    Purpose of the Research

    To deepen our work across the ASAL areas[6], ChildFund Kenya is looking for a competent team of consultants to carry out a research on the intergenerational impact of climate change on women and children in North Horr sub-county in Marsabit County.

    Specific Objectives

    To determine the impact of climate change on children and youth right to access to health (including SRH) and nutrition in North Horr Sub County
    To assess the impact of climate change on women’s economic empowerment in North Horr sub county
    To determine the impact of climate change on childrens right to education in ECD and primary schools in North Horr Sub County
    To determine the impact of climate change on mental wellbeing of children and women in North Horr Sub County
    To explore the impacts of climate change on youth civic participation and inclusion in development in North Horr Sub County

    Methodology

    The Consultant will be responsible for collecting, compiling, and reviewing key resources and coordinating the information gathering processes. The consultant will gather relevant up to date information and data from credible sources at all levels (Global, regional, National, County and community). The assignment will adopt qualitative will be used. It will involve In-depth interviews, Key informant interviews, Focus Group Discussions (FGDs). The consultant will engage ChildFund technical staff, Government departments, other INGOs, children, youth and women and community members. The consultant will review relevant documents, such as the ChildFund Climate Change Strategy, Kenya Country Strategic Plan, National and County Development Plans and policies among others.

    Management and Coordination

    The consultant will work under the direct supervision of Senior Specialist, Food Security Livelihoods & Climate Change Adaptation supported by the Climate Change Advisor and Programs and Sponsorship Director. The consultant or consulting firm will work closely with the Monitoring Evaluation and Learning Manager, Programme Coordinator (Nawiri), Programs and Sponsorship Officer (Nawiri ).

    Deliverables

    Key tasks for the assignment may include but not limited to:

    Prepare an inception report to outline the methodological approach for the research and evidence generation.
    Produce the draft research report based on the analysis of the new evidence generated and review of existing evidence.
    Facilitate stakeholders’ consultations to validate findings to inform the final report.
    Prepare the final report including a detailed summary of findings, identify possible programmatic interventions.

    Qualifications of the Consultant

    The consultant must have the following competencies:

    Master’s Degree in Climate Change and Adaptation, Disaster Risk Managerment & Sustainable Development, Monitoring and Evaluation or related fields. A PhD is an added advantage.
    At least 7 years of experience in conducting research, assessments, feasibility studies with a bias in climate change, preferably with an international child focused organisation in the country.
    Experience working with interdisciplinary teams across multiple countries and institutions.
    Excellent skills and ability to articulate ideas clearly and accurately, including the ability to prepare reports and communicate effectively in English.
    Good interpersonal skills and ability to establish and maintain effective working relationships and networks.

    General Objective

    The mid-term review aims to assess the project against select OECD DAC criteria i.e. relevance and appropriateness, effectiveness, and efficiency, identify challenges and successes, lessons learnt and provide recommendations for adjustments to enhance project execution, delivery, and effectiveness for the remainder of the period.

    Specific Objectives

    Assess the progress of the project towards its objectives and results/outcomes.
    Identify and analyze the critical issues and challenges encountered during the project’s implementation.
    Generate lessons learned from both successes and challenges experienced.
    Evaluate the utilization of resources, including budget, personnel, and materials towards achieving the projects outputs.
    Reassess and update the project’s risk management plan.
    Provide critical recommendations towards the improvement of the project’s interventions.

    SCOPE OF WORK

    The mid-term review will focus on interventions implemented from July 2022 to January 2024 in all the project areas in Nairobi, Mombasa, Kiambu and Kilifi Counties, Kenya. It will look at all the aspects of the project implementation as outlined in the project proposal, project agreement, detailed implementation plan and budget. The consultant will assess the relevance, and appropriateness of the project, effectiveness, and efficiency and the achievements made, challenges faced, and lessons learned. As a mid-term evaluation, the consultant is expected to provide clear and practical recommendations on what needs to be done to successfully deliver the project and achieve the expected outcome and impact.

    METHODOLOGY AND APPROACH

    The successful consultant should propose the appropriate study design and data collection techniques for the evaluation. The identified approach should facilitate data validation, reduce likelihood of bias, and enrich the findings based on the evaluation questions and objectives. The tools may include household surveys, Key Informant Interviews (KII) and FGDs. In each case a detailed description of the tools should be provided and the relevance in the data collection process. Other areas of interest would include sampling design, data collection and analysis procedures, quality assurance and ethical considerations.

    Documentation and Reporting

    Prepare a comprehensive mid-term review report (full and abridged versions) in MS Word and a PowerPoint summary, highlighting the methodology, key findings, challenges, and recommendations.
    Present the findings to ChildFund Kenya and relevant stakeholders.

    QUALIFICATION AND SKILLS OF THE CONSULTANT(S)

    Strong analytical and research skills, with expertise in child protection, online safety, and advocacy.
    Familiarity with Kenyan child protection policies and frameworks.
    Excellent communication and presentation skills.
    A post-graduate degree in Behavioral/Social Sciences, Development Studies, Community Development, Project Planning and Management, Child Protection, social sciences, and other related studies.
    Minimum of ten years of experience in conducting project studies: action research, participatory monitoring and evaluation of development programmes, process evaluation, mid-term reviews or evaluations of child protection and online safety projects. etc.
    Experience conducting studies on Online Child Sexual Exploitation and Abuse (OCSEA) is highly desirable.
    Experience in working with marginalized communities including youth, women, and persons with disabilities in Nairobi, Mombasa, Kilifi or working across multiple counties.
    Experience in working in Online Child Protection Programming in urban/peri-urban settings such as Nairobi, Nakuru, Mombasa, Kisumu, and Kiambu will be highly desirable.

    Economic and nutrition status of 12,000 children, 3000 women and 2,200 youth are improved through adoption of OFSP innovative technologies in Turkana and Samburu counties by August 2023.

    Sustainable adoption of appropriate OFSP production technologies by 600 farmers
    OFSP products are accepted as household diet in target communities.

    The staff of the three local partners are trained in the areas of governance, project management child protection, gender and advocacy.

    Purpose of the Evaluation

    General objective: This endline study seeks to assess the relevance, effectiveness, efficiency, coherence, impact and sustainability of the project.

    Specific objectives

    To assess the changes at the end of the project based on a comparison of the initial status as per baseline survey versus the current situation of women, youth and children of vulnerable farming households in Turkana and Samburu counties.
    Identify the best practices and lessons learned experienced and achieved during the implementation of the project.
    Recommend suggestions that will improve similar future projects based on what went well/did not go well.

    Scope of Work

    The evaluation will cover all project activities from September 2020 to March 2024 implemented in Turkana Central, Loima and Samburu North Counties.

    Relevance

    To what extent did the project respond to the needs and priorities of the direct project participants i.e. children under 5 years, women/female caregivers, youth?
    How were the project participants involved in the design and implementation processes?
    To what extent did the project address the strategies and priorities of involved institutions or partners such as government (national and counties), civil society organisations, private entities and BMZ SEWOH?
    To what extent were the projects’ intervention’s relevant to global needs, policies and priorities including but not limited to sustainable development goals?
    To what extend where the activities, outputs, and strategies relevant to achieving the intended effects?
    Were there potential tensions or trade-offs made regarding stakeholders whose needs and priorities were not met or met through the intervention? If so what were the differences and explore what choices were made?
    How were contextual factors: economic, environmental, equity, social, cultural, political economy and capacity understood and accounted for when the intervention was designed? How did this affect the project’s relevance over time?

    Coherence

    To what extent was the project interventions linked with the ChildFund Kenya Country Strategic Plan priorities and interventions, ?
    To what extent was the project interventions linked with the FCDO, SCP and SAPCONE other interventions such as annual operating plan activities?
    Was the project intervention consistent with other actors’ interventions in Turkana and Samburu counties? What were the areas of complementarity, harmonization and co-ordination with others, and how did these avoid duplication of effort?

    Effectiveness

    What proportion of targeted women and youth households have reported increased monthly income from baseline?
    What proportion of targeted women and youth households have reported reduced household hunger score from baseline?
    Have there been an increase in the proportion of farmers supported by agriculture extension workers both within and without the project target locations?
    Has there been an increase in the acreage under OFSP cultivation in the 3 sub counties in Turkana and Samburu counties?
    Has the project contributed to increased OFSP production in the project areas by the targeted farmers?
    Has the project led to FCDO, SAPCONE, SCP and other stakeholders capacities to sustainably promote the adoption of OFSP technologies?

    Efficiency

    To what extent was the project cost-effective? Consider if the project was implemented in the most cost-efficient way or not?
    Were the human and financial resources used as planned and appropriately and fully utilized (or were resources misallocated, budgets underspent, overspent)?
    Were resources redirected as needs changed? Were risks managed? Were decisions taken which helped to enhance efficiency in response to new information? Were the logistics and procurement decisions optimal?
    Were the results achieved within the intended timeframe. Was the timeframe being realistic or appropriate in the first place? Were adjustments made during the intervention to overcome obstacles and mitigate delays?
    How did the project consider inequalities and power dynamics in the Turkana and Samburu context?

    Impact

    Has the intervention caused a significant change in the lives of the intended beneficiaries?
    How did the intervention cause higher-level effects (such as changes in norms or systems)?
    Did all the intended target groups, including the most disadvantaged and vulnerable, benefit equally from the intervention?
    Is the intervention transformative – does it create enduring changes in norms – including gender norms – and systems, whether intended or not?
    Is the intervention leading to other changes, including “scalable” or “replicable” results?
    How will the intervention contribute to changing society for the better?

    Sustainability

    Explore the likelihood that the intervention and/or its benefits will continue after the donor funding ceases. Particular attention should be given to the environmental dimension of the project and the role which local governments (Samburu and Turkana Counties) has to fulfil to ensure the sustainability of the project.

    EXPECTED DELIVERABLES

    Inception report: The inception report shall outline the key scope of the work and intended work plan. The inception report will provide ChildFund kenya the opportunity to verify that they share the same understanding about the Terms of Reference and should therefore detail the consultant’s understanding and interpretation of the TOR, methodology, implementation schedule, and data collection – encompassing: structuring of study; review of documents; quantitative/qualitative data collection; and data collection instruments design (sample size, field Work Planning and implementation, data collection plan, data entry and analysis plan), and budget forecast. The inception report will be discussed and agreed upon with ChildFund Kenya and project partners.
    Draft Endline Report: The report shall consist of executive summary, background, methodology, findings by objective/evaluation criteria, conclusion and recommendations. The annexes should be attached including updated M&E impact matrix, raw datasets, analyzed data sets, a copy of the TOR, list of stakeholders consulted.
    Validation Workshop: The draft report will be validated through a centralized workshop organized by ChildFund Kenya to corroborate the findings.
    The final report: This will be presented 5 days after the validation workshop and receiving comments on the draft report.

    TIME FRAME

    The assignment will take place within 30 days. It is expected that the evaluation should be completed by 29TH March 2024.

    MANAGEMENT AND COORDINATION

    The key people that the consultant will be working closely with include the OFSP/SEWOH Project Coordinators and the respective Project coordinators of FCDO, SCP and SAPCONE. The consultant will also work with the ChildFund Country Office teams i.e. DRR and Food Security Livelihoods Specialist, the Post Award Compliance Specialist and MEL Manager. The day-to-day management of the consultants is the responsibility of the OFSP Project Coordinator and M&E Officer

    QUALIFICATIONS OF THE CONSULTANT

    ChildFund Kenya seeks to engage the services of qualified and experienced consultant with adequate experience in research and appraisal of development programmes in Food Security/Household Economic Strengthening in similar value chains to undertake the assignment.

    Desired Qualifications & Experience

    The Consultant(s) must have the following qualifications and experience: –

    Demonstrated experience in conducting evaluation studies and participatory rural appraisal methods.
    A minimum of five (5) years working experience in community development work is desired.
    An advanced degree (Masters and above) in Development Studies or Social Sciences, M&E, Sociology or Agriculture.
    Demonstrated practical and recent working experience on a similar value chain will be an added advantage preferably in ASAL counties.

    BUDGET, LOGISTICS AND PAYMENT

    The consultant shall submit the proposed Financial Proposal with broken down costs for items, for the assignment, including breakdown and justification. Payment of the consultant will be in two batches; an initial 40% of the total agreed consultancy amount will be paid to the consultant upon submission and acceptance of an inception report and the final 60% will be paid upon submission and acceptance of the final report by the consultant.

    About This Role

    Scope of Work
    Key Tasks
    The scope of the assignment shall entail the following key tasks:
    Facilitation of various training courses namely:

    Training on Core Concepts of Early Childhood Development (ECD) and Group Parenting Education. This is a 5-day training.
    Training on Reflective Supervision for LIP staff and mentors. This is a 3-day training.
    Post-training supportive follow-up visits/ check-in with the LIPs
    Facilitation of reflection sessions with the LIPs. This is a one-day workshop held once every quarter.

    Note:

    The exact training dates for each training will be communicated three weeks in advance to enable the facilitator plan adequately.
    There is probability of the communicated dates changing based on other ongoing/emerging activities that the participants may be engaged in.
    ChildFund will provide transport to and from the training venues.

    Key Deliverables

    Upon completion of each key tasks, the facilitator will deliver the following:
    A detailed report of activity undertaken in soft and hard copy.
    The presentations, tools, handouts, and any other materials used for the activity.

    Management and Coordination

    The consultant will work closely with and report to ChildFund’s Early Childhood Development (ECD) Specialist and will work closely with the Program Coordinators (PCs) from the eight LIPs. The management of the day-to-day activities in the field will be supported by the PCs at the implementing partner’s level.

    Payment Schedule

    The payment will be made in Kenyan shillings at the determined daily rate for lead and support facilitators exclusive of accommodation and meals.
    The Payment will be done through direct bank transfer upon receipt of a duly supported invoice and submission of a detailed report for each activity undertaken.
    The payment shall be subjected to 5% withholding tax as required by the Law at the time of payment.

    Qualifications for the Assignment
    The successful individual will have the following competencies:

    A master’s degree in either early childhood studies, education, developmental psychology, or any other relevant social sciences with a minimum of 7+ years of relevant professional.
    Demonstrated proficiency to conduct high-quality interactive training in-person and remotely (virtual) for adult learners preferably in the early childhood studies/childcare/caregiver wellbeing sectors.
    Expertise in designing/ developing training content and tools such as training manuals, resource handbooks, and facilitators guides relevant to early childhood development and caregiver wellbeing.

    In line with the ChildFund’s strategy which seeks to ensure that children achieve optimum development and grow up healthy, educated, skilled and safe, this program intends to;

    Provide digital learning content and devices to 10 schools located in Nairobi, Kiambu and Murang’a Counties. Students will be equipped with tablets while their teachers will be provided with laptops, whiteboards and projectors for displaying learning content.
    The project will facilitate gender-balanced participation and access to digital learning through a responsive and inclusive gender mentorship and role modelling teaching lessons for increased digital learning programs for all learners.
    Provide comprehensive classroom management software that will enhance the overall learning experience.
    Provide internet connectivity that further enriches the learning environment by providing access to a vast range of online educational resources will be provided.
    Train parents/caregivers, teachers and students drawn from the 10 targeted schools on Online Child Sexual Exploitation and Abuse (OCSEA) and Online Safety so as to improve children’s self-protection skills and parent’s/ caregivers’ knowledge attitudes, practices on OCSEA and online safety.
    The project will equitably engage parents/caregivers, teachers and students throughout the project cycle, as agents of positive change in their communities. Trainings for parents and caregivers will target both male and female without bias. The project will ensure equitable and & inclusive enrolment of boys and girls.
    The project will endeavor to ensure that informational, environmental, physical, and attitudinal barriers do not inhibit learners with disabilities from participating in education. Training content for teachers will incorporate components that will equip all teachers to appropriately respond to diversity in the classroom and disability inclusion. Children with disabilities and their caregivers in the selected target areas will be mapped and prioritized for targeted special support.
    The project will facilitate continued community involvement to promote ownership and sustained commitment. Overall implementation of this digital literacy project in these two counties (Nairobi and Tharaka Nithi) will ensure that children facing vulnerabilities and especially access to digital learning materials, training as well as infrastructure are supported to access quality digital education.

    Baseline Target Audience

    The baseline is intended for project team, community people and stakeholders (government, non-government, etc) to understand the current situation and gaps for improving digital landscape environment and opportunities for 8,300 children to explore, learn and connect safely free from exploitation and harm. The groups and individuals with a major interest in the baseline survey:

    Ministry of Education: Managing and funding primary schools. `Coordinates implementation of education curriculum for all education levels. Formulation of education policies.
    Kenya Institute of Curriculum Development: Agency in Kenya responsible for developing and revising the country’s curriculum for Pre-primary, primary, secondary, and teacher education levels. It operates under the Ministry of Education and plays a critical role in shaping the educational content and standards in the Kenyan education system.
    Community: Provision of infrastructure in schools
    School board of management: Management of education institution on behalf of the community and the Ministry of Education

    Purpose and Objectives

    A baseline assessment will be completed at the start of the project, with local stakeholders, to measure the status of all indicators and to understand the starting point of key elements of the work against which later progress will be measured. This will enable project indicators at output and goal/outcome level to be measured and tracked.
    The objective of the baseline survey is described to assess the digital landscape environment and opportunities for 8,300 children to explore, learn and connect safely free from exploitation and harm. The baseline report is to be used for monitoring benchmark and evaluating the project implementation.

    Several objectives are determined to see the results into below mentioned areas;

    School communities have improved digital learning environments.
    Learners have increased access to quality digital learning education services.
    Improved legal and policy environments in favor of digital learning.

    All objectives will be answered by the baseline survey findings and reported to project team and Local responsible partners.
    Methodology

    ChildFund Kenya will select a local research consultant to conduct the baseline survey. The selected research consultant will be required to prepare detailed research methodology. The study will adopt a cross sectional research design that will use mixed qualitative and quantitative approaches. The consultant will be expected to use- tools and techniques for data collection, which may include but not be limited to Indepth interviews, Key informant interviews, Household Surveys, Focus group discussions among others. The methods of sampling, data collection and analysis will be proposed by the consultants and discussed further with the ChildFund Kenya project management team during inception meeting. The approach should have a strong focus on the application of participatory approaches and proven methodology that fits well in the context of local communities and stakeholders.

    Quantitative data collection methods

    The Project team intends to have baseline data at outcome level. Detailed data source and methods, and full questionnaires are required from consultant team. Survey questionnaires are based on indicators of outcomes which are shown in table 1. Consultant team should be able to submit draft questionnaires when they provide the technical proposal to ChildFund Kenya for tender selection process.

    Project Goal

    Improved digital landscape environment and opportunities for 8300 children to explore, learn and connect safely free from exploitation and harm by December 2025.

    The baseline team will use project documents. Once selected, the project team provides the documents such as the project proposal. Also, secondary data sources/information, not limited to outcome 3, from local institutions or organizations as deemed appropriate will be used for further data analysis.

    Data analysis and interpretation

    Primary data and data analysis process will be disaggregated by the sex and target locations. Collected data will be processed using statistical data analysis software. Draft findings will be presented with project team and key partners to validate.

    Expected Deliverables
    An inception report: 

    An inception meeting will be held between the consultant, project implementation team and ChildFund staff. The inception meeting will provide ChildFund Kenya the opportunity to verify that they share the same understanding about the Terms of Reference with the consultant. An inception report shall be compiled outlining the key scope of the work and intended work plan. The report should therefore detail the consultant’s understanding and interpretation of the TOR, methodology, implementation schedule, and data collection – encompassing structuring of study; review of documents; quantitative/qualitative data collection; and data collection instruments design, sample size, field work planning and implementation, data collection plan, data entry and analysis plan, and budget forecast. The inception report will be discussed and agreed upon with ChildFund Kenya and project partners.

    Draft comprehensive endline report incorporating feedback from ChildFund review and validation with other stakeholders that will culminate in the final report. The report shall be produced within 25 days after approval of the consultancy.
    **The final report:**This will be presented 5 days after the validation workshop and receiving comments on the draft report. The content and structure of the final report shall include but not necessarily limited to executive summary, introduction, findings, recommendations, updated M&E matrix/plan.
    MANAGEMENT AND COORDINATION

    Overall, the consultant will report to the Monitoring Evaluation and Learning Manager at the Country Office. The management of the day-to-day activities in the field will be supported by Project Officers, Field Coordinator and M&E Assistant at Nairobi Metropolitan Program.

    ETHICAL GUIDELINES
    It’s expected that the consultant will adhere to the following ethical guidelines and principles:

    Informed consent: All participants are expected to provide informed consent following standards and pre-agreed upon consent protocols i.e., if project beneficiaries are minor’s parents/guardian’s consent should be sought.

    Systematic inquiry: The consultant conducts systematic data-based inquiries.

    Desired Qualifications & Experience
    The Consultant(s) must have the following qualifications and experience: –

    An Advanced Degree (Master’s and above) in Computer Science, Information Technology, Communication/Journalism, Education, Development studies or Social sciences, M&E, sociology or related studies.
    A minimum of five (5) years working experience in information technology and community development work is highly desired.
    Demonstrated practical and recent working experience on a similar scope will be an added advantage.

    First instalment: 20% of the total agreed consultancy amount upon submission and acceptance of an inception report
    Second installment: 40% paid upon submission and acceptance of draft baseline evaluation report.

    The consultant should review the ChildFund Kenya strategic priorities and define accordingly the specific goals for the KM strategy and actions, which must be measurable.
    Given the above KM goals, the consultant shall undertake an assessment of ChildFund Kenya staff and implementing partners (who form the critical mass of people that the KM strategy and action plan should target to achieve the CFK goals), and their priority needs for KM support.
    The consultant shall assess current organizational practices, processes and tools, and as well review the quantity and quality of KM products, and make recommendations in the strategy, on how to improve quality control.
    The consultant should also benchmark the status of KM within ChildFund against KM best practices in similar organizations in Kenya and make recommendations in the proposed KM strategy and action plan.
    Interview select Programs & Partnership from USA International Office, M&E Advisor, Africa region, Kenya Senior Management Team, Focus Group Discussions with units (Programs, Sponsorship, Partnerships, Grants, Administration, Procurement and Logistics and Finance Support teams) and select implementing partners on their understanding on institutional knowledge management and capture strengths, weaknesses, opportunities and threats (SWOT) analysis.
    Compile a comprehensive SWOT/ KM assessment report with recommended solutions from the analysis findings.

    Knowledge Management Strategy

    Develop the knowledge management strategy and implementation plan.
    Develop learning and adaptation plan that will clarify on which learning approaches the program will use, the learning agenda or questions and how the program will use data to answer learning questions and adapt including how program will collaborate with external stakeholders.
    Develop templates/tools for capturing proposed knowledge products and learnings.
    Develop shared governance across the organization, including a shared language, information architecture, protocols, etc.
    Propose update & roll out of policies and procedures to support/drive desired behaviors, e.g. document management, data collection, storage and management, ICT use and adherence.
    Based on peer review of other similar organizations propose possible platforms to learn together with external experts in areas where we have gaps e.g. with academia who focus on child development issues.
    Presentation and sensitization of staff on the knowledge management strategy, learning and adaptation plan, tools and templates developed.

    Methodology

    The consultant will undertake the assignment using various participatory approaches in the development of the Knowledge management strategy and learning and adaptation plan. In consultation with Monitoring Evaluation Knowledge Management and Learning (MEKML) Manager and the Programs and Sponsorship Director, the consultant will develop a suitable methodology and implementation plan clearly demonstrating how this assignment will be carried out.

    Expected Deliverables
    The consultant will be expected provide the following deliverables:
    Inception Report: 

    This will describe the approach to the assignment after preliminary discussions with the ChildFund Kenya team, and review of documentation. It should include introduction, methodology and workplan detailing tasks, key deliverables, timing. The annexes will include documents reviewed, data collection tools, consultant team and their specific roles and TOR.

    KML SWOT Analysis and Capacity assessment report: 

    The report will detail the current organizational practices, processes and tools, review the quantity and quality of KM products, and make recommendations in the strategy, on how to improve quality control. It will benchmark the status of KM within ChildFund against KM best practices in similar organizations.

    Knowledge Management Strategy & Implementation plan, Learning and Adaptation Plan, Tools & Templates

    This will be included 1) knowledge management strategy 2) learning plan and 3) tools & templates capturing knowledge products and learnings reflective of feedback from stakeholders at the validation meeting; and draft report reviewed by ChildFund Kenya.

    Training of staff on Knowledge Management Strategy & Implementation plan, Learning and Adaptation Plan, Tools & Templates

    The consultant will undertake a two day training on Knowledge Management Strategy & Implementation plan, Learning and Adaptation Plan, Tools & Templates. The final reports and products will be reviewed by ChildFund before sign off.

    Duration of the Assignment
    The exercise is expected to take a maximum of 30 working days from the date of signing the contract. Target date for contract Award is 8th January 2024. The overall time and work plan will be specified in the agreement with 6th February 2024 as the target deadline for submission of the expected deliverables.
    Deliverable/Outputs
    Inception Report: detailing the approaches to be used, data collection tools, analysis and management, workplan showing when key activities will be undertaken, by whom and how, the composition of the consulting team and their qualifications – 5 Days
    Development of the documents: – SWOT Analysis**/**Assessment report, Knowledge management strategy, Learning and adaptation plan and tools & templates capturing knowledge products and learnings – 15 days
    Draft Final documents: Assessment report, Knowledge management strategy, Learning and adaptation plan and tools & templates capturing knowledge products and learnings – 5 Days
    Training staff on the KM strategy, learning and adaptation plan – 2 days
    Final documents- Assessment report, Knowledge management strategy, Learning and adaptation plan and Tools & templates capturing knowledge products and learnings – 3 Days
    Total – 30 Days
    Management and Coordination
    The consultant will report to MEKML Manager and will work closely with departmental/ units/heads. The assignment will be carried out with logistical support and services of ChildFund Kenya.
    The Consultant will

    Undertake the tasks leading to actualization of the deliverables in a high quality and timely manner.
    Proactively consult with the ChildFund team regularly to clarify on any grey areas and appraise the team on the progress of the assignment on a weekly basis.
    Consultants shall not disclose any confidential information of ChildFund Kenya to any person or other third party or make use of such confidential information for Consultant’s own purposes at any time without ChildFund Kenya’s prior written consent.
    The Consultant represents and warrants that all work created pursuant to this agreement shall be original work and that no third party shall hold any rights in or to such work.
    The Consultant further agrees that: (a) all rights, title, and interest in and to the work shall be vested in ChildFund Kenya;

    ChildFund Kenya will

    Facilitate necessary contacts and provide necessary information;
    Consult with the ChildFund International Programs and Partnerships, KM working group;
    Monitor and supervise the assignment including (review, comment and approve the deliverables in a timely manner); and
    Pay the consultant as per agreed payment schedule.

    Confidential Information.

    The Consultant may receive confidential information of ChildFund Kenya in connection with the performance of this agreement. Consultants shall not disclose any confidential information of ChildFund Kenya to any person or other third party or make use of such confidential information for Consultant’s own purposes at any time without ChildFund Kenya’s prior written consent. Confidential information of ChildFund Kenya shall mean any information (written, oral, or observed) relating to ChildFund Kenya’s: (a) donors and potential donors; (b) beneficiaries; (c) employees; (d) business and strategic plans; (e) finances; and (f) relationship with any governmental entity. Confidential information of ChildFund Kenya shall also include information specifically designated confidential by ChildFund Kenya or which Consultant knows or reasonably should know is not generally known to the public. Notwithstanding the forgoing, confidential information of ChildFund Kenya shall not include any information that is generally known to the public or readily ascertainable from publicly available sources.

    Copyright

    The Consultant represents and warrants that all work created pursuant to this agreement shall be original work and that no third party shall hold any rights in or to such work. The Consultant further agrees that: (a) all rights, title, and interest in and to the work shall be vested in ChildFund Kenya; (b) The Consultant shall execute and deliver to ChildFund Kenya such instruments of transfer and take such other actions that ChildFund Kenya may reasonably request, including without limitation, executing and filing at ChildFund Kenya’s expense, copyright applications, assignments and other documents required for the protection of ChildFund Kenya’s right in the work; and (c) the Consultant shall, upon request of ChildFund Kenya, provide to ChildFund Kenya all originals, copies or other media containing or comprising the work.

    Qualifications and competencies
    The lead consultant should have at least the following qualifications:

    Postgraduate degree and/or certification in Knowledge Management, Information Management,Development Communication, Public Relations, Business Analysis, Instructional Design, Project Management, Human Centered Design, and International Development. Master’s degree on the same would be an advantage.
    A minimum 5 – 10 years’ experience in a similar role related to Knowledge Management.
    Thorough knowledge of technology solutions, tools and platforms needed in support of Knowledge Management.
    Proven ability to apply effective knowledge management, user experience and human-centered stakeholder engagement skills and processes.
    Experience using content management systems (e.g., SharePoint) and learning management systems (e.g., Dayforce LMS) for knowledge management.
    Supporting users to find the resources they are looking for through self-service or instruction.
    Developing tools to enable knowledge capture, translation, and exchange.
    Knowledge of human centered design techniques and skills in their application.
    Knowledge asset template design and maintenance using modern technology (e.g., PDFforms) and advanced techniques (e.g., branching logic).
    Understanding of development and humanitarian work within child focused organizations and grants.
    Proficient in Microsoft Office 365 environment and apps especially SharePoint, Decisions, Bookings, Mentimeter, Planner, Survey Monkey, Absentify, OneNote, Engage, Forms, OneDrive, Sway, Stream, To Do, Visio, Viva Insights, Whiteboard, Learning.
    Modern SharePoint site building and content management with metadata.
    Translating technical procedures into user friendly instructional resources and job aids.
    Listening actively to understand needs and provide constructive/receive feedback.
    Aptitude for and keen interest in learning new information design and communication technology.
    Strong self-direction balanced with collaborative and creative approach.
    Meticulous detail-orientation and track record of delivering timely results under pressure.

    To apply the consultant(s) should submit an Expression of Interest comprised of both technical and itemised/costed financial proposal in Kenya Shillings denomination including taxes applicable (VAT and WTH). The technical proposal should contain: the consultant’s understanding of the assignment; how the consultant(s) meet the qualification and requirements of the assignment.
    A company profile should be submitted alongside statutory documents such as KRA Tax Compliance Certificate, Company Registration Certificate, VAT, Reference letters from previous reputable organisations where similar KML task was undertaken. If a team of experts, summarised Resume/CV of the lead consultant and other personnel to be involved in the assignment must be attached and highlighting only the relevant experience in KML consultancy.
