    Overall purpose of the role: 
    The Grants Development Officer shall work within the Project Management Unit (PMU) of Deris Wanaag to oversee the project’s grant development, management, and compliance aspects for the partners. The role will be responsible for grant development and management of all grants. The position is also responsible for providing regular support to project cycle management by ensuring compliance with donor and internal DRC guidelines on contract management as well as the financial compliance of grantees. In this capacity, the role will also assist in budget management of sub-grants (tracking grant spending, managing and monitoring grant funding received and disbursed to partners), review partners’ financial reports and expenditures, and provide technical guidance on financial capacity. The role shall externally coordinate partners and internally liaise with the project team members of Deris Wanaag.
    Duties & Responsibilities: Responsibilities: 
    Primary responsibilities: 

    Support the Project Area Leads with the preparation of grants proposals (grant concept notes);
    Track proposals submissions and associated technical team feedback;
    Work with the Deris Wanaag Area Leads and grantees to develop well-written, organized grant applications that are in line with Deris Wanaag objectives;
    Work across the program and grants teams to synthesize feedback, review grant applications and quickly move applications through the Deris Wanaag grants process; and
    Work with the Area Leads and grantees to develop organized, complete and thorough budgets that are harmonized with grant applications.

    Other responsibilities:

    Participate in capacity assessment of potential grantees including but not limited to assessment of the organization capacity, governance structure, past experience and financial management systems;
    Coordinate project kick-off and close out meetings. Participate in periodic budget reviews for all ongoing grants; 
    Manage information on the grants module system and maintain all documentation related to grant management;
    Prepare for document verification, financial audits, and donor due diligence assessments as part of the support to the project; 
    Ensure that the relevant risks issues associated with grants are identified, assessed, managed and reported within the risk register;
    Support the coordination of grantees on financial reporting, documentation, disbursement management and general donor compliance;
    Review financial reports and supporting documents submitted by grantees and coordinate with relevant project, finance teams on any financial management issues identified and monitor accompanying remedial actions; and
    Other duties as assigned by the Deris Wanaag Grants team.

    Experience and technical competencies: 

    At least two-years’ experience working with projects and/or grants management. Proven ability to work collaboratively in a multidisciplinary team environment.

    Overall purpose of the role: 
    The Advocacy & Communications Coordinator is responsible for the development, update, and implementation of the DRC Kenya Advocacy Strategy as well as the coordination of public communications including branding and visibility initiatives. The position will need to work with different internal stakeholders to develop high-quality advocacy and communication products. The Advocacy & Communications Coordinator will also be responsible for the management of a DRC Kenya content repository including project photos, videos, and human-interest stories and in this the role will be supported by a communications intern. 
    Duties & Responsibilities: Responsibilities: 
    Advocacy

    Liaise with key stakeholders in country and field level for the production and dissemination of advocacy materials in line with DRC´s Country Strategy.
    Develop, update, and implement the DRC Kenya advocacy strategy and maintain a quarterly advocacy workplan – in line with country office priorities.
    Regularly conduct policy context analysis and provide updates on key developments related to refugee rights in Kenya.

    Protection Monitoring

    Jointly with the support of the Protection Coordinator, publish Protection Monitoring Risks and Trends (PMRT) reports outlining findings on protection concerns, multi-sector needs, recommendations, and advocacy points to DRC senior management and external stakeholders. 
    Carry out secondary data analysis and identify sources of data and information to complement the data collected through field protection monitoring.

    Communication

    Develop and maintain DRC Kenya’s repository of communications products (photos, videos, human interest stories)
    Manage DRC Kenya’s external communications platforms (Facebook, Twitter) 
    Produce infographics and accessible information products for different audiences.

    Partnership

    Jointly with the support of the Partnerships Coordinator, offer technical assistance to DRC civil society partners on advocacy and communications

    Experience and technical competencies: 

    A minimum of 4 years of experience in the humanitarian sector related with an NGO/United Nations or civil society organization.
    Experience in using research methodologies and data collection tools.
    Excellent drafting skills in English and experience in report writing different audiences.

    The Finance Assistant (FA) supports the DRC Kakuma and Lodwar office in relation to all financial aspects of the project. The FA with guidance from the Finance Officer will ensure efficient and effective financial operations of DRC Kakuma and Lodwar office project activities.     The role will have the following key responsibilities :
    Regional/multi-country grant management and administration:

    Lead, manage and quality control specific regional/multi-country contracts/awards across EAGL;
    Lead and facilitate project kick-off and close-out meetings for regional/multi-donor projects, in line with DRC processes, ensuring relevant staff and partners are aware of their programmatic, financial and compliance obligations/requirements;
    Track grants processes and milestones for all regional/multi-country contracts/awards through the grants cycle ensuring relevant information and documentation are disseminated to relevant staff in a timely manner;
    Review current grant progress against original plans and log frames, identify areas of concern and ensure remedial actions are taken;
    In collaboration with the Regional Business Development Coordinator, transition successful grant applications into the Grants Management System in DRC’s Enterprise Resource Planning platform (Dynamics) with reports, proposals, contracts and related milestones;
    Track processes and milestones for all regional/multi-country contracts/awards through the grants cycle ensuring relevant information and documentation are disseminated to relevant staff in a timely manner;
    Support the tracking of donor financial disbursement against signed contracts and prepare request for financial disbursements from donors as contained in the project agreements;
    Responsible for hard and soft copy filing of original signed project and administrative organizational documents.

    Reporting for regional/multi-country contracts/awards:

    With input from the Country Offices, regional coordinators and other relevant staff, help produce high quality progress reports for regional/multi-country contracts/awards as per donor and DRC requirements;
    In consultation with the finance department, assist in consolidating and/or quality control of reports, in relation donor requirements, original project proposal, and consistency in both narrative and financial reports;
    Provide high quality review and assembly of programme documentation including drafting editing and formatting;
    Provide through progress reporting, a continuous analysis of the achievements, facilitate project reviews, evaluation and audits;
    Develop donors reporting timelines and requirements template; ensure it is updated at all time;
    Timely dissemination of reporting tools and requirements and follow up to ensure internal and external reporting deadlines are respected.

    Compliance Management:

    In coordination with the Regional Risk and Compliance Coordinator and other relevant staff, support internal financial reviews to ensure that donor guidelines are implemented and followed, including financial, procurement and administrative aspects;
    Carry out contract and grants management training of regional staff through inception workshops, coaching and mentoring in setting up systems to monitor key accountabilities e.g. co-financing, exchange rates, interest and budget rules in line with contractual requirements;
    Support the regional partnerships and localization advisor to conduct and document periodic implementing partner reviews;
    Support regional teams in the interpretation and operationalization of donor rules and regulations.

    Substitutional support

    The Finance Coordinator (FC) is responsible for supporting the finance department of DRCs Kenya Country Program.     Review and take corrective action on partners finance reports/submissions, undertake regular reconciliation of all partner accounts in liaison with partnership finance officer.
    Review and approve fund requests from Field Offices to the country office.

    The Regional Emergency Coordinator for East Africa assists in the development and strengthening of emergency preparedness and response within the region through the provision of technical support, operational guidance, trouble-shooting and quality assurance to all emergency programmes within the East Africa sub-region on a needs and request basis. This position represents an excellent opportunity to provide technical leadership and capacity building in an exciting and challenging context, and to strategically develop the quality, impact and sectoral integration of DRC’s emergency responses
    Responsibilities:
    Emergency Preparedness and Response

    Support EA countries to ensure they have up-to-date Emergency Preparedness and Response Plans (EPRP);
    Coordinate closely with the regional emergency response coordinator for Great Lakes to ensure coherence and inter-connectivity of EPRPs in neighbouring countries (particularly Horn of Africa);
    Support all EA countries to conduct Annual Integrated Emergency Response Needs Assessments and ad-hoc Rapid Needs Assessments where required;
    Provide emergency response training to RO and CO staff as required/identified;
    Undertake needs assessments for new emergencies/projects/programmes as required/identified;
    Support existing/new operations in emergency response – assist in staff recruitment, staff training, setting up systems, and planning and starting activities; and
    Support in emergency proposal development/review.

    Quality Assurance

    Conduct humanitarian response capacity assessments in countries/areas as required;
    Provide trouble-shooting in existing operations facing bottlenecks in implementation;
    Ensure countries are using and able to use correct emergency MEAL tools, develop new tools where necessary, and ensure coherence of emergency MEAL approaches across EA and GL;
    Develop and maintain an up-to-date regional EA and GL emergency toolkit and provide required trainings in close coordination with the regional emergency coordinator GL;
    Work with RO and CO technical staff to ensure integration of emergency response into Strategic Plans, promote sector integration in emergencies, and ensure response activities are appropriate and high quality across all sectors;
    Provide significant input and advice to strategies to transition emergency operations to recovery, resilience and Durable Solutions approaches;
    Ensure all emergency response actions are adhering to standards and best practices including HAP/CHS standards, relevant Minimum Standards and SPHERE etc.
    Ensure that DRC mandate, policies and values in programming is upheld, and DRC’s accountability obligations are delegated and carried out in accordance with standard regulations and operational procedures e.g. Code of Conduct, DRC Programme Handbook, DRC Operations Handbook

    Regional Leadership and Coordination

    Lead and coordinate regionally-led multi-country emergency responses as/where needed in EA, provide support in GL as relevant;
    Lead on DRC’s hard to reach (H2R) technical approach in EA.
    In close coordination with the Regional Security Coordinator, assist in assessing access possibilities to new areas, or areas with limited/no access, as needed;
    Provide technical support and quality assurance for all emergency response business development opportunities in EA countries, including leading on business development for regional and/or multi-country business development as needed.
    Participate as relevant in coordination mechanisms throughout the region and represent DRC as requested, including building relationships with other regional Emergency Coordinators (or equivalent) in NGOs, CSOs, donor agencies, UN etc.;
    Act as the primary point of contact for HQ Emergency Management Unit for emergency response and surge deployments in EA
    Provide RO and CO Senior Management Teams with updated information on ongoing/emerging humanitarian crises and needs within the East Africa region;
    Identification and prioritization (continuous) of geographical areas for assessment and response, both new and existing;
    In close coordination and collaboration with the Regional Head of Support Services provide support and training with respect to procurement, supply chain and asset management in emergency operations.

    Other
    The Emergency Coordinator, may, on temporary basis, be given overall responsibility for a specific DRC humanitarian response within the region. In such a case, the individual will have the overall organizational, financial and administrative responsibility of that particular DRC response, including the overall responsibility for security planning and implementation of security precautions.

    Experience and technical competencies:

    At least seven years of INGO or other agency emergency response experience in insecure environments, including at least three years of management experience;
    Essential experience in RRM/MRT implementation/coordination/emergency response planning in similar contexts
    Relevant technical expertise/experience in relevant sectors of humanitarian programming such as WASH, Food Security, CCCM or Protection.
    Strong analytical, organizational, and management and leadership skills;
    Proven commitment to accountable practices and knowledge of quality assurance systems in an emergency response;
    Hands on experience in managing staff in insecure locations and strong human resource management skills in general. Solid experience in staff management in a cross-cultural environment required;
    Good communicator and proven diplomacy with all types of stakeholders;
    Experience of managing budgets and multiple donor contracts, particularly with BHA, OFDA, ECHO, SIDA and UN agencies;
    Fluent and articulate in spoken and written English
    Ability to work independently, but also coordinate effectively as part of a team;
    Strong computer skills (MS Word, Excel, Outlook and Power Point); and
    Ability and willingness to work and live in diverse, challenging and potentially unstable environments.

    Desirable:

    Relevant technical experience in delivering ‘hard to reach’ approaches in complex conflict contexts
    Previous experience the East Africa and Great Lakes region or similar context with conflict/access analysis ability; and
    Previous experience in drought and flood responses;
    Strong working knowledge of Somali, French or other languages spoken widely in the region.

    External relations

    Serve as the primary focal point for donors and partners on all grants related issues

    Experience and technical competencies: 

    Minimum 3-5 years of relevant work experience with an NGO
    Experience in writing high quality proposals for large donors, such as EU, ECHO, BHA, Scandinavian donors, UNHCR, and other UN agencies
    Knowledge of donor rules and regulations
    Demonstrated ability to prioritize large workloads, to consistently meet deadlines and adapt in a complex and challenging work environment

    Overall purpose of the role

    Under the management of the Regional Head of Support services, the Regional Finance Manager has a regional focus and provides the due support (including sometimes direct support) and guidance to each Country Office in order to ensure that the Region’s countries perform financially. Financial performance includes but is not limited to, budget development, financial reporting, follow-up of expenditure against budgets, cost control management and risk mitigation.
    The Regional Finance Manager is in charge of the Finance Department of the Regional Office and is fully responsible for the financial responsibilities related to the Regional Office, while performing oversight on the country offices.
    Furthermore, The Regional Finance Manager should ensure a good and efficient cooperation, communication and collaboration with the Finance Department at the HQ (in Copenhagen, Denmark).

    Management & Coordination

    To ensure the efficient management and supervision of the staff members of the Finance Department of the EAGL RO this includes daily supervision of the tasks, follow-up of the targets defined and appraisal of the staff members
    To monitor compliance of the financial rules and regulations within the EAGL RO and for all its staff members;
    To contribute as much as possible to an efficient communication and relevant sharing of information, with HQ, Country Offices and different donors in regard to financial matters, including forthcoming audits, financial reporting and financial risks;
    To guarantee the follow-up in terms of any payment, reimbursement, reporting to be done at the EAGL RO level;

    Finance (Budgeting, Accounting & Reporting)

    Participate in the development of regional project budgets to ensure compliance with internal and donor regulations.
    Provide quality assurance of budgeting activities in the country operations, paying attention to compliance and adherence to the regional program and financial strategies.
    To ensure efficient and strong budget follow-up and cost control of the projects managed by the EAGL Region (including timely closure of the monthly accounting, achievement of the shared costs rules, timely booking of reconciliations);
    Ensure costs and funds are allocated in support of the funding of the regional office function;
    To reinforce the financial rules and regulations in the EAGL Region and for each project managed by the EAGL Region, including the quality and compliance standards of the financial supporting documentation;
    To participate in the follow-up of the financial monthly management reports;
    To check, if necessary and if requested, the monthly accounting for Country Offices covered by the EAGL region (in coordination with the Finance Department at the HQ);
    To ensure monitoring of the EAGL RO bank accounts and the situation of the liquidity, including submitting the Bank Transfer Requests;
    To monitor the financial management of the EAGL RO, by following-up the budgets consumption and by controlling the funding coverage and costs engaged, while updating regularly the Master Budget of the EAGL RO;
    To produce donor, internal and statutory reporting as required for the regional office entity, with close collaboration with relevant internal and external stakeholders;
    To regularly analyze the financial data obtained at the EAGL RO level and also per country, and provide reliable data to the senior management.

    Audit, Compliance and Risk

    To accommodate and support donor financial audits of projects at the EAGL Regional Office, in good coordination and communication with the Finance Department at the HQ;
    To accommodate and support internal financial audits of projects in the EAGL Region, in good coordination and communication with the Finance Department at the HQ;
    To check and monitor the full compliance of the financial documents of the EAGL RO expenses, considering the internal requirements of DRC but also the external requirements in terms of compliance (donors and potential legal obligations in the relevant country);
    To provide guidance to the Country Offices for the respect of compliance in each country, supporting them in regards to the internal compliance requirements while also advising for the external compliance requirements;
    To identify potential financial risks in the EAGL Region and ensure they are reflected on the risk registers and issues log.

    ERP System (DRC Dynamics)

    To ensure efficient support for each Country Office in terms of the implementation of DRC Dynamics for the Finance Track;
    To contribute to the development and elaboration of new learning materials for the Finance staff members in the EAGL region (in cooperation with the Finance and Systems Departments at the HQ);
    Ensure that DRC Dynamics Finance Track is used to its full capacity within the EAGL RO;
    To ensure that financial procedures and workflows in DRC Dynamics are well-respected in each Country covered by the EAGL RO and to provide regularly updates to senior management.

    Capacity-Building
