    IBTCI is seeking a Team Leader for a Midterm Evaluation of the Growth, Enterprise, Employment & Livelihoods (GEEL) program. IBTCI implements the Somalia Program Support Services (SPSS) platform, based in Nairobi, under which this evaluation will be conducted. The Team Leader will provide overall leadership for the evaluation and will finalize the evaluation design, coordinate activities, arrange periodic meetings, consolidate individual input from team members, and coordinate the process of assembling the final findings and recommendations into a high-quality document. S/he will lead the preparation and presentation of the key evaluation findings and recommendations to the USAID / Somalia team and other major partners.     The objective of GEEL is to promote inclusive economic growth in Somalia by stimulating production, employment, and enterprise development. GEEL’s implementation activities are focused on the agricultural sector (dairy, fisheries, sesame, and banana) and have expanded into the renewable energy. GEEL undertakes capacity building activities and introduces new technologies and management practices that enable private sector actors to improve productivity and quality.
    This position is based in Kenya with travel to Somalia.
    Scope of Work:

    Supervise the other evaluation team members and ensure high-quality products are delivered in a timely manner;
    Finalize the evaluation design, coordinate activities, arrange periodic meetings, consolidate individual input from team members, and coordinate the process of assembling into a high-quality document the final well-grounded findings and recommendations that meet the standards of USAID Evaluation Policy;
    Lead the preparation and presentation of the key evaluation findings and recommendations to the USAID/Somalia field office and other major partners and stakeholders;

    Required Knowledge, Skills and Abilities:

    Relevant experience in writing analytical and research reports with rigorous scientific approach. Experienced in preparing documents that are objective, evidence-based, and well-organized;
    At least 15 years of international experience leading evaluation teams, ideally for Economic Growth projects;
    Extensive experience in conducting quantitative and qualitative evaluations;
    Familiar with USAID evaluation regulations and systems including gender policies;
    Experience in international donor development program management and overseeing multiple program areas simultaneously is preferred;

    International Business and Technical Consultants Incorporated (IBTCI) is seeking a Data Quality Assessment (DQA) Consultant. He or she will be responsible for a number of activities to ensure that the USAID/EA/Somalia Office is aware of 1) the strengths and weakness of data collected by the Office from its implementing partners; 2) the extent to which the data can be trusted to influence management decisions. 
     
    This position is based in Nairobi, Kenya and requires short trips throughout Somalia. The estimated start date is October /November 2018 and the position will continue intermittently until February 2019.
     Essential Duties/Tasks and Responsibilities:  
     
    The Data Quality Assessment (DQA) Consultant must:

    Review documentation, including past DQAs, the USAID/Somalia Performance Management Plan, and Implementing Partner (IP) Activity Monitoring & Evaluation Plans.
    Communicate with IPs such that they are adequately prepared for the DQA.
    Train IPs using a mix of teaching techniques such as lectures, discussions and practice exercises to ensure that trainees are able to internalize information provided and apply their learning.
    Ensure that all necessary information is collected during meetings with IPs and site visits; travel to the sites and report findings.
    Review each indicator against the quality standards and complete a DQA checklist and where appropriate a System Assessment Protocol at the USAID, IP and IP sub-contractors level (as appropriate); based on this review, and identify actionable recommendations to address any emerging data quality issues.
    Facilitate a series of validation and findings dissemination workshops with each IP and their COR/AOR. 
    Submit a detailed DQA report to IBTCI/SPSS.

    Required Knowledge, Skills and Abilities:

    Extensive experience in conducting rigorous and evidence-based DQAs;
    Strong understanding of stabilization, electoral systems, and democracy and governance programming;
    Proven ability to review and update training materials and conduct trainings, findings dissemination sessions using DQA findings;
    Knowledge of USAID requirements on DQAs; and
    In-depth understanding of USAID performance management standards and guidelines.

    SIMS Data Analyst

    Overview:
    ESPS received a scope of work (SOW) to undertake Site Improvement through Monitoring System (SIMS) assessments on behalf of the Office of the U.S. Global AIDS Coordinator (OGAC). SIMS is a tool for monitoring the performance and quality of HIV service delivery across sites funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) globally. ESPS services are required to increase program monitoring and enhance information management and to assure service quality so that PEPFAR Kenya is able to meet annual OGAC targets for SIMS.
    Essential Duties/Tasks and Responsibilities:
    Data Management

    Merge and clean the Facility SIMS datasets;
    Merge and clean the Community SIMS datasets;
    Duplicates: Use the “MFLCODE” (Master Facility List Code) as the “PRIMARY KEY”, to identify and filter all duplicates (note: A health facility or a community site can have more than one GHSMA ID);
    Draft a section on challenges encountered in using the data sets.

    Data Analysis

    Analyze SIMS data by Implementing Mechanisms, County, Site Volume;
    Analyze all “SETS” and “Core Essential Elements (CEE)” as requested by USAID;
    Analyze sites that meet the 25/50 rule (sites that need focused attention – on each CEE or as requested), by Implementing Mechanism and by County.

    Consultant’s Expected Output

    Analyze tables by parameters requested by USAID;
    Data visualization – construct bar graphs, bubble plots and any other meaningful graphic analytics;
    Submit to IBTCI with any syntax used during data management/analysis;
    Submit to IBTCI both the raw and the clean versions (working dataset) of the SIMS data.

    IBTCI Input

    Provide the consultants with the SIMS tools and SIMS dashboard;
    Liaise with USAID on data analysis requirement.

    RequiredKnowledge, Skills and Abilities:

    Master’s degree in Statistics or a relevant field
    At least 4 years of relevant experience
    Demonstrated experience with HIV/AIDS programming; familiarity with PEPFAR and SIMS strongly preferred
