    Accordingly, AAR Japan is now looking for a Procurement Officer for the abovementioned project. The successful candidate will be on duty at AAR Japan Kakuma Office, which is located in Kakuma, Turkana West, Turkana County. The candidate will work under the direct supervision of AAR Japan’s international staff.

    The details of the position in concern are as follows.

    Duties;

    Carry all duties under the direct supervision of the Admin and Finance Officer;
    Facilitate all procurements for the project implementation, including sourcing and validating suppliers, quotation collection, quotation analysis, preparation of procurement documents, liaison with suppliers for procurement service, stock management of procured materials, and filing of procurement documents for the project audit;
    Support the Project Officer in liaising with financial service providers and arranging cash distribution process;
    Perform any other duties instructed by AAR Japan’s international staff or the Admin and Finance Officer;

    Requirements;

    More than 3 years’ experience in humanitarian work;
    Work experience with UN agencies or international NGOs is highly valued;
    Experience in cash distribution is highly valued;
    Fluent language skills of English;
    Additional language skills, Kiswahili and Ng’aturkana are highly valued;
    Team-work skills;
    Strong PC skills (Microsoft Office is a must);
    Degree or experience in procurement, finance or stock management is highly valued

    Provide professional information and views on LSE to AAR Japan’s international staff when needed;
    Conduct a pre/post survey to assess the impact of the project, analyze and compile collected data;
    Write a monthly report and submit to AAR Japan’s international staff every month to report the progress of the project implementation;
    Perform any other duties instructed by AAR Japan’s international staff;

    Duties:

    Provide direct supervision to approximately 20 Kenyan national staff to implement the projects;
    Bear all responsibilities for office management, project management, security of staff members, organization’s properties, protocols, regulations;
    Take a leading role in recruitment, human resources, procurement, accountant, financial reporting to be transparent and accurate;
    Liaise with stakeholders (Kenyan national government, local authorities, UN agencies, local-led organizations in communities or other agencies in respective sectors) to harmonize and coordinate project implementation;
    Communicate with donors, mainly Government of Japan, on project design, budget planning, beneficiary selection, project implementation, budget consumption for accountable project running;
    Report to headquarters in Tokyo, Japan, on office management and project management.

    Qualifications (must);

    More than 3 years’ experience in humanitarian work;
    Fluent language skills, at native level, of English and Japanese (writing, listening, speaking, reading)
    Work experience in project management, including supervising and leading a team of 20 or more members;
    Good understanding on humanitarian work, human rights, refugees;

    Counselling Specialist

    Main Objective: 
    The counselling specialist will make a visit to secondary schools in the Kakuma/Kalobeyei to carry out the psycho-social counselling for students. In addition, counselling specialist is expected to have counselling training workshop for teachers.
    Specific Duties

    Make a visit to secondary schools on the appointed day and conduct Counselling
    Keep daily record for students who come to consultation
    Prepare and conduct Counselling Training Workshop for teachers
    Prepare and develop progress reports on monthly basis
    Monitor and Evaluate teachers of secondary schools
    Liaise with stakeholders including UNHCR and other international and national NGOs
    Perform other duties as requested by the Supervisors

    Essential Requirement

    Complete Professional Psycho-Social Counselling course
    University degree in social science, phycology, and/or education
    At least 5 years of experience in counselling
    Good operational knowledge of Microsoft Office in Word, Excel and PowerPoint
    Proficient in spoken an written English and Kiswahili
    Strong motivation to be a part of an humanitarian organization

    Knowledge and skills

    Experience working with international NGO is an asset
    Strong co-ordination and negotiation skills with stakeholders and problem solving skill
    Culturally sensitive and high level of diplomacy and tact
