    JOB SUMMARY
    Reporting to the Field Coordinator, the Area Finance & Admin Assistant (AFAA) shall maintain efficient financial and administrative systems and procedures as well as control mechanisms to support the smooth running of the operations of Kisumu Program Area in compliance with ChildFund policies and procedures. The incumbent manages the day-to-day financial and administrative resources of the office; conducts regular checks of the internal controls, support end month accounts closure processes, proposes the administrative budgets of the office, ensuring that disbursements are in accordance with the administrative budget and ChildFund financial Policies and Procedures.

    DUTIES/RESPONSIBILITIES
     
    Child Safeguarding

    Manage the day-to-day financial and administrative resources of the office.
    Settle amounts due or recover outstanding receivables for the program.
    Ensure that expenses are properly coded as per prescribed costing structure.
    Ensure statutory deductions are paid on time including filling of the required statutory returns.
    Monitor the program budget and ensure expenditures incurred are within budget
    Prepare monthly financial reports and share with management
    Coordinate training and capacity-building activities to staff in finance related areas.
    Undertake missions to field locations to review administrative and financial arrangements and make appropriate recommendations as required.
    Handle any other organization’s duty as may be directed by the Supervisor.

    SKILLS AND COMPETENCE

    Bachelor’s Degree in commerce majoring in Finance or Accounting.
    Knowledge in QuickBooks accounting package will be an added advantage
    Possession of relevant professional certifications.
    At least four years professional experience in accountancy and administration in an NGO handling donor funded projects.

    The Advisor, Business Development, a member of the Global Business Development Matrix Team, will strengthen the business development capacity of Country Offices (COs) and act as proposal manager on large, complex awards.
    He/she will also be the lead BD Advisor for new types of donors, including supporting Foundation cultivation, multilateral engagement, mission cultivation, co-investment funding opportunities and other types of donors.     Positioning and Visibility

    Undertake business development research to help position ChildFund and guide pipeline planning in COs for global funding opportunities.
    Lead on the documentation of success stories, best practices and lessons learned in ChildFund’s current portfolio of grants and contracts.

    Proposal Development

    Support COs to conduct competitor analysis, develop win themes and technical design/approach, identify and negotiate with proposal partners, identify qualified staff, determine the cost/pricing strategy, prepare management plans and proposal production.
    Coordinate and collaborate with the technical specialists, M&E advisors, finance staff, HR and other departments for needed proposal inputs.
    Assist with identifying and engaging consultants for proposal writing or other roles, as needed.
    Assist with writing and/or editing of proposal sections, as requested.

    Capacity Building

    Coach, mentor and train CO staff on ChildFund’s business development processes, procedures and proposal development strategies, from capture planning to finalizing proposals.
    Lead on the development of business development support tools, facilitate trainings and builds capacity of CO staff on use of tools and adherence to key processes for pre-positioning, capture planning and proposal development
    Develop training materials for ChildFund staff in proposal development
    Train CO staff on the use of ChildFund’s grant management system (Salesforce) for tracking opportunities from capture to award

    QUALIFICATIONS/EXPERIENCE

    At least 5 years of relevant business development experience with international development organization(s) both for direct implementation of tasks and for mentoring colleagues.
    Demonstrated knowledge of US Government grant development processes and rules and regulations
    Demonstrated experience with and knowledge of USG donors (i.e. USAID, DOL, State, etc.), other bi-lateral donors (EC, DFID), multilateral, foundations, and other institutions’ grant making initiatives, policies, procedures, grants management processes, and regulations.

    Summary

    DUTIES/RESPONSIBILITIES

    Job Description
    Reporting to the ECD Specialist, the ECD Officer will back fill the roles and responsibilities of the ECD Specialist as she commits 75% of her time to the ECD Franchising Pathway as the Technical Lead. Thus, ECD Program Officer will work closely with the ECD Specialist, Program Managers, Local Partner staff, and other stakeholders on the ground, to provide technical assistance to the Country Office’s ECD program portfolio, to accomplish ChildFund’s outcome of healthy and secure infants and young children. S/he will provide the day-to-day oversight in executing the roll-out of the Responsive and Protective Parenting (RPP) program model with local partners, identify and strengthen relevant partnerships, and ensure timely implementation of planned activities. The program officer will be responsible for ensuring quality in the collection of routine data and ensuring that all necessary information, both from routine reporting as well as from ad hoc data collection and special studies is well documented and accessible. The Program Officer is also expected to support the ECD Franchising Pathway piloting as required.
    Duties/Responsibilities
    The ECD Project Officer will be responsible for the following:

    Provide technical support in planning and executing the roll-out of the RPP program model with partners.
    In collaboration with other program and sponsorship staff from the country office, provide technical support to local partners to implement, monitor and improve the quality of ECD and education related programs 
    Where necessary, support the ECD Franchising Technical Lead in the design, research, and piloting of the ECD Franchising pathway from time to time.

    DUTIES/RESPONSIBILITIES

    Critical Incidents

    Support Country Offices Critical Incident Plan and train for potential critical safety and security incidents that may occur within their operating environment.
    Assist in the creation of Incident and Crisis Management team in each Country office.
    Provide technical advice and physical support during a critical incident response at CO.

    Communications and Networking

    Have regular (monthly) check in calls with Country Leadership Teams / CD and the Director of security, including detailed quarter updates on CO Risk status and related AOP goals.
    Ensure timely and effective communication channels are established and maintained between all country security appointments and/or CDs, especially in emergency situations.
    Develop directly, and help countries to produce/procure, briefings and advisories for security events, situations and or general safety tips to ensure compliance with Childfund MOSS and the maintenance of security best practices.
    Maintain good working relations with external agencies including governmental and international agencies within the region, including security networks with INGO/UN and other security advisors in the region.

    Capacity Building / Training:

    Develop and manage all security-related training programs for assigned region.
    Mentor and build capacity of all Security Point of Contact (SPoC) throughout the region directly/through their line managers/Country Directors (CDs).
    Working closely with GHR oversee the development of database or records of staff security training and liaising with CO teams to ensure adequate planning and provision is made to meet this MOSS requirement.

    QUALIFICATIONS/EXPERIENCE

    Minimum of 5-7 years of direct experience in security management, information collection, analysis, investigations, assessments, and reporting.
    Providing support to humanitarian or development organizations in establishing and supporting safety and security programs.

    EDUCATION:

    Bachelor’s degree with specialist training in safety and security such as NGO security, public safety, military or police training. Education qualification may be relaxed against demonstrated operational experience of candidate.

    Ensure that the budgets are appropriately coded to assure both Internal and External reporting,

    Support the internal registration of new grants and/or MPPs.

    Working with Project teams, calculate monthly cash requests and ensure that projects are funded in a timely manner.

    Track grant accountabilities and keep the Supervisor abreast of key developments.

    Prepare, post reviewed and approved grant entries for accounting purposes under the guidance of the Cluster Senior Accountant while observing proper controls and ensuring that all supporting documents are available.

    Performs balance sheet account reconciliations related to grant/MPPs accounts on a monthly.

    Support the Grants Management Team in trouble shooting grants implementation.

    Carry out variance analysis of actuals against the plan and outlooks and writes the necessary reports for internal clients.

    In conjunction with Programs department, participates in follow-up of the causal factors for the variances in performance and support the development of strategies to address the same.

    Responsible to donor financial reports.

    Support the project team in grant closeout including developing the project disposition plans.

    Supports grants audits and the resolution of issues raised by the auditors.

    QUALIFICATIONS/EXPERIENCE        

    A bachelor’s degree in an accounting discipline as well as professional accounting qualification (CPA/ACCA).

    Extensive computer proficiency in MS Office applications with a good command of excel.

    Proficiency in a relevant accounting package.

    Experience:

    A minimum of five (5) years hands on experience in a similar job area in a child focused development organization.

    Previous demonstrated experience in proposal development is highly desirable and will be a distinct advantage.

    Consultancy to Conduct Participatory Evaluation of Strengthened Partnership for Nurturing Care Project
    Background Information
    The current consultancy is to carry out a Participatory Evaluation using the Most Significant Change (MSC) methodology to evaluate the impact of the Early Childhood Development (ECD) Parenting Project implemented by ChildFund International and its implementing partner , Kisumu Development Programme in Siaya County, Kenya titled “A Strengthened Partnership for Nurturing Care” from August 2018 to October 2021.
    Rationale for the Participatory Evaluation:
    The evaluation will employ a participatory approach to facilitate an ongoing process of empowerment and capacity development of intended beneficiaries (both parents/ caregivers and ECD practitioners) beyond the life of the project. The approaches provide an opportunity for stakeholders and beneficiaries to reflect on project progress, generate lessons learned and plan future priorities for ECD their relevant programs.
    Early Childhood Development is an evolving field of practice, varying between individual, context, and type of programming. As such, standardized indicators of progress or success often carry significant limitations in reflecting full and effective programing with young children and families. Participatory approaches allow us to engage stakeholders and beneficiaries in the evaluation process as partners, not only in data collection and analysis of change, but also in determining what kind of change matters most. Participatory evaluation findings will therefore be more valid as they are contextually appropriate and verified or endorsed with key stakeholders.
    Objectives
    The purpose of this assignment is to work in close coordination and consultation with ChildFund Kenya and implementing partner Kisumu Development Program to undertake the project’s participatory evaluation from the design and conduct of the data collection, as well as the generation of a the final Most Significant Change stories.
    The national consultant’s main roles will be to:

    Draft a plan for the participatory evaluation including the overall methodology design, tools, MSC story templates.
    Lead the technical coordination and facilitate the in-person data collection for six focus group discussions and one stakeholder workshop.
    Conduct data analysis and subsequent drafting of the MSC stories (no more than 1.5-pages each)

    Expected Deliverables
    The following are the main activities of the consultant:

    Review key internal and external documents to inform finalizing of methodology from, ChildFund’s Responsive and Protective Parenting Program model’s past project reports and evaluations, and Hilton’s program strategy, etc. 2 days
    Finalize the evaluation’s methodology. 1 day
    Data tools development and translation 2 days
    Participant Selection and preparation (facilitated by ChildFund Kenya staff) 3 days
    Training of enumerators on data collection methodology, tools, tools pre-testing, and finalization 3 days
    Lead Data Collection & Focus Group Facilitation 3 days
    Analyze Focus Group data and produce draft Stories of Change (6 stories) 4 days
    Lead Stakeholder Workshop to present Focus Group Findings 1 day
    Analyze Stakeholder Workshop data and incorporate findings into draft Stories of Change (6 final stories) 1 day
    Finalize Stories of Change at a maximum of 1.5 pages per story. 4 days

    This is a deliverables-based consulting agreement. The estimated number of days for the consultancy is 24 full days (excluding two days of travel).
    Payment process
    The consultant shall be paid for the successful completion of the deliverables in accordance with the following payment schedule.

    The Consultant’s compensation shall be paid within 30 days from receipt of a proper invoice unless otherwise specified.
    Payment will be made by electronic transfer unless otherwise specified. The payment shall be subjected to 5% withholding tax as required by the Law at the time of payment. The full costs include consultancy/professional fees, enumerators professional fees, field logistical costs (enumerators training, field data collection, transport, accommodation, and meals) for the entire assignment.
    Proposed Time Frame
    The participatory evaluation should take place between July 15th and August 15th, 2021, with the final stories submitted no later than August 16th, 2021.
    Scope of Evaluation
    The participatory evaluation will be undertaken in the 3 wards (Ugunja, Sidindi and Sigomre wards) of Ugunja Sub- County located in Siaya County.
    Evaluation Approach
    The evaluation will be done in line with participatory evaluation plan that will be developed in consultation with ChildFund Kenya and ChildFund International.
    Management and Coordination
    The key people that the consultant will be working closely with at ChildFund include:
    ChildFund Kenya team namely Technical Advisor-ECD, Child Protection Advisor, Communications Specialist, Monitoring and Evaluation Manager, Project Monitoring and Evaluation Officer, Project Coordinator and Kisumu Development Project staff. ChildFund International team specifically the Senior ECD Advisor, Senior Advisor Child Protection and Partnership and Grants Manager. The day-to-day management of the consultants is the responsibility of the Project M&E Officer in consultation with the Project Coordinator.
    ChildFund Kenya will support in the following:

    Provide access to documents and information needed to undertake the survey,
    Mobilization of respondents
    Provide day to day coordination of activities and as need arise,
    Pay the agreed costs for the assignments and as per the deliverables completed.

    Selection of Consultant
    Interested individuals and/or institutions are requested to provide, at a minimum:

    Their CV and CVs of all team members (if institution or team) highlighting relevant experience in documenting Most Significant Change Stories,
    Highlighting 5 or more years’ experience evaluating projects (baseline, endline, mid-term, participatory research) on Early Childhood Development, Education, parenting education, infant and young child nutrition, responsive caregiving, child rights and protection,
    A past writing sample of Most Significant Change stories (may include methodology applied) or a final assessment report,
    A financial proposal showing a detailed breakdown of all the costs involved for the entire assignment including logistical costs that include enumerators professional fees and field costs (enumerators training, field data collection, transport, accommodation, and meals) for the entire assignment, and
    Reference contact information of at least 2 individuals or institutions that have conducted research with the individual or institution in the past.

    This position serves as a resource in providing programmatic and administrative support to the Regional Office. This includes organizing travel, scheduling meetings, preparing financial reports, and stewardship of the master confidential files. S/he will be also responsible to manage assigned projects, data collection and analysis for decision making, and plays designated roles as a member of the logistics and administrative support team of the Africa Regional Office.     DUTIES/RESPONSIBILITIES

    Supports programmatic initiatives at RO level in key areas, corporate partnerships and engagement, advocacy, research and documentation.
    Responsible for the Regional Office’s administrative duties that includes:  responding to routine correspondence and requests on behalf of the Regional Director (RD); proof reading correspondence; and assisting in maintaining program and financial records
    Manage the travel arrangements of the RD and other designated staff. This includes liaison with the travel agent, preparing itineraries, ticketing, and documentation of travel authorizations, hotel and rental car reservations, and visas/ workpermits when required.
    Coordinate the annual RD’s travel and meeting commitments and prepare weekly/daily schedules. This requires routine communications with staff at the International Headquarters in Richmond and Washington DC; Regional Offices and partner organizations.
