    SoCha is USAID/Kenya East Africa’s Implementing Partner for the Mission Support for the Journey to Self-Reliance Pivot (MSP) Activity. The MSP Activity supports USAID/Kenya and East Africa (KEA) staff and stakeholders to be more efficient, effective, transparent and skilled in achieving development outcomes through the use of evidence, performance management techniques, and Collaborating Learning and Adapting (CLA) practices that enable KEA’s journey to self-reliance.

    MSP has the following overall intermediate results:

    Strengthen monitoring, verification, and reporting systems to enhance USAID/KEA Mission programmatic effectiveness and accountability to stakeholders.
    Strengthen the design of and carry out evaluations, assessments, and analyses to enable the Mission to make informed decisions and utilize and disseminate learning.
    Improve coordination and collaboration within the Mission and with external stakeholders to enhance institutional learning and program effectiveness.
    Enable Mission staff and its stakeholders to adapt based on learning and inform mid-course corrections, shape future programming, and increase accountability and transparency.
    Support strategy development and process management as part of the program cycle to enable continuous planning, delivering, assessing, and adapting of development programs.

    The Program Quality Improvement Advisor (PQIA) leads the PQI Team, which is the primary team providing support across all objectives, leading Objectives 1 (see below). The PQI team, comprised of a Monitoring and Verification (M&V) team, MEL Manager, and a Database Manager, will be led by the PQIA—an expert in MEL approaches, programmatic learning and quality oversight; and will be supported by STTA, where necessary. The PQI Team was built to ensure strong, inhouse capabilities to support the data collection, management, and analysis required to drive the Fixed Price CLIN 1 deliverable, as well as manage the M&V and EAA tasks.

    Scope of Work:
    Objective 1: Adaptative management advanced through evidence-based learning. Key tasks include:

    Oversee Third-Party Monitoring, including data verification, context monitoring, implementation monitoring, data quality assessments, compliance monitoring, data analysis and visualization.
    Develop, review, and align project and activity MEL plans to Mission’s performance management plans (PMP) for the Country and Regional Development Cooperation Strategies (CDCS and RDCS).
    Provide technical assistance and support to the Mission’s information management systems and performance reporting.
    Carry out limited meta-evaluations, sector assessments, and thematic analyses.
    Provide support for the development of responsive evaluations, assessments and analyses, including drafting statements of work/objectives and cost estimates.
    Provide expert advice and facilitate the utilization and integration of evaluations, assessments and analyses findings and recommendations into the program cycle.
    Build Mission staff’s capacity in a variety of MEL approaches and methods through training (live and in-person), mentoring, etc.; support the Mission’s MEL Working Group.

    Other Duties and Responsibilities:

    Report writing for high level deliverables.
    Quality Assurance of all products, documents and deliverables prepared by the PQI Team.
    Presentation of findings to USAID representatives and implementing partners.
    Line management and capacity building of the PQI team members and relevant STTA.
    Other duties as requested by SoCha Management and/or Chief of Party

    Note: Due to the strong requirement for report writing and quality control, shortlisted applicants will be required to undertake a monitored writing test as part of the interview process.

    Qualifications and Experience:

    Advanced degree in economics, international development, or another related field.
    10 years demonstrable experience in performance management, data management and analysis, and or monitoring, evaluation and learning (MEL).
    Previous experience in overseeing Third-Party Monitoring (TPM), including data verification, , implementation monitoring, data quality assessments, compliance monitoring, data analysis and visualization.
    Experience in developing, reviewing, and aligning activity and project MEL plans to Mission performance management plans (PMPs).
    Ability to provide support in the development of responsive evaluations, assessments and analyses, including drafting statements of work/objectives and cost estimates.
    Experience providing training and/or building the capacity of Mission/IP staff in a variety of MEL topics.
    Experience in supporting technical teams and IPs to conduct periodic data quality assessments.
    5 years of demonstrated experience managing teams across multiple on-going projects.
    Advanced communication and presentation skills, with experience in presenting to USAID missions.
    Advanced writing skills in English.

    Period of Performance:
    July 15, 2021 until Oct. 15, 2021 with the definite possibility of a 1-year extension subject to USAID approval of exercising the 3rd year option for MSP.

    Background:

SoCha LLC implements the Mission Support for the Journey to Self-Reliance Pivot (MSP) activity, supporting USAID/KEA to understand context, align programs, collect data, understand complexity, and apply learning to program adaptation.
    Scope of Work:
    The MSP program, implemented by SoCha LLC, seeks short-term consultants to serve as enumerators for a third-party monitoring (TPM) exercise of health, nutrition, WASH, and livelihoods programs being implemented in Mandera county. The data enumerators MUST currently be based in Mandera; and should be conversant with the local dialect. They will be contracted by SoCha and will report directly to the M&V Coordinator or a designated Team Leader.

    Roles and Responsibilities:
    The consultant will support MSP and USAID/KEA in the following tasks:

    Support data collection planning, coordination, and logistics.
    Review, translate and pilot tools, both quantitative and qualitative.
    Gather and accurately record responses on qualitative and quantitative questionnaires.
    Submit complete and accurate questionnaires, in format determined by the Team Leader.
    Recognize and give account of problems in obtaining data and provide useful feedback.
    Provide daily briefings to the team leader and other relevant staff.
    Participate in regular check-in calls and debriefs with the MSP staff.

    Qualifications:

    Minimum of undergraduate degree in health, nutrition, WASH or related fields from a recognized university.
    At least three years of experience in undertaking qualitative and quantitative data collection.
    Past experience working/ supporting or implementing programs in the Arid and Semi-Arid Lands (ASAL) of Kenya.
    Experience working with USAID projects preferred.
    Strong communication skills both written and verbal.
    Professional, reliable, deadline-oriented, team player.

    As part of this support, MSP helps to facilitate the Mission’s efforts on Collaborating, Learning, and Adapting (CLA). CLA is USAID’s approach to strategic collaboration, continuous learning, and adaptive management.
    As a mid-level member of the MSP Organizational Development (OD) and CLA Team, the CLA Specialist will oversee and facilitate CLA and knowledge management activities among USAID/KEA internal and external stakeholders with an eye to adaptive management and ensuring sustainability of results and outcomes at the strategy, project and activity levels.     Lead CLA Capacity Building/Training activities for Mission staff, IPs and other Mission stakeholders (e.g., local development organizations [LDOs]). This includes supporting curriculum and materials development and facilitating the activities.

    Background.
    USAID Kenya and East Africa (KEA) received approval for the 2020-2025 Regional Development Cooperation Strategy (RDCS) in December 2020. Within three months of RDCS approval the KEA mission must develop a performance management plan (PMP) to accompany the strategy.**
    The USAID/KEA Strategic Planning and Analysis Office (SPA) is charged with developing said PMP and has requested the Mission Support for the Journey to Self-Reliance Pivot (MSP) activity to support PMP development with short-term technical assistance (STTA).
    Purpose.
    USAID/KEA aims to develop a comprehensive and utilization focused PMP within three months of the approval of its 2020-2025 East Africa RDCS. The purpose of this work order is to provide support for the development of that PMP.
    Scope.

    Support for RDCS PMP development provided by MSP will include STTA and MSP staff. MSP will work with a USAID/KEA Mission PMP core group and various internal development objective (DO) working groups. MSP will be guided by a point of contact from the SPA office and liaise with the Mission Monitoring, Evaluation, and Learning (MEL) working group throughout the process.
    MSP support will include advisory services, coordination, group facilitation, knowledge capture, ideation, writing, editing, and document production. Although MSP may provide guidance and suggestions, all proposed monitoring, evaluation, and learning approaches and activities will be approved by USAID. Extensive participation, ideation, content creation, information sharing, and program guidance must come from USAID. This PMP support activity is expected to last for roughly three months.
    Most of the effort for MSP support will be focused on coordination, group facilitation, ideation, writing, and document production – that is, supporting the generation of the ideas and decisions which form a planning document.
    Contribution to J2SR.
    This work order will contribute to the J2SR objective of assessing the progress of Kenya and East Africa on their J2SR, through primary metrics, secondary and custom indicators, and roadmaps.**
    Public health situation note:
    Because of the current public health situation which restricts safe movement and interaction with stakeholders, all meetings will be conducted remotely.
    Responsibilities:
    Review and copy edit the PMP document for grammar, punctuation, and syntax.
    Ensure the document follows USAID style and branding and marking guidelines.**

    Qualifications:
    Ability to edit high-level development-oriented or social program-focused documents for grammar, punctuation, and syntax, and adhere to style, branding, and marking guidelines.**

    Nairobi, Kenya, and Remote/Teleworking
    Period of performance:
