quality control and quantity oversight. In close collaboration with the technical teams of the County Government, the Engineer will periodically assist in the preparation of tender documents for the water and construction works, including technical drawings, work specifications, bill of quantities, and contract terms, and ensure that the project activities are completed on time. He or she will take part in all coordination meetings with UNHCR, WASH partners, and County Government departments in addition to being in charge of quarterly, monthly, and weekly planning, implementation, monitoring, accountability, evaluation, and reporting on the projects’ operations
    Responsibilities:
    R1: Program Management, Development, Monitoring and Evaluation

    Design, revise, and develop Shelter and WASH standard operational procedures
    Planning, Designing, Implementation, supervision, monitoring and evaluation, compiling technical progress & situational reports; weekly, monthly, quarterly, and final.
    Ensuring adherence to the approved work, budget and procurement plans.
    Work closely with relevant authorities to ensure all WASH interventions deployed in the communities, facilities and schools.

    Support field teams to participate in and provide leadership within Camp-level WASH and Livelihoods and Education Working Group meetings.

    R3: Coordination & Partnership

    Represent DRC at coordination, sector and bilateral meetings, WASH & Shelter working groups (Water, environment and sanitation coordination WESCOORD, CSG, NDMA), with National or county government departments and any other relevant meetings or events, facilitating supportive synergies and overall progress in the sector and avoiding duplication with the work of other agencies (e.g. NGOs, Government &UN, etc)

    Manage Wash project budgets in order to maintain program expenditure within budget parameters, ensuring adherence to DRC financial procedures and donor requirements.
    Support team members to utilize financial planning tools, such as spending plans, procurement plans, and work plans based on activities and budgets.
    Working closely with the Supply-chain Team to ensure all livelihood department procurements are sourced in a timely manner.
    Work closely with the Area Manager and the Finance Team in budget drafting and revision processes as per identified/prioritized needs for each grant.

    R5: Staff Management

    Experience and technical competencies 

    Good understanding of SPHERE and other international WASH / Shelter in emergency standards.
    Ability to conduct community WASH needs assessment, program planning, implementation, monitoring, and evaluation of project activities
    WASH in schools background is highly desirable
    Minimum of 8 years of relevant experience in WASH and construction, emergency response and related sectors, Project management, supervising construction sites, and community work in rural areas.
    Registered with Professional Body (ERB/IEK).

    Overall purpose of the role:
    Under the guidance of MEAL Manager, the Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will be responsible for monitoring, evaluation, accountability and learning for all projects ensuring quality evidence on the results and outcomes of assistance is provided for reporting and decision making.  The MEAL officer will be responsible designing and implementing MEAL activities in the location; drafting situation, quarterly/annual reports in close collaboration with MEAL Manager and ensure project beneficiary databases and indicators tracking tables are up to date. The role will also ensure program data and other protection data is accurately and ethically collected, stored, analyzed & shared in strict adherence to DRC’s data protection policy. Further the officer will also ensure Feedback and Response Mechanisms are established and function in the field locations. The MEAL officer will work in close collaboration with the MEAL Manager, Technical team leads, Area Manager and Country program team.
    Responsibilities: 

    Ensure full compliance with DRC’s Minimum Monitoring Evaluation, Accountability and Learning Standards in all projects implemented.  
    In collaboration with the MEAL Manager, lead field-level assessments, including needs assessment, baseline, mid-term, end-line and post-distribution monitoring surveys to ensure data quality controls including verifying consistency between collected data, means of verification, the IPTT and donor reports. 
    Lead the development of MEAL components of project proposals or concept notes, including the development of indicators and project-specific MEAL plans. MEAL plans and DIPs will be developed in close collaboration with programme teams and will be used to populate DRC’s Indicator Performance Tracking Tool (IPTT), which will be used by the program and MEAL teams to provide monthly updates and analysis of progress against indicators.   
    In close collaboration with the MEAL Manager and the program team, develop sector-specific data collection tools and ensure their proper use by implementing teams. The position will ensure the timeliness and quality of data collection, and ensure all captured data is managed according to protection information management standards and best practices.  
    Conduct periodic data quality audits to assess the quality of collected data for indicators and report data quality issues to the MEAL Manager
    Produce monthly analysis reports with updates on the implementation status of all assigned projects. This will entail flagging areas of concern, developing recommendations for corrective actions to share with the MEAL Manager  
    In collaboration with the MEAL Manager, facilitate project-based learning events to capture, document and disseminate lessons learned for internal and external purposes.    
    Identify and conduct MEAL-related capacity building needs and opportunities for DRC’s program staff in targeted project and assume responsibility for facilitating trainings on Core Humanitarian Standards (CHS), and beneficiary feedback and response mechanisms. 
    In collaboration with the country-level MEAL Manager, ensure Kenya Community Feedback and Response Mechanism, and all associated tools and SOPs, in the field office level.
    Supervise IMS/Data Assistant including providing coaching and mentoring on MEAL

    Experience and Technical Competencies:

    A minimum of 4 years of MEAL experience within the humanitarian or NGO field.  
    Demonstrated experience translating theories of change, log-frames and results frameworks into monitoring plans, developing data-collection tools and protocols, leading data-collection and management process, designing and managing databases, and analyzing data.  
    Proven technical skills in monitoring, evaluation and experience with both qualitative and quantitative data-collection and analysis. 
    Excellent analytical, presentation, and report-writing skills.

    Overall purpose of the role
    The Administration Assistant is responsible for the front office duties and is part of the administration team supporting the department. The position holder is the primary interface between DRC and the general public that visit or telephone the Regional Office. As such the administration assistant must be able to represent DRC professionally and always be friendly and pleasant to all callers and visitors.
    Key responsibilities:
    Front office:

    Receive, screen and welcome visitors and direct them to relevant staff.
    Answer incoming calls at the switchboard, forwarding to appropriate staff or taking messages as required.
    Respond to general enquiries and refer to appropriate staff members.
    Receive, record, and distribute all incoming correspondence and deliveries.
    Prepare and dispatch all outgoing mail.
    Ensure reception area is neat at all times. Promptly attend to visitors ensuring no crowding at the reception area.

    Administrative support:

    Ensure all rental and utility bills (telephone, electricity, water, security, thuraya, etc) for the DRC office and leased houses are paid on timely basis.
    Maintain a tracking system for all utility payments and update on monthly basis.

    Process payments for office vendors such as newspapers, milk & lunch supply.

    Photocopy telephone bills for staff exceeding the set limits as per the RO telephone policy and ensure payments are made for excess bills. Maintain a record.
    Administer the stationery store and office supplies ensuring records and controls are in place. Advise on utilization on monthly basis and place timely orders for re-stocking.
    Maintaining an effective filling system for all administrative & travel related documents.
    Maintain and update the EAGL Events calendar.
    Any other duties which are designed to improve the operations of the administration department.

    Qualifications and Experience

    Higher Diploma in Front office management, Business Administration, or any other equivalent field.
    At least three years’ experience in busy office handling front office and office administration, preferably with an NGO.
    High degree of English language proficiency – both written and oral.
    Excellent IT skills in Word, Excel, Outlook
    Knowledge on how to operate PABX switchboard, high-speed copier/scanner and other office equipment.
