    Overall purpose of the role
    To support the Mixed Migration Centre – East and Southern Africa with administrative programme and grant management needs; financial tracking, reporting and budgeting; and supply chain and procurement.     Responsibilities:
    Program Support and Grant Management

    Support the Regional Head of MMC and 4Mi Manager in developing proposal budgets informed by MMC’s Master Budget and ensure that the correct templates are used during proposal development.
    Review donor contracts and outline key guidelines and policies and ensuring MMC complies with them.
    Act as the primary linkage between MMC and the Grants team to ensure compliance with DRC and donor rules during project implementation and reporting.
    Ensure all projects are up to date on dynamics and that MMC is in good standing in dynamics.
    Review the RAP (Rolling Action Plan) to ensure the correct reporting timelines are captured and reports are submitted as per the target dates.
    Identify and follow up on MMC instalments and ensure they are recorded and uploaded on Dynamics.

    Financial, Reporting Support and Budgeting

    Lead in the preparation of donor financial reports, project budgets, support the Regional Head of MMC to develop proposals and budgets, and support to final project audits.
    Review supporting documentation for accuracy and adherence to DRC, donor policies and accounting principles before submitting to the donor.
    Print, file and certify financial vouchers to accompany financial reports to donors.
    Prepare and update MMC’s Master Budget in coordination with the Regional Finance Controller.
    Identify funding gaps and inform the Regional Head of MMC and 4Mi Manager.
    Set up and participate in Budget Follow Up meetings between MMC, Grants and the Finance department.
    Review project expenses monthly/quarterly to identify any re-bookings or re-postings as per the different budgets and budget lines. And ensured that they are posted on Dynamics.
    Support the team with processing payments of vendors and consultants.
    Prepare the salary rescheduling as per the active projects and budgets.

    Supply Chain and Procurement

    Lead the procurement process within the team including raising purchase requisition requests, follow up with the Supply Chain teams on delivery of goods and services, quality control of delivered goods and services, liaison with suppliers on any matter arising, and invoicing and payment.
    Support the Supply Chain team in ensuring that MMC donors’ guidelines are adhered to.
    Support with the preparation and approval of Derogations, Note for files, Statement of Works and Completion Certificates templates for consultancies procurements.
    Support the Regional Head of MMC in the recruitment of consultants, including but not limited to, liaising with the Supply Chain and Human Resource teams in advertising consultancies, identification of candidates, contract reviews, invoicing and payment, consultant evaluation and consultancy close-out procedures..

    Experience and technical competencies:

    University Degree in a relevant field: Business Administration, Finance, International development/relations, Political science, Communications, Social science
    At least 5 years’ Programme support experience, with a preference given to experience in an INGO.
    Proven experience in financial management and program development in an INGO.
    Ability to work independently and with excellent organizational, planning and time management skills.
    Demonstrated ability to manage processes and maintain accurate records.
    Demonstrated ability to coordinate tasks to meet deadlines.

    The overall purpose of the role: 
    The overall responsibility of the Project Officer – Economic Recovery/Livelihoods is to provide sound technical expertise in development, implementation, monitoring and evaluation of livelihoods programs to LEAPS project funded by WUSC. The role will directly report to the Area manager and support the day-to-day implementation of the economic recovery related activities in the project as well as contribute to the recruitment and management of Economic Recovery assistants, and community incentive staffs. In addition, he/she will undertake other duties as assigned by the Area Manager in a matrix management arrangement with the technical coordination with DRC Head of Programs to ensure the project expectations are met. The role is responsible for overall project management of DRC’s livelihoods portfolio in Kakuma, including budget management.
    Key Responsibilities:
    R1. Project Management/Development, Monitoring & Evaluation:

    Plan, oversee and support the broad implementation of livelihoods activities in current DANIDA, ICRAF, WUSC and future economic recovery programs in DRC Kakuma/Kalobayei Refugee camps/settlement 
    Remain abreast of topical developments related to economic recovery and GBV-EMAP that will promote community participation in improving accountable behavior for male hence improving their economic/livelihoods well-being of their female partner
    Promote sector learning and knowledge management in the Livelihoods sector through: collating findings/ information collected from the field as well as routine monitoring to draw lessons.
    Lead in community mobilization, sensitization, formation of groups and training on VSLAs as well as Skills training (Mentorships) to promote financial inclusion amongst the vulnerable and unbanked communities.
    Develop and or adopt sector guidelines and tools in support of livelihoods implementation. 
    Submit timely and high-quality activity and donor and internal progress reports.

    Ensure project staff adhere to CHS Principles in project implementation; participate in CHS audits and support M&E plan.
    Ensure targets are met under DRC’s agreement with donors and to be accountable to the stated goals of the program.

    R2. Coordination & Partnership:

    Develop and maintain effective working relationships with all stakeholders, including POCs and host community members and leaders, NGOs, UN agencies, DRS (Department of Refugees Services), FSP (financial Service Providers) and other DRC team members including partners to enhance multi-agency and multi-sectoral cooperation and coordination on response activities.
    Promote collaboration and synergy between refugee-focused interventions and the host communities.
    Actively participate and engage in relevant coordination meetings and collaborate with other agencies of relevance/value add to DRC’s urban agenda. 

    R3. Budget Management:

    Responsible for sound budget expenditure, adherence to DRC financial procedures and donor requirements as related to the livelihoods sector. 
    Draft spending plans, procurement plans, and work plans based on livelihood activities and budgets.
    Lead in budget follow-up meetings to ensure the budget is tracked and over/under expenditures are addressed in time.

    R4. Staff Supervision:

    Mentor, provide technical supervision and capacity building support, and facilitate the performance development of livelihoods project assistants and community engagement facilitators. 

    R5. Technical Implementation:

    Implement technical activities related to financial inclusion including building the capacity of VSLAs as well as work with digital partners to digitize VSLAs.
    Provide technical leadership to project assistants and community engagement facilitators on best practice around financial inclusion and business practices, focusing on community engagement.
    Conduct training in financial literacy and entrepreneurship skills, working with micro-businesses to strengthen business plans and operations.

    Experience and technical competencies: 

    Minimum of 3 years + of field experience in leading and managing economic recovery/livelihoods programming in an International NGO’ or other relevant agency and experience implementing Financial Inclusion interventions and models (VSLA/GS&L, Financial Education, savings groups-bank linkage) is an added advantage. 
    Technical experience in financial inclusion programming including working with VSLAs, developing the capacity of micro-enterprises, working with micro-loans and formal financial institutions, providing financial inclusion training. Experience working with sharia finance an advantage
    Experience in working with digital service providers and digital financial services including the implementation of digital solutions
    Strong project management skills, with experience managing multiple location, sector project budget.

    Scope of consultancy
    DRC GBV, PSN and CP units in Kenya (Dadaab, Kakuma and Nairobi) want to carry out a debriefing & supervision exercise aimed at ensuring the overall mental wellbeing of their staff. The selected consultant(s) will be expected to conduct this exercise for the staff involved and thereafter submit a report.
    Key tasks with list of ‘key activities’, under each responsibility.
    Consultant is expected to;

    Conduct a meeting with the team in order to create rapport by establishing objectives and expectations of the group.

    In supervision:

    Provide guidance on issues of burn out, case management and psychosocial support.
    Guidance in terms of career progression.
    Share learning/refresher.

    In debriefing:

    Conduct a Psycho-education session on coping mechanisms and professional development.
    Make recommendations to the team on how to improve and sustain professional and personal growth.
    Conduct a group and /or individual (when necessary) supervision exercise/session with case workers to handle complex situations/cases.

    In reporting:

    Note: The consultant will provide necessary materials needed for facilitating the sessions.
    Reporting Arrangements

    The consultant will report to the Team Leader for the activities.
    The facilitator will liaise with the team leader and supply chain for travel arrangements.

    DURATION OF ASSIGNMENT
    The consultancy period shall be for 3-5 days (specific dates may vary per region/field office). The final report must be submitted to DRC within 15 working days after the exercise.
    EXPECTED PROFILE OF CONSULTANT
    The consultant must have;

    Advanced degree in counseling from a recognized institution and must be certified by Kenya Association of Professional Counsellors (KAPC) or any other relevant body.
    Over 10 years in counseling, training and counseling supervision.
    Experience in offering trauma counselling and supervising counselors dealing with trauma cases.
    Must have skills and experience in conducting supervision, debriefing and team building activities.
    Experience in conducting debriefing, supervision and teambuilding for individuals working with refugees and those working in conflict and post-conflict areas, is an added advantage.

    The Head of Support Services will play a significant part in qualifying and implementing initiatives coming from the global and regional DRC organizational development and financial accountability initiatives.     Under the supervision of the MEAL officer, develop/adapt relevant tools and procedures to monitor and report results of project activities. 
    Support review and update MEAL plans as necessary. 

    R2. Data and information management:

    Assist in design/adapt a data management plan for projects in line with the MEAL plan data requirements. 
    Ensure data management procedures implemented adhere to the DRC data protection policy.
    Maintain a secure and up-to-date beneficiary database with appropriate Age/Gender/Diversity data. 
    Ensure systematic data collection, clean up, storage and system maintenance.
    Perform periodic monitoring and verification exercises to ensure data quality.
    Conduct regular data analysis and provide information and statistics in agreed formats including dashboards for weekly, monthly and final reports required for internal and external progress updates.
    Offer technical support to protection and livelihoods staff in using relevant data management and reporting tools (training, coaching etc.)

    R3. Accountability to affected populations:

    Support the implementation and monitoring of the urban programme’s Feedback and Complaints Response Mechanism (F-CRM) including gathering individuals’ feedback on DRC services
    Collaborate with the registrar of the F-CRM on follow-up and response to operational complaints regarding DRC interventions
    Monitor and report on the urban programme’s adherence to the CHS commitments in the response

    R4. Report Writing & Documentation:

    Guide project staff in generating activity reports using standard formats. 
    Generate and share weekly/bi-weekly updates on MEAL findings to inform learning and adjustment of activities as needed
    Assist in compiling and submitting weekly, monthly and final reports to the MEAL officer and Urban area manager.
    Document case studies & lessons learned for internal and external sharing through DRC social media channels, review meetings and reports

    Experience and technical competencies:  

    Minimum of 2 years of work experience within the field of monitoring and evaluation and protection/livelihoods programming compression an added advantage 
    Experience working in urban displacement responses and in multi-sectoral interventions
    Experience in working with information management systems / databases and mobile data collection platforms
    Demonstrated experience in conducting quantitative and qualitative data analysis
    Excellent report writing and communication skills (English)
    Clear understanding of Core Humanitarian Standard (CHS) commitments and operation of community feedback and response mechanisms

    Education:

    Key responsibilities
    Information management strategy and standards

    Overall purpose of the role: 
    The Humanitarian Disamorment and Peacebuilding Manager will provide overall technical leadership to the Humanitarian Disarmament and peace building (HDP) sector, and provide leadership in the design of HDP projects in the country operation. He/She will also lead on HDP sector level fundraising, donor engagement, technical program support to area teams and represent DRC Kenya and HDP related forums. He will be HDP government focal point and a key interlocutor with HDP partners and other key stakeholders. He will provide leadership to current HDBP projects, with project oversight responsibilities.
    Duties & Responsibilities:
    Strategy Development

    Develop the HDP country sector strategy and ensure it is updated at all times.
    Provide constant political and economic analysis of the national context as related to the HDBP sector
    In co-ordination with the DRC HoP and Regional HDP technical coordinators on Peacebuilding, support the development of related HDP cross border initiatives into neighbouring countries.
    Support the Country Director in drafting, promoting, and rolling out of all HDP-relevant strategic planning documents in broad consultation with all staff. 
    As an E-SMT member, ensure regular and critical review of the country strategic and action plans. Follow-up on the action plan and report against its indicators.
    Align and integrate HDP activities along other DRC Protection work.
    Support the Country Director by inputting into the Government Engagement Plan and supporting linkages with relevant government ministries/departments in line with the HDBP strategy
    Support the Head of Programs in harmonizing programme approaches and HDP delivery across the country program workstreams and governance levels

    Management, Coordination and monitoring

    Management, operational oversight, coordination and implementation of HDP projects within the DRC Kenya programme. 
    Ensure high quality project implementation for HDBP Sector and DRC joint projects in accordance with donor and DRC regulations as well as in line with agreed indicators, budgets, and work plans.
    Support and technical supervision of HDBP project staff. This includes coaching, ensuring co-ordination between Area  managers, recruiting and development of HDP staff.
    Provide appropriate and timely technical feedback to HDBP staff regarding their performance, including annual staff performance appraisals. 
    Identify with HDBP staff their needs and opportunities for professional development.
    Serve as a member of the country Extended Senior Management Team.
    Develop and monitor an annual HDP workplan and budget implementation at country level
    Work together with the Head of Programs and other program Teams to produce an annual county level workplan to ensure vertical integration of all HDP interventions and strategies 
    Work together with the MERL Unit to develop and monitor log frame indicators, intervention logic and a theory of change for the  HDP sector. 

    Programme development

    Develop and expand the HDP components of the DRC Kenya programme. 
    Lead in proposal development for HDP sector.
    Lead in fundraising efforts for HDP components
    Support the Country Director in representation for HDP related forums.
    Be a driving force in terms of developing HDB projects within the DRC Kenya programme objectives.

    Finance, administration and safety

    Responsible for HDP budget monitoring, financial management and expenses control including compliance with minimum DRC and donor requirements and ensuring that the necessary systems are in place.
    Responsible for ensuring that HDBP Country staff adherence to security procedures, monitoring the development in the security situation, developing contingency plans etc.
    Reporting
    Ensure all reports related to the HDP sector are compiled, quality checked and submitted on time to the donors in close consultation with the area teams, MERL Unit and the grants team. 
    Contribute to the quarterly, annual and other project reports as required
    Review technical content of downstream partner reports to ensure high quality technical reporting 
    Contribute to programme deliverables as they relate to the relevant  HDBP workstreams. 

    Representation/Liaison

    Represent HDP’s work in Kenya towards local government authorities, donors, partners, UN agencies and international and local NGOs and  selected local co-ordination forums. 
    Be the point of contact for collaborating with national partners under HDBP sector
    Provide overall technical management of the delivery of collaboration and national partner activities by providing technical assistance and attending activities to ensure set objectives are achieved

    Fundraising & Accountability

    Actively identify and respond to relevant funding opportunities. The funding environment in Kenya is challenging and will require significant focus and capacity.
    Lead proposal development to maintain and expand HDP’s portfolio in Kenya and on borderlands.
    Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability initiatives in the field as well as strengthening the effort to document the impact of HDP’s activities.

    Experience and technical competencies:  

    Demonstrate an understanding of the ever-changing Kenyan landscape (including cross border dynamics) as relates to politic, conflict, peace and security.
    Demonstrate conceptual and practical knowledge on Conflict Sensitive Development, security governance and related fields in a management capacity.
    Minimum of five years working experience with International NGOs or operational UN agencies, including at least two years’ experience of community-level conflict sensitive programming.
    Proven experience in project management, including budget expenditure, donor relations, reporting, proposal writing, staff management, and monitoring and evaluation.
    Demonstrable leadership and management skills, including team building and management by example.
    Demonstrable ability to think strategically, prioritize, and meet deadlines in a complex and challenging environment.
    Demonstrated ability to mobilise resources and expand programmes
    Excellent writing and verbal skills in English for project proposals, reports, and communications; Swahili skills is an added advantage.
