    This county institutional capacity assessment is therefore expected to analyze the “what” and “how to” strategies used; facilitate subject matter experts panel discussions (individually and through validation workshops); and document workshop outputs into well synthesized strategic directions for future programming. Discussions on the future “what” and “the how” program implementation strategies and their cost feasibilities will form part of this panel analysis.

    Conduct county institutional assessments as part of a team of County Institutional Capacity A ssessment Facilitators;
    Must use HPN’s County Institutional Capacity Assessment Tool as the only approved data collection tool;
    Help generate substantive critical gaps, develop action plans that detail responsibility for each key stakeholder, and spells out illustrative explanations of the “what” and the “how to”strategies to address each prioritized critical gap;
    In conjunction with the county stakeholders, agree on the measures of success.
    Assist in the analysis of all data collected for meaningful results;
    Assist with the writing of a high quality assessment report;
    Actively participate in the validation workshops.
    A local senior Social Scientist with very strong facilitation, communication and negotiation skills;
    Be experienced in senior-level engagements with senior public officials in the public sector, preferably with county governments;
    Be experienced in facilitating stakeholders in developing joint consensus-building and strategic plans (highly desirable);
    Have a master’s degree in Public Health or related field;
    Have significant experience in public sector management, experience in managing diverse stakeholders’ interests and developing joint consensus in difficult contexts;
    Have 3-5+ years of experience related to organizational development and/or public sector institutional capacity building involving many stakeholders;
    Have experience in drafting assessment reports;
    Be a team consensus builder.

    Essential Duties/Tasks and Responsibilities:

    Contribute to the development of the endline tool kit and work plan, and ensure that tools include questions appropriate for contribution analysis;
    Assist with development of training materials and observe training sessions for focus group discussion and interview facilitators;
    Research and identify relevant key informants and conduct key informant interviews as assigned by Team Leader;
    Provide quality assurance for the data collection subcontractor, including reviewing translations in Somali and implementing quality control procedures;
    Analyze data using contribution analysis methodology and synthesize findings;
    Identify contribution stories relevant to all five clusters and provide key findings consistent with analysis of cluster level data and variables;
    Draft and review sections of the Endline Evaluation Reports and the Comparative Analysis report;
    Assisting in the development and presentation of findings to USAID and other key stakeholders.

    Required Knowledge, Skills and Abilities:

    Demonstrated, extensive experience in planning and conducting assessments and mixed-method evaluations;
    Experience with contribution analysis methodology, especially regarding community-based programming in insecure / fragile environments;
    Strong analytical skills to report comparative findings (across clusters) in a concise manner
    Expert knowledge of the past and current status of governance in South-Central Somalia;
    Knowledge of the design and implementation of instrumental case studies (“Why” and “How”) and stability phenomena in the Somalia context preferred;
    Experience with programming focused on Countering Violent Extremism preferred.

    Minimum Requirements:

    At least 5 years of experience in conducting assessments and mixed-method evaluations, including demonstrated experience using contribution analysis methodology;
    Strong communication and inter-personal skills required for working with multi-cultural, multi-lingual and multi-ethnic teams;
    Excellent oral and written communication skills in English required.

    Education:

    Bachelor’s degree in social science, political science, international relations or other relevant field required.

    Overview:
    ESPS received a scope of work (SOW) to undertake Site Improvement through Monitoring System (SIMS) assessments on behalf of the Office of the U.S. Global AIDS Coordinator (OGAC). SIMS is a tool for monitoring the performance and quality of HIV service delivery across sites funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) globally. ESPS services are required to increase program monitoring and enhance information management and to assure service quality so that PEPFAR Kenya is able to meet annual OGAC targets for SIMS.
    Essential Duties/Tasks and Responsibilities:
    Data Management

    Merge and clean the Facility SIMS datasets;
    Merge and clean the Community SIMS datasets;
    Duplicates: Use the “MFLCODE” (Master Facility List Code) as the “PRIMARY KEY”, to identify and filter all duplicates (note: A health facility or a community site can have more than one GHSMA ID);
    Draft a section on challenges encountered in using the data sets.

    Data Analysis

    Analyze SIMS data by Implementing Mechanisms, County, Site Volume;
    Analyze all “SETS” and “Core Essential Elements (CEE)” as requested by USAID;
    Analyze sites that meet the 25/50 rule (sites that need focused attention – on each CEE or as requested), by Implementing Mechanism and by County.

    Consultant’s Expected Output

    Analyze tables by parameters requested by USAID;
    Data visualization – construct bar graphs, bubble plots and any other meaningful graphic analytics;
    Submit to IBTCI with any syntax used during data management/analysis;
    Submit to IBTCI both the raw and the clean versions (working dataset) of the SIMS data.

    IBTCI Input

    Provide the consultants with the SIMS tools and SIMS dashboard;
    Liaise with USAID on data analysis requirement.

    Overview:
    IBTCI is implementing the fourth year of Monitoring Verification and Reporting (MV&R) services from October 1, 2017 – September 30, 2018 under the Somalia Program Support Services Project. The primary goal of SPSS is to provide on-going monitoring, verification, and evaluation support to the USAID/Kenya and East Africa/Somalia Office (Somalia Office). The scripter will prepare a set of quantitative survey instruments for loading onto Askia mobile data collection platform for use with pre-configured Android mobile phone devices. The anticipated LOE for this position is 30 days, and the opportunity is based out of our program office in Nairobi, Kenya.
    Essential Duties/Tasks and Responsibilities:

    Review the English version pen and paper instrument (PAPI) for syntax, logic, skip patterns etc.
    Convert English tools into Computer Assisted Personal Interview (CAPI) formats, and submit to SPSS for internal quality review.
    Script English version of the approved CAPI-formatted instrument for uploading onto the Askia mobile data collection platform.
    Work alongside the SPSS Data Management Officer to upload and publish on the Askia platform; test and respond to any errors identified with the SPSS Data Manager.

    RequiredKnowledge, Skills and Abilities:

    Work experience with mobile data collection technologies and various mobile data collection platforms.
    Experience reformatting instruments from a pencil and paper instrument (PAPI) format to a Computer Assisted Personal Interview (CAPI) format.
    Strong attention to detail.
    Familiarity with logic controls, skip patterns and syntax of instruments.
    Experience working with the Askia mobile platform preferred.

    Minimum Requirements:

    At least two years of experience with mobile data collection.
    Demonstrated understanding of data collection instruments and their syntax, skip patterns and logic controls.
    Oral and written fluency in English required.

    Education: Bachelor’s degree in statistics, programming, or a related field required.
