    Job Summary
    The Quality Assurance Manager supports the Chief of Party (COP) in the direct supervision and reporting of the work of a major, multi-year Task Order for Monitoring, Verification and Reporting (MV&R) through the provision of work planning and quality assurance expertise. In providing support to the COP, the QAM will have day-to-day responsibility in assisting the COP with the management of the MV&R Task Order and for monitoring compliance with contract delivery requirements and USAID policies. S/he will liaise with the Deputy Chief of Party/Technical on all technical requirements of this TO and with the Deputy Chief of Party/Operations on all matters related to budgeting and recruitment for these TOs.
    The QAM position involves both the planning and oversight of a detailed, high tempo work plan for MV&R, and ensuring that the MV&R staff and funds are coordinated effectively and efficiently in the delivery of high quality deliverables. This will require that some time (approximately 25-30%) is spent in the field to support the training of and/or oversee the work of Field Supervisors, Third Party Monitors and other consultants.
    The QAM collaborates closely with program and administrative staff in Nairobi, Somalia and at the IBTCI Home Office to ensure adherence to organizational program standards, procedures and contract requirements. This requires liaising with individual program staff, consultants and Third Party Monitor firms and coordinating and ensuring proper implementation of the program in accordance with IBTCI and USAID policies.
    The QAM supports the COP in maintaining a collaborative team environment and good relations with USAID and its Implementing Partners and all other stakeholders.
    Responsibilities
    Program Management responsibilities include, but not limited to:
    Work Planning and Work Plan Implementation:

    Directly responsible for the detailed planning of all key MV&R work processes from pre-deployment, through data collection and field work to post-deployment and reporting
    Routine monitoring of the MV&R master work plan and workflow processes and problem-solving against constraints experienced in consultation with the MV&R Manager and team
    Monitor compliance with contract delivery requirements and USAID policies
    Propose appropriate MV&R policies and implementation strategy, and update periodically in consultation with the Deputy Chief of Party/Technical.

    Quality Assurance:

    Directly responsible for ensuring that MV&R processes are executed in accordance with established protocols and guidelines, and USAID and IBTCI standards.
    Timely and substantive review and finalization of MV&R deliverables and reports for submission to USAID, ensuring that they meet USAID and IBTCI quality standards.
    Presentation of MV&R analysis and key findings to USAID and IPs ensuring that they meet both USAID and IBTCI quality standards, involving the MV&R Manager and team.
    Obtain input and approval of new/revised tools and protocols for MV&R activities from the Deputy Chief of Party/Technical.
    Approve all MV&R Team deliverables prior to submission to the COP and HO

    Budgeting, Contracting, Reporting and Representation:

    Preparation of MV&R weekly report to IBTCI Home Office and USAID.

    Negotiate, with the help of the Home Office, the TPM budgets prior to each Round of data collection in accordance with the terms of the MV&R Year III IDIQ, review and approve for issuance the round-specific task orders for TPMs, and conduct the initial review and submission through the COP of the TPM invoices for payment to the Home Office.
    Play a key role in the face-to-face meetings with the TPMs to ensure they are meeting USAID and IBTCI quality standards, and that they receive regular feedback regarding the same.
    Review and approval of MV&R monthly budget projections.

    Develop analytic framework to identify trends, key findings, outliers and lessons learned per M&V round (there are three rounds per year).
    Prepare periodic Synthesis and Analysis Reports for selected IPs, working with the Deputy Chief of Party/Technical.
    Plan and lead the preparation and delivery of USAID quarterly presentations with the input of the MV&R Manager and team.
    Key point of contact for MV&R Task Order in absence of COP.

    Technical responsibilities include, but not limited to:
    Consultant and Third Party Monitor Management and Capacity Development:

    Take the lead in the day-to-day supervision and management of the performance of MV&R contractors (TPMs, report writers, other consultants etc.), including development of scopes of work, selection, procurement, budgeting and performance monitoring with inputs from the MV&R Manager and Chief of Party.
    Manage any STTA assignments relevant to the delivery of MV&R obligations.
    Develop and assist in the delivery of training in the field and in Nairobi for TPMs, Field Supervisors and Report Writers.
    Develop the skills and capacities of the MV&R Team members.

    Additional Duties/Tasks and Responsibilities:

    Represent IBTCI to the client and, where possible, in conferences and workshops.

    Minimum Requirements:

    Responsibilities

    Essential Duties/Tasks and Responsibilities: 
     
    Pre-Deployment Activities

    Work closely with MVTO, QAM and DCOP-Technical on-site selection for each round.
    Gather background information on planned activities and disseminate the same to teams in the field.
    Manage the preparation of information sheets for all verifications using quarterly reports and workplans.

The Management Consultant will provide support to the program leadership for coordination of activities, arrange periodic meetings, and assist in the process of assembling the final deliverables to USAID/Somalia for various M&E tasks. S/he will lead the preparation and presentation of the key evaluation findings and recommendations to the USAID / Somalia team and other major partners. This position is based in Kenya with travel to Somalia. This is a short-term consultancy position, lasting from around October 1 to December 1.
    Using your experience and subject matter skills, perform managerial and operational tasks on specific task orders and/or contracts. Tasks could include, but not be limited to:
    Scope of Work:

    Lead operational assistance related to monitoring and evaluation systems, performance management, theories of change and M&E Plans;
    Support the development of M&E Plans for IPs through on-going and hands-on assistance to IP M&E and management teams, in close coordination with the donor. This support will be in program areas such as democracy and governance, stabilization, agriculture and economic growth, education/human capacity development/youth;
    Provide oversight of all verification activities in the field, conducted through Somali Third Party Monitoring agents, to ensure their timely and professional deployment of verifications, as well as the analysis of findings;
    Support the technical development of a web-enabled clearinghouse for donor data collection, integration and reporting activities;
    Supervise and provide operational and logistic support to program evaluations and assessment throughout the life of the program;
    Provide human resources and financial oversight;
    Serve in the above consultant capacity to support the IBTCI technical practice of Crisis, Conflict & Governance;
    Other duties as assigned;
    This position does not authorize/require the consultant to directly communicate with IBTCI clients; and
    This position does not authorize/require the consultant to have decision-making authority on final work product.

    Preferred Knowledge, Skills and Abilities:

    Extensive experience in conducting quantitative and qualitative evaluations;
    Familiar with USAID evaluation regulations and systems; and
    Experience in international donor development program management and overseeing multiple program areas simultaneously is preferred.

    At least 10 years of international experience in managing offices;
    Relevant experience in fragile countries, Somalia or Eastern Africa.
    Excellent communication, team management, and leadership skills.

    IBTCI is seeking a Team Leader for a Midterm Evaluation of the Growth, Enterprise, Employment & Livelihoods (GEEL) program. IBTCI implements the Somalia Program Support Services (SPSS) platform, based in Nairobi, under which this evaluation will be conducted. The Team Leader will provide overall leadership for the evaluation and will finalize the evaluation design, coordinate activities, arrange periodic meetings, consolidate individual input from team members, and coordinate the process of assembling the final findings and recommendations into a high-quality document. S/he will lead the preparation and presentation of the key evaluation findings and recommendations to the USAID / Somalia team and other major partners.     The objective of GEEL is to promote inclusive economic growth in Somalia by stimulating production, employment, and enterprise development. GEEL’s implementation activities are focused on the agricultural sector (dairy, fisheries, sesame, and banana) and have expanded into the renewable energy. GEEL undertakes capacity building activities and introduces new technologies and management practices that enable private sector actors to improve productivity and quality.

    International Business and Technical Consultants Incorporated (IBTCI) is seeking a Data Quality Assessment (DQA) Consultant. He or she will be responsible for a number of activities to ensure that the USAID/EA/Somalia Office is aware of 1) the strengths and weakness of data collected by the Office from its implementing partners; 2) the extent to which the data can be trusted to influence management decisions. 
     
    This position is based in Nairobi, Kenya and requires short trips throughout Somalia. The estimated start date is October /November 2018 and the position will continue intermittently until February 2019.
     Essential Duties/Tasks and Responsibilities:  
     
    The Data Quality Assessment (DQA) Consultant must:

    Review documentation, including past DQAs, the USAID/Somalia Performance Management Plan, and Implementing Partner (IP) Activity Monitoring & Evaluation Plans.
    Communicate with IPs such that they are adequately prepared for the DQA.
    Train IPs using a mix of teaching techniques such as lectures, discussions and practice exercises to ensure that trainees are able to internalize information provided and apply their learning.
    Ensure that all necessary information is collected during meetings with IPs and site visits; travel to the sites and report findings.
    Review each indicator against the quality standards and complete a DQA checklist and where appropriate a System Assessment Protocol at the USAID, IP and IP sub-contractors level (as appropriate); based on this review, and identify actionable recommendations to address any emerging data quality issues.
    Facilitate a series of validation and findings dissemination workshops with each IP and their COR/AOR. 
    Submit a detailed DQA report to IBTCI/SPSS.

    Required Knowledge, Skills and Abilities:

    Extensive experience in conducting rigorous and evidence-based DQAs;
    Strong understanding of stabilization, electoral systems, and democracy and governance programming;
    Proven ability to review and update training materials and conduct trainings, findings dissemination sessions using DQA findings;
    Knowledge of USAID requirements on DQAs; and
    In-depth understanding of USAID performance management standards and guidelines.

    Minimum Requirements:

    At least eight years of experience in monitoring and evaluation, preferably with experience working on USAID projects.
    Extensive experience in conducting rigorous and evidence-based DQAs.
    Willingness and ability to travel to Somalia.
    Fluency in spoken and written English.

    IBTCI is currently seeking a Chief of Party (COP) to support a monitoring and evaluation project based in Nairobi, Kenya. The period of performance is ten months with the possibility of extension. The COP will manage an indefinite delivery/indefinite quantity (IDIQ) contract and ensure that quality standards and schedules are met. The COP will define and manage overall requirements: including staffing, and cost and quality control of all tasks and assignments undertaken to achieve the objectives of the IDIQ and associated task orders.
    Essential Duties/Tasks and Responsibilities:

    Provide overall management, guidance, and direction to the project team.
    Serve as the main point of contact between USAID and IBTCI.
