The Senior Advisor, Financial Accounting is a key staff within the finance unit giving daily support to the country Finance Manager on day to day financial transactions and system updates; whilst ensuring that all the general ledger postings are posted to the correct work orders and general ledger codes and that any reconciliations are done monthly for all general ledger codes including bank reconciliations. This position also works closely with the Senior Advisor, Management Accounting to ensure correct coding of the expenditures as they are posted in the financial management system. This Advisor takes lead in generating monthly consolidated financial reports for management consumption; both in-country and for the Head office. He is also the key liaison person in finance for all organizational audits with the support of the Finance Manager. The position is a country-level position, which primarily works with a country-based team and collaborates with other technical units organizationally, as well as with a range of external partners and stakeholders. This position is based at the Ipas Africa Alliance field office in Kisumu.
Responsibilities
Review of all transactions (local purchase orders, contracts, travel advances, payment requisitions, and retires) as delegated by the Finance Manager through the IPAS Africa Alliance SOPs to ensure compliance
Ensure that all General Ledger (GL) postings are correct and are posted to the right work orders and GL codes
Monthly review and reconciliations of all GL postings bank reconciliations
Support the Finance Manager in ensuring that the organization has sufficient operational funds always and that timely funds requests are done from the head office as and when required and as per the available funded grants and work plans.
Supervises and takes lead in the preparation of the end of month consolidated financial accounts before forwarding them to Finance Manager for review and final submission to Senior Management and Head office
In close coordination with awards and donor management unit Section and the unit leads, maintains a system to monitor and forecast cash requirements to meet administrative and project expenditures
Constantly reviews banking arrangements to ensure timely transfer of funds and minimize exchange rate loses and bank charges in close liaison with the Finance Manager
Prepares payroll and manages staff payments and statutory remittances in a timely manner
Constantly updates staff on new and existing SOPs and ensures that new staff members are well oriented on these SOPs and their compliance expectations
Manage and update asset registry, overseeing disposals as per Ipas SOPs and authority matrix
Support the Finance Manager on giving timely tax advisory matters relevant for the organization and on ensuring that all related monthly statutory deductions are paid on time
Under the leadership of the Finance Manager and in close coordination with all staff in the finance unit, coordinates the annual audits and any other special audits for the organization
Payroll processing and management using a reliable and PAYE compliant payroll system
Being in charge fixed assets register and listing in liaison with the administration unit
Supervision and guidance to the finance staff under the finance sub-unit
Requirements
Minimum requirements
Bachelor’s degree in Commerce, Science or Business Management with specialization in Accounting or Finance
Certified Public Accountant of Kenya(CPA-K)
Registered and practicing member of Institute of Certified Public Accountant of Kenya (ICPAK)
10 years’ working experience with at least 5 years in a similar role
Prior experience working with an ERP
Prior experience managing payroll
Experience in Financial reporting and SOPs compliance enforcement
Advanced skills working with Microsoft Excel
Preferred requirements
Master’s degree in Finance, Accounting or any relevant field
Analytical skills
Experience in Financial reporting and SOPs compliance enforcement.
Previous working experience working in an International NGO
Previous working experience working with an Enterprise Resource Planning (ERP) system
