    The Objective of the Consultancy

    The consultant is expected to identify and assess the capacity of BDS providers in Nairobi and Mandera to benefit refugees and host community enterprises.

    The specific objectives of this consultancy are:

    To identify the business needs of entrepreneurs supported in the SDACKED project with a view to matching those needs with the services offered by the identified BDS providers.
    To identify, interact, engage and assess the work and capacity of various and relevant BDS providers in Nairobi and Mandera, to provide services that can enhance financial inclusion and economic participation of entrepreneurs from both refugees and host community members within the framework of the SDACKED project
    To create a comprehensive directory of BDS providers operating in Nairobi (and its environs) and Mandera.

    Responsibilities

    The general responsibilities of the consultant are:

    Propose a sound methodology, questions, and tools in line with the stated objectives.
    Develop a consultancy work plan.
    Review the programme documents, prepare the Inception Report, data collection tools for review and feedback.
    Review existing secondary literature to inform the development of a conceptual framework.
    Conduct focus group discussions and key informant interviews which will include engaging relevant project staff from both Nairobi and Mandera.
    Conduct data collection in line with data protection regulations and perform data quality checks to ensure its accuracy, validity, and integrity.
    Conduct primary data collection through field visits and interviews both in Nairobi (including its metropolis, where the project is being implemented) and Mandera.

    Participate in key informant interviews and discussions as required.
    Review the methodologies, including data collection tools designed by the consultant.
    Review and provide feedback on the draft reports.
    Act on the recommendations provided in the final report to improve future project planning and implementation.

The Safety Officer is responsible for ensuring the proper application of DRC’s Safety Risk Management System (SRMS) and Global Safety Policy. The Safety Officer, in close cooperation with the Country Safety Coordinator, is responsible for managing known and unknown safety risks, leading on day to day safety management, advising on risk thresholds

    Duties & Responsibilities:

    Lead in identifying and minimizing potential safety risks to staff and assets.
    Regularly update the Nairobi Local Safety Rules (LSR) and share with all staff. 
    Respond to safety concerns raised staff based in Nairobi. 
    Responsible for staff movement in Nairobi. 
    Conduct Pre -housing safety assessments for international staff and offices.  
    Ensure all staff are aware of the safety policies and rules. 
    Keep Record of Emergency Data (RED) list updated and ensure all new staff within Nairobi submit their forms. 
    Update and brief all DRC staff and visitors regarding security and context situations.
    Organize for statutory OSHA audits and Fire Audits and thereafter implement their recommendations. 
    Maintain safety upgrade plans and develop Safety Improvement Plan (SIP) based on the Office needs.
    Establish communication trees and update it frequently. 
    Ensure all vehicles are equipped as per required standards and vehicle SOPs. 
    Act as the focal point for Access Control-Biometrics, Arming /disarming, Electric fence-repairs and supervising the day/night guards. 
    Ensure all fire extinguishers and first aid kits are refilled/serviced on time.  
    Support the Country Safety coordinator in planning for the safety trainings within Nairobi. 
    Support in managing Critical incidents.
    Any other tasks as delegated by the Country Safety Coordinator.

    Experience and technical competencies:  

    Minimum 3 years as Safety Officer for an NGO or equivalent in a high risk/conflict zone (or equivalent role).
    Proven experience in context/security analysis and advising humanitarian personnel.
    Proven in-country experience liaising with UN missions or agencies.
    Fluent English, and strong interpersonal, communication, and networking skills.
    Proven ability to prioritize tasks and meet deadlines under pressure.
    Computer literate, able to use common software packages.
    Be able to diffuse tension and remain calm at all times and particularly following an incident.
    Be able to encourage, motivate and guide team members to approach safety and security issues with confidence especially during crises.
    Proven ability to work effectively with minimal supervision.

    Education

    A degree in a relevant field, or equivalent experience.
    At least 3 years’ experience working with NGOs and/or international agencies on similar duties.

    Overall purpose of the role:

    The ReDSS Kenya Policy Coordinator will be responsible to implement the advocacy and policy strategy at national and local levels, working with a wide range of stakeholders to ensure sustainable solutions for refugees and hosts in Kenya. S/he will work with the Kenya Manager as necessary to support the overall development of ReDSS’ work in Kenya, including representing ReDSS members in relevant forums and coordination platforms.

    Responsibilities :

    The ReDSS Kenya Policy Coordinator will

    Implement and monitor ReDSS Kenya advocacy strategies at national and county levels and ensure frequent updates based on changing dynamics
    Monitor and analyze relevant legislation and policy changes, providing timely analysis and recommendations to ReDSS members and partners
    Build strong working relationships with county authorities and other key stakeholders, in displacement affected Counties in Kenya 
    Strengthen capacities of local authorities and humanitarian and development stakeholder to cooperate in developing integrated approaches for displaced and host communities (including through durable solutions and area-based approaches trainings etc.)
    In close coordination with the ReDSS Learning Specialist, support cross learning and peer to peer exchanges between government authorities in displacement affected Counties, particularly Garissa, Turkana and Nairobi Counties. 
    Support the ReDSS + structure and meaningful partnerships with local networks and organizations based on trust, respect and joint accountability
    Ensure that ReDSS research work is having the maximum impact on current policy and programming in relation to solutions for refugees in Kenya
    Lead active engagement with Refugee Led Organizations and Refugee leadership to ensure that the voices, needs, and rights of displacement affected communities are prioritized in policy processes
    Lead initiatives at both national and local levels to ensure local policy planning processes are informed by the communities they serve
    Work with ReDSS Regional Solutions Coordinator to implement ReDSS framework for accountability in order to align efforts and document best practices across ReDSS Kenya projects
    Analyze data and feedback on community engagement to identify trends and areas for improvement, reporting findings to ReDSS members and partners
    Support project management tasks liaising with various project partners to ensure delivery of the ReDSS Kenya workplan
    Support ReDSS Kenya Manager with ensuring that ReDSS’ work in Kenya complies with DRC’s procedures and system

    The Head of Program Management Unit refers to and works in close collaboration with the Country Directors of each of the implementing agencies but will report directly to the Country Director of DRC Kenya? Specific responsibilities include:
    Provide overall leadership and management, and general technical direction, for the design and implementation of project activities, in close coordination with consortium agency technical staff

    Qualifications for the Head of Program Management Unit Job
    Relevant university degree (Master or Post graduate), in Social Sciences, International Development, International Relations, Law or other relevant field.
    Minimum of 10 years’ of professional experience relevant for the successful implementation of cross-border programs
    Experience in managing complex activities involving coordination with multiple project partners
    Proven experience in program design and management, including budget expenditure, proposal writing, staff management, and monitoring, evaluation and reporting.
    Proven experience in Livelihoods, Resilience, Natural Resource Management and/or related fields in a management capacity.
    Demonstrated track record of strong donor relationships, specifically EU
