    The Emergency Manager has overall responsibility for the day to day management of DRC’s emergency programming portfolio within geographical area of responsibility. Sector responsibilities for the role include: Multi-sector, life-saving interventions during acute crisis within the areas of cash, protection, shelter and non-food items, camp management, water, sanitation and hygiene and food security, covering all stages of project cycle management from programme design to implementation and monitoring and evaluation; including also leading emergency preparedness activities. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. This work is primarily done with local partners, so experience in working alongside local partners is a must. 
    Duties & Responsibilities: Responsibilities: 
    Programming & Operations

    Project manager for DRC’s emergency grants in camp and non-camp based settings. Responsible for ensuring projects are on time, budget, and scope. 
    Lead the organisation and implementation of emergency activities through both partners and direct implementation, including cash and voucher programming, in accordance with DRC guidelines, program objectives and accountability principles to deliver life-saving emergency assistance to beneficiaries
    Manage relationship with emergency partners, in coordination with Partnerships Coordinator
    Represent DRC with relevant donors, partners and local authorities and coordinate with distribution actors and other DRC programmes when necessary;
    Advise on all Area Emergency field assessments, surveys, needs assessments, market assessment and monitoring, and other data collection to guide programming – with Emergency MEAL Coordinator
    Ensure that Emergency interventions are informed by and integrated with other core sectors of such as protection and Economic Recovery; and provide technical support on Emergency to other DRC sectoral programmes;
    Realise project work plans and ensure its timely submission and ensure the concordance of field activities with the work plans;
    Prepare project progress reports as well as preparation of donor reports as per agreed format;
    Establish and manage programme indicators for monitoring and evaluation of project achievements against targets and providing detailed reporting to management, partners and donors;
    Ensure that appropriate systems and methodologies for beneficiary accountability are in place including programme monitoring tools and formats, and a complaints mechanism;
    Responsible for project budgets and financial management, including financial forecasting, timely and compliant expenditure and financial reporting on project activities 
    Oversight of emergency grants in both camp and non-camp based settings. 
    Ensure that DRC staff and partners are aware of good practices, particularly in terms of human rights and international humanitarian principles;
    Provide strategic leadership for all protection related projects, providing support for the current activities while keeping an eye into new areas of development;
    Work closely with the Area Manager, Grants Coordinator to develop quality proposals, concept notes and budgets to meet emergency needs in the target areas.
    Ensure compliance with relevant guidelines and DRC commitments.

    Representation 

    Represent DRC in relevant fora;
    Coordinate and maintain constructive relationships with municipalities, other local government institutions, local NGO partners, other international organizations, in coordination with the other team members;
    Ensure DRC’s principles and approaches to emergencies are integrated into the response;
    Follow the humanitarian principles, standards and guidelines that DRC is committed to, and ensure these are adhered to by DRC staff, partner staff and volunteers.

    Monitoring and Evaluation

    Ensure transparency and accountability tools, processes and mechanisms to affected communities are in place;
    Ensure equal participation by all segments of the community, taking into consideration issues regarding gender, age, clan and tribal and religious affiliations;
    Regularly monitor project activities and provide timely inputs and feedback to management;
    Work with M&E team to ensure M&E plan is being implemented, data is being collected from the field and regular reports are being produced.

    Logistics/Finance

    Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up 
    Plan and coordinate proactively logistics and movements of staff from and to different operational areas
    Initiate procurement of emergency programme goods, services and works, and ensure their delivery in compliance with DRC guidelines and SOPs.
    Ensure distribution plans are prepared and shared with Finance, Supply Chain and Safety in a timely manner 
    Undertake any further duties as the line manager sees fit. The position duties are flexible to a degree to allow the candidate to develop skills they personally identify. This can be arranged in discussions with the line manager.

    Experience and technical competencies: 

    Minimum 2 years of practical experience in the sector area in a management position, with significant experience in the field of humanitarian response for an international NGO or UN agency.

    Overall purpose of the role: 
    DRC Kenya will be implementing a new protection monitoring system implemented in all field offices. This role is responsible to ensure the quality of protection monitoring by overseeing and supporting incentive workers to identify and monitor their needs/risks and monitor any changes that affect the protection environment. The Protection Monitoring Officer will be responsible for planning and coordinating all protection monitoring – and working closely with the Protection Coordinator and Protection Team Leader to ensure that all staff have regular information around any emerging trends within the protection environment. The Protection Monitoring Officer will also be responsible for consolidating protection monitoring data – and working with the PIM/Advocacy Specialist to develop protection briefs. The Protection Monitoring Officer will be based in Kakuma.
    Responsibilities: 
    R1. Protection Monitoring:

    Develop monthly and weekly work plans to ensure coverage of all relevant locations and that targets of protection monitoring are met.
    Organize and conduct focus group discussions and key informant interviews with persons of concern and key stakeholders.
    Ensure relevancy and accuracy of protection monitoring data and liaise with MEAL and MIS focal person for data quality on bi-weekly basis.
    Provide continuous training, guidance and supervision to protection monitoring incentive workers to ensure that activities are carried out in accordance with relevant DRC standards, DRC Code of Conduct, Protection Monitoring SoP and Data Protection Protocols including regular follow-up in the field.
    Provide regular feedback to the TL and PIM specialist on the functioning of the protection monitoring system. 
    Ensure confidentiality for all data collection activities and that is collected, stored and processed correctly according to DRC data protection standards. 

    R2. Reporting:

    Produce a protection monitoring reports and submit it to Protection Team Leader and PIM/Advocacy Specialist according to deadline.
    Prepare an internal weekly protection reports/tracker in English to be submitted to the Protection Team Leader; these reports should summarize protection monitoring activities carried out by the Protection teams and underline key weekly findings
    Develop ad-hoc briefs where needed for donors and/or other external stakeholders. Support the Protection TL in representing DRC protection work, where needed

    R3. Program Quality:

    Support the Protection Team Leader in reviewing emerging protection issues and changes to the protection environment 
    Ensure linkages between cases identified through protection monitoring and ongoing protection programming (case management, referrals). Have regular coordination with other protection officers. 

    Experience and technical competencies:  

    A minimum of 2-3 years of experience in the humanitarian sector related with an NGO/UN or civil society organization.
    Experience in quantitative and qualitative data analysis. 
    Experience in using research methodologies and data collection tools.
    Excellent drafting skills in English and experience in report writing different audiences.

    Purpose of the consultancy

    The Danish Refugee Council-based Regional office in Nairobi is seeking for a reputable company to supply, implement, commission and train users on a new cloud-based payroll solution. The rationale is to streamline processes, improved and more efficient services to employees whilst reducing operational costs associated with payroll processing and ensure payroll confidentiality and security.

    The objective of the consultancy

    The purpose of this consultancy is to implement a payroll solution that provides the following benefits:

    Payroll processers:
    Input:

    Manage monthly salary and deduction changes with accuracy; where needed additions of any deduction or arrears with ease
    Interface with other software (Microsoft Dynamics-ERP) to remove the manual entry of data and shorten processing time.
    Employee records and profiles: To include personnel numbers/personal bank account/ statutory numbers and expat details like passport and work permit details.
    Employee Divisions: Based on locations, departments and positions; separate databases for national and international staff.
    Intuitive upload functionality

    Processing

    Automate payroll calculation, integrating all calculations performed outside the system (loans, pro-ratio, miscellaneous deductions, final pay calculations …) Monthly exchange rate for salaries in other currencies.
    Computation of taxes in accuracy, accommodate provisions for Income tax and the benefits provided such as provident funds, Individual insurance schemes, personal relief, and taxable pay.
    Post-processing and reporting (Finance side)
    Offer online validation of the payroll, ensuring payments are performed based on approved payroll results
    Payment file matching the bank’s required format, no manual intervention.

    The solution must be compliant with the Global and local data protection laws.

    Other users:

    Capability to automatically generate and share to staff pay slips and P-9 forms for online tax returns. Capability to allow staff to access the documents on a self-serve module and on mobile functionality is desired.

    Scope of Work and Methodology

    The Consultant will be required to prepare a detailed methodology and work plan indicating how the objectives of the project will be achieved, and the support required from DRC.

    Planning Phase:

    Selected vendors will hold at least 2 phases of separate meetings with involved parties.
    Discuss and agree on the user interface, modalities and objective of the proposed system/software.
    To do a presentation of existing software to the involved parties through a demo presentation.

    Internal Consultations:

    The in-house meeting between the involved parties to decide which vendor should be contracted

    Supplier Demo

    The successful vendor will provide a demo version to the involved parties to test run the system/software and if there are suggested changes to be made to the system, such changes will be taken into consideration by the vendor.

    Proposed system

    To do a presentation of the new software to the involved parties through a demo presentation.
    Discuss data requirements, migration, piloting and the changeover timeline.

    Post-Go-Live Phase:

    Develop an implementation guide, user guide and project overall documentation.
    Provide comprehensive training on how to manage and use the software portal to designated staff and others.
    Upon completion, provide full access to the software Portal, front-end, back-end, host account and integration programming code details to the DRC Regional office.
    Provide six-month to 1-year post-development remote security and technical support to the management of the software.
    Provide ongoing user support and consultation throughout the duration that DRC uses the system.

    Deliverables

    The total expected duration to complete the assignment will be no more than 2 months from the contract start date. We envisage to commence the project in November 2023.

    Proposed composition of team

    The Consultant needs to demonstrate that they have a competent and knowledgeable team with the capacity to deliver on this project. The team should have worked on similar projects before and should be present throughout the implementation of the project. The Consultant also needs to demonstrate that their team can provide ongoing user support with a reliable contact person. Should the project be scaled to other countries, they should have the capacity to implement and support in multiple countries.

    Eligibility, qualification, and experience required
    Eligibility:

    Professional software application firm with proven expertise and experience in providing excellent payroll solutions to international organizations or multinationals. The provider must be responsive and willing to work collaboratively and effectively with DRC Regional Office towards delivering a high-quality system.

    Experience

    Substantial experience in the delivery of cloud-based payroll solutions to International Organizations. The proposed solution should be a native cloud, subscription-based, that will not require any investment in IT infrastructure (hardware and software) to implement. The vendor should provide an architecture of the solution.
    Ability to deliver the requested solution demonstrated by a detailed project implementation plan with clear milestones and deliverables at each milestone. The project plan should also highlight the project team, their competence in the project and the project escalation matrix.
    Demonstrable relevant payroll software applications set up in Kenya or globally.
    Provision of tax clearance certificate
    Proven integration of payroll software to other ERP systems
    Willing to work with the DRC Regional office to ensure the final product is of extremely high quality.

    Background

    Digital Skills Project is designed to address gender, social, cultural, and economic barriers that affect youth’s ability to access education and employment opportunities. The project specifically targets the most critical moment in Dadaab’s youth educational Journey. The transition from basic education to higher education or employment consists of a large range of interventions, including teacher training, life skills education, financial literacy training, engagement for behavior change, mentorship programs, and market-based digital skills training.
    Freelancing is among the notable fields in the 21st century which contribute immensely to the livelihoods of youths who work in either digital or digitally-enabled jobs. Danish Refugee Council(DRC) Digital Skills Project is among the livelihood components which aim at increasing economic inclusion and empowerment for freelancers in Dadaab. Part of the digital skills DRC offers to freelancers in Dadaab across the three refugee camps includes data entry, translation, Virtual assistance, Digital marketing, Transcription, and content writing. The key online work platforms introduced include Upwork, Remotask, and Fiverr. The scope of the capacity enhancement activities for freelancers involves intense training and mentorship.
    Based on our freelancing experience since 2021, we have identified algorithmic bias based on geographical location and nationality in the dominant freelancing marketplaces, which makes it difficult for local freelancers to excel in the gig economy. Besides, Kenyan freelancers struggle to withdraw their online earnings from online payment methods that in most cases end up holding users’ funds indefinately without clarification. As such, we have so far identified a locally available gig market that could be sustainable in the long run. Our startup leverages digital skills to promote the United Nations’ sustainable development goals of decent work, economic growth, and reduced inequalities among the Persons of Concern.
    One of the major goals of the Digital Skills Project is to increase the equitability participation of Dadaab youth in the formal and informal workforce. The digital online skills training is therefore an integral component of the program, which intends to support at least 200 youth in Dadaab and surrounding host communities to obtain training in digital skills which will subsequently lead them to obtain sustainable work.
    Danish Refugee Council is seeking to hire an experienced, skilled, and result-oriented Digital online work consultant to provide both online, offline, local, and international work linkages to the trained Dadaab online freelancers and participate in developing a mentorship model; and support strategies that will transition trained Dadaab online Freelancers to access wages and /or self-employment opportunities and earn a dignified income.

    The Role Of The Online Work Consultant.
    Aligned with this purpose, the consultant will play the following roles:
    Enhance Market access

    Conducting research to identify in-demand skills and niches in the freelancing market, and understanding the current trends and demands and link graduates with these opportunities.
    Assisting graduates in building a strong personal brand that highlights their expertise and showcases their unique skills and value proposition.
    Guiding graduates on effective networking strategies to connect with potential clients, industry professionals, and relevant freelancing platforms.
    Advising on the selection of suitable freelancing platforms based on the graduates’ skills and target audience.
    Assisting in creating marketing materials and promotional strategies to attract clients and stand out in the crowded freelancing market.
    Offering ongoing support and mentorship as freelancers navigate the market and encounter various challenges.

    Mentorship;

    Review the mentorship curriculum and strategies in place.
    Support high-quality face-to-face mentorship access to on-demand digital skills across the three refugee camps.
    Provide online work linkages to trained freelancers.
    Support the freelancers in bidding for online work and offer assistance when required.
    Support acculturation, priority setting, networking, career planning, and counseling related to the individual’s (mentee’s) identified goals toward advancement in their freelancing career.
    Support freelancers in client engagement and contract management strategies
    Watch out for trends on the online platforms and advise the program team on ways to align implementation
    Support knowledge sharing, with other experienced freelancers and Business Process Outsourcing Business Process Outsourcing (BPOs) in the local and internal market, both offline and online.

    Training;

    Train selected members of 2 BPOs to be able to outsource digital work
    Simulations of freelancer-client engagement, thorough client management, job search, and bidding strategies.
    Helping freelancers create an impressive portfolio that showcases their past work, projects, and accomplishments
    Support the BPOs in developing bids and proposals for digital work
    Onboarding the trainees to a maximum of three freelancing marketplaces for the maximum possible success rate.
    Work closely with the partner trainers and mentors in training and assessing participants before onboarding to work platforms.
    Training the trainees on freelancing ethics including privacy and confidentiality safeguards between freelancers and clients.

    Sustainability;

    Work closely with DRC to establish and build the capacity of business processing units, ensure a good governance structure of the units is in place, and support linkages to digital online work and financial services.
    Oversee the créations of local freelance clubs and agencies within Dadaab to harness digital opportunities, and knowledge sharing for sustainability.
    Web/Mobile App development for Market access and enhanced online visibility of the trained freelancers to the online job market.
    Support market connections and job networking for sustainable online job connections to freelancers.
    Provide a reputable freelancing marketplace(Platform) where the trained and mentored freelancers can be onboarded.
    Provide information to trained freelancers on entrepreneurship pathways, and support the implementing partner with life skills and financial literacy training.
    In collaboration with the Economic Recovery officer, facilitate linkage to credible financial institutions.

    Quality Control and Impact Measurement;

    Implement, monitor, and evaluate intervention using a result-based monitoring system to measure a success rate of more than 50%.
    Participate in the weekly feedback sessions and provide a progress report based on the week’s performance.
    Perform monitoring and evaluation of the mentorship program to measure adoption and success.

    Scope of Work and Methodology

    The Consultant will be required to prepare a mixed approach methodology which will include physical training, physical and virtual mentorship, knowledge sharing among the trainees, and market access in terms of linking the freelancers to reputable local, and international work platforms and BPOs. The consultant will be required to develop a result-based monitoring system to measure a success rate. In this regard, the training tools used should be aligned with the current curriculum manual being used i.e. AjiraDigital, ICDL, and Life Skills. The work plan indicating how the objectives of the project will be achieved, and the support required from DRC Kenya should also be incorporated.

    Deliverables

    The Consultant will submit the following deliverables as mentioned below:

    Inception report

    The consultant should provide an inception report containing a work plan with an emphasis on methodological and planning aspects, the timing, key deliverables, and milestones. The inception report will provide the DRC digital training team the opportunity to verify that they have the same understanding of the project’s objective

    Mentorship

    Support high-quality face-to-face mentorship access to on-demand digital skills across the 3 refugee camps.

    Trainee Skills Profiling

    To conduct freelancer profiling based on the skills acquired during digital training, interest, and career goals.
    Hard Skills and Onboarding to freelancing marketplaces
    To support high-quality face-to-face mentorship access to on-demand digital skills across the three refugee camps

    Client/Contractual engagement

    To support freelancers in client engagement and contract management strategies

    Mid Reporting

    The consultant should provide a mid-report showing the progress of the project activities.

    Market Access

    To support market connections and job networking for sustainable online job connections to freelancers.

    Monitoring and evaluation reporting

    To perform monitoring and evaluation of the mentorship program to identify alignment with intended outcomes and create interventions for missed targets.
    Documenting the impact of the mentorship and market access capacity enhancement activities
    Reporting key learnings.
    Final Reporting
    Finalization of the report based on input provided on the inception report.
    The Consultant will provide the documentation via email.

    In the East Africa and Great Lakes region (Kenya, Tanzania, Uganda, Ethiopia, Djibouti, Somalia, Burundi, South Sudan, Sudan, and DR Congo), protection concerns facing refugees, returnees, IDPs, as well as people in mixed migratory flows, are central to informing DRC’s programme and policy interventions. The purpose of the role of the Regional Protection Coordinator is to strengthen the quality of DRC’s programme across the region, with a specific focus on ensuring the quality of DRC’s activities across the different subsectors and providing on-going capacity building, training and mentoring to technical and implementation colleagues.
    The Regional Protection Coordinator is responsible for technical support to protection and programmes staff in the specific areas of case management across the sectors covered by DRC (legal aid, child protection, GBV, people with special needs and other specialized case management activities), and leading on protection information management and protection monitoring in countries and across the region.
    The most direct counterparts for the RPC in her/his daily work will be country-level protection coordinators and managers, country Heads of Programmes, and other members of the regional programmes team.     Duties & Responsibilities: Responsibilities: 

    Lead to develop and manage urban projects communication plans (internal and external) and activities according to DRC’s policy and guidelines to ensure and promote DRC’s urban program work.
