Strategic Information & Evaluation Officer

To support establishment and expansion of a robust monitoring and evaluation strategy/plan for the AIDSFree Project that seeks to support improved health and social outcomes for pregnant adolescents, adolescent mothers and their infants. Specifically, to support early uptake of antenatal care (ANC), of prevention of mother-to-child transmission (PMTCT) for girls who need these services, support adherence to anti-retroviral therapy (ART), and retention in care of mother-baby pairs until the infant is 24 months. The project will work with Home Visiting Teams comprising of two adult (1 female and 1 male) household facilitators, 1 mentor, and their supervisors. These teams will implement a household-centered approach, using a case management model, to deliver services and ensure complete referrals and linkages to health and social services for pregnant adolescent girls, adolescent mothers and their infants.
Job Summary
Under the guidance of the Project Manager and Strategic Information Advisor, the SI&E Officer will work to ensure furtherance of the EGPAF Project’s agenda of improving quality of integrated HIV services through continuous quality improvement, data quality assessments, technical assistance and capacity building to AIDSFree staff, staff of the implementing CBOs-Make Me Smile and Kagwa CBO, Home Visiting Teams, Health Care Workers and relevant stakeholders Kisumu and Homa Bay Counties. He will provide oversight to M&E and data management components within the AIDSFree Project and at the health facility and community levels.
Key Responsibilities
Ensure regular, complete, accurate, timely and quality monitoring reports from health facilities and community on all required indicators
Work closely with the project technical team to manage all data entry related activities
Work with the Facility staff and Sub County Health Records and Information Officers to ensure timely data collection, collation and reporting into the DHIS and other community reporting systems.
Provide timely feedback to the Project, County, Sub-county and facilities for decision making
Oversee joint DQA and Continuous Quality Improvement activities within the project.
Conduct targeted mentorship and supportive supervision on documentation and reporting to MMS and Kagwa CBO and supported facilities
Support monthly data review meetings for supported facilities and MMS and Kagwa CBO.
Represent the EGPAF at County Stakeholder and Technical Working Group meetings
Upload data into various databases including as needed.
Participate in site improvement activities and DQA activities
Support development and utilization of M&E tools that enhance management and storage of information to ensure integrity, quality and availability.
Qualification & Experience:
Diploma or Degree in Social Sciences or other equivalent degree
Must have undertaken a training in monitoring and evaluation.
Must have a minimum of 3 years’ experience in project monitoring and evaluation in health projects.
S/he should have experience in community participation and consultative-type projects.
Experience in adolescent HIV and Sexual reproductive health will be an advantage.
Experience with USG and PEPFAR reporting is desirable.
