    Take the lead in supporting of all external evaluation consultancies of large DRC projects

    Accountability

    Coordinate the design and implementation of accountability systems for DRC projects working closely with relevant managers
    Build the capacity of staff to plan and implement effective accountability systems for the country programme
    Strengthen the beneficiary and feedback complaint mechanism and set-up new systems

    Learning and project quality

    Donor focal point for Monitoring & Evaluation components of projects
    Participate in project Kick-off meetings, Quarterly Review meetings and Close-out meetings in order to highlight cross-project components aimed at replicating good practices and strengthening synergies between projects or programmes
    Regularly present key Monitoring & Evaluation findings to the Senior Management Team for further development
    Support DRC’s aim for further strengthened integrated programming and actively propose ways of achieving this using Monitoring & Evaluation finding

    Responsibilities :

    Management & Leadership

    Ensure high-quality technical program monitoring through hands-on guidance and support grounded in the program’s strategic objectives and adherence to donor requirements. Overall responsible for program and budget monitoring;
    Recruit and directly supervise project staff in line with DRC HR policies and input from the consortium members;
    Co-Chair the project steering committee, ensuring key information on the project is available to senior members of the consortium and decisions are taken to support the effectiveness of the consortium;
    Document and disseminate key steering committee decisions, roll-out the decisions and follow-up as required;
    Monitor work plan and keep partners accountable to program commitments;

    Compliance & support

    The Regional Project Manager will manage and guide a Finance Coordinator to provide supervision and monitoring of the programme support aspects of the consortium;
    Provide logistical oversight to consortium partners on contract inception, implementation, and closeout activities, including preparation of the sub-grants, sub-grant briefing materials for partners, required approvals, waivers, allowances, funding, procurement, property inventory, and audit file documentation as well as maintain a knowledge base of different processes and requirements for fund and project management ;
    The Regional Project Manager will provide support to the Finance and Admin Coordinator, to verify all financial reports and expenditure, lead and coordinate the auditing process, maintain knowledge of all donor requirements and be able to provide advice to partners in finance, procurement, human resource, and visibility requirements;
    Oversee financial management, project accounting systems, sub-grant management, and ensure operational efficiency through monitoring partner financial reports, providing guidance on cost eligibility, acting as the donor focal point to clarify rules and processes, and supporting the implementation of corrective measures when required;
    Maintain country-specific and project wide risk register, consolidating agency specific risks at the consortium level, ensuring all risks have appropriate ownership, are monitored and mitigation and response measures are in place;

    Purpose:

    The Peacebuilding Intern will support the Humanitarian Disarmament and Peacebuilding (HDP) project in the implementation of activities in Garissa County (Dadaab) operation. He/She is primarily responsible for supporting the implementation of the peacebuilding project activities aimed at ensuring the targeted indicators and project outputs are achieved. The Peacebuilding Intern tasks includes, but not limited to working directly with Refugee community in Dadaab Refugee Camps and host community within the project area and local authorities to strengthen their capacity to improve safety at the community level. Will directly be involved to reviewing assessments to cases of insecurity claims, facilitating community dialogues on conflict, provide training on conflict management and support the strengthening of community – formal security provider relationships. He/She will adhere to DRC security procedures and regulations, adherence to DRC standard regulations and operational procedures (including the Code of Conduct, the DRC Programme Manual and administrative regulations). The intern will work with a team of HDP unit staff which include officers, assistants, general support and community workers.

    Key Responsibilities:
    Project Management and Development:

    Assist in the development and implementation of HDP project workplans focused on peacebuilding interventions.
    Strategically mobilize targeted community, security, and local administration participants in the project target areas.
    Support project assistant in delivering trainings and workshops to the targeted participants.
    Support in the organization and planning of community dialogue meetings involving community leaders, stakeholders, and project staff in peacebuilding interventions.

    Overall purpose of the role:

    The post-holder will provide leadership and day to day management, technical support and oversight of an upcoming ECHO-funded protection consortium. DRC will be the lead agency of consortia including both international and local organizations, and the PM should have experience in coordinating multi-partner consortia and working with local organizations. The Program Manager will be responsible for coordinating the project across the consortium members and overseeing the day-to-day implementation of the DRC team to meet project goals. The PM will act as the main point of contact for the respective donors in consultation with the Head of Programmes (HoP) and directly supervise project staff in coordination with the DRC Area Manager including being responsible for managing the expectations of and relationships between all project partners, target population and stakeholders. The PM will preferably have experience in protection programming in refugee contexts.

    Duties & Responsibilities:

    Project Management, Development, Monitoring and Evaluation

    Ensure the project is implemented in ways responsive to the beneficiary communities, donor compliance procedures and vision/mission of each of the partner organizations. This includes working closely with consortium members, national/local government, relevant stakeholders and community structures to successfully implement and strengthen local capacity.
    Ensure that the project has appropriate monitoring, evaluation, accountability and learning systems established (including impact evaluation), and that the project reporting is delivered

    Budget Management

    The post holder will oversee the project budget responsible for budget monitoring, cash forecasting and BFU reviews while working closely with DRC and partners. Will oversee the project budget in order to maintain project expenditure within budget parameters, ensuring adherence to DRC financial procedures and donor requirements.
    Track budget spending and ensure timely reviews of financial transactions and budget utilization every month.
    Support team members to utilize financial planning tools, such as spending plans, procurement plans, and work-plans based on activities and budgets.
    Work closely with the respective Area Programme and the Country Office team in budget drafting and revision processes as per identified/prioritized needs of the project.

    Staff Management

    Directly lead, manage and motivate the project staff and partners. Ensure that they have clear objectives and receive regular supervision and reviews. Develop a plan, and oversee management, of all project staff.
    Ensure appropriate participation of staff in project management, day to day implementation and decision making, and escalating issues as per the consortium governance structure.

    Overall purpose of the role

    The Regional Digital Communications Officer will be responsible for leading on and supporting the design and delivery of external and internal communications products for DRC EAGL and supporting country offices in the region in their communications work. This will include the development of a range of products to reach identified targets including (but not limited to) the donor community, public in donor countries, public in the region, decision-makers in the region and globally, and staff across the organisation.

    Responsibilities

    Social media

    Ensure that the regional social media strategy is developed, reviewed, updated, and monitored as necessary, and aligns with relevant global and regional strategies.
    In coordination with the Regional Advocacy and Communications Manager, manage DRC EAGL social media accounts, including through developing a content plan and engaging with country programmes to include their content on social media channels.

    The overall purpose of the role:

    Reporting directly to the Regional Advocacy and Communications Manager, the Regional Communications Specialist is part of the Regional Advocacy and Communications Unit and will be responsible for pushing forward the implementation of DRC EAGL’s communication strategy and further develop DRC’s communications work.

    The Regional Communications Specialist will be responsible for leading on and supporting the design and delivery of external and internal communications products for DRC EAGL and supporting country offices in the region in their communications work.  This will include the development of a range of products to reach identified targets including (but not limited to) the donor community, public in donor countries, public in the region, decision-makers in the region and globally, and staff across the organisation. 

    Responsibilities

    Strategic communications and development of communications products

    Collect case study stories, photos, and videos from DRC programmes across the EAGL region as part of regional communications initiatives and to support country programmes where necessary, including through regular visits to DRC operations.  Ensure that approaches to informed consent and ‘do no harm’ approaches to communications are followed.
    Ensure that the Regional Communication Strategy is developed, reviewed, updated, and monitored as necessary, and aligns with relevant global and regional strategies.
    Design factsheets and regional programme profiles in support of advocacy, business development, and external representation engagements.
    Support the Business Development Coordinator in the design of outward-facing products, including concept notes and proposals, ensuring they all adhere to branding guidelines.
    Commission consultants where necessary to provide technical expertise or additional capacity on regional communications initiatives and manage the consultancy contracts.
    Adapt content to be shared across multiple different styles of external communication e.g. long-form blog posts and short-form social media channels
    Lead and otherwise contribute to the development of communications standard operating procedures (SOPs).
    Monitor how communications products are engaged with and utilise feedback to adapt future communications initiatives.
    Ensure that visibility requirements linked to regional products are met; where regional projects involve working with partner organisations, ensure that partners are equitably included in design and delivery of communications strategies and work; and are promoted equally alongside DRC.
    Ensure there is appropriate age and gender awareness and considerations in all DRC EAGL communications.
    Ensure that DRC brand guidelines are followed across all DRC EAGL communications, including ensuring all country programmes are familiar with and following brand guidelines.
    Build solid relationships with the media and handle media requests.
    Regularly update DRC intranet with content from DRC EAGL.

    Support to country programmes.

    Regularly engage with communications leads in DRC country programmes across the EGAL region to provide ad-hoc support, support in the development of communications strategies, and identify training needs. 
    Support country programmes in providing communications capacity strengthening to national and local organisations and ensuring that communications strategies are co-designed equitably with partner organisations.
    Ensure that country programmes are effectively utilising funds for visibility contained with programme grants, ensuring they are put to strategic use in support of communications objectives.
    Ensure that all DRC sign-off procedures are followed.
    Where necessary and requested, provide additional support to country offices during significant communications moments e.g. the organization of public events

    Overall purpose of the role:

    The Danish Refugee Council (DRC) is leading a consortium of partners in implementation of the EU-funded BORESHA NABAD programme implemented across Mandera, Kenya, Dollo Ado, Ethiopia and Gedo, Somalia. Building upon BORESHA I, II and III, BORESHA NABAD is centered on enhancing the effectiveness of conflict prevention and mitigation, disaster risk reduction and management, and resilience-building in cross-border communities. DRC is partnering with Rural Agency for Community Development (RACIDA), Voice for Peace for All in the Horn of Africa (VOPA) and Mandera Women for Peace and Development (WFPD) to deliver BORESHA NABAD.

    DRC is seeking a dynamic and self-motivated individual to drive the overall development and implementation of the BORESHA-NABAD project’s communication and visibility plan in line with DRC and- EU’s communications and visibility strategies. The ideal candidate will closely work with other DRC offices and consortium partner teams and will be required to provide support in accordance with the project’s needs and requirements, ensuring communication deliverables meet the standards and required guidelines.

    The role will have the following key responsibilities :

    Work on the development, implementation, and coordination of the project’s communication and visibility strategy as per DRC and EU communications and visibility guidelines;
    Regularly coordinate and host consortium communications meetings with the consortium partners’ focal points to stay informed about planned activities, upcoming events, and campaigns, and provide guidance and support as needed to coordinate and align the project’s communication and visibility approaches with the programme implementation and reporting;

    Overall purpose of the role: 

    In order to effectively implement these objectives, the project requires dedicated personnel with expertise in policy analysis, government relations, stakeholder engagement, and designing and delivering initiatives aimed at strengthening the capacity of government and institutions. The Policy Lead (Output 2 Lead) position is crucial for driving policy influencing initiatives and facilitating collaboration between the project and governmental stakeholders in Kenya, Somalia, and Ethiopia. The incumbent will play a central role in ensuring that project stakeholder engagement and interventions are informed by a nuanced understanding of local contexts and are aligned with national and sub-national policy frameworks.

    Essential Duties & Responsibilities:

    Lead the implementation and adaptation of the project’s Output 2 strategy, including identifying opportunities and designing initiatives that strengthen the capacity of government and partner institutions (including security structures) to be more inclusive, trusted, effective, and able to deliver long-term stability and advance gender equality.
    Where appropriate and feasible, delivery of capacity building initiatives to project stakeholders, through mentorship, training and innovative approaches.
    Support the implementation of the project’s wider project political strategy, serving as a project focal point for key stakeholders, including government, security, civil society organizations and implementing partners involved in the project.
    Government Engagement: Lead the day-to-day engagement with government entities in line with the project’s stakeholder engagement strategy, and oversee the project’s engagement strategy at sub-national level:

    Government of Kenya (GoK): at national, county, and sub-county levels, including cross-border stakeholders. 
    Government of Ethiopia (GoE): at national and regional (Somali Region) levels
    Federal Government of Somalia (FGS): at national and state (Jubaland) levels

    Stakeholder Engagement Strategy: Maintain and update a stakeholder engagement strategy, ensuring that the project’s Stakeholder Matrix is up to date and effectively utilised.
    Integration of Engagement into Intervention Design: Ensure the integration of national and sub-national engagement insights into the design of the project’s grant interventions, ensuring alignment with project goals and stakeholder needs.
    Lead development of the programme’s policy and advocacy strategy, informed by the project’s research and analysis component, by leading a deep political and policy assessment of each target country and identifying key legislative and policy interventions that could strengthen the government’s capacity to improve peace and stability in the borderlands.
    Coordination and Data Validation: Coordinate with the Violence Monitoring Lead to provide briefings at the sub-national level and validate data with key stakeholders to ensure accuracy and relevance.
    Reporting and Learning: Contribute to project quarterly reporting and participate in the development of learning products and events to share insights and best practices.

    Experience and technical competencies:  

    Extensive experience (at least 8-10 years) working in policy analysis, security sector reform, rule of law, government relations, or a similar role within the context of peacebuilding, conflict resolution, or development projects.
    Proven track record of successfully engaging with government and security sector entities and stakeholders at various levels.
    Strong analytical skills and the ability to conduct in-depth political and policy analyses.
    Excellent communication and interpersonal skills, with the ability to build and maintain effective relationships with diverse stakeholders.
    Demonstrated ability to work independently, prioritize tasks effectively, and meet deadlines in a dynamic and fast-paced environment.

    The role will have the following key responsibilities :

    Effectively plan and execute impartial, thorough, timely and survivor-sensitive investigations into allegations of sexual misconduct, sexual abuse and exploitation, child abuse, trafficking, corruption, theft, financial fraud among others ;
    Obtain, review and maintain relevant documentation related to an investigation;
