The objective of the programme ‘Employment for Sustainable Development in Africa (E4D)’ is to improve employment opportunities in Africa in cooperation with the private sector. Under the umbrella of E4D, the Employment and Skills for Eastern Africa (E4D/SOGA) initiative aims to promote local employment and reduce the local workforce’s skills gap in and around natural resource based industries and related sectors in Kenya, Mozambique, Tanzania and Uganda.
The initiative cooperates with key stakeholders for employment, including international and domestic companies, governments and local training providers, in the four target countries. E4D/SOGA adopts the integrated German development cooperation approach for employment promotion with a focus on developing employability (supply side) and on companies’ demand for qualified staff.
Vocational Training and qualification are used in order to increase the employability and productivity of people in both the formal and informal labour market. His will result directly and indirectly in jobs and income increases in natural resource sector. E4D/SOGA is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), the UK Department for International Development (DFID), the Norwegian Agency for Development Cooperation (NORAD) and Shell. GIZ is responsible for the implementation of the project.
Roles for the TVET Advisor Job
Designing and coordinating the implementation of measures in Kenya in the field of employment promotion and vocational education and training (e.g. occupational standard and curriculum development, organizing practical training, development and expansion of training capacities, technical teachers training, development of programmes and implementation of short-term Competency Based and modularized trainings, development of assessment tools
Negotiation of corporate contributions, coordinating project implementation, progress reporting and other contractual arrangements for partnerships with the private sector
Ensuring the implementation of modularized trainings in technical fields like Instrumentation and Control, Welding, Heavy equipment, mechanical & maintenance in cooperation with key partner training institutions.
Establish technical Steering Committee with partner training institutions for follow-up and monitoring of implementation
Networking with industrial associations, individual companies and initiate partnership between TVET institutions and the industry
Preparation and management of consultancy assignments by external experts and consultancies
Coordination of SOGA’s impact monitoring, contribution to annual reporting procedures, financial management and budget monitoring
Contribution to SOGA working groups and regional learning activities as well as to relevant donor working groups in Kenya
TVET Advisor Job Qualifications
Master’s degree / Bachelor or equivalent in a relevant field (business administration, economics, industrial engineering or other disciplines) and at least 7 years of professional experience, in particular in development cooperation in the area of TVET and employment promotion
Thorough knowledge of international TVET systems; profound knowledge and experience in the field of vocational pedagogy (e.g. experience as teacher, teacher trainer). Knowledge of Competency Based Education & Training (CBET)
Experience in advising TVET system and institutions and with the implementation of measures like the up-grading of TVET-schools, teachers training, advising TVET commissions, curricula development, recognition of prior learning programs, etc., ideally in Africa
Good understanding of the skills needs and the supply chains of the resource related industry in Eastern Africa or similar experience in other developing countries
Proven ability to successfully establish and manage strategic partnerships with the private sector and excellent communication and negotiations skills
Good working knowledge on setting up and managing annual operational plans, impact monitoring, as well as financial management of projects budgets as well as management and monitoring of financial agreements
Solid management and advisory skills, conceptual and strategic thinking
Ability to work within a difficult cultural context and high intercultural competence
Fluency in English (both oral and written); ideally German language skills in writing and speaking

Consultancy To Edit The KQMH Standards and The KQMH Checklist
Objectives
The main objective of this consultancy is to edit the reviewed KQMH standards document.
Scope and tasks required.
The consultant is expected to carry out copy-editing of the final draft text of the reviewed KQMH (37 pages) standard and checklist (103 pages)
Ensuring accuracy, consistency and readability of content in both documents.
Make the two documents ready for review by the KQMH review coordinator and secretariat.
Make any changes that may be recommended by the review coordinator and the KQMH review secretariat.
The consultant is required to be in contact with the review coordinator and secretariat to resolve any questions relating to report content
Deliverables
Final copy-edited text of the KQMH standard and checklist to be delivered to the KQMH review coordinator and secretariat.
The two documents must be presented in:
a) Microsoft Word in tracked changes version
b) Microsoft word in clean version.
Approximately up to 10 days.
NB: The finalized draft copy of the KQMH standards and the checklist will be provided on indication of willingness and ability to carry out the task.
Consultant qualifications
At least a Bachelor’s degree in English or related field with additional training in communication.
At least 5 years’ experience preferably in copy editing of health sector publications.
Portfolio that includes copy editing of documents on standards.
· Solid editorial skills with demonstrated ability for logical and analytical writing
Ability to effectively grasp and incorporate comments from multiple authors to fit a defined publication style and format
Strong planning, organizational and coordination skills;
Computer proficiency including Internet and Microsoft office and utilization of web-based collaboration tools
Ability to work independently, under pressure and within deadlines;
