    JOB SUMMARY

    Reporting to the Project Officer, the Project Assistant (PA) will play a key role in supporting the implementation and delivery of the Elimu Kidijitali project. The project aims to utilize technological digital learning innovations to support the achievement of SDG 4 and ensure transformational learning in primary schools in Nairobi, Kiambu, and Murang’a Counties in Kenya. The PA will assist in planning, coordination, and execution of project activities, ensuring adherence to set targets, milestones, and budget management. Additionally, the PA will collaborate with various stakeholders, contribute to the development of learning resources, and support the overall success of the project.

    DUTIES AND RESPONSIBILITIES
    Program Planning:

    Assist in the development and review of project detailed implementation plans, monthly work plans, and budgets.
    Support the implementation of capacity building plans for incentive teachers involved in the Elimu KiDijitali program.
    Collaborate with educators, subject Education Officers, and non-teaching staff to enhance digital literacy learning outcomes across curricular programs.
    Assist in the design and development of online learning resources, including video material, screencasts, and interactive web-based resources.
    Conduct observations during digital learning sessions to ensure quality.
    Support in researching and creating digitally led learning resources for diverse learners.
    Program Implementation:
    Support the coordination and timely implementation of project activities, ensuring the achievement of set targets and milestones.
    Assist in ensuring that learning activities align with the curriculum and are implemented efficiently and sustainably.
    Provide support in conducting regular data collection using existing tools to measure the overall impact of the project.

    Provide technical support to address technological challenges faced with connectivity and the digital equipment i.e., tablets, laptops, and projectors.

    Collaborate with the project team to prepare project quarterly and monthly budget forecasts.
    Assist in monitoring and reporting on the project budget in coordination with the Finance officer.
    Support the timely and accurate posting of project budgets into the financial system.
    Networking and Collaboration:
    Assist in representing ChildFund Kenya in relevant forums, meetings, and conferences.

    Excellent knowledge of ICT and using social media and mobile applications.
    Experience in planning, preparation and organization of workshops and meetings under the framework of education-related projects.
    A good understanding of current developments in Digital innovations, teaching and learning and pedagogical approaches to learning especially regarding the use of technology.

    Objectives and Deliverables

    The main objective is to pre-qualify goods, works & services vendors under the relevant advertised categories and create a database for the period January 2024– December 2026.

    Scope of work

    ChildFund wishes to engage an eligible consultant in the establishment of prequalified vendor’s data base of goods, works and services on behalf of CF.

    Specifically, the consultant will:

    Review the pre-qualification/tender documents as per CF categories of goods, works and services.
    Evaluate and analyse applications submitted as per criteria set (to determine vendor’s compliance with CF terms and conditions).
    Update the list of categorized vendors- remove from the list vendors who may no longer in business and update the contact information of vendors.
    In liaison with CF’s procurement unit, conduct a physical and or phone verification exercise of the vendors that pass the pre-qualification criteria.
    Prepare a technical high standard prequalification report and create a vendors’ data base as per CF products/services categories that shall contain a minimum of supplier’s name, physical address, telephone number, email address and name of contact person(s) and type of goods/services provided.
    Come up with recommendations for adoption; advise and come up with allowable procurement practice to seal any gap that may arise from the pre-qualification exercise i.e. categories that might not have any applicant or receive less than three applications.

    Qualifications

    Bachelor’s degree in relevant field like procurement/supplies chain management, Finance, or any related Business field.
    Minimum 8 years’ experience working in procurement/supply chain in similar industry.
    Evidence of having conducted a similar exercise to an NGO, UN, or government institution.
    Track record of initiative and proven ability to work independently with minimal supervision.

    SUMMARY

    The Food Security and Livelihoods (FSL) Specialist will be responsible for providing technical and strategic leadership in agriculture, food security, livelihoods, and climate change adaptation & resilience (FSL&CCA) programs in ChildFund Kenya. S/He will be responsible for promoting and engaging in systematic implementation, design, monitoring, and evaluation and translating all FSL&CCA related strategic priorities in the Country Strategic Plan into implementable actions and interventions including identification, synthesis of best practices and lessons learned.
    The holder of the position will lead the designing and development of FSL and Climate Change Adaptation programs and projects, identifying new business opportunities including proposal development, and engaging with current and new donors regarding FSL and CCA activities. S/He will ensure that FSL and CCA interventions implemented either directly or through local partners are of the highest technical quality through provision of regular technical oversight and support, program monitoring and reporting. S/He will provide strategic leadership and direction and ensure high quality, coherent and well-coordinated design and scale-up of FSL and CCA programming.

    DUTIES/RESPONSIBILITIES
    Program Leadership and Direction

    Lead and provide technical support in the design and development of food security, livelihoods and climate change adaptation country strategy(ies), frameworks and programs interventions.
    Contribute and participate in the development of country strategic plan and related country level strategies, policies, and frameworks.
    Facilitate the integration of climate risk management and environmental sustainability considerations across all programs.
    Support advocacy, and capacity development efforts of the ChildFund Country Office and its Implementing partners’ staff in collaboration with relevant technical and thematic teams.
    Support the socialization and cascading of the Country Strategic Plan, policies, frameworks and FSL &CCA priorities among local partners, stakeholders and donors.
    Advise the Senior Management Team (SMT) on FSL and CCA strategic issues, emerging opportunities and trends.
    Actively participate in and provide technical guidance to Extended Senior Management Team (ESMT), Country Emergency Response Team and other Country level leadership teams.
    Lead mapping of capabilities and capacity enhancement needs of LIPs in climate change adaptation, food security and livelihoods, and climate smart agriculture and resilience programming.
    Promote integration of FSL & CCA programs with other sectors priorities through creation of linkages and joint participatory planning processes.

    Program Management

    Oversee country FSL and CCA program portfolio, supporting with new program/project start-ups and close-down.
    Support local partners in the mobilization and set-up processes for new FSL and CCA grants and Non-Sponsorship Projects (NSP).
    Ensure donor requirements for data collection, reporting, and targets/achievements for FSL and CCA programs are met.
    Contribute in the development and regular (Monthly and Quarterly) review of Country Annual Operation Plans.
    Support the development andthrough review of Implementing partners Annual Operation Plan and Budgets (AOPB) and ensure FSL and CCA program priorities are incorporated.
    Closely work with other members of the ChildFund program and Local Partner program teams to achieve FSL and CCA program objectives.
    Monitor program expenditure and regularly liaise with finance staff to address spending issues.
    Carry out program monitoring and review to identify program constraints and challenges during implementation, propose solutions and accordingly oversee implementation of proposed changes.
    Develop technical reports (internal and external) and proposals reflective of government, organization, and donor guidelines, ensuring timely submission to line management.

    Program Design and Development

    Work closely with the Grants Acquisition and Management (GAAM) team in the design and formulation of new project proposals and concept motes providing technical and budgetary input throughout the program development and design phase on FSL and CCA funding opportunities.
    Support resource mobilization efforts on climate change adaptation, food security and livelihoods &climate smart agriculture technologies.
    Identify, initiate, and lead on new potential FSL and CCA partnerships and funding opportunities (e.g. consortiums, new calls for proposals).
    Lead scoping missions, engage with new donors on FSL and CCA opportunities and identify potential new business opportunities for new FSL and CCA programs.
    Coordinate with the GAAM Team and support donor stewardship, communications and cultivation of major global donors and prospects.

    Reporting, Documentation, and Information Sharing

    Participate in and provide technical support (development of TOR, data tools review etc) in FSL and CCA baseline and other related studies.
    Support in the timely preparation and/or review of the quarterly and annual programmatic and donor quality reports.
    Promote and engage in systematic monitoring and evaluation of climate change adaptation, food security and livelihoods and the identification and synthesis of best practices and lessons learned for organizational sharing and learning.
    Document success (most significant) stories, lessons learnt and best practices and share with SMT, ESMT, Implementation Partners, donor and other stakeholders.
    Closely work the Monitoring, Evaluation, Learning and Knowledge Management unit to ensure all information and data on FSL and CCA programs are incorporated in country M&E system.
    Organize and facilitate regular learning and sharing sessions with stakeholder on FSL and CCA programs.

    Program Representation

    Participate in the FSL and CCA Forums, networks and other coordination activities through active reporting and communication with field and national level focal points.
    Represent and promote ChildFund Kenya FSL and CCA programs externally with relevant stakeholders, including national and county Governments, Sector Working Groups and Networks, donors and NGO partners.

    Child Safeguarding:

    QUALIFICATIONS/EXPERIENCE
    Required

    A master’s degree in agriculture, climate change, rural development, social economics, agribusiness or other related development studies.
    Strong technical background and experience in climate smart agricultural technologies, value chain development & management, climate change adaptation, microfinance/credit, and marketing.
    6-8 years demonstrated experience of best practice in programme design, monitoring and evaluation with documented results related to the position’s responsibilities.
    Good understanding of donor compliance and reporting mechanisms (USAID, EU, BMZ, FCDO, DANIDA, DAI, and UN Agencies such as UNICEF, WFP, UNFPA), etc.) is an added advantage.
    Good negotiations and communication skills; excellent writing skills
    Ability to deliver high quality work within tight deadlines.

    Coordinate with the Communications team at the CO to design a package of Information, Educational and Communications (IEC) materials, videos, and podcasts for the project.

    Program Planning and Implementation

    Objectives
    RPP program model aims to:

    Strengthen multi-sectoral sub-national government and implementing partners’ capacity to support community stakeholders in ensuring protective and nurturing home and community environments for infant and young children.
    Strengthen community stakeholders’ knowledge, attitudes, and practices on the components of Nurturing Care, Caregiver Well-being, and Community-Based Child Protection to support caregivers in group parenting sessions.
    Enhance parents/caregiver’s knowledge, attitudes, and practices across the components of nurturing care, caregiver well-being; and community-based child protection.

    Purpose of the Assignment

    The purpose of the baseline evaluation is to determine the current status of community support structures and government officers understanding of nurturing care, establish caregivers’ knowledge, attitude and practice on nurturing care and the protection needs for infants an young children, identify existing ECD services/ resources available for infants and young children (0-5) and their caregivers.

    Scope of Work

    The evaluation will cover Mbirikani, Kuku and Naretoi in Mt Kilimanjaro Child Development Program, Kajiado South Sub County in Kajiado county.

    Evaluation Outputs and Deliverables

    Co-facilitate with the technical staff, the training of enumerators on research methodology, field procedures.
    Supervise enumerators through field spot checks during the data collection exercise
    Conduct Data Cleaning and Analysis of the raw data collected from the field
    Produce Baseline Report guided by the prescribed template
    A power point presentation to validate & disseminate the results of the evaluation to the implementing partner and other stakeholders for cross learning & accountability. NB: Please note that the consultant will not be needed to develop new data collection tools as they are already in existence. The successful applicant will be expected to engage with the country office team to review the existing RPP MEL Plan, Data Analysis Procedures and Tools before undertaking the assignment.

    Qualifications of Consultant (s)
    The successful firm/organization or individual will have the following competencies:

    Expertise in undertaking research studies, preferably in the Early Childhood Development.
    An Advanced degree in any of the following or related disciplines: Early Childhood Development, Education, Public Health, Sociology, Community Development Studies.
    Have proven knowledge and practical experience in quantitative and qualitative research.
    Excellent analytical, organizational, facilitating, presentation and communication skills.
    Excellent report writing and presentation skills.

    Management and Coordination

    The key people that the consultant will be working closely with at ChildFund include the Senior Early Childhood Development Specialist and Monitoring & Evaluation Manager. The management of the day-to-day activities in the field will be supported by Program Coordinator Program and Sponsorship Officers and M&E Coordinator in Mt Kilimanjaro Child Development Program organisation.

    Work plan & Timelines

    The evaluation is expected to take place from the 23rd October 2023 to 10th November 2023. Specific timelines applicable to this evaluation will be discussed during the inception meeting but will fall within 21-man days i.e.
    23rd-25th October 2023: Training of field enumerators on data collection tools, ethics and research protocol
    26thOctober 2023: Pretesting of the caregivers questionnaire
    27th October 2023: Logistics and team planning for data collection
    28th October – 1st November 2023: Data collection of Caregivers survey
    1st- 3rd November 2023: Data collection of Knowledge Attitude and Practice survey for identified group parenting facilitators.

    Overall Objectives of the position:

    ChildFund intend to implement a Regreening Africa Project that will counter the impacts of climate change and improve resilience and adaptability of women and children in Nairobi, Makueni, Kajiado counties in Kenya. The organization is therefore looking for a Project Officer to facilitate the successful implementation of the Regreening Africa Project.
    Working closely with the Area Manager and with technical support from the Senior Food Security & Livelihoods Specialist, the Project Officer will be responsible for the planning, implementation and reporting the progress of the project. He/she will be expected to develop and maintain a good relationship with the project participants, relevant Government Departments at the National and County level and all the stakeholders to deliver on his /her mandate. The position too entails direct beneficiary interaction and upholding high standards of humanitarian work.

    Duties/Responsibilities

    Coordinate the provision of technical guidance and training to farmers (women, youth and community groups) on best practices of agroforestry, soil conservation, water harvesting, and commercial agro-forestry and fruit tree nursery management.
    Assist in consultants in conducting a baseline and evaluation surveys, focus group discussions, and key informant interviews with the farmers and other stakeholders.
    Provide technical & logistical support for the projects implementation and ensure that the activities are implemented on time and according to the project design as provided in the proposal.
