    Grant Acquisition (100%-time allocation)
    As part of the country office’s grants team, the Business Development Specialist will implement the following activities:

    Supports the development and maintenance of effective relationships with current and prospective donors, thus obtaining advance information and pre-positioning on upcoming grant funding opportunities. Continuous research and gather information from donors on future grant opportunities for program implementation, advocacy and research.
    Working in close coordination with the Country Office’s Technical Team and the Global Business Development Team, participate in the successful capture planning of relevant grant funding opportunities including the search for partner and collaborating organizations, key staff, and the advance preparation of capacity statements and other relevant documentation.
    Participate in the preparation and updating of the country office’s resource mobilization plan, its pipeline of upcoming grant opportunities and its grant-related records in Salesforce and relevant databases.
    Fully apply in his/her daily work ChildFund’s Grants Acquisition Playbook, and its Grants Acquisition and Management Policies and Procedures.
    Participates in the preparation and presentation of grant proposals and budgets and the successful submission of competitive grant proposals, operational and financial reports in collaboration with the relevant Program and Finance staff; ensure best practice is communicated, followed and shared in all aspects of grants management.

    The Director, Foundation Engagement will lead the organization-wide effort to position, cultivate, and convert key Foundations into multi-asset partners.     Primary Responsibilities

    Identify and research foundations and finalize a Foundations strategy for 10-15 Foundations.
    Proactively engage with foundations based on networks, strategic alignment, country strategic plans and Growing Connections 2030.

    General objectives
    The purpose of the evaluation is to provide an independent and rigorous assessment to identify the changes brought about by the project as per its M&E matrix as encapsulated in the project proposal. In addition, it will identify relevant lessons learned during the implementation of the project to inform both the design and implementation of future similar projects and for the improvement of programming at ChildFund International.
    Specific objectives

    To complete an assessment of change from baseline to endline; this includes assessing change in outcome data collected via qualitative methods (e.g. key informant interviews, focus group discussions) and quantitative methods (e.g. surveys).
    To identify good practices and lessons learnt related to the project operational contexts, actors engaged, strategies applied in the implementation, and changes observed.
    To enumerate recommended project strengthening suggestions to improve future WASH projects with similar goals and objectives.

    Methodology
    ChildFund Kenya expects that consultant will;

    Develop a clear methodology, tools and include a detailed work plan in executing the various activities expected in this assignment.
    Review existing project documents
    Ensure a participatory approach in collecting information required for the assignment.
    Train and manage a small group of enumerators as required in the proposed methodology
    Conduct analysis of the information obtained and draft a preliminary report.
    Present preliminary findings at ChildFund Kenya Country Office for project staff input.
    Compile and submit the final report.

    Evaluation Outputs and Deliverables

    Submission of draft endline report for review by ECDP and ChildFund Kenya staff.
    Final baseline evaluation report incorporating feedback from stakeholders above.
    A short presentation to ChildFund on the results, insights into the recommendations etc.
    Other materials such as quantitative data files, transcripts of FGDs, photographs.

    Team Qualifications
    The proposed consultant(s) should have vast knowledge and experiences in WASH in Arid and Semi-Arid Lands (ASALs) in Kenya. The specific qualifications are;

    The lead consultant and Associate must have an Advanced degree in any of the following, or related disciplines: Public Health, Development Studies, Community Development, Monitoring and Evaluation
    Over 8 years’ relevant professional experience working on similar types of programming
    In depth knowledge on government regulation on WASH sector
    Previous working experience in Machakos and Kitui county desirable.
    Have proven knowledge and practical experience in quantitative and qualitative research.

    Perform driving duties for the Country Officer in accordance with ChildFund Kenya policies
    Perform pre – journey, journey and post journey vehicle checks namely: vehicle tire pressure, vehicle fluids (Brake, clutch, engine oil, windshield water, battery water, etc), checking for signs of leakage in the engine, differential, gear box etc and checking the general condition of the vehicle.
    Ensure timely transportation of the staff and property to the required destination while ensuring safety of the passengers by requesting them to belt-up before proceeding for a journey, property and the vehicle according to the ChildFund Kenya policy

    Vehicle documentation

    Ensuring that the road license and insurance policy of the vehicle (s) assigned to him/her are valid and visible when placed on the wind shield
    Safeguard,  maintain and update vehicle related documentation including vehicle log (indicating date, description of journey, correct odometer reading at start and end of journey, time (am or pm) and ensuring that all entries are correct and accurate
    Prepare purchase requisition for vehicle service and necessary vehicle maintenance requirements when due

S/he will be responsible for documentation and sharing of process and lessons learnt in the implementation of the Kisumu program Area.
    DUTIES/RESPONSIBILITIES
    Programme design, implementation and resourcing

    Support Kisumu Program Area staff in designing and implementing MEL framework.
    Provide support in the preparation of internal program reports i.e. Quarterly Progress Report, Monthly Monitoring Report, and Annual Operational Plan and Budget, evaluation and impact assessment reports.
    Provide timely feedback to implementation teams from the MEL system findings to enhance effectiveness of program/project implementation and steps needed to achieve desired outcomes.
    Support the development of program and project logframes and results frameworks for grant funded projects

    Partnership, Capacity Building and Support

    Support in the assessment of the KPA staff MEL capacity and design of appropriate processes to ensure skills are developed.
    Provide mentoring and coaching to KPA staff on MEL processes and activities.
    Monitor status and progress of Project implementation based on performance indicators and the MEL Plan.
    Support program staff in strengthening accountability and learning mechanisms

    Research and Knowledge Generation

    Develop clear and user-friendly data collection and reporting formats in collaboration project teams at different levels.
    Analyze collected data and make recommendations to project managers on the project quality and desired improvement plans
    Undertake data analysis and management
    Compile monthly write-ups and reports tracking the progress of remote monitoring system and highlighting areas for improvement.
    Work with the ChildFund CO Programs and Communication teams in documentation of KPA program processes, lessons learnt and impact through Case studies, Human Interest stories and Success stories to ensure evidence-based decision making by teams

    SKILLS AND COMPETENCE
    Essential

    Bachelor’s degree in International Development, Project management, Disaster Management, Statistics or closely related fields, with specialized training in monitoring and evaluation, or a combined professional qualification and sound experience
    A minimum of 4 years of direct, “hands-on” working experience in building and operating monitoring and evaluation of projects/programs.
    Working programme experience with international NGOs or other international organizations
    Experience data capturing for humanitarian and development work both development and emergence contexts
    Excellent interpersonal skills and verbal and written communications skills.
    Strong Team working skills
    Ability to work under pressure and short deadlines
    Good report writing skills, strong writing and communication skills and analytical abilities, particularly in the areas of learning, and capacity development/transfer.
    Excellent working knowledge of computers. Knowledge of mobile data applications such as ComCare, KOBO Collect, ODK, Access databases an advantage.
    Able to take initiative and exercise sound judgment.
    Ability to manage multiple tasks in an effective, pro-active and timely manner

    Organized and able to manage own time under guidance and direction from line-manager
