    Overall purpose of the role
    We are looking for a motivated international development professional to join DRC’s Contracts team and spearhead our close support to DRC field operations implementing commercial contracts. The role includes day-to-day support and capacity strengthening to in-country project management teams; risk management; budget management; quality assurance of reporting to clients; and engagement with partners. This role also includes exposure to multi-disciplinary teams working within DRC’s well-established country operational platforms, while also contributing to the refinement of DRC’s commercial contract management structures and procedures
    Responsibilities:
    Commercial contract project management and oversight (80-90% LOE)

    Engage regularly with in-country project management to monitor project’s performance from a corporate risk and compliance perspective. At the direction of Project Directors, this may include engaging regularly with delivery team leadership and client representatives
    Advise project management teams to empower them to make effective management decisions that achieve project objectives, protect DRC’s corporate interests and are in line with commercial contract delivery best practices,
    Serve as technical line manager and backstop to in-country Project Managers, where applicable, providing regular technical oversight and on the job training for project management tasks specific to commercial contracts. When Project Manager is on leave, serve as delegate for project management responsibilities such as Budget Holder in Dynamics,
    Engage ad-hoc with wider project delivery teams and Country Office-based Support Services teams to advise on efficient, high-quality and compliant project delivery, in line with DRC’s Operations Handbook and commercial contract best practices,
    During project start-up, ensure accurate set-up of the project, including project budget, in Dynamics by COand HQ finance teams. The CMS is specifically responsible for providing Finance with the correct information for the project, project contract and grant cards, as well as for building accurate Forecast Models (both Approved Budget and Sales Budget).
    Working closely with project management and HQ finance focal points (Business Controller and Contract Finance Coordinator), ensure timely and accurate project financial management, including: accurate budget tracking and forecasting (internal DRC reporting); and invoicing, expense reporting, and forecasting (client reporting),
    Advise on and support the management of human resources related to the contract; including consultant recruitment, contracting and onboarding where necessary, in line with DRC and client policies
    Review and quality assure project reporting, including narrative and M&E components, ensuring all external project reports are written in clear and professional English, respond to client requirements and are submitted on time
    Ensure fiduciary, reputational, security and technical risks specific to commercial contracts are included in DRC’s standard risk management procedures, including appropriate identification, mitigation, ownership and escalation of project risks to both DRC and our clients.,
    Advise on and support the development and approval of budget amendments, including working closely with the project management, Country Office and delivery teams to define workplans, areas to implement Value for Money, appropriate budgeting for DRC core and support staff, and completing any other budget documentation required by the client,
    Advise project management on compliance with DRC’s corporate policies relating to commercial contracts, as well as specific contract terms and conditions, including Duty of Care, Conflict of Interest, IT, etc,
    Advise on project compliance with internal, and external audit recommendations; as well as facilitate client spot checks and support project teams to implement recommendations. During project closedown, support project management teams, CO Finance and HQ finance in facilitating donor-led audits and producing final expense reports/invoices,
    As necessary and agreed with Project Directors, take primary responsibility for mitigation of project fraud and corruption risks, including oversight of appropriate due diligence and compliance of project subcontractors.

    Commercial contract business development (10-20% LOE)

    Support identification of new opportunities and sourcing other market intelligence through strong, effective project delivery.
    As time and needs dictate, participate in commercial contract proposal development, such as developing technical and/or commercial proposals.
    Working with HQ Contracts team counterparts, support build-up and management of DRC’s institutional knowledge around commercial contracts

    Overall purpose of the role

    DRC is seeking a dynamic and self-motivated individual to be a key member of BORESHA Project Management Unit (PMU) and contribute to ensure overall planning, implementing, and managing of the project, and assure progress towards achieving project goals and objectives. Based in Nairobi, with 20% travel to the field locations in Kenya, Somalia and Ethiopia, the Finance Coordinator supports in day to day routine financial duties, review of budget/budget modifications and is the lead finance focal point for the PMU, Project Steering Committee, Technical Working Group and also acts as Technical Focal Point to all field operations from the three consortium members across all locations.

    Responsibilities:

    Working with the Partnership and Sub-Award Coordinator, lead on assessing partner finance capacity and the development and delivery of finance capacity strengthening initiatives.
    Along with financial capacity strengthening initiatives provide technical assistance to Consortium and Implementing Partners as necessary to achieve and maintain high standards of compliance.

    Coordination with the procurement and logistics departments of Implementing/Consortium members to ensure the relevant taxes (if applicable) are indicated in all supplier documentation and paid to the relevant departments in a timely manner.

    The Head of Support Services is a member of the Senior Management Team, with overall responsibility of program support and timely completion of annual performance indicators under support functions.     Strategic Management

    Ensure that effective HR policies are in place and implemented.

    Overall purpose of the role: 
    The Danish Refugee Council (DRC) is recruiting for multiple project manager positions for anticipated upcoming projects – one based in Kakuma, and one based in Dadaab. DRC will be the lead agency of consortia including both international and local organizations, and the PM should have experience in coordinating multi-partner consortia and working with local organizations. The post-holder will provide leadership and day to day management, technical support and oversight of upcoming projects focused on self-reliance and socio-economic integration of host communities and refugees. The Project Manager will be responsible for coordinating the project across the consortium members and overseeing the day-to-day implementation of the DRC team to meet project goals. The PM will act as the main point of contact for the respective donors in consultation with the Head of Programmes (HoP) and directly supervise project staff in coordination with the DRC Area Manager including being responsible for managing the expectations of and relationships between all project partners, target population and stakeholders. The PM will preferably have experience in self-reliance programming in refugee contexts.
    Duties & Responsibilities:
    R1: Project Management, Development, Monitoring and Evaluation

    Ensure the project is implemented in ways responsive to the beneficiary communities, donor compliance procedures and vision/mission of each of the partner organizations. This includes working closely with consortium members, national/local government, relevant stakeholders and community structures to successfully implement and strengthen local capacity.
    Ensure that the project has appropriate monitoring, evaluation, accountability and learning systems established (including impact evaluation), and that the project reporting is delivered 
    Ensure project activities are delivered according to the agreed project proposal and implementation plan, and that all activities and deliverables are completed within the agreed timeframe and budget, reports are submitted as per the agreed schedule and formats are fulfilled as specified in signed agreements.

    R4: Coordination & Partnership

    Ensure proper communication mechanisms are in place to guarantee effective and timely communication between project staff and the consortium members and management.   
    Participate in regular external stakeholder meetings, and maintain external relations with the relevant government agencies, and stakeholders across the project areas.
    Ensure there is a system for networking and communication with relevant local government line departments, DRS (Department of Refugee Services), UNHCR, relevant actors, and community representation in the project areas.

    R5: Budget Management

    The post holder will oversee the project budget responsible for budget monitoring, cash forecasting and BFU reviews while working closely with DRC and partners. Will oversee the project budget in order to maintain project expenditure within budget parameters, ensuring adherence to DRC financial procedures and donor requirements.
    Track budget spending and ensure timely reviews of financial transactions and budget utilization every month.
    Support team members to utilize financial planning tools, such as spending plans, procurement plans, and work-plans based on activities and budgets.
    Work closely with the respective Area Programme and the Country Office team in budget drafting and revision processes as per identified/prioritized needs of the project.

    R6: Staff Management

    Overall purpose of the role:
    The Sudan Regional Response Coordinator acts as the primary point of coordination for DRC; liaising with country teams, regional office and HQ, leading in the development, strengthening and monitoring of emergency response plans related to the ongoing Sudan crisis through the provision of technical support, operational guidance, trouble-shooting and quality assurance to all emergency programming within affected countries (Sudan, Ethiopia, South Sudan, and Chad).

    Responsibilities :

    Emergency Response Plan Development and Capacity Building for field teams:

    Support all relevant countries to ensure they have up-to-date Emergency Response Plans;
    Support all relevant countries to develop Emergency Preparedness Plans in areas relevant to future response actions, linked to scenario planning;
    Support all countries to conduct Integrated Emergency Response Needs Assessments and ad-hoc Rapid Needs Assessments where required;

    Develop templates, tools, key messages and external dissemination products related to the Sudan crisis and DRC’s operations;
    Where feasible, lead on external coordination forums in which the focus is responding to the Sudan crisis.

    Quality Assurance of Emergency Response and Cross Border Programming:

    Conduct field visits to affected area offices to identify capacity gaps and operational support priorities in collaboration with field teams;
    Conduct humanitarian response capacity assessments related to cross-border programming for countries affected by the Sudan crisis;
    Provide trouble-shooting in existing operations facing bottlenecks in implementation of the developed Response plans;
    Ensure countries are using and able to use correct emergency MEAL tools to implement Response Plans;
    In close coordination with RO and CO technical staff, ensure response activities are appropriate across all sectors. Assist in updating/developing tools and provide required trainings;
    Ensure all emergency response actions are adhering to standards and best practices including HAP/CHS standards, relevant Minimum Standards and SPHERE etc.

    Overall purpose of the role
    The overall purpose of the role is to serve as the regional lead for the Mixed Migration Centre MMC Eastern and Southern Africa | Yemen and Egypt (MMC ESA) team on the management and analysis of quantitative data collected by 4Mi enumerators in countries of operations.
    Under the supervision of the 4Mi Project Manager and in close collaboration with the Information Management Team in the region and globally, and the rest of the MMC ESA team, the successful candidate will be responsible data management and analysis according to the SOPs. He/She will lead quantitative data management and visualization, develop survey tools and methodologies, and draft research products based on quantitative data along with the Information Management Officer. He/She will be responsible to review and validate all quantitative research outputs. Contributing to better use of data, the post holder will also provide support on data collection and management trainings, support with monitor network supervision, support the team with administrative tasks, among other responsibilities. He/she will support the team in developing research designs and field planning for all new and existing projects and lead/support scoping missions across the regions.  He/she will have technical line supervision responsibilities for Information Management Officer and eventually assistant positions.
    The post holder plays a key role within the team in ensuring high quality standards for the data collected on a daily basis by the 4Mi. He/she will be a go-to person across the region and within the MMC global network for survey, data collection and data management questions.
    Responsibilities:
    Information management and data processing

    Lead on the management of 4Mi data: working with the IMO, ensure maintenance of the data collection platform, and that data is safely stored and shared, well organized and retrievable, that data protection guidelines are met, and that quality is assured;
    Ensure collected data is migrated into datasets in appropriate formats (such as .dta or .csv or .nvp);
    Ensure the regular availability of clean datasets for the region and for global use: export data in appropriate formats, and ensure that data is regularly validated and cleaned with the IMO;

    Data collection

    Ensure the maintenance of the electronic data collection solution;
    Support the training of 4Mi enumerators on the questionnaire and the data collection software;

    Duties:

    The consultant will sign the code of ethics and will ensure full respect of humanitarian principles when approaching community members.
    The consultant will sign DRC’s ‘confidentiality form’.

    Scope of work and Methodology

    The Consultant will be required to prepare a detailed methodology and work plan indicating how the objectives of the project will be achieved, and the support required from DRC.

    Deliverables
    The Consultant will submit the following deliverables as mentioned below:
    Phase 1
    Inception Report

    Development of draft SoPs and guidance, based on desk review and interviews
    4 working days

    Phase 2

    Draft SoPs developed
    Notes from stakeholder interviews, compiled
    3 working days

    Phase 3

    Final SoPs signed-off
    Prepare first draft report – A final paper outlining outcomes of the research, mapping of local protection response, and clear recommendations for DRC’s programming
    Feedback from DRC to submit the final report
    3 working days

    Duration, timeline, and payment

    The total expected duration to complete the assignment will be no more than 10 working days.
    The consultant shall be prepared to complete the assignment no later than November 15***, 2023.***

    Proposed Composition of Team

    Lead Researcher

    Eligibility, qualification, and experience required
    Essential:

    3 years’ experience on change management processes with INGOs preferably in East Africa and Kenya.
    Track record of past experience with partnership management and associated sub-granting processes
    Demonstrated knowledge of protection issues in humanitarian settings, and roles/responsibilities of humanitarian actors.
    Excellent analytical, interpersonal, communication and reporting skills.
    Strong communication skills (oral and written) in English.

    Desirable:

    Experience in technical and institutional support to local civil society organisations in Kenya.
    A good understanding of Kenya’s civil society context

    Eligibility:

    The consultant has the authorization to conduct research in Kenya

    Qualifications:

    Relevant academic background. Post-graduate university degree in international development/ social sciences / project management or another relevant discipline.

    Technical supervision

    The selected consultant will work under the supervision of the DRC Head of Programmes with the support of the DRC Partnerships Coordinator
