    Essential Duties/Tasks and Responsibilities:

    In partnership with the Finance and Administration Manager, prepare field office financial reports and payments, manage petty cash, reconcile balance sheets and prepare payroll as well as statutory remittances and deductions.
    Collaborate with the project implementation team in preparing, implementing, and monitoring budgets and project-related costs, as well as ensuring compliance with IBTCI and USAID regulations.
    Provide office upkeep by purchasing and maintaining office supplies, ensuring equipment and IT/network maintenance, serving as the first-line of IT support, and monitoring office leases.
    Coordinate both SPSS and USAID-related events by booking venues, preparing materials, and arranging refreshments.
    Provide records management by maintaining the SPSS master calendar, HR records, staff files, leave registers, meeting minutes, and inventory lists.
    Prepare travel and logistical arrangements, in particular visa and flight booking, accommodations, airport transfers and local transportation for expatriate SPSS staff and consultants.
    Oversee office cleaning and ensure the maintenance of cleanliness in all SPSS offices.

    IBTCI is seeking a Management Consultant who will support implementation of the Somalia Program Support Services (SPSS) platform, based in Nairobi. The Management Consultant will provide support to the program leadership for coordination of activities, arrange periodic meetings, and assist in the process of assembling the final deliverables to USAID/Somalia for various M&E tasks. S/he will lead the preparation and presentation of the key evaluation findings and recommendations to the USAID / Somalia team and other major partners. This position is based in Kenya with travel to Somalia. This is a short-term consultancy position, lasting from around October 1 to December 1.
    Using your experience and subject matter skills, perform managerial and operational tasks on specific task orders and/or contracts. Tasks could include, but not be limited to:
    Scope of Work:

    Lead operational assistance related to monitoring and evaluation systems, performance management, theories of change and M&E Plans;
    Support the development of M&E Plans for IPs through on-going and hands-on assistance to IP M&E and management teams, in close coordination with the donor.     The objective of GEEL is to promote inclusive economic growth in Somalia by stimulating production, employment, and enterprise development. He or she will be responsible for a number of activities to ensure that the USAID/EA/Somalia Office is aware of 1) the strengths and weakness of data collected by the Office from its implementing partners; 2) the extent to which the data can be trusted to influence management decisions. 
     
    This position is based in Nairobi, Kenya and requires short trips throughout Somalia. The estimated start date is October /November 2018 and the position will continue intermittently until February 2019.
     Essential Duties/Tasks and Responsibilities:  
     
    The Data Quality Assessment (DQA) Consultant must:

    Review documentation, including past DQAs, the USAID/Somalia Performance Management Plan, and Implementing Partner (IP) Activity Monitoring & Evaluation Plans.
    Communicate with IPs such that they are adequately prepared for the DQA.
    Train IPs using a mix of teaching techniques such as lectures, discussions and practice exercises to ensure that trainees are able to internalize information provided and apply their learning.
    Ensure that all necessary information is collected during meetings with IPs and site visits; travel to the sites and report findings.
    Review each indicator against the quality standards and complete a DQA checklist and where appropriate a System Assessment Protocol at the USAID, IP and IP sub-contractors level (as appropriate); based on this review, and identify actionable recommendations to address any emerging data quality issues.
    Facilitate a series of validation and findings dissemination workshops with each IP and their COR/AOR. 
    Submit a detailed DQA report to IBTCI/SPSS.

    Extensive experience in conducting rigorous and evidence-based DQAs;
    Strong understanding of stabilization, electoral systems, and democracy and governance programming;
    Proven ability to review and update training materials and conduct trainings, findings dissemination sessions using DQA findings;

    In-depth understanding of USAID performance management standards and guidelines.

    Overview: 
    IBTCI seeks candidates for Team Leader of an evaluation of a democracy and governance program in Somalia that provides assistance to help build electoral systems, strengthen civil society and encourage civic participation in Somalia with a particular focus on women, youth and other marginalized groups. This position is based in Kenya with travel to Somalia and the duration of the consultancy is TBD. This position is contingent upon award.

    Responsibilities

    Scope of Work:  
    Using your experience and subject matter skills, the Consultant will perform the following tasks. Tasks could include but not be limited to:

    Supervise the other evaluation team members and ensure high quality products are delivered in a timely manner;
    Finalize the evaluation design and develop a work plan and tools for the evaluation;
    Write a high quality evaluation report with clearly stated, well-grounded findings, corresponding conclusions and recommendations that meets the standards in the USAID Evaluation Checklist;
    Lead the preparation and presentation of the key evaluation findings and recommendations to the USAID/Somalia field office and other major partners and stakeholders.

    Qualifications

    Required Knowledge, Skills and Abilities:

    At least 10 years of experience conducting evaluations, ideally for governance and/or elections programming;
    Experience with quantitative and qualitative data collection in fragile environments, and quantitative and qualitative data analysis;
    Knowledge of / experience with programming focused on elections and good governance;
    Experience working in the Horn of Africa, especially Somalia, preferred.

    Minimum Requirements:

    Excellent communication, team management, and leadership skills.
    Willingness and ability to travel to various project sites in Somalia as needed.
    Excellent oral and written communication skills.

    Education:  Master’s Degree in Monitoring & Evaluation, governance, public policy or a related field.
    Supervisory Responsibility:  This position will include supervisory responsibilities.

    Monitoring, Verification And Reporting Officer

    This position will ensure timely completion of all program verifications throughout Somalia in compliance with the SPSS quality control protocols. This position is open to Kenya nationals only.
    Essential Duties/Tasks and Responsibilities:

    Ensure timely completion of all program monitoring, verifications and reporting in compliance with the project’s quality control protocols.
    Directly supervise Somalia-based third-party monitoring partners.
    Work closely with third-party monitoring partners to ensure all USAID/Somalia Implementing Partners’ data and reports are complete, accurate and consistent.
    Design and develop qualitative monitoring verification tools.
    Collaborate with staff and consultants on qualitative monitoring and verification to provide relevant information for ongoing M&E project activities.
    Prepare and compile MVR reports including collation and attachment of relevant support documentation.
    Participate in preparation/delivery of USAID quarterly presentations.
    Design/update templates for use by report writers.
    Facilitate training on tools/protocols and MVR processes to field supervisors, team leaders, and monitors.

    Required Knowledge, Skills, and Abilities:

    Research experience, including writing high-quality research reports and disseminating results to various stakeholders.
    Experience managing field-based staff preferred.
    Prior experience in a remote setting.
    Proven analytical and research skills.
    High level of initiative to innovate and lead in remote and resource-limited settings.
    Strong interpersonal and communication skills.
    Strict attention to detail.
    Proven ability to work well in small teams and with minimal supervision.

    Minimum Requirements:

    At least 3 years of monitoring and verification experience in a donor-funded, international organization required.
    Demonstrated experience with qualitative methods.
    Strong knowledge of project monitoring, evaluation and verification required.
    Willingness and ability to travel to various project sites in Somalia as needed required.
    Experience with field data collection using the mobile technology required.
    Oral and written fluency in English and Somali required.
    Must have significant experience working in Somalia.
    Strong oral and written communication skills.

    Education: Bachelor’s degree in a social or natural science discipline required.
    Working Environment: Work is typically performed in an office environment with some field work.
    Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
    Supervisory Responsibility: This position does have supervisory responsibilities.
    Travel: International travel required and may include travel to fragile and/or post-conflict zones.
