    Purpose
    To lead and provide technical support to ChildFund team for the design, development and writing of a Concept Note on ‘Sexual and Reproductive Health and Rights (SRHR) and Gender-Based Violence (GBV) Engagement’ to be submitted to DANIDA as per requirements of the Call for Concept Notes.
    Scope of Work
    The scope of work for the Consultant will include but not be limited to:

    Conduct background research on SHRH and GBV related issues in project counties relevant to the call, provide qualitative and quantitative referenced evidence for the development of the theory of change,
    Conduct research on state-of-the-art methodologies, best practices and tools which can be adapted to the project. This should include background information on i) knowledge of and access to adolescent girls’ and women’s human rights; ii) targeted work on boys, male roles and masculinities towards gender equality, and iii) addressing the root causes and drivers of early pregnancy and marriage, ultimately contributing towards keeping girls in schools,
    Provide technical support in project design with clear intervention logic that clarifies the targeted change processes and the main assumptions and show a strategic and innovative gender, youth and inclusive human rights-based perspective linking the national and county levels with regional and international levels,
    Compiling and editing input from all partners in the consortium on methodology and activities
    Write up and develop the first draft of the concept note as per DANIDA specifications and guidelines
    Collate and incorporate feedback from the various reviewers into a final document
    Attend virtual project design meetings

    1st draft concept note by 16th April 2020
    Final concept 18th April 2020

    This assignment is expected to be carried out for a period of 12 days.
    Qualifications
    Applications are invited from individual consultants that can provide the following expertise.

    At least a master’s degree in Population, demographic, Public Health and/or Social Sciences with at least 5 years post qualification experience in strategic project design and planning, strategy development, research, monitoring and evaluation in the field of adolescent sexual and reproductive health in Kenya
    The ideal candidate should have significant experience in proposal writing and development in response to DANIDA requests for proposals.
    Experience in the sexual and reproductive health and rights sector is critical
    Technical knowledge and understanding of the impact of gender inequality on women’s access to SRH services and related programming
    Worked with women and girls in marginalized contexts
    Expertise in sexual and gender-based violence (SGBV) programming, including prevention and response

    Background
    The Coronavirus disease (COVID-19) that was discovered in 2019 was declared a pandemic by the World Health Organisation (WHO) on 3rd March 2020 and the virus is rapidly spreading across the world. Current statistics (as updated on 29 March 2020) from WHO indicate that there are 199 countries and territories around the world have reported cases of COVID-19. A total of 679,005 people have so far contracted the virus, 4.7% (31,771) of them have died and 21.5% (146,345) recovered. Although the number of those infested in Kenya is comparatively still low at 36 active cases, one deceased and one recovered, the rate at which it is increasing is, like in many other countries alarming.
    ChildFund Kenya, an international child-focused organization, is extremely concerned on the spread and ultimate effects of the COVID-19 to the children, their families and communities. The organization has therefore joined other development partners to support government and community efforts in fighting the spread of COVID-19, and particularly in ensuring the exposure and impact on deprived, excluded and vulnerable (DEV) children and their families. Thus, ChildFund Kenya would like to fully optimize on its comparative advantage of its presence in 26 out of the 47 Counties in Kenya and working through 13 local partners (LPs) to undertake collaborative actions for promoting and safeguarding the health of communities and reaching the most marginalized populations.
    In order for ChildFund Kenya to be able to deliver in its mandate of protecting DEV children and their families from all forms of deprivation, abuse and effects of emergencies, it desires to engage a public health specialist that would lead, manage and provide technical support to its COVID-19 response and other programs for a period of three months.
    Scope of Work
    The Public Health Specialist – COVID -19 Response will be engaged on a three-month fixed team contract. Reporting to the Program and Sponsorship Director, the position will closely work with the Senior Management Team (SMT) and Program Technical teams of ChildFund Kenya and its LPs to lead the COVID-19 Emergency Response. Specifically, the position holder will:

    Provide strategic advice and support to the SMT on the COVID-19 collaborative responses,
    Participate and provide technical leadership in the Country COVID-19 Response Taskforce,
    Regularly review and update the country office COVID 19 contingency plan,
    Prepare and regularly update the COVID 19 situation Report and timely submit to PSD for review,
    Work with the CO and LP program teams to design, develop and guide the implementation, monitoring and review of COVID 19 and related WASH projects,

    Deliverables

    Overall Objectives of the position:

    General Description of the Role:

    KRCS is seeking a qualified person for the position of Research & Design Lead for an anticipated 5-year USAID Food For Peace (FFP) Development Food Security Activities (DFSA) in Kenya. The project focuses on sustainably reducing levels of acute malnutrition in Kenya’s arid and semi-arid lands (ASALs), in Isiolo, Marsabit, Samburu and Turkana counties.     Leadership for establishing monitoring, evaluation and learning systems to help measure organization’s progress towards its core outcomes, monitors programs for compliance through participation in auditing, regular reporting, frequent communications and routine on-site visits, providing guidance and implementing corrective action as necessary.
    Responsible for management and technical leadership for maintaining and improving program quality.
    Responsible for oversight for administrative, financial, and human resources for national office programs; responsible for resource mobilization planning.
    Facilitation and coordination of partnerships with government institutions, NGOs and community groups.
    Leads the development and implementation of national office’s grants acquisition by building key relationships with potential donors/partners leading to successful revenue generation and organizational growth.
    Ensures that national office and its local partners complies with the terms and conditions of all awards, grants and NSPs; ensures that organization’s values, core intent, global strategy and CSP and priority concerns are understood by all staff and partners, and reflected in program design and management.
    Provides timely documentation and situation analysis reports of active programs for review by the National Director and other key personnel; ensuring that our core outcomes and area of excellence are clearly outlined.
    Oversee and coordinate the technical review of reports (quarterly, annual) donor reports and technical papers to ensure the highest quality possible in conformity to organizational and donor requirements.
    Ensures that national office commitment developed in the AOPB is aligned with the organizational funding model and all local partners receive and account for required funds for the implementation of planned activities; ensures that the affiliates develop annual budget and AOP consistent with organization’s policies and/or donor requirements.
    Oversee linkages between national office program team and technical support at the regional and headquarters level; ensure integration and collaboration with others in the community, local government and non government organizations in the district/project community.
    Document & disseminate best program practices in order to promote program quality and learning; identifies needs and organizes relevant training in collaboration with HR Officer for staff capacity building.

    QUALIFICATIONS/EXPERIENCE

    10 years’ experience.
    Demonstrated relevant work experience in managing development programs, preferably in a technical area, community development and/or child-focused programming.
    Outstanding written and oral communication skills in English; fluency in a local language (i.e. French, Spanish or Portuguese) required.
    Demonstrated high-level interpersonal and cross-cultural skills including the ability to build collaborative relationships internally and externally with sensitivity to cultural, ethnic, social and political issues.
    Conflict management and ability to pragmatically solve problems, plan a course of action using analytical, conceptual, strategic and forward thinking abilities to achieve an effective resolution
    Demonstrated technical expertise in such areas as: project, budget and resource management.
    Demonstration of knowledge of program design; grant acquisition and management; resource stewardship, and cross functional coordination.
    Highly developed analytical skills and the ability to assimilate and process information on a wide range of issues.
    Experience in resource mobilization, coordination and negotiation and social policy.
    Computer proficiency in general office software (i.e. Word, PowerPoint, Excel, and Outlook).

    EDUCATION/CERTIFICATIONS
    Bachelor’s or higher-level degree required. Equivalent relevant work experience maybe acceptable in lieu of degree.

    Scope of the Role
    Reporting to the Grants Manager and working closely with the Program Managers, Local Partner staff, and other stakeholders on the ground, the Project Coordinator will be responsible for the overall oversight of the TOMS V project implementation. He/she will be accountable and responsible for ensuring quality in the collection of routine project data and ensuring that all necessary information, both from routine reporting as well as from ad hoc data collection and special studies is well documented and availed to those who support project activities.
    Key Responsibility

    Coordinate overall implementation of project activities in line with the approved plans and in a timely manner.
    Ensure that implementation of project activities is efficient and effective and within donor guidelines; and that ChildFund procedures and policies are adhered to at all times.
    Ensure regular monitoring and evaluation of the project through routine supervisory /verification visits and use information collected to improve project delivery.
    Timely preparation and submission of quality progress reports that meet ChildFund’s and donor requirements as stipulated in the contract.
    Prepare monthly goods inventory reports
    Conduct/coordinate data collection and ensure timely and quality monthly reporting of project activities and compile end of project report.

    TERMS OF REFERENCE FOR SITUATIONAL ANALYSIS ON RIGHTS OF THE CHILD IN KENYA

    Background

    Children need greater protection and respect for their rights. The world has made huge strides in improving child health, access to education and better nutrition, yet millions of children still die from preventable disease, suffer stunting from hunger, and face abuse, danger and fear. They live amid conflict, are exploited, lack care and are left vulnerable by their families, communities and governments.
    Across the world, 0ver 6 million children die each year from preventable causes. Over fifty million remain out of primary school, and many millions more irregularly attend school, or drop out because their families want them to work or are married off while under age. Violence against children is widespread in virtually every society – from corporal punishment, to sexual abuse, to endemic bullying and forced labour.
    Results from a National Violence against Children (VAC) status survey carried out in 2010 by the then Ministry of Gender, Children and Social Development in collaboration with Kenya National Bureau of Statistics among other partners revealed high levels of violence prior to age 18 as reported by 18 to 24 year olds (lifetime experiences), where almost half of the children within this category reported having experienced different forms of violence.
    Child neglect accounts for the largest number of child protection cases reported at the Department of Children Services, rising from approximately 22,000 to 50,000 cases between 2005- and 2010. It is estimated that 12% of all Kenyan children less than 18 years of age i.e. 1.8 million are orphans. According to Kenyan government estimates, AIDS alone has killed one or both parents of close to one million of the country’s children.   Based on the Kenya Demographic Health survey (KDHS, 2014), 3.4 million Kenyan children are classified as vulnerable. Most of these children are separated from their parents due to parents’ death, poverty, natural disasters and multiple other factors that cause family disintegration.
    The world’s governments made a commitment through the SDGs to achieve a better and more sustainable future for all. The goals, which are well interconnected, are aimed at leaving no one behind, and addressing the global challenges faced across the world, including those related to poverty, inequality, climate, environmental degradation, prosperity, and peace and justice.  Kenya has in place a robust framework for the implementation of the SDGs: having mapped each of the 17 SDGs with the Kenya Vision 2030 second MTP objective, a measure aimed at ensuring that the global development framework and its implementation is directly linked to achieving both vision 2030 and the SDGs. Kenya has also established an SDG liaison office within the secretariat of the council of governors. There has however not been   any significant demonstration of commitment towards effectiveness of these structures especially where goals related to achievement of children’s rights are concerned.
    The provision of the Kenya constitution (article 53) promotes the protection of children from all forms of violence, inhuman treatment and punishment and hazardous and exploitative labour. Kenya has signed and ratified the UN Convention on the Rights of the Child (UNCRC) and the African Charter on Rights and Welfare of Children (ACRWC) and domesticated these treaties through the Children Act (2001), Kenya submitted the initial, first and second Periodic Reports on UNCRC to the UNCRC Committee, the first report on the UNCESCR and the first Report to the African Union committee of experts on the rights and welfare of the child. Further, Kenya participated in the United Nations General Assembly Special Session on children in 2002 and consented to the World Fit for Children (WFFC) four goals namely; promoting healthy lives, providing quality education, protecting children against abuse exploitation and violence and combating HIV and AIDS. It is of interest therefore to review the level of commitment the country has made towards honouring these commitments.

    Objective of the study

    The study will;

    Provide an up to date situational analysis on the rights of children in Kenya
    Provide a contextual constitutional policy and legislative analysis on child rights situation

    (Identify existing policy and legislation, gaps and the implementation status)

    Guiding principles

    The situation analysis will be premised on Article 53 of the Constitution of Kenya and the four pillars of the UNCRC namely:

    Survival
    Development
    Protection
    Participation

    Guiding questions

    The following concepts will guide the situation analysis.

    Describe the context of child rights (gender, socio-economic, political, cultural, geographical, technological)
    Map out stakeholders’ in relation to child rights highlighting key actors, their roles and responsibilities
    Map out the existing constitutional policies and legislative frameworks on child rights.

    Proposed Methodology

    The study will use a participatory approach employing both qualitative and quantitative methodologies including a desk review of existing child rights stakeholders’ reports. The study should identify existing gaps, implementation status and making recommendations in line with the defined objectives.
    The consultant(s) will; 

    Develop a clear methodology, tools and include a detailed work plan in executing the various activities expected in this assignment.
    Review existing stakeholders’ reports.
    Ensure a participatory approach in collecting data required for this assignment. 
    Conduct analysis of data obtained and draft a preliminary report.
    Present preliminary findings for validation.
    Compile and submit the final report.

    Timeframe

    The study will take a maximum of 45 working days upon the signing of the contract.

    At the end of this consultancy, the consultant will be expected to submit the following key deliverables:

    Consolidated situation analysis report.

    Consultant Profile

    The lead consultant must have an advanced degree in any of the following or related disciplines;

    Humanitarian Studies, Development Studies, Community Development, and should have demonstrated experience working and or consulting with International NGOs.
    Research experience in child rights related engagements.
    Proven knowledge and practical experience in quantitative and qualitative research.
    Demonstrated experience in use of child friendly participatory research methods.
    Experience in conducting situational analysis
    Good working knowledge or consultancy work in the targeted Counties
    A person of high integrity; applicants must provide Certificate of Good Conduct.
    Excellent analytical, organizational, facilitating, presentation and communication skills.
