    Overview:
    IBTCI is implementing the fourth year of Monitoring Verification and Reporting (MV&R) services from October 1, 2017 – September 30, 2018 under the Somalia Program Support Services Project. The primary goal of SPSS is to provide on-going monitoring, verification, and evaluation support to the USAID/Kenya and East Africa/Somalia Office (Somalia Office). The scripter will prepare a set of quantitative survey instruments for loading onto Askia mobile data collection platform for use with pre-configured Android mobile phone devices. The anticipated LOE for this position is 30 days, and the opportunity is based out of our program office in Nairobi, Kenya.
    Essential Duties/Tasks and Responsibilities:

    Review the English version pen and paper instrument (PAPI) for syntax, logic, skip patterns etc.
    Convert English tools into Computer Assisted Personal Interview (CAPI) formats, and submit to SPSS for internal quality review.
    Script English version of the approved CAPI-formatted instrument for uploading onto the Askia mobile data collection platform.
    Work alongside the SPSS Data Management Officer to upload and publish on the Askia platform; test and respond to any errors identified with the SPSS Data Manager.

    RequiredKnowledge, Skills and Abilities:

    Work experience with mobile data collection technologies and various mobile data collection platforms.
    Experience reformatting instruments from a pencil and paper instrument (PAPI) format to a Computer Assisted Personal Interview (CAPI) format.
    Strong attention to detail.
    Familiarity with logic controls, skip patterns and syntax of instruments.
    Experience working with the Askia mobile platform preferred.

    Minimum Requirements:

    S/he will 1) develop and maintain the IP indicator Excel sheets, and 2) manage the Mobile System for Field Data Collection being implemented by SPSS, maintain the system by planning, monitoring, and improving its performance, and facilitate data analysis.

    1.      Management of IP Indicator Data

    Be responsible for daily quality control procedures (including , but not limited to, random phone calls to check visits, and also checking data entry quality) and provide daily feedback to TPMs on error rates, specific data correction requirements
    Produce data quality reports for the MVR Manager
    4.      MV&R Data Management
    Develop and implement data management plans
    Ensure the MSFDC is functional on a day-to-day basis
    Troubleshoot data submission errors and data error issues
    Perform and document procedures for data preparation including data cleaning, standardization and analysis
    Regularly back up data collected using approved protocols for data storage
    5.      MV&R Data Reporting and Analysis
    Run daily data status reports against set targets and update the MV&R Manager

    Overview
    The Somalia Program Support Services (SPSS) contract implemented by International Business & Technical Consultants Inc. (IBTCI) provides support for program-related services to program and technical teams in the USAID/KEA/Somalia Office in Nairobi, Kenya. The contract comprises multiple, simultaneous Task Orders including: implementing an ongoing monitoring system for funded activities; baseline studies and evaluation and providing logistical, administrative, and facilitation support for technical team meetings with partners or other stakeholders for the purposes of planning, monitoring, evaluating and/or learning. 
    Responsibilities
    Reports to: Quality Assurance Manager
    This is a Nairobi-based, full-time position. The M&V Technical Officer manages activity-level monitoring and verification of results in the field in order to ensure that all USAID Implementing Partners’ data are complete, accurate, and consistent with agreements and reports, and with USAID’s regulations. S/he will provide direct management and supervision to the Nairobi-based MV&R team, and oversee the IBTCI Field Supervisors.
    Essential Duties/Tasks and Responsibilities:
    Research, Planning and Monitoring & Verification Process Management:
    Directly responsible for the day-to-day implementation of all key MV&R work processes (pre-deployment, deployment, post-deployment and reporting)
    Maintain a thorough knowledge and understanding of all USAID Implementing Partners’ (IP) key activities, target populations and implementation approaches
    Develop relevant M&V tools and protocols that reflect client’s needs for each Implementing Partner and against the overall USAID activity portfolio
    Work closely with the Deputy Chief of Party/Technical on site selection, tool/protocol application and revision as well as M&VR policies and strategy
    Test all new tools within the mobile data collection (MDC) platform and responsible for final green-lighting of all new tools and sites prior to field work
    Conduct random back-checking of a sample of data entered onto the MDC platform and conduct random field spot-checking of a sample of verifications conducted by TPMs
    Conduct sample of verification activities in the field according to specific requirement for sensitivity, objectivity and / or diplomacy
    Sign-off all individual M&V reports presented by report writers prior to collation by the Quality Assurance Manager for submission to USAID
    Manage MV&R folders and update senior management as needed
    Troubleshoot and problem-solve challenges arising in the field with tact and diplomacy
    Relationship Management:

    Overall management of all documentation related to IPs, including documents received from IPs as per verification requirement, information sheets, versions of individual M&V reports and IP feedback trail
    Development and maintenance of tracking system for effective performance management of TPM outputs and approval of TPM deliverables

    Contribute to the presentation of MV&R findings to USAID and IPs per round of fieldwork
    Database Management:

    Position Description
    As part of SPSS, IBTCI seeks candidates for the position of Contribution Analyst for an evaluation of the Transition Initiatives for Stabilization Plus (TIS+) program.  TIS+ seeks to promote stabilization in Somalia through good governance, economic growth and countering violent extremism. The purpose of the activity is to foster participatory processes that promote good governance and community cohesion.  TIS+ activities will contribute to improvements in government service delivery, leading to strengthened governance and community cohesion. Communities will be supported with access to livelihoods, income generation, and basic community infrastructure.
    The TIS+ task order will run from November 2016 to July 2019. This position will run from December 2016 – August 2017, with the possibility of extending for the remaining two years, and the estimated total LOE for the first year is 126 days. The work will occur in phases throughout the 3 years and most of the work will be Nairobi based with travel to Somalia. 
    The objectives of the TIS+ program are to:
    1) Increase confidence in governance based on equitable participation in decision-making and management of community assets.
    2) Empower community and government representatives to engage with the private sector and development actors in a collaborative process for community growth.
    3) Increase Somali engagement in creating a more stable future.
    4) Support inclusive, sustainable development by reducing gender gaps in stabilization and development.
    TIS+ will use a cluster-based approach to the selection of geographic areas in which to intervene. Activities will focus on a limited set of clusters at any time, and be rolled out to new clusters as accessibility allows. This will allow the activity to respond to conditions on the ground and maximize efficiency in programming. It also allows them to move into areas as they become liberated and are most in need of stabilization programming.
    Responsibilities  
    The Contribution Analyst’s responsibilities will include, but are not limited to:
    Participate in revision and finalization of the Theory of Change or project logic to ensure applicability of contribution analysis method;
    Assess potential data sources and identify data requirement;
    Contribute to design of data collection tools, including articulating cause-effect questions and ensuring their inclusion in the semi-structured questionnaire and qualitative study guides;
    Contribute to the training of staff involved in the qualitative study;
    Construct contribution story, assessing the strengths and weaknesses of the cause-and-effect logic in light of the evidence collected, the relevance of other contributory factors and the evidence for rival explanations;
    Participate in data analysis and provide insights critical to the Somalia context;
    Write sections of the final baseline evaluation report incorporating contribution analysis.
     
    Qualifications  
    The Contribution Analyst should demonstrate the following expertise:
    Demonstrated, extensive experience in planning and conducting baseline assessments and mixed-method evaluations;

    Classification: This is a managerial, exempt-level position and is not eligible for overtime
    Overview: The Somalia Program Support Services (SPSS) contract implemented by International Business & Technical Consultants Inc. (IBTCI) provides support for program-related services to program and technical teams in the USAID/KEA/Somalia Office in Nairobi, Kenya. The contract comprises multiple, simultaneous Task Orders including: implementing an ongoing monitoring system for funded activities; baseline studies and evaluation and providing logistical, administrative, and facilitation support for technical team meetings with partners or other stakeholders for the purposes of planning, monitoring, evaluating and/or learning. For this exercise, SPSS is seeking a Monitoring &Verification Technical Officer. This position will focus on research, planning and monitoring and verification process management; relationship management, database management; training; and line management. This position is open to Kenya nationals only.
    Essential Duties/Tasks and Responsibilities:

    Research, Planning and Monitoring &Verification Process Management
    Directly responsible for the day-to-day implementation of all key MV&R work processes (pre-deployment, deployment, post-deployment and reporting).
    Maintain a thorough knowledge and understanding of all USAID Implementing Partners’ (IP) key activities, target populations and implementation approaches.
    Develop relevant M&V tools and protocols that reflect client’s needs for each Implementing Partner and against the overall USAID activity portfolio.
    Work closely with the Deputy Chief of Party/Technical on site selection, tool/protocol application and revision as well as MV&R policies and strategy.
    Test all new tools within the mobile data collection (MDC) platform and responsible for final green-lighting of all new tools and sites prior to field work.
    Conduct random back-checking of a sample of data entered onto the MDC platform and conduct random field spot-checking of a sample of verifications conducted by TPMs.
    Conduct sample of verification activities in the field according to specific requirement for sensitivity, objectivity and / or diplomacy.
    Sign-off all individual M&V reports presented by report writers prior to collation by the Quality Assurance Manager for submission to USAID.
    Manage MV&R folders and update senior management as needed.
    Troubleshoot and problem-solve challenges arising in the field with tact and diplomacy.
    Relationship Management
    Serve as the main point of contact with USAID IPs to enable efficient and timely communication on all M&V related matters, including tool development, feedback on site selection list, access to IP databases/ work plans on range of sub-activities to be monitored.
    Manage all documentation related to IPs, including documents received from IPs as per verification requirement, information sheets, versions of individual M&V reports and IP feedback trail.
    Develop and maintain a tracking system for effective performance management of TPM outputs and approval of TPM deliverables.
    Partner with the M&V Officers in problem-solving and responding to issues identified in field processes;
    Make timely requests for periodic additional human resources (report writers, MDC scripting etc.) against MV&R budget.
    Contribute to the presentation of MV&R findings to USAID and IPs per round of fieldwork.
    Database Management

    Implement quality control management policies and processes for checking all incoming and outgoing details of data in the mobile platform, and ensure all relevant personnel (SPSS and TPMs) are adhering to such.
    Coordinate queries related to database to relevant team members for prompt resolutions.
    Work closely with MV&R team to verify and cross-reference incoming data and completed reports as needed.
    Establish and maintain the data archive system.

    Training

    Develop and update training materials in key aspects of monitoring and verification tools, protocols and processes.
    Facilitate training to field staff and third party monitoring contracted firms, using Trainer-of -Trainer and adult learning methodologies.

    Line Management

    Directly manage workload and performance of SPSS Data Manager, M&V Officers and M&V Data Administrative Assistant, using dedicated performance management tools and processes / policies.
    Participate in recruitment and management of Field Supervisors and support M&V Officers in on-going line management / performance management.
    Approve Field Supervisor monthly invoices.
    Other duties/tasks as assigned.

    Required Knowledge, Skills and Abilities:

    Knowledge of relevant USAID rules and regulations (incl. ADS 204 and ADS 320) related to monitoring and verification activities and approaches.
    Experience in mobile data collection platforms and processes (preferably ASKIA, but any other experience valued), including CAPI formatting and mobile scripting processes.
    Ability to multi-task within tight deadlines.
    Strict attention to detail.
    Strong collaborative and relationship management skills.

    Minimum Requirements:

    At least seven years of international experience in the management, monitoring and evaluation of development programs.
    Experience in developing monitoring and verification tools, and training and managing staff in effective use of those tools.
    Willingness and ability to travel to various project sites in Somalia as needed.
    Strong oral and written communication skills.
    Oral and written fluency in English required.

    Education: Graduate degree in the field of evaluation, international development or a related technical field required.
    Working Environment: Work is typically performed in an office environment.
    Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
    Supervisory Responsibility: This position does have supervisory responsibilities.
    Travel: An average of 25% to 35% travel for project implementation and/or project management. Percentages may vary depending on business needs.
    Work Authorization: Must be authorized to work in the Kenya. Visa sponsorship is not available for this position.
